Chandigarh, August 11
Bharat Bhushan Batra, an advocate of Rohtak; R.D. Sheokand, IAS (retd); M.P. Bidlan, IAS (retd); and Prem Prakash, an advocate of Gohana; were administered the oath of office and secrecy as members of the Haryana Public Service Commission (HPSC) by Governor A.R. Kidwai here this evening.

These members were appointed following the suspension of eight members and the chairman of the HPSC after the President of India made a reference to the Supreme Court for their removal. Before that the state cabinet had raised the strength of the commission to 12 besides the chairman. Batra, a law graduate, will also act as the chairman of the HPSC. A practising advocate at Rohtak, Batra had been a director of the Oriental Bank of Commerce.

Sheokand was an additional principal secretary to the Chief Minister before his appointment as a member of the commission. A postgraduate as well as a law graduate, Sheokand had joined the Haryana Civil Service (HCS) in 1974 and was promoted to the IAS in 1990. He remained the DC of several districts before he was taken in the Chief Minister’s office. He was to retire from the IAS in January 2009.

Holder of a master’s degree in political science, Bidlan also joined the HCS in 1974 and was promoted to the IAS in 1992. He served the state government in various capacities like SDM and DC in various districts. He was to retire from the IAS in January 2010.

An advocate of Gohana, Prem Prakash remained a member of the Haryana State Finance Commission. His father, Rati Ram, was also a member of the HPSC.

In selecting the new members of the HPSC, Chief Minister Bhupinder Singh Hooda has not only given weight to their educational qualifications but also given representation to various castes in the caste-ridden state.

While Batra represents the Punjabi community (migrants from West Pakistan), Sheokand is a Jat, Bidlan is a Scheduled Caste and Prem Prakash is a Brahmin.

Among those who were present at the swearing-in ceremony were Chief Minister Bhupinder Singh Hooda; president of the Haryana Congress Phool Chand Mullana; working president of the Haryana Congress Kuldeep Sharma, education minister Mange Ram Gupta; industries minister Lachhman Dass Arora; chief parliamentary secretary Dharambir and family members of the newly appointed members of the HPSC.

Many Bhiwani areas still flooded

Barring a few areas, the water level remained the same almost everywhere in the city today.

A number of colonies are still inundated and report of cases of different ailments from local clinics and hospitals is increasing every day.

After the draining out process at the main Circular road near Dinod gate, an improvement in vehicular traffic was registered.

However, water is still stagnant in many areas, including the Old Housing Board, Red Cross, old bus stand road, Bari mohalla and Ramganj mohalla.

The district administration, despite the Chief Minister’s announcement, is yet to start the survey to assess the loss to buildings and crops.

Chief Minister Bhupinder Singh Hooda visited this city three days back and assured people of complete evacuation of water by Monday.

However, no efforts were done to drain out the accumulated water even today.

The water thrown out from Old Housing Board Colony has entered the Red Cross building and Bal Bhawan on the Meham road.

Colonies, where roads have been raised without any plan, suffered the most. There is no proper sewer in such colonies.

The Old Housing Board, Shiv Nagar and Adarsh Nagar are such colonies where water is still accumulated.

The draining out process has failed, as local administrative officers are unaware of the geographical landscape of the city.

Bhiwani MP and Haryana Janhit Congress leader Kuldeep Bishnoi today visited the flood-affected area. He went to Halu mohalla, Adarsh Nagar, Old Housing Board and other areas.

He criticised the state government and the district administration for the slow draining out process.

Earlier, addressing a workers’ meeting at Buwani Khera village, Bishnoi flayed the state government for neglecting Bhiwani district.

He said the Chief Minister had been befooling people in the name of development. He said Hooda was beautifying Rohtak district and neglecting other districts like Bhiwani.

Residents of Dinod village today met the DC and demanded immediate evacuation of rainwater. They said water had accumulated in ward numbers 4, 5 and 6 and residents were forced to shift to safer places. They sought adequate compensation for the damage.

They threatened to put a jam tomorrow, if the draining out process was not started by tomorrow.

INLD leader Raj Singh Gagarwasia has demanded financial help for the flood victims. He also flayed the state government and the administration for not providing any relief to the flood-affected areas so far.

