INLD forces deferment of privilege panel report

Speaker Raghubir Singh Kadian had to defer the tabling of a special report of the Committee of Privileges about former Chief Minister Om Prakash Chautala till tomorrow in the face of stiff opposition by INLD members.

Immediately after the Speaker read out the report of the Business Advisory Committee (BAC), the INLD members led by their deputy leader Sushil Indora stood up and started protesting against it, saying that there were many issues of public importance which the BAC had not listed in the agenda of the monsoon session of the House.

Kadian said their representative should have attended the meeting of the BAC if the INLD was so serious about raising these issues. However, Indora continued to protest.

Soon he and his colleagues walked into the well of the house and raised slogans like “Tanashahi Nahi Chalegi,” and “Haryana government Murdabad”. For about 20 minutes, nothing could be heard in the house.

In a bid to pacify the INLD members, Kadian made an offer. He said: “You go to your seats and I will allow you to speak on any issue you want.” The INLD members, however, did not take the bait. They continued to raise slogans.

Understanding their motive, Kadian told them that they were holding the House to ransom because they did not want the special report of the privileges committee indicting their leader Chautala to be tabled. The INLD members remained unmoved.

Meanwhile, Kadian asked chairman of the privilege committee Karan Singh Dalal to present the preliminary report of his committee. Presenting the report, Dalal sought extension of time for presentation of the final report on the first day of the next session. Amidst slogan shouting by the INLD members, Dalal’s request was granted.

Chairman of the house committee constituted to inquire into the details of the public properties alienated during 1999-2000 to 2004-2005 Phool Chand Mullana also sought extension of time to present its report till next session. His request was also granted.

Amidst the din created by the INLD members, the Speaker deferred the presentation of the special report of the privilege committee till tomorrow. It is believed that the committee has recommended to the House that Chautala should be reprimanded for his alleged contempt of the committee. With this Kadian adjourned the house till tomorrow.

Earlier, the house unanimously adopted a resolution congratulating Haryana sportspersons, who brought glory to the nation at Beijing Olympics Games.

Chief Minister Bhupinder Singh Hooda said the sportspersons belonging to the state would win at least 10 medals in the 2012 Olympics Games.

He said the state was actively considering a proposal to give a pension of Rs 5,000 per month to Bhim awardees on the pattern of the Dronaacharya and Arjuna award winners.

INLD holds protest over BPL list

Workers of the Indian National Lok Dal (INLD) staged a dharna outside the mini-secretariat here today. They alleged that the state government had failed to include genuine people in the BPL list and provide them proper facilities.

They also blamed the government for ignoring problems of farmers, whose paddy had been lying in grain markets of the state, as traders were not lifting the paddy due to their ongoing agitation.

SIRSA: A large number of Indian National Lok Dal (INLD) workers staged a demonstration here on Monday in protest against the alleged irregularities in the preparation of below poverty line (BPL) lists and distress sales of bajra and other coarse grain crops in the state.

District president of the INLD Padam Jain led the demonstration.

The agitating INLD workers went to the mini-secretariat in procession and gave a memorandum to deputy commissioner V. Umashankar.

Jain alleged that paddy-producing farmers had been facing a lot of problem due to non-procurement of their crops, but rice millers had not yet started to purchase paddy due to their ongoing strike in protest against the ban on the export of rice other than basmati.

FATEHABAD: Workers of the INLD staged a demonstration and blocked traffic for some time on the national highway here on Monday.

They were protesting against the alleged irregularities in BPL lists, non-procurement of crops and scarcity of power and water.

Led by Nishan Singh, district president of the party, the INLD workers gave a memorandum to the deputy commissioner, which was addressed to the Governor.

The INLD alleged that the people had been facing an acute shortage of electricity and drinking water.

KURUKSHETRA: Hundreds of INLD workers led by INLD state president and former Haryana minister Ashok Arora demonstrated and raised slogans in support of their demands here on Monday.

They were protesting against the alleged irregularities in the BPL list. They demanded enhancement of the maximum support price (MSP) of paddy from Rs 850 to Rs 1,100, inclusion of Pusa 1121variety of paddy into the basmati category, withdrawal of export fee of Rs 800 per quintal imposed on the export of basmati, purchase of paddy as well as bajra on maximum support price, improvement in power and water crisis and control in law and order situation and rampant corruption.

