Sirsa, August 26 An FIR was registered against Bharat Singh Beniwal, Congress MLA from Darba Kalan assembly constituency, and three others on the complaint of Surender Singh, a resident of Gosaiana village, in the Nathusari Chopta police station here last night. Beniwal, however, has described the case as a ploy of his political opponents to malign his reputation and damage him politically. The complainant is stated to be close to a senior political leader occupying a gubernatorial post. Surender Singh had lodged a complaint with the police last month, but the FIR was registered yesterday only. Surender Singh alleged that Beniwal, Rameshwar, Dharamveer and Har Dutt came to his and other farmers’ fields on July 20 and ploughed standing crops in 19 acres by running a tractor over the crops. The complainant alleged that when he tried to stop Beniwal and others from encroaching upon his agriculture land, they allegedly opened fire at him injuring him in the process. The police has registered a case under Sections 447, 307 and 34 of the IPC and 25, 27, 57 and 59 of the Arms Act against the MLA and others but no one has been arrested so far. Beniwal said Surender Singh had made a false complaint against him. He alleged that the complainant had made similar allegations a month earlier too. He said the police or the district authorities had not informed him about the alleged case so far. |
Foreign Dream Gone Sour
Kaithal, August 26 The widowed mother of the victim had to sell her land to ensure a bright future for her son, but her dream could not come true. The police has arrested Harjinder Singh and Sahib Singh in this case. Giving details, SSP Anil Kumar Rao told mediapersons here today that Harjinder of Polar lodged a complaint with the Kaithal police on August 24 that Harjinder Singh and Baldev Singh used to send people to foreign countries and two of their cousins, Sahib Singh and Baldev Singh, who were known to Harjinder (complainant), collected money from people on their behalf. In 2005, these people promised to send him to the UK and to help him settle down there. They asked him to pay Rs 3 lakh in advance and Rs 5 lakh after reaching the UK. The mother of the complainant paid Rs 3 lakh to Harjinder and a passport of her son in the presence of Puran Singh of the same village. After a few days, Harjinder was handed over his passport with a visa of South Africa and he was told that from South Africa he would be sent to the UK. The complainant was sent to South Africa on June 20, 2005, where he was given some papers and told that by showing these documents to the South African emigration authorities, he could proceed to the UK. However, when Harjinder reached the Johannesburg airport to catch a flight, he was arrested by the SA police on a charge of possessing forged documents. Meanwhile, accused Harjinder contacted the mother of the victim on the telephone and said if she could pay Rs 6 lakh more to Sahib Singh, he could mange the release of her son on bail and then send him to the UK. Lakhwinder Kaur, mother of Harjinder, sold her land and paid Rs 6 lakh to them. When Harjinder came out of jail, he was forced to tell his mother that he had reached the UK. Meanwhile, the accused arranged a room for the victim and asked him to remain there for a week, but no one turned up to meet Harjinder, neither was his passport returned. The complainant met embassy officials, who arranged his deportation to India. In March 2006, the accused promised to send Harjinder to the UK in the presence of prominent persons of the area and to return Rs 9 lakh if they failed to do so. However, when the victim and his mother demanded their money back, they were allegedly threatened with dire consequences, following which the victim lodged a complaint with the police. |

