Ex-minister, son booked for assault on cops
HJC leaders go underground as police raids houses

The police has registered a case against former state minister and Haryana Janhit Congress (HJC) district (rural) president Krishan Murti Hooda, his son and several local HJC leaders following a clash between protesting HJC activists and policemen here today.

The HJC members and supporters were holding a protest against the alleged irregularities in the BPL survey and several other issues near the local Bhiwani Stand today. They also burnt an effigy of Chief Minister Bhupinder Singh Hooda.

While the demonstration was being held, some policemen deputed there asked an auto-rickshaw driver to move his vehicle so that the flow of traffic was not obstructed. However, some protesters objected to this, which led to an altercation.

Soon, a clash broke out between the protesters and the policemen. SHO (City) Pawan Sharma and several others sustained injuries in the scuffle. Following this, the HJC activists staged a dharna near the busy Bhiwani Stand Chowk.

Hooda later told newspersons that the police had used force on HJC men who were protesting in a democratic way. HJC spokesman-cum-general secretary Subhash Batra also condemned the incident and termed the police action “politically motivated.”

Rohtak SSP Alok Mittal asserted that the protesters had assaulted a police official on duty without any provocation, which necessitated the registration of an FIR against them.

“The police was not using any force on the protesters when they assaulted the SHO, prevented him from discharging his official duty and tried to obstruct the flow of traffic,” he maintained.

Mittal said a case under Sections 147, 149, 283, 341, 393 and 186 had been registered against Krishan Murti Hooda, his son Gaurav Hooda, local HJC leaders Wazir Singh Khokhar, Sushil Saini, Tarun Verma and several other unidentified persons.

The SSP disclosed that raids were being conducted on the houses of the persons named in the FIR to arrest them.

On the other hand, HJC sources revealed that the party leaders named in the FIR would court arrest or surrender in a court of law after consulting party chief Kuldeep Bishnoi, who was expected to arrive in the town soon.

Meanwhile, Krishan Murti and other local HJC leaders went underground late in the evening, apparently to evade arrest.

NRI accuses brother, Cong leader of fraud

A France-based NRI has accused his brother, owners of a prominent automobile firm, a top district Congress leader, registrar, Gurgaon, and others of property fraud.

A case has been registered against the accused at Badashahpur police station.

The complainant identified as Sunil Sood immigrated to France in 1998 and started a business in electronics there.

He has alleged that Gaurav Malhotra, a family friend, impersonated as Sunil Sood and sold his plot measuring 7 kanals and 3 marlas to Dhingra Motors through Satish Dhingra, Giri Raj Dhingra, Ashok Dhingra, Subhash Dhingra and Gopi Chand Dhingra.

His elder brother Anil Sood, president of the Gurgaon district Congress unit Madan Lal Grover and an advocate Hem Ram Khatana signed as witnesses in sale documents, he alleged.

He said the land in question was located at a prime location near Narsingpur village on the Delhi-Jaipur expressway. Its market price was estimated to be more than 20 crore.

“However, I don’t know at what price it was purchased by Dhingra Motors and what amount the other accused received as their share,” claimed Sunil Sood, who has also accused the registrar and document writer Ramphul Singla for being hand in glove with the other accused in fraudulently drafting and executing the sale deed without ensuring proper identification of the actual owner.

Claiming that he had kept the original papers of the property with his brother, the complainant alleged that he came to know through a friend that his brother had misappropriated the property through the original papers vide three sale deeds.

He also alleged that Malhotra, who impersonated and forged his signatures in the sale deed, was the main beneficiary.

One of the alleged accused, Subhash Dhingra, held the complainant’s brother and friend Malhotra responsible for what had happened.

“We did not know that Malhotra was presented as Sunil Sood. Moreover, we did not suspect anything wrong since his brother had put his signature as a witness. Actually, we are the victims of the fraud but we have been made the accused,” he claimed. Grover too supported this.

Meanwhile, the court of Pawan Kumar, civil judge, junior division, Gurgaon, today ordered a stay on the alienation of the said property till further orders. The complainant had filed a civil suit against all accused for injunction.

Taxation Inspectors’ Recruitment Scam
11 accused surrender

Eleven out of 20 accused in the taxation inspectors’ recruitment scam of the Haryana Subordinate Services Selection Board (HSSSB) today surrendered before the special CBI court of Jagdeep Jain following the refusal of the Punjab and Haryana High Court to grant them bail.

The prime accused in the case, A.P. Jain, is already undergoing imprisonment.

The CBI special court had sentenced Jain to five years of rigorous imprisonment while 19 other accused, including five former members of the board, were sentenced to three years’ RI.

Two accused - Samay Singh Kamboj and Bachna Ram - had moved an application seeking “B” grade facilities in the jail as one of them is a graduate and the other was an advocate.

Accepting the application, the court observed: “Samay Singh and Bachna Ram has prayed for better-class facilities. Keeping in mind that they have been accustomed to superior mode of life, the court directed the jail authorities to provide better facilities.”