Meanwhile, a memorandum to this effect was also submitted to deputy commissioner Pankaj Aggarwal.

INLD stages walkout

Demanding the withdrawal of the tax on the entry of goods introduced earlier this year by the state government to raise additional resources, the Indian National Lok Dal (INLD) today staged a walkout during question hour on the first day of the Vidhan Sabha session.

In reply to a question by deputy leader of the INLD in the Vidhan Sabha Sushil Indora regarding the reasons for the imposition of entry tax, finance minister Birender Singh said this was an alternative to the local area development tax (LADT).

“The high court decided to strike out the LADT after which we went to the Supreme Court. A decision is expected soon on the matter. However, we introduced this tax to ensure that we could make up for the finances lost by way of striking of the LADT. As an improvement over LADT, we decided to earmark 60 per cent of the income from this tax to build infrastructure for the development of business and smooth commercial activity,” the minister explained.

At present, the tax generated Rs 350 crore to Rs 400 crore for the government. To this, Kaithal MLA Shamsher Singh Surjewala sought to know if there was any truth in allegations that the INLD government waived the tax for some benefit.

The finance minister informed the house that income from the LADT in the first couple of years was very little compared to the finances generated later. “ Collections in the first two years indicate that the government could have reached an understanding with the business community,” he replied.

Dr Indora, on not being given a chance to raise a supplementary question on the issue of entry tax, walked out with the other INLD MLAs while raising a demand for the withdrawal of the tax.

He maintained that after VAT, no other tax should have been introduced and that taxes were needed only in times of a financial crunch in the state. Earlier, transport minister Mange Ram Gupta was at the receiving end from various quarters for delayed projects of bus stands and the lack of facilities at the existing ones. Ambala MLA Venod Sharma raised the banner of revolt by seeking to know when land for the demolished Ambala city bus stand would be acquired. Gupta responded by asking him to provide the land, which irked Sharma. “Where will an MLA provide land? It is the government’s job to identify land and proceed. I just want to know when it will come up,” he shot back. Chief Minister Bhupinder Singh Hooda intervened and asked Gupta to build the bus stand at the same place. Gupta found himself “gheraoed” after MLAs raised issues relating to irregular bus services and unfulfilled promises of bus stands at Jhajjar, Karnal and other places. The minister said a state-of-the- art bus stand would come up in Karnal shortly and two others at Faridabad and Gurgaon on a BOT basis.

School students run riot

Students of Government Senior Secondary School at Julana here went on the rampage here today in protest against the action taken by teachers against some of them on charges of indiscipline. They also damaged the school and private property.

A large number of students of classes XI and XII assembled near the gate of the school here today after the school officials removed the names of four students of class XI from the rolls on Saturday.

The school authorities alleged that these students had not only been irregular in the school but had also been found violating the school uniform rule for the past few weeks. They were also cautioned by the staff in the past.

Students alleged that one of the four students was beaten up while the names of others who were supporting him were struck off the rolls.

The students locked the main gate of the school today and started damaging property, including benches, fans, flower pots and two-wheelers of the staff parked on the premises of the school.

They also raised slogans against the principal and the staff.

The protest came to a halt after the intervention by the police, which was called in by teachers and local residents.

Later, the students went to the office of the block education officer located near the National Highway-71 and shouted slogans against the department officials.

Some of the students pelted passing vehicles with stones, following which at least three private vehicles were damaged.

The police had to use a mild canecharge to disperse the “unruly” students, who demanded the transfer of the staff of the school.

The BEO office claimed that the violence had been a result of the involvement of some anti-social elements, who wanted to vitiate the academic atmosphere in the school.

The school authorities, however, withdrew its move of removal of the names of the students from the rolls after the intervention of the block education office to resolve the matter. No case has been registered in this regard so far.

Ambala dist to have community policing

In an effort to revamp its image and to improve public participation, the Ambala police will start the concept of community policing from next week.

The initiative is being taken to help provide better services to the people and to sensitise them to crime. According to senior police officials, this will also help them collect intelligence inputs against unscrupulous elements.

