RTI reply exposes ‘holes’ in transfer rules

Even as the transfer policy of the state government clearly stipulates that the maximum stay of employees at a station should not exceed more than five years, a reply filed by the DPI (colleges) to an RTI application has revealed that there are nearly 544 government college teachers of the state who have been working on the same campus for over 10 years. In addition, there are nearly 158 teachers who have held the post at the same place for over two decades.

RTI reply exposes ‘holes’ in transfer rules

Even as the transfer policy of the state government clearly stipulates that the maximum stay of employees at a station should not exceed more than five years, a reply filed by the DPI (colleges) to an RTI application has revealed that there are nearly 544 government college teachers of the state who have been working on the same campus for over 10 years. In addition, there are nearly 158 teachers who have held the post at the same place for over two decades.

A city-based lawyer had moved the application, the reply to which shows that as many as 72 lecturers have been working at SCD Government College, Ludhiana, for the past 10 years and nearly seven lecturers for the past 20 years. Twentytwo lecturers have been serving at Government College, Hoshiarpur, for the past two decades and 23 for the past over 10 years, the data has disclosed.

Similarly, the Government College for Women, Ludhiana, has 17 lecturers who have been serving on the same campus for 10 years and 23 for over 20 years. The Government College for Women, Patiala, has 24 lecturers who have been serving there for 10 years and 22 for 20 years. Government Mahindra College, Patiala, has 46 lecturers who have been serving there for the past 10 years. Government Bikram College, Patiala, has 13 lecturers who have been serving there for 10 years and three for 20 years.

The Government College for Women, Amritsar, has 30 lecturers who have been serving there for 10 years and nearly 10 serving for the past 20 years. Government Barjindra College, Faridkot, has 20 lecturers who have been serving there for 10 years and 14 for the past two decades. SBS Government College, Kotkapura, has 17 teachers who have been serving there for 10 years.

Among local colleges, the Government College of Education, Jalandhar, has nine lecturers who have been serving there for the past 10 years. Government Arts and Sports College has four lecturers who have been serving on the campus for the past more than a decade.

Government College, Pojewal, Nawanshahr, has five lecturers who have been serving there for over 10 years. Government College, Muktsar, has 10 lecturers who have been serving there for 10 years and five for over 20 years.

Nawab Jassa Singh Ahluwalia Government College, Kapurthala, has 23 lecturers who have been serving there for 10 years and four for over 20 years.

Lists of over 24 colleges with the names of teachers and their date of joining were obtained as reply and the matter was culled to make all calculations.

Insurance firm told to pay Rs 1.13 lakh damages to man

In a significant decision, the district consumer disputes redressal forum has directed the United India Insurance Company to pay Rs 1,04,871 as damages to a consumer whose insured truck met with an accident.

In the eight-page order, forum president A.K. Sharma further directed the company to pay a sum of Rs 7,000 to Davinder Singh of the New Subash Nagar locality in Ludhiana for causing mental tension and physical sufferings on account of deficiency in service, besides Rs 2,000 as cost of litigation.

The company has been asked to pay the entire amount to the consumer within a month from the receipt of a copy of the order.

Davinder had filed a complaint with the forum on May 6 this year under section 12 of the Consumer Protection Act, 1986.

He had stated that he was the registered owner of the truck (PB-23B-2191), which had been purchased from its earlier owner Ranjit Singh. The truck was insured with the company for Rs 2.80 lakh with effect from December 21, 2005, to December 20, 2006.

The complainant further stated that he moved an application before the insurance company for the transfer of the insurance policy in his name after getting the registration certificate (RC) in his favour.

While the complainant fulfilled the necessary formalities for the transfer of the insurance policy, the company procrastinated for issuing the policy in his name on one pretest or the other, he stated.

Unfortunately, the truck in question met with an accident on July 14, 2006, and an FIR was registered at Phagwara city police station in this regard.

The complainant said intimation about the accident was given to the insurance company which deputed a surveyor for spot survey. He submitted a report on the estimated loss within a few weeks to the company but instead of appointing the surveyor to assess the actual loss, the company illegally and arbitrarily repudiated his insurance claim on the ground that the insurance policy was not in the name of the complainant at the time of the accident of the truck in question, he added.

