In a step to minimise the huge backlog of cases, a mediation and conciliation centre will be set up in Jalandhar on November eight. As many as twenty such centres will be set up in ten districts each of Punjab and Haryana. Jalandhar has also been chosen as one of the ten districts of Punjab where these centres will be established.

Mega lok adalats on Dec 20, 21

Over 10,000 cases are likely to come up in two-day mega-lok adalats in Jalandhar scheduled to be held on December 20 and 21. Civil judge (senior division)-cum-district legal services authority (DSLA) secretary Virinder Aggarwal expressed hope that the pending cases would reduce a lot after the mega lok adalats. Mega lok adalats will be held at district and sub-divisional levels in each district of Punjab and Haryana states as well as the union territory of Chandigarh.

As many as twenty such centres will be set up in ten districts each of Punjab and Haryana. Jalandhar has also been chosen as one of the ten districts of Punjab where these centres will be established.

District and sessions judge-cum-district legal services authority (DSLA) chairman Gurdev Singh said civil cases referred by the presiding judges of different courts would be taken up in the mediation and conciliation centre. Only pending cases will be taken up in the centre and no pre-limitative cases will be heard as had been done in lok adalats, he added. A Supreme Court judge SB Sinha will formally inaugurate the centre in Jalandhar by way of video conferencing on November eight, he added.

The centre will work on the second floor of the judicial court complex. It will consist of a waiting room for lawyers and litigants and two rooms for holding mediation sessions by different mediators.

This will be free court-assisted mediation and two judicial officers have been imparted training in the mediation process by the Punjab and Haryana High Court. They will be holding mediation sessions. Through, mediation and conciliation, disputes between two parties will be resolved by way of settlement. Mediators and conciliators will only facilitate the resolution of disputes between the parties.

The judicial officers will apprise both the parties about their mutual rights and duties and will try to remove hindrances in the settlement of disputes between the parties.

Mediation is a very cost effective and time saving method. By settling disputes through the process of mediation, relations between two parties remain intact and matter comes to an end permanently as there is no provision of an appeal.

So, maximum disputes should be settled through mediation, he said adding that 90 percent of cases were being settled through the process of mediation in several western countries.

Lok adalats are already playing a vital role in reducing the backlog of cases. As many as 61,896 cases have already been settled in 159 lok adalats held in Jalandhar so far. Nearly Rs 1.22 arab has been awarded to concerned parties in the cases settled in these lok adalats.

Of them, 28,440 cases were solved in five special lok adalats, 30,987 cases were settled in 140 regular quarterly lok adalats and 2,469 pre-litigative cases were disposed of in 14 pre-litigative lok adalats.

Journalists carried out a protest march against the Punjab Police here on Thursday against the arrest of a local journalist, without conducting any prior inquiry, as per the standing orders of the Punjab Chief Minister in this regard.

Earlier, the reporters held a meeting at the Punjab Press Club, Jalandhar and condemned the Kapurthala Police for hastily registering a criminal case against NDTV reporter Ashwini Malhotra on the complaint of the management of the Lovely Professional University (LPU).

The media fraternity demanded that the state government should immediately re-issue instructions to the SSPs about conducting prior and thorough inquiry by a DSP rank official whenever a complaint is submitted against a journalist.

“We don't support corrupt journalists. In case, the police find enough evidence against the scribe, he or she should be brought to book. Otherwise, police may set a wrong precedence by falsely implicating journalists on the pretext of ‘blackmailing’. This is an attack on the freedom of press,” the resolution adopted during the meeting said.

It was also demanded in the meeting that a senior police official should probe the alleged gang rape of the university student. Malhotra said he had gone to the university to cover the alleged gang rape of a hosteller and refuted the allegations of blackmailing the university management.

The scribes carried out a protest march in the city, which was culminated at IG (Jalandhar zone) Sanjeev Kalra's residence. Kalra listened to their grievances and constituted a special investigation team (SIT) comprising Jalandhar SP (HQ) Satinder Singh and Phagwara DSP HPS Khakh to expeditiously conduct the inquiry.

Journalists of Kapurthala also condemned the manner in which Malhotra was arrested, without conducting any inquiry, in a specially convened meeting.

Police to step up drive against drug menace

The border police has decided to launch a massive campaign to counter the drug menace prevailing in the border districts of Punjab besides emphasising on catching the big fish in the illegal trade.

Under this campaign chalked out by the department, the police has decided to organise seminars, nukkar nataks and other awareness programs to sensitise the rural people, especially youth, who were found to be more vulnerable to this rampant menace of drug addiction.