Under the concept of community policing, the district will be divided into beats. The police and villagers will work together in these beats “to ensure a safe Ambala”.

The district has 498 villages. At present there are 13 police stations in the district - five urban and eight rural. Each rural police station has about 70 villages under it.

Under the beat system, each beat will have eight villages under it and will be overseen by five policemen - two investigating officers and three constables. They will be responsible for taking care of all complaints and cases that come from their assigned beat. To involve the people, a committee of 10 or more people, including four women, will be set up in each beat. The committee and the beat officials will keep a check on each other’s work. Works like verification for arms licence and passport will be done by the beat officials.

The police will undertake steps to give wide publicity to this initiative to inform people of this concept. To ensure that the system is corruption-free, the SP and DSPs will select the committee members, who will be from different walks of life.

Talking to The Tribune, SP Sibash Kabiraj said to curb incidents of corruption and also to reduce the pressure on the top brass and to streamline the work, this initiative was being taken. The beats would be finalised next week, while the committees from the villages would be made subsequently.

2 cops acquitted of graft charges

Additional Sessions Judge A.K. Shori here today acquitted sub-inspector Gurmail Singh and head constable Karan Singh in a corruption case registered against them by the State Vigilance Bureau (SVB) in April 2003.

Many holes were found in the prosecution story during the hearing of case. The Duty Magistrate, complainant and the shadow witness did not support the prosecution story during the cross-examination.

In the course of judgment, the functioning of the State Vigilance Bureau came under severe criticism by the court.

While acquitting the accused, the court observed that in this case, the officials of the SVB appeared to have tried to settle scores with other public servants.

The court had given liberty to the acquitted officials to proceed against inspector Gurdeep Singh and head constable Vinod Kumar, officials of the SVB, for their alleged malicious act.

The ADJ in his judgment said the state was bound to take care that only such police officials were appointed in the SVB whose integrity was above board as the corruption cases were sensitive and the conviction of an accused would result in snatching his liberty and livelihood.

The case of prosecution was that the accused, Gurmail Singh and Karan Singh, were caught by a team of the SVB headed by inspector Gurdeep Singh in 2003.

The then DDPO, Chand Ram, accompanied the raiding party as Executive Magistrate and the duo were caught red-handed while they were accepting illegal gratification of Rs 5,000 and Rs 800, respectively, from one Naresh Kumar, complainant in this case, who was earlier booked by the police in a gambling case and was on bail.

The officials promised to show favour to the complainant in the case pending against him.

The case of prosecution was that the sub-inspector and head constable were arrested from the police station and the amount in the shape of currency notes was recovered from them in the police station.

The Duty Magistrate said no money was recovered in his presence from the accused and he was merely shown the currency notes, which were said to have been recovered from the cops.

The witnesses said Gurmail Singh was present at Faral naka when the SVB team arrested him. Another interesting aspect of this case was that when the challan against the two was presented in the court, two DSP rank officials conducted the inquiry into the case on the directions of SP Kaithal. After examining the complainant, duty magistrate, shadow witness and other witnesses, the DSPs came to the conclusion that no case was made out against the cops, who were booked under the PCA.

BPL List
Dispose of complaints, says department

Taking serious note of public complaints regarding the BPL list, the rural development department (RDD), Haryana, has directed the district rural development agencies of the state to get the contents of the complaints verified through responsible government functionaries and forward the factual report of the same to the department for necessary action.

A circular in this regard has recently been dispatched to all deputy commissioners-cum-chairmen of district rural development agencies, Haryana, from the financial commissioner and principal secretary to the Haryana government. As per sources, hundreds of complaints/representations had been received by the district administration regarding inclusion/exclusion in the BPL list. The complainants, in most of the representations, have pleaded that they come under the criteria of BPL people but for reasons unknown to them, their name were not included in the BPL list.

Some of the complainants have also mentioned political reasons behind the keeping out of their names in the list.

However, the district administrations are of the view that the BPL list was prepared after through checking and all names of persons entitled to it had been put on the list.

Hence, it was out of question that anomalies were carried out in preparing the list.