Furthermore, the court observed: “The court has no powers to grant extension of sentence, thus convicts are being taken into custody and send to jail to undergo the sentence. The warrants for the arrest of the convicts, who have not surrendered, should be issued in a month.”

The counsel of one of the accused informed the court that Devi Dayal, a board member, has been granted bail by the Supreme Court. However, the certified orders were not available.

Declining the appeal, Justice S.D. Anand of the high court observed: “The accused have shown serious misconduct by circumventing the process of recruitment to the post of excise and taxation inspectors. The members of the board were privy to the forgery. The signatures of Anand Singh Dangi, the then chairman of the board, were also forged on the relevant resolution. Furthermore, the result was declared the very day the new chairman of the board, Bani Singh Balhara, had taken over and the announcement was not done with his permission.”

The accused were convicted of substituting the names of selected taxation inspectors with those who had not even appeared for the examination.

Interestingly, Punit Jain, son of the then secretary, A.P. Jain, was one of the 14 candidates, who were wrongly selected by forging the records.

The sentenced board members are Bachan Ram, Samay Singh Kamboj, Devi Dayal, Rao Inderpal and Sukhdev Singh.

Interestingly, Devi Dayal revealed that he was related to former Haryana Chief Minister Devi Lal.

The accused were held guilty for record manipulation, preparation of false records and forgery. They were booked following an inquiry by the CBI, which was conducted on the directions of the Supreme Court in 1991.

The Punjab and Haryana High Court has made it clear that it wants to drive out Haryana Roadways bus drivers, who initially deceived the state into appointing them by flaunting fake licences. In all, there are 25 such drivers.

A high court Division Bench of Justice Mehtab Singh Gill and Justice Augustine George Masih said in their view these drivers could not be allowed to drive government buses, even though they now have genuine licences. A notice of motion was also issued to the state to clarify its stand regarding these 25 drivers.

“Their initial entry into service was bad and illegal, they being ineligible for the post of drivers, as they did not have a valid licence, which was a condition,” the Bench observed.

The judges asked the state to explain why these drivers were allowed to drive buses, when at the time of getting initial appointments they had deceived the state by showing fake licences. Fixing November 3 as the next date of hearing, the Bench directed the filing of the reply before that.

The directions follow a petition filed by a roadways bus driver, Balwant Singh. Involved in a fatal accident, a case of causing death due to rash and negligent act and other offences under Sections 304-A and 279 of the IPC was registered against him at Rajpura. After his driving licence was found to be fake, his services were terminated.

Seeking the quashing of the termination orders, the counsel for the petitioner had contended other similarly situated employees, whose driving licenses were found to be fake, were allowed to join duty after getting new licences from the appropriate authority.

Taking up the matter, the judges observed they were not in a position to interfere with the termination orders and give the petitioner the right to drive a bus again, especially when there was a judicial verdict to the effect that his driving licence was fake.

Holding that there was no infirmity in the termination orders, the Bench dismissed the petition, but took note of an order dated March 20, 2006, issued by the roadways general manager. Even though the licences initially shown by these 25 drivers to the appropriate authority were found to be fake, the general manager had passed the order in their favour on the basis of the new licences.

Plea dismissed

Dera Sacha Sauda chief Gurmeet Ram Rahim Singh’s petition challenging the framing of charges against him in an alleged sexual exploitation case of dera sadhvis was today dismissed as withdrawn by Justice Ranjit Singh.

After hearing lengthy arguments, Justice Ranjit Singh, however, granted the dera chief liberty to raise all the issues before the trial court. Charges against the dera chief were framed by an Ambala court last month. During the arguments before the special judge, the CBI had produced the statements of several sadhvis in the court in an attempt to substantiate the allegations of sexual exploitation. The defence counsel had, on the other hand, alleged that the CBI had falsely implicated the dera chief in the case.

Erratic Power Supply
Villagers hold up traffic

Irked over the erratic power supply, villagers blocked traffic for over three hours in Panihari village situated on the local Barnala road while agitated over the exclusion of their names in the BPL list, residents of the local Subhash Basti staged a demonstration here today.

Residents of Subhash Basti also tried to stop traffic on the Fazilka-Delhi NH-10, but the police thwarted their attempt.

Agitating residents of Panihari, Musahibwali, Bharokha and Baruwali villages informed mediapersons that they had been facing an acute shortage of power for the past four days. Scarcity of power was also affecting the potable water supply to their villages, they alleged.

They alleged that they had not received a drop of water for the past two days.

Raising slogans against the Dakshin Haryana Bijli Vitran Nigam, residents of Panihari village assembled near the village bus stand on the Barnala road and blocked traffic. Soon, residents from other villages also joined them.

Hans Raj, SHO of the Sadar police station, Sirsa, reached there and tried to pacify the villagers, but to no avail.

Efforts of O.P. Bishnoi, SDO of the DHBVN, also evoked a little response.