Bahadurgarh (Jhajjar), August 26 Within an hour of the incident, the alleged accused in a fit of rage also opened fire at his wife at his residence in Kulasi village here, following which she died. The deceased have been identified as Meenu (22), a resident of Kaanauda village, and Kavita (30) of Kulasi village. The police has registered two cases of murder against the accused, Ravinder of Kulasi village, and started investigation. Besides, the police has also booked Azad Singh, father of Ravinder. The incident took place when Ravinder along with his father was going to Bahadurgarh today morning. As they reached near Kanaunda village, their bike collided with the motorcycle of Meenu, who was with his cousin Rajesh. The collision led to a clash between Meenu and Ravinder after a verbal duel. Thereafter, Ravinder allegedly opened fire at Meenu from his pistol and escaped leaving his father on the spot. Later, Meenu succumbed to his injuries on the spot. The Bahadurgarh police rushed to the spot and arrested Azad Singh. The police has sent the body to the Civil Hospital here for postmortem. Sources said after allegedly killing Meenu, Ravinder reached his house at Kulasi village and allegedly opened fire at his wife, Kavita, from the same revolver following a verbal duel. Ravinder ran away from the house while Kavita died on the spot. The police has launched a manhunt to nab Ravinder. SHO Mahavir Singh said the murders were executed in a fit of rage. While the accused had absconded, his father had been arrested, he added. |
2 more deaths in Mohdinpur
Karnal, August 26 Village sarpanch Bahadur Singh told The Tribune that two more persons had died while several others were battling high fever. He said villagers had reason to believe that the deaths were occurring due to the diseases. Balwinder Singh, a villager, maintained that so many people could not die over a short span of just two months and it had to be some outbreak of a disease. However, the district administration is maintaining that not even a single person has died in the village due to fever or viral. It is learnt that more than 110 persons from the village have been admitted to the civil hospital at the district headquarters. While some villagers had approached private doctors for treatment, the National Integrated Forum for Artists and Activists that roped in the district unit of the Indian Medical Association to hold a medical camp in the village, stated that in view of the prevailing situation, they would again organise a medical camp there. IMA doctors had examined more than 550 patients the day before yesterday and had offered to provide free medical aid to persons suffering from diseases at their private clinics. A team of eight doctors of the health department remained stationed at the village yesterday and today. A large number of patients were examined by the doctors. The drive to clean the village is still on. Besides, sewage water from the village pond is also being drained out. |
Stagnant Rainwater
Jhajjar, August 26 The municipal committee has been directed by the deputy commissioner for immediate issuance of notices to such plot owners with a direction to start the process of removing accumulated water from their plots. Action would be initiated against those who fail to follow the directions. According to sources, there are at least 500 plots in several localities, including Kaccha Beri Road, Kanwar Singh Colony, Subhash Nagar, Model Town, Rewari Road, Chhawani, Rahania Colony, Mata Gate, the area behind Deswal Complex and some other colonies situated opposite the PWD office, where rainwater is still stagnant and has become a breeding ground for mosquitoes. The district administration is of the view that malaria, dengue and typhoid cannot be controlled without draining out the rainwater accumulated in open places in the city. A survey of Jhajjar district revealed that a large number of persons have been suffering from malaria and viral fever. Many have been admitted to the general hospital, besides private clinics and nursing homes. The Jhajjar civil surgeon, Dr Om Prakash Hooda, said the work of fogging was continuing in rain-hit areas keeping in view the possibility of spread of vector and water-borne diseases. Fogging had been carried out in at least 24 villages. “Now, the heath department has chalked out a plan of chemical spray in the rain-affected areas as the spray proves much effective to curb malaria and dengue,” maintained Hooda, adding that the chemicals used in the spray would be received soon from the headquarters. On the other hand, hundreds of acres of fields in a number of villages of the district have been inundated by rainwater. Waterlogging in fields has affected standing crops. |
HC directs departmental action in liquor vend allotment
Chandigarh, August 26 The court has ordered departmental action against the erring officials and has awarded damages of Rs 20,000 to the petitioner. The petitioner was granted a licence for running liquor vend from April 1 in Panchkula’s Sector 19. But before he could start selling after making necessary investment, over 100 area residents protested. The vend was ordered to be closed, but he was neither allotted an alternative site, nor was the money refunded. Taking up the petition, the Bench of Justice Satish Kumar Mittal and Justice Augustine George Masih observed: “This is a peculiar case where no fault lies on the part of the petitioner. All requirements as per the licence were fulfilled by the petitioner-licencee with due diligence and sincerity….” The Bench observed alternative sites proposed by the petitioner were not accepted as per the 2008-09 policy. Moreover, the provisions mandatory for opening a new liquor vend were not complied with. “All these facts go a long way to prove the insensitive and causal approach of the state authorities in dealing with the citizens. They cannot now escape the liability and consequences of non-compliance with the statutory requirements and inaction on the part of its officials,” the Bench added. It was further observed: The highhandedness of the state and its officials is writ large as the counsel for the state on the last three dates sought time for refunding the amount deposited by the petitioner, but without any result. In view of this, we see no justification as to why refund of the licence fee and security deposited by the petitioner, as well as damages be not ordered. Before parting with the orders, the Bench ruled: “The court cannot be a silent spectator and we see no reason why steps should not be taken. In this case, the officials have forced the petitioner to approach this court, which is unjust and unfair. The interest of justice demans that the state must take remedial steps and for that we direct departmental action against officials, who were responsible for complying with the mandatory provisions, but have not done so”. |

Rewari, August 26 The mahapanchayat adopted a resolution seeking the establishment of a permanent Bench of the Punjab and Haryana High Court in Rewari. Endorsing the demand, former legislator and president of the SJP Raghu Yadav asserted that Chandigarh was beyond the reach of lakhs of poor people of south Haryana, comprising Rewari, Mahendragarh, Gurgaon, Faridabad, Mewat and Jhajjar districts, owing to its remoteness and non-availability of cheap means of transport. |
Kidney Scam
Ambala, August 26 All nine accused, including Dr Amit, Dr Jeevan, Dr Serz, Dr Upender, Dr K.K. Aggarwal and nurse Linda, were present in the court. An application filed by the CBI for the attachment of the immovable property of Dr Amit and a few others was argued today.The CBI in the application had mentioned 12 residential and commercial properties of Dr Amit in various colonies of Gurgaon worth crores of rupees. Similarly, 11 properties of Dr Upender in Faridabad and Ballabhgarh and two of Dr Jeevan were mentioned in the application. The CBI in its application disclosed a bank account of Dr Amit in the HSBC Bank, Hong Kong. The CBI claimed the account had $ 58,000. Another application of the CBI was also argued today in which the CBI had requested the court to issue a letter to the competent judicial authority in Canada through the department of justice so that the CBI could investigate some persons there who were linked to the kidney scam. The court adjourned the hearing on both matters for August 28. The bail applications of Dr Sarj , Jagdish and Manoj were also taken up in the court of Special Judge of the CBI A. K. Verma today. The court adjourned the hearing on the application for September 5. |
8 years on, driver held for rape
Sirsa, August 26 The victim had travelled in the bus driven by the accused on some occasions and during her journey the accused succeeded in enticing her to avoid the arduous journey and to stay in his house in Bharukhera village, which was near Dabwali, to which the victim agreed and started staying with his family. It is alleged that on May 21, 2000, the accused allegedly raped her and threatened her with dire consequences if she reported the matter to anybody. The police registered a criminal case against him. In the meantime, he absconded to evade arrest.

Rohtak, August 26 The accident victims were taken to the local PGIMS, where three of them were declared dead. The deceased have been identified as Sandeep, Suresh and Bal Kishan. All three deceased belonged to Baland village of the district. |
Insurance scheme extended
Chandigarh, August 26 An MOU was signed in this regard between the union government and the state government today in the state-level workshop organised to create awareness among the implementing agencies about the scheme at the Haryana Institute of Public Administration (HIPA) in Gurgaon. Prior to this, the scheme was being implemented in Faridabad, Panipat, Bhiwani and Yamunanagar districts.