Inspector general of police, R P Meena, while talking to The Tribune, said the main aim of organising such programs was to reduce the demand in order to curb the drug menace which has threatened our social fabric.

He said reducing demand would automatically result in decreasing supply, another aspect of illegal trade.

Meena said in order to cut the supply line, the department would now be keeping more strict surveillance on drug peddlers in border districts of Punjab consisting of Amritsar (city and rural), Tarn Taran, Gurdaspur and Ferozepur districts.

The other police districts which were on the department’s list include Batala, Mukatsar and Moga which were relatively less active in drug trade.

Meena said the department has also decided to hire the services of noted playwright, director and founder of Punjab Naatshala, Jatinder Brar for showcasing the play “Armaan” in rural areas. Brar is also the writer of the play.

He said such plays could be a vital tool in sensitising the people.

The IG said according to a survey conducted by the department of social security development of women and children, 67 per cent of rural households in Punjab have one drug addict each and the problem is rampant particularly in the Majha and Doaba regions. Drug addiction, besides directly causing life threatening physical complications, also indirectly aggravates the number of snatchings and robberies.

So awareness levels of people need to be raised and they should join hands with the police to eradicate drug abuse, he added.

GND varsity zonal youth fest kicks off today

More than 1,000 student artistes drawn from degree colleges situated in the districts of Nawanshahr and Kapurthala would be participating in the 4-day zonal youth festival (D-Zone) of Guru Nanak Dev University commencing from October 31.

Thirty seven various items from the fields of music, dance, theatre, fine arts and literature would be held in this 4-day fest to be held at one of the constituent colleges of GNDU, Amardeep Singh Shergill Memorial College, Mukandpur (Nawanshahr).

The zonal youth festival would conclude on November 3. B SSekhon, director of youth welfare, in a press release to the media here today, said Dr. Chander Trikha, a distinguished poet, would inaugurate the festival on October 31. He said on the opening day, competitions would be held in the the categories of gidha, fancy dress, skit, one act play, classical vocal, classical instrumental (percussion), classical instrumental (non-percussion), semi-classical vocal, rangoli, phulkari, flower arrangement (fresh) and flower arrangement (dry).

Sekhon said on November 1, the competitions in the categories of mimicry, histronics, mime, folk orchestra, western music (solo), western music (group), one act play, poetical symposium, elocution, debate, painting (landscape), painting (still life), sketching, cartooning, collage, clay modelling, poster making and installation, will take place.

On November 2, the competitions in shabad/bhajan, group shabad/bhajan, group song (Indian) and Vaar singing would be held, he added. He said on the concluding day i.e. November 3, the students would compete in the categories of classical dance, geet/gazal, creative dance and folk song. — TNS

NCERT science exhibs in Nov

The National Council for Educational Research & Training (NCERT), News Delhi, in collaboration with the district education department would organise tehsil and district-level science exhibitions in the month of November. The theme would be ‘Science and Technology for Global Sustainability’, said PC Gupta and Balihar Singh Bains, district education officer and district science supervisor, respectively, in a press release issued here today.

The Nawanshahr tehsil exhibition would be held at Government Senior Secondary School, Banga, on November 6, while the Balachaur tehsil function would be held at Government Girls’ Senior Secondary School, Balachaur, on November 7. The district-level science exhibition would be held at Kirpal Sagar Academy near Rahon on November 10 & 11. Apart from chart-making and poster-making contests, quiz show would also be organised during the occasion.

Sonia urged to announce Congress candidates

Former parliamentary secretary Parkash Singh, while talking to media persons today said he along with PPCC president Mohinder Singh Kaypee has urged the AICC president Sonia Gandhi to announce Punjab Congress candidates for the ensuing Lok Sabha polls.

Parkash said he made the AICC president aware of the fact that during the last municipal council polls in Punjab, the people of Nawanshahr clearly favoured Congress councillors and elected 11 out of the total 17. The same trend would be replicated in the ensuing Lok Sabha poll, he claimed. "The SAD-BJP government has failed on all fronts and the people are fed up with their rule,” alleged the ex-parliamentary secretary. — OC

In a burglary committed in the house of Maninder Singh of local Model Town, miscreants stole gold ornaments, laptop, wrist watches, cash and other valuables.

According to police sources, Maninder Singh, along with his family, had gone to Amritsar on October 25, 2008.

When he returned yesterday, he found locks of his house broken and goods scattered here and there.

The burglars stole gold ornaments weighing about 12 tolas, three expensive wrist watches, one laptop, Rs 30,000 cash and other valuables.

Model Town police has started investigation in the case.