Eventually, the villagers lifted the blockade after I.D. Mehta, executive engineer of the DHBVN, assured five hours of uninterrupted power supply daily.

Mehta told the villagers that they might have to face power problem for two more days but the situation would improve after that.

Villagers allowed the traffic movement warning that they would lock the power substation in case the situation did not improve within two days.

Residents of Subhash Basti assembled on the Dabwali road here and staged a demonstration against the non-inclusion of their names in the BPL list.

They alleged that residents of their locality did not have the means to arrange for a square meal, but their names had been excluded from the BPL list while names of those who had all worldly comforts, find place in the list.

They alleged that their names had been in the list for the past 20 years, but now the authorities had deleted their names.

Free plots from Oct 2

Haryana Chief Minister Bhupinder Singh Hooda today said the state government would start allotting 100 square yard plots free of cost to eligible families from October 2.

Hooda was interacting with mediapersons at Ratia in this district. He said land had been selected for the plots and the candidates of BC (A) category would also be benefited from this scheme.

The Chief Minister said applications had been invited from candidates belonging to the BC (A) category and the allotment work would be started from October 2. To a question about the BPL survey, Hooda said there were no irregularities in the survey.

He said he had directed all deputy commissioners to receive complaints of people regarding the list till September 30 and settle these by October 15.

Hooda congratulated teachers on the eve of Teacher’s Day and said teachers were the base for the development of society.

He said the government had stated various welfare schemes to promote education. Earlier, Hooda went to Nimri village near here to mourn the death of former Haryana minister Mani Ram Godara’s grandson Sunil Godara.

Khijrabad Violence
IG reviews security arrangements

IG (Ambala range) K.K. Sidhu, along with the SP, visited sensitive areas in Khijrabad town and reviewed the security arrangements here today.

He also formed four committees of locals in 44 sensitive villages to deal with the situation arising out of the communal violence between two communities. Each committee has 11 non-political and non-controversial members. The security has also been tightened in the border areas of the district.

A team of police personnel headed by the ASI has also been attached to these committees. Sidhu held a meeting with the committee members. The next meeting of the four committees had been fixed for Monday to further review the situation, said SP C.S. Rao. Sources revealed that commissioner, (Ambala range), Mahender Kumar also inquired about the incident from senior officials of the administration.

Meanwhile, residents of Jatlana village today beat up the driver of a mini-truck, which was carrying cows. The cows were later sent to the gaushala. The police has registered a case in this regard.

Nigam organises bijli sabha

The Sonepat circle of the Uttar Haryana Bijli Vitran Nigam (UHBVN) today organised a bijli sabha at the 33 kV power substation in Kharkhoda to redress grievances of power consumers on the spot. Complaints of more than 100 consumers of the area were entertained by nigam officers under the supervision of superintendent engineer (SE) of the circle N.K. Jain.

Jain said the bijli sabha was a part of the yearly schedule introduced by the nigam’s higher authorities. As part of the schedule, nigam officers of the circle would hold meetings with the representatives of housing societies and industrial associations in their areas on the seventh day of every month and the progress on the works would be reviewed on the ninth day of every month. The nigam officers would have an interaction with customers care advisors and retired employees of Haryana Power Utilities on the 11th day of every month, he said, adding that the 14th day would be observed as Energy Conservation Day.

The executive engineers would hold open darbars in one of the substations of their areas on the 15th day of the month and the SEs in the circles would arrange karamchari darbars on the 21st day of the month to settle the pending issues of the employees, he revealed, adding that the SEs had been allowed to arrange sports or extra-curricular activities for the employees to motivate them towards their duties.

Constables to get promotion

The Haryana government has decided to promote all such constables to the rank of Exemptee Head Constables (EHCs) who have served the department for more than 12 years instead of the existing 16 years of qualifying service with a clean reputation.

This decision has been taken to remove stagnation in the rank of constables and with a view to give them a time-bound promotion in their career.

A spokesman for the police department said similarly it was also decided that EHCs after the completion of 22 years instead of 30 years of service with a clean reputation would be conferred the rank of EASI. Also, EASIs after the completion of 30 years instead of 35 years of service would be designated as ESI.

21 injured as school bus overturns

Twenty-one schoolchildren, including 17 girls, were injured, three of them seriously, when a school bus they were travelling in reportedly overturned due to the negligence of the driver of the bus near Bhuna town here today.

The incident took place when the bus belonging to New Sunrise Senior Secondary School, Bhuna, had gone to pick up children from Hasanga and Nadhori villages. It overturned while giving side to a Haryana Roadways bus.

Injured girls said the bus was being driven at a very fast speed by driver Anup Singh, who was also injured.

Assault on driver

Employees of the Haryana Roadways blocked the main road linking Narwana town with Patiala this morning after students of the ITI allegedly beat up a driver when he did not stop the bus near the institute.

They said the students had boarded the bus despite being told by the driver that it would not stop there.

The driver and conductor stopped the bus in the middle of the road. Later, drivers and conductors of several other buses joined them. They demanded action against the students.