Sources said following the directions, the deputy commissioner had assigned the duty of top officers at block level in order to dispose of the complaints received regarding the BPL list.

The Jhajjar SDM, Bahadurgarh SDM, City Magistrate for Sahlavaas block, block development and panchayat officer (BDPO) for Maatanhel block and deputy chief executive officer of the Jhajjar district council for Beri block have been asked to verify the contents of the complaints.

“Investigation reports will be sent to the state rural development department on weekly basis,” said Dr Saaket Kumar, additional deputy commissioner (ADC).

Meanwhile, the district unit of the Indian National Lok Dal (INLD) under the leadership of its district president, Nafe Singh Rathee, staged a demonstration here today in protest against the alleged irregularities in the BPL lists.

Centre lifts ban on export of PUSA-1121

Chief Minister Bhupinder Singh Hooda announced that his efforts finally bore fruit and the central government had lifted the ban on the export of the PUSA-1121 variety of paddy from today in the larger interest of the farming community.

Announcing this in the Vidhan Sabha, he said he had spoken to Prime Minister Manmohan Singh and union finance minister P. Chidambaram today and had even approached UPA chairperson Sonia Gandhi in this regard.

In view of the Bihar calamity, the state government had decided to offer financial assistance of Rs 5 crore. The Chief Minister said he had spoken to Bihar Chief Minister Nitish Kumar and offered every possible help.

Earlier, the house mourned the death of former MP and industrialist K.K. Birla, former Haryana Governor Babu Parmanand, Comrade Harkishan Singh Surjeet, Haryana’s former minister of state Vinod Kumar Marya, former members of the Haryana Legislative Assembly Amar Singh Dhanday and Surajmal and freedom fighters and martyrs of Haryana. The house also remembered the victims of the Jaipur, Bangalore and Ahmedabad bomb blasts, those killed in the Naina Devi Temple tragedy and those killed in floods in Bihar and Punjab.

The Chief Minister, BJP MLA Ram Kumar Gautam, INLD leader Om Prakash Chautala, senior Congress leader Shamsher Singh Surjewala and Congress president Phool Chand Mullana spoke on the occasion. The house observed silence as a mark of respect.

Taking up a petition seeking directions against allotting land or flats to sitting members of the Haryana Vidhan Sabha and Members of Parliament from the state, the Punjab and Haryana High Court today issued notice for September 18 to Haryana chief secretary and HUDA chief administrator.

The Division Bench of Chief Justice Tirath Singh Thakur and Justice Surya Kant also asked the respondents to specify why the decision on providing residential plots, flats etc. should be not stayed.

The petitioner, Panchkula-based Herald Group Housing Society, had earlier sought directions to the respondents to quash the communication of July 21 issued by the chief administrator to the Haryana Vidhan Sabha speaker.

The administrator, vide the communication, had intimated the speaker about the provision for such allotment in terms of council of ministers’ decision taken on July 14.

Counsel for the petitioner argued HUDA had nowhere mentioned in the reservation chart that MLAs and MPs were a distinctly identifiable category deserving specific reservation. As such, the HUDA communication informing the speaker about such a reservation, was wholly illegal and arbitrary and deserved to be quashed.

An employee of a private finance company was killed and another injured when three motorcycle-borne youths fired at them after snatching a bag containing Rs 26.5 lakh from them in the busy Aggarsen Market here this evening. The robbers managed to escape with the cash.

Three employees of Magma Finance came out of their office with two bags containing cash which they were to deposit in ICICI Bank. Three motorcycle-borne youths arrived there. One of them, armed with a pistol, accosted them and snatched one bag containing Rs 26.5 lakh.

When the employees retaliated, the youth fired two shots, injuring two employees. The third employee managed to run away with a bag containing Rs 31 lakh.

The injured employees were taken to a hospital where one of them, identified as Rajinder, was declared dead on arrival. The other employee, Naveen, was admitted to hospital in a serious condition.

Robbers strike at ex-rly DIG’s house

Six masked robbers broke into the house of a senior citizen and former railway DIG in the posh DLF area last night and decamped with cash and some jewellery. The former DIG sustained a minor injury after being punched by one of the accused.