Davinder Singh stated that the transfer of the insurance policy was blocked on account of the neglect by officials of the insurance company, which amounted to deficiency in service, so repudiation of the insurance claim company is palpably wrong, unjustified and arbitrary against which he was entitled to the relief claimed.

Thus, the complainant sought directions against the company from the forum for the payment of the insurance amount in respect of the truck and also for compensation on account of deficiency in service on the part of the company.

After hearing the arguments, the forum issued directions in the complainant’s favour.

‘Give representation to Jat Sikhs in union cabinet’

M.M. Singh Cheema, member, All-India Congress Committee (AICC), and vice president, Punjab Pradesh Congress Committee (PPCC), has urged party supremo Sonia Gandhi to give representation to a member of Jat Sikh community from Punjab in the union cabinet.

In a press note issued here today, Cheema said in the past years a member of the Jat Sikh community used to be a member of the union cabinet of the Congress government and non-Congress governments at the centre.He pointed out that stalwarts like Baldev Singh, Swaran Singh, Gurdial Singh Dhillon and Surjit Singh Majithia remained at helm of affairs in various governments and this was the first time that due to coalition compulsions no nomination could come to Jat Sikhs of Punjab.

While claiming that this was the right time to give representation to a member of the Jat Sikh community in the union cabinet, he said such a person should be given portfolio like agriculture, foreign affairs, home affairs and defence.

Pb Roadways GM in vigilance net

A flying squad of the Vigilance Bureau from Jalandhar today arrested Jaswant Singh Ghumman, general manager of Punjab Roadways depot-2 for allegedly demanding a bribe from Gurdip Singh, a conductor posted here.

Acting on the complaint lodged by Gurdip Singh, a vigilance team raided the office and caught Jaswant, reportedly a relative of a senior Akali leader, accepting a bribe of Rs 10,000.

Gurdip had earlier been transferred from depot No 1 to depot No 2. But he managed to get his transfer order cancelled. However, Ghumman demanded a bribe of Rs 15,000 for letting him join duty.

The vigilance has registered a case under various sections of the Prevention of Corruption Act and taken him in custody.

‘Spurious’ cheese seized

Hoshiarpur, October 21
Acting on a tip-off, a team of the district health department, led by district health officer Dr Yash Mitra, intercepted a vehicle and seized 60 kg of suspected spurious cheese at Lachowal today.

Civil surgeon Dr S.K. Gupta said the cheese was being supplied from Gurdaspur to Tanda in Hoshiarpur district. Samples of the cheese were sent to the government laboratory, Chandigarh, for examination. After getting the report, action would be taken against the suppliers accordingly.

Claims apart, dengue patients keep pouring in

Despite claims by the district health authorities to the effect that no case of dengue fever has been reported in the district, a sizable number of suspected dengue fever cases are being reported not only in private hospitals but also in the local civil hospital.

A leading physician and owner of a private hospital, Dr S.K. Narad, told this correspondent here today that more than nearly 20 patients of suspected dengue fever were being reported at his clinic daily these days.

The patients, whose platelet count had decreased to a considerable extent, were referred to the DMC, Ludhiana. Almost all the rooms of his hospital had been crowded by suspected dengue patients, said Dr Narad, asserting that there was a dire need to educate people about the precautionary measures to be adopted for preventing this disease.

Civil surgeon Dr S.K. Gupta said as many as 85 cases of suspected dengue fever had been reported in the local civil hospital during this fortnight, of which card tests of 18 patients had been conducted. Five cases had been referred to bigger health institutions of Punjab. As many as 372 units of platelet had been issued by the blood bank of the civil hospital to the needy suspected dengue patients.

During a joint meeting of the health and municipal authorities, it was decided to launch a joint campaign to spray insecticides and fogging in the localities to eradicate the dengue mosquito, said the civil surgeon, appealing to the private doctors to report all the cases of suspected dengue fever to the district health authorities. — OC

Jeet Kaur of Dolla village died reportedly due to cardiac arrest after hearing the news of her young son’s death in a road mishap. 

According to information, Gurmeet Babbu (25) was coming from Masita village to his house in Dolla village on his bicycle when a truck crushed him on Tuesday evening. While the truck driver fled, the police impounded the truck. — TNS