State Mahila Cong wants 3 tickets for women

The Haryana Pradesh Mahila Congress, a front organisation of the Haryana Pradesh Congress Committee, will seek at least three of the 10 parliamentary tickets in the state for women.

Sumita Singh, president of the Haryana Pradesh Mahila Congress, said yesterday Congress president Sonia Gandhi had always favoured 33 per cent reservation for women in Parliament and state assemblies.

“Had the other constituents of the UPA supported the Women Reservation Bill, the Act would already have seen the light of day by now,” she said.

The Mahila Congress leader was talking to mediapersons in Congress Bhawan here on the occasion of the district convention of the party.

Shilpa Verma, president of the district unit of the Mahila Congress, Hoshiari Lal Sharma, president of the district Congress, and Prahlad Singh Gillankhera, a secretary of the HPCC, were present.

She said the Mahila Congress aimed to constitute teams of women workers at the booth level all over the state and keeping that in mind meetings of women workers were initially being held at the district level.

The party, she added, had already organised its convention in 15 districts.

The party would hold such meetings at the block level and the village level later, she added.

Later, addressing workers of the Mahila Congress, Sumita Singh lauded the achievements of the state government.

Enumerating the “pro-women policies” pursued by the government, she said setting up of an all-women university, giving 25 per cent reservation to women, decreasing stamp duty and curbing the practice of female foeticide were some of the many steps taken by the government in this direction.

She exhorted women to increase their participation in political activities so that they had more say in the policies.

Deaths due to Fever

A team of experts from the National Vector Borne Diseases Control Programme (NVBDCP), union ministry of health, will soon visit Tohana to assess the situation where at least 12 persons have so far died due to viral fever, malaria and dengue during the past one month.

Dr Veena Chugh, additional director-general of health services, Haryana, who was in the town today to assess the gravity of situation and review the arrangements of the health authorities, informed that the team would find out what type of mosquitoes or virus were responsible for the fever that has been causing the deaths.

“I have just talked to the NVBDCP authorities on the telephone and we are sending a mail of formal request. We expect the team to arrive here tomorrow,” she said while talking to The Tribune.

There are conflicting reports about the number of deaths due to fever.

“Some reports have been putting the number of deaths at 16, but we have a record of nine deaths only and of these at least four have died due to medical conditions other than fever,” said Dr Joginder Singh, senior medical officer, general hospital, Tohana.

Dr Chugh called a meeting of all private doctors of the town in the local general hospital and took reports of the number of patients treated or referred by them.

The additional director-general said the health authorities had so far taken blood samples of 5,000 persons having fever and of these only 33 cases of malaria had been confirmed.

She said besides these, 83 cases of suspected dengue had also been detected in the town.

Earlier, Dr Chugh, along with A.P. Sodhi, deputy director, malaria, civil surgeon J.K. Bishnoi, and senior medical officer Joginder Singh visited the worst-affected localities of the town and met patients and their kin.

Dr Chugh directed the civil surgeon to set up out patient departments (OPDs) in the colonies where the number of fever cases was more.

Meanwhile, the Bharatiya Janata Party today held a demonstration and organised a dharna at Aggarsen Chowk in the town against the alleged “lackadaisical attitude” of the authorities towards the “epidemic”.

Subhash Barala, state president of the Kisan Morcha of the BJP, who led the dharna, alleged that the health authorities were not coming out of their slumber although “17 persons have died due to fever” in the town so far.

He alleged that the sanitary conditions in the town were poor and the authorities were doing precious little to improve the conditions.

He alleged that the filthy stinking sewer waste was being allowed to flow on roads and a major portion of the sewer waste of the town was being allowed to mix in the canal that supplied potable water to the town.

He alleged that more than a hundred patients from the town were being treated for dengue and malaria in a charitable hospital of Hisar, but the authorities were relying on the figures of the patients visiting government hospitals only.

High Court
State not to revert HCS officers

The High Court today made it clear that 16 Haryana Civil Service (Executive Branch) officers would not be reverted and repatriated to their parent departments till August 14.

As the matter came up for hearing, the State of Haryana sought time to file an affidavit and assured the court that the officers would not be reverted till the next date of hearing - August 14.