The accused forced their entry into the house of retired DIG R.K. Kharbanda in Block-H, Phase-II, by breaking open the grille of its boundary wall at around 3.30 am. They overpowered and tied the guard. Kharbanda, his wife, son, daughter-in-law and granddaughter were present in the house. The robbers tied all of them and made good their escape after looting about Rs 50,000 and some gold valuables. They hit the DIG in the face when he tried to resist them. The family informed the police at around 4 am.

The police has registered a case at the DLF police station, Phase-II.

This is the second such case in the past two weeks in the city. About two weeks ago, six armed robbers struck at the house of a labour contractor in Sector 21 at night. They had decamped with Rs 1 lakh and 30 tolas of gold after causing injuries to a member of the victim family.

11 fall ill after having contaminated food

Eleven members of a religious delegation, who were on a visit to a Muslim shrine near Sihwa village, fell ill after consuming contaminated food last evening.

The delegation from Hazrat Nizamuddin shrine in Delhi was on a visit to various shrines in the region to spread the message of Islam.

All 11 persons complained of pain in abdomen and showed signs of food poisoning. Four out of 11 fell unconscious after frequent vomiting. They were immediately rushed to a local hospital.

Those who feel ill included Mohammad Imtiaz, Mohammad Sajid, Abdul Habib, Ahmed Hussein, Sahib Alam, Bilaal, Gayasuddin, Akhtar Hussein, Mohammad Sharif, Ehsaan and Abdul.

After receiving information, the local SDM visited the hospital.

Sources said the members of the delegation had been buying and cooking their food themselves. Last evening, after they cooked the food, the area was hit by a storm, which likely contaminated the food.

However, their condition started to improve soon after being admitted to the hospital. Doctors said no one was in danger and their condition was improving steadily.

Doctor held on bribe charge

The police today arrested a senior doctor posted at the civil hospital on a charge of demanding and accepting a bribe for discharging a patient who was undergoing treatment after being attacked by his rivals.

Hoshiar Singh of Manchuri village and Gurnam Singh of Jalwana village had an altercation that led to a fight in which Gurnam Singh sustained injuries from a sharp-edged weapon. He was admitted to the civil hospital and the matter was reported to the police. Following this, a medical examination was ordered that was to be conducted by Dr H.S. Shegal. Meanwhile, Hoshiar Singh approached the doctor and told him that Gurnam was pretending that he had been hurt in the clash and that he should be discharged from the hospital. However, Dr Shegal allegedly asked for Rs 5,000.

Hoshiar Singh reported the matter to the district police chief, following which the doctor was arrested.

The police said the boy identified as Sandeep (19) had an affair with a 15-year-old girl of the same village, who was a student of class X.

However, realising that the society and the families would oppose their relationship, they hanged themselves from a ceiling fan in Sandeep’s house.

The incident came to light when the father of Sandeep, Dayachand, returned home and saw them hanging from the fan. He immediately informed the village sarpanch, Vinod Kumar, who called up the police. The bodies were taken to the civil hospital in Sonepat for a postmortem.

Road to be named after ex-AG

Panchkula is all set to have a road named after Haryana’s former advocate-general U.D. Gaur, whose second death anniversary falls tomorrow. A trust for giving boost to education, health and learning too has been constituted in his memory.

Panchkula ADC Parveen Kumar said Haryana Chief Minister Bhupinder Singh Hooda has in principle agreed to name a road for “paying homage to the legal luminary”.

“The modalities are being worked out, and after obtaining necessary clearances from the departments concerned, the road will be identified and named after him,” he adds.

4 lawyers booked for beating up clerk

Four advocates practising in the local district courts have been booked by the police for allegedly beating up a clerk and using abusive language over his caste.

According to police sources, Sanjay Kumar, a Dalit youth from the local Khairpur area, who worked as a clerk with a local advocate, had lodged a complaint with the city police station that Lakhwinder Singh Thind, Bhupinder Singh Vinayak, Raghubir Singh and Balraj Khosa, lawyers in the district courts, beat him up and used abusive language over his caste after a dispute over a client. Sanjay Kumar received injuries in this incident.

The advocates have, however, described the allegations as false, fabricated and baseless.
