In the first case, Bholath naib-tehsildar Gurdev Singh was caught red-handed while accepting a bribe of Rs 5,000 from Charanjit Singh of Boparai village.Giving details, an official said the complainant owned 38 kanals of land in the village that was registered in his father’s name.

The Self-Financed Education Colleges Association, Punjab, has urged Chief Minister Parksh Singh Badal and education minister Dr Upinderjit Kaur to relax the conditions for admission to B.Ed course to ensure optimum utilisation of the huge infrastructure and faculty in 162 education colleges as well as to save the students aspiring to seek admission to B.Ed course from “exploitation” in the adjoining states where there is no provision of entrance test.

In separate cases, the Vigilance Bureau has nabbed a naib-tehsildar and a patwari for accepting bribes.

In the first case, Bholath naib-tehsildar Gurdev Singh was caught red-handed while accepting a bribe of Rs 5,000 from Charanjit Singh of Boparai village.Giving details, an official said the complainant owned 38 kanals of land in the village that was registered in his father’s name. He wanted to change the mutation (girdawri) in his name in the revenue records and had approached the naib-tehsildar for the same. The accused demanded Rs 10,000 for clearing the case. A deal was struck for Rs 5,000.

On receiving the complaint, a team of officials caught the accused red-handed and a case was registered against him. In the second case, a patwari was nabbed for demanding illegal gratification from a woman for issuing copies of jamabandi and girdawri to her.

According to sources, complainant Pritam Kaur of Behnoor Kalan, Nawanshahr, informed DSP Gurtejinder Singh that accused patwari Sarwan Kumar was harassing her and demanding a bribe of Rs 10,000 for giving copies of the documents required by her. She is the tiller of 27.5 acres belonging to the central government at Milkwal village, near Rahon. The complainant said that the deal was struck for the same amount but the money was to be paid in two instalments of Rs 5,000 each.

Acting on her complaint, a trap was laid by the bureau and the patwari was caught red-handed while accepting the bribe today. Cases under sections 7, 13 (2) 88 of the PC Act have been registered against both the accused.

A windstorm accompanied with rainshowers lashed Jalandhar city and its adjoining areas this evening. After a hot, sweltering day, black clouds enveloped the skies and it suddenly turned dark at 5 pm.

High velocity, cool winds started blowing as people began looking for shelter or winding up their belongings kept in the open.

Soon it started raining bringing respite from the day’s heat.

It rained heavily with showers reaching far inside the porch areas and verandahs. People stood out in the covered portions of their houses to enjoy the rain. The last spell was on Saturday evening. There were reports of rainstorm snapping tree branches and electricity wires today.

Power knocked out

Hoshiarpur: High-velocity winds accompanied with hailstorm and rain, which hit the various parts of the district on Friday evening, have caused significant damage to the power supply, apart from uprooting trees.

The entire city was inundated with the rainwater which entered most of the shops and houses, causing inconvenience to the public.

Information gathered by this correspondent revealed that vehicular traffic on the Hoshiarpur-Jalandhar road was blocked due to falling of trees and electricity poles on the road. The entire city was plunged into darkness. Reports of blocking traffic on some other roads were also received due to the uprooting of trees.

PSEB circle superintending engineer, who was coming from Jalandhar and was halted at Chak Gujran, said on his phone that the storm had made heavy losses to the power supply as per information received by him.

The falling of electricity poles and trees caused breaking of wires at 
many places.

The rain was continuing in the area and power supply had not been resumed till the filing of this report.

Teachers threaten mass leave on Sept 8

Teachers of the local Baring Union Christian College today observed a one-hour dharna at 11.30 am on Teachers’ Day in front of the principal’s office to condemn the callous attitude of the Punjab government towards their legitimate demands.

Addressing the teachers, president Pawan Kumar and secretary Aswani of the college unit stated that arbitrary financial cuts and non-release of grants were creating serious problems for the colleges. Most colleges were not in a position even to pay salaries to the teachers. Highlighting the demands of college teachers, Kansra said unless the government paid regular grants to the colleges, most of the institutions, particularly in rural areas, would face closure. — OC

The Kapurthala police has launched a hassle-free registration of first information reports (FIRs) to counter criticism by the public that the police was not registering cases of theft, snatching and other sundry matters.

SSP Rakesh Aggarwal said they had been receiving complaints that the police was not registering such case and the public was forced to run from pillar to post to get their grievances redressed.

He said the police had set up special counters at the CPRC Centre, Kapurthala, CPRC Centre, Phagwara, and in his office complex.

Complainants would be able to register their complaints on special registration forms. Any body who wanted to lodge an FIR had to fill the form and a copy would be made available to him within 24 hours from the same counter, he added. Aggarwal said net-savvy complainants could also log on to “sspkapurthala@yahoo.com” to register their complaints.

Since the scheme could be misused by people to implicate their enemies in false cases, he had directed the SHOs not to arrest the accused merely on the basis of the FIR but to investigate the complaint before doing so.

The SSP said his permission would be mandatory in cases where the complaint was true and any arrests had to be carried out.

Warning against false complaints, he said any person who lodged a false complaint would be proceeded against under section 182 of the IPC.

He said they would request the courts to readily accept cancellation reports of such FIRs in larger public interest.

The Self-Financed Education Colleges Association, Punjab, has urged Chief Minister Parksh Singh Badal and education minister Dr Upinderjit Kaur to relax the conditions for admission to B.Ed course to ensure optimum utilisation of the huge infrastructure and faculty in 162 education colleges as well as to save the students aspiring to seek admission to B.Ed course from “exploitation” in the adjoining states where there is no provision of entrance test.

“While in adjoining states like Haryana, Himachal Pardesh, Jammu and Kashmir there is no entrance test for B.Ed course, the criteria of admission to B.Ed course in Punjab seems paradoxical,” lamented P.K. Johar, spokesman for the association. “A joint entrance test is conducted to streamline the admission to B.Ed course. This year, 12,540 candidates who have secured 30 per cent marks in case of general category and 25 per cent marks in case of SC/BC category have been declared eligible for counselling for admission to B.Ed. On the other hand, to fill the management quota seats, the criteria has been relaxed, thus the candidates belonging to affluent families have succeeded in getting admission to B.Ed course in management quota just on the basis that they have appeared in the entrance test while the candidates who could not qualify the condition of minimum marks have been left out,” said Johar.

He said it was again a paradox that the education colleges in the state had the capacity to admit about 9,000 more students than the 12,540 eligible for the counselling but for want of relaxation in the conditions both students and the education colleges had been suffering a lot. Joining the issue, the Principals’ Association (GNDU, Amritsar jurisdiction), has too sent a separate communication to Parkash Singh Badal today urging him to immediately relax the qualifying conditions for admission to the B.Ed course.

Dr Jaspal Singh Randhawa, general secretary, while talking to The Tribune that the B.Ed seats were lying vacant not only the self-financed education colleges but also in the government and government-aided colleges. “In this situation the money of Punjab would flow out to neighbouring states and the education colleges situated in the adjoining states would be benefited,” said Randhawa. — OC
