The candidates and their parents, who had come today to attend counselling for lateral entry to the second-year engineering and pharmacy courses of Punjab Technical University, staged a protest outside the campus this morning.

Unaware of the fact that counselling had been put off by the authorities till September 1, the candidates and their parents arrived at the counselling venue at the Government Polytechnic for Women, Ladowali Road. On reaching there they came to know of the postponement after reading a notice.

They started raising slogans demanding that the counselling be re-scheduled for today as they had travelled long distances to reach the venue. When the PTU authorities expressed their helplessness in this regard, they went to the main campus of the university and staged a dharna.

The efforts of the PTU authorities to calm down the protesters failed for over two hours. The parents and students were then called up separately for being convinced on the issue.

PTU registrar Sarojini Gautam Sharda said the university had also published public notice in newspapers that “Due to delay in upgradation of branches at respective college levels, and non-availability of the correct position of vacancy in each branch, the counselling for admission to second-year engineering and pharmacy courses has been postponed and would now be held from September 1 onwards.”

The registrar said since a public notice had already been released, it was impossible for them to conduct counselling today. “We are accountable to every single candidate who would have read that notice and not appeared in the counselling today.”

“Since we also do not have updated information regarding vacant seats, we are helpless. We have managed to assure the students that they would have a wider choice if they come for admission between September 1 and 8 as per the revised schedule,” she said.

Cong to kickstart campaign with rally in Badal bastion

Chairman of state Congress campaign committee Capt Amarinder Singh announced that the party would kickstart its formal campaign in Punjab for the ensuing parliamentary elections by holding a massive rally in Chief Minister Parkash Singh Badal’s constituency Lambi on September 1.

The former CM was talking to mediapersons at PAP Chowk here on his way to Amritsar to pay obeisance at the Golden Temple.

Amarinder Singh said three more rallies would be held in each of three - Majha, Malwa and Doaba - regions of the state after Lambi.

Answering a question, he admitted that there were some differences among state party leaders, but the unit was working in unison to ensure another term for the Congress-led UPA government at the Centre.

Amarinder Singh, who had locked horn with the Shiromani Akali Dal (SAD) during the elections to the Shiromani Gurdwara Prabandhak Committee (SGPC), ruled out that his party would interfere in the issue of formation of a separate SGPC in Haryana. “The central leadership of the party has already clarified that the Congress will not interfere in the issue of a separate SGPC in Haryana, hence all party leaders in Punjab and Haryana are bound to follow the instructions of the high command,” he told reporters here.

Commenting on the statement of Sikh leaders of Haryana that they were determined to form a separate SGPC, Amarinder Singh said they were free to do what they wanted but as far as the Congress was concerned, it would not interfere in such affairs.

To meet PM on flood relief Expressing concern over the flood situation in as many as four districts of Punjab, former Chief Minister Amarinder Singh said he would meet Prime Minister Manmohan Singh on Wednesday to seek adequate compensation for the flood-affected areas. “I along with party MLAs of the flood-affected areas will meet Prime Minister Manmohan Singh tomorrow and apprise him of the flood situation in the state,” Amarinder Singh told reporters here.

The former CM said a central team had visited the flood-affected areas and demanded that the state government should spend Rs 1,646 crore out of the Natural Calamity Fund. “I think the state government must have bungled with the natural calamity fund also, that is why not a single penny has been spent out of the fund earmarked for the purpose,” he alleged.

Royalty ‘doubles’ cost of sand

The recent imposition of Rs 500 royalty on each sand-laden tractor-trailer by the mining contractors has not only attributed to more than double its existing cost but has also adversely affected the livelihood of more than 5,000 persons engaged in the trade in the district.

Former Punjab minister Naresh Thakur told the correspondent here today that more than 2,000 tractor-trailer owners along with around 6,000 labourers were involved in supplying the sand in the district. They were lifting sand from the various choe (seasonal rivulet) beds and supply the same for all types of construction works. Each tractor-trailer having 150 cubic feet sand was being supplied for Rs 400 to Rs 450 at the site.

Though, the mining contractors had obtained the annual mine contract from the mines and mineral department, but had not been charging any royalty from the local tractor-trailer owners for lifting the sand from the choe beds during the past years. However, they had been charging the royalty from those owners of trucks and tractor-traliers who carried sand from here to Jalandhar, Phagwara and Bhogpur sides.

It is worth mentioning here that being considered a good quality sand of Hoshiarpur district for the construction work, it was being preferred in the areas.

The recent imposition of royalty on the local sand-laden tractor-traliers had not only made the sand costlier, but also directly hit the families of all those persons involved in the trade.

Rs 50 was charged from each sand-laden tractor-trailer by the mining contractors before 2001, said Naresh Thakur.

The district mining officer-cum-general manager, district industries centre, T.L. Khosla, said all 44 choe beds in the district were recently auctioned for more than Rs 1 crore as against Rs 28.50 lakh during the last year to the similar number of contractors.

The department did not fixed any royalty being charged by the contractors for lifting the sand. The rates were fixed by the contractors themselves.

According to the Mines and Mineral Act, the contractor had to pay one-third amount of the collected royalty each to the owner of the land and to the department. But they were only providing contract money in instalments to the department.

On the assurance of anonymity, many owners of tractor-trailers said previously they were not paying any royalty to the contractors and selling the sand for Rs 400 per loaded trailer. But with the recent imposition of Rs 500 royalty to each sand-laden tractor-trailer, they had no other option except to increase its rates to Rs 1100.

Justifying their rates, they said out of Rs 1,100, they had to pay royalty of Rs 500 to the contractor for each trip, Rs 150 each to the land owner, labour and diesel against a trip.

They pointed out that all contractors were from the ruling party and if any of the tractor-trailer owner tried to raise his voice against their “looting,” he had to face a lot of harassment from the district transport department. With the imposition of royalty, their livelihood had been adversely affected.

The Tanda police booked Ravinder Kumar, his mother Shakuntla Devi and another Shakuntla Devi, all of Jaja here on Monday.

Sabita Rani (23) stated that she got married to Ravinder on July 1, 2007. Soon after the marriage, she was allegedly tortured and beaten up by the accused for more dowry. Her mother tried to fulfil the demands of her in-laws. But their greed increased and she refused to fulfil their demands. On July 28, they mercilessly beat her up and threw her out of the house. The girl was admitted to the hospital by her parents. — OC