The petitions filed by the officers posted in various parts of the state were taken up by the Division Bench headed by Justice M.M. Kumar. Their grievance was that they were being "targeted by an illegal and predetermined mind-set" to somehow hold them "as surplus to the cadre strength" and repatriate them to their erstwhile departments.

The petitioners claimed they had serviced as members of the HCS for nearly four years "to the full satisfaction of the state government”. But the state, vide notification dated August 5, had observed the posts occupied by the 16 officers since October 4, 2004, had become non-existent due to reduction of cadre strength. As such, the officers had no legal right to continue on the posts.

Challenging the orders, Devi Lal Sihag, working as under-secretary in the Planning Board, and 15 others had sought the quashing of the notification as they had been illegally ordered to be repatriated to their parent departments.

CS summoned

Haryana chief secretary Dharam Vir was today asked to appear in person on Tuesday before the Bench of Justice M.M. Kumar and Justice Jitendra Chauhan on writ petition filed by HCS officer Nar Hari Singh.

He is presently posted as SDM, Jind, and had stated that despite the apex court orders in a similar case, the chief secretary had rejected his plea for grant of seniority in service.

State to file reply

Justice Ajai Lamba directed Haryana to file reply to petition filed by former MLA Rakesh Kamboj. He was seeking Z plus, or Z category, security in view of persisting threat to his life and liberty.

The state government has already provided three gunmen to the petitioner, but he has sought directions for enhanced security cover. He has referred to alleged attack on him and his supporters at Atal Park, Karnal on December 1 last year.

6 get life term in murder case

Rohtak, August 11
A district court today awarded life imprisonment to six persons in the murder case of notorious gangster Anoop, who was shot dead at the Rohtak court complex on May 23, 2003.

The court of Additional District and Sessions Judge Ajay Kumar Sharda convicted the accused - Joginder, alias Gola, Mukesh Ghewra, Kaptan, alias Parveen, Rajesh, alias Mogli, Kuldeep, alias Monu, and Rajesh Nahri in the case.

The court also imposed a fine of Rs 21,000 on each of them with the condition that in case of non-payment of fine, they would have to undergo an additional imprisonment for three years.

The accused had fired indiscriminately on Anoop who was being taken to a local court in connection with some other murder case in 2003.

Later, Anoop and a head constable of the Haryana police succumbed to the bullet injuries. Several other persons also sustained injuries in the incident.

The police succeeded in nabbing the assailants after a brief encounter in the town. A case under sections 148, 149, 302, 307, 353 and 186 of the IPC and sections 25, 54 and 59 of the Arms Act had been registered against the accused.

One of the accused, Mahavir, alias Don, had fled from police custody while being taken to a Delhi court. The other six accused were convicted as well as sentenced to life term by the court in a 95-page judgment pronounced today.

According to sources, the murder was part of a gang war between two groups headed by Kishan Dichao and Anoop of Delhi.

Mehtab Singh Sehrawat, joint secretary, Transport Department, has been posted as chief administrator, Housing Board, relieving T.C. Gupta.

Mohd Shayin, DC, Ambala, estate officer for management of government land in excised area, Ambala Cantt, and vice-principal, Revenue Training Institute, Ambala, has been given additional charge of DC, Yamunanagar, against a vacant post.

Amit Kumar Agrawal, ADC-cum-CEO, DRDA, Panipat, has been posted as administrator, HUDA, Faridabad, against a vacant post. Ashok Kumar Meena, assistant commissioner (under training), Mussoorie, goes as SDM, Siwani, relieving Shiv Parshad, HCS.

Road blocked over stagnant rainwater

A large number of residents of Adarsh Nagar in Ballabhgarh, which is a part of the Municipal Corporation of Faridabad (MCF), blocked the Ballabhgarh-Mohana road for over an hour here today. They were protesting against the alleged apathy of the authorities concerned in draining out rainwater from the area.

The residents alleged that they had taken up the matter to the MCF umpteen times, but to no avail. The protesters said they would continue the agitation till the government did something concrete about the existence of rainwater.

They relented only after Ballabhgarh SDM Harish Chand Jain visited the spot and intervened. The MCF personnel revealed that a project on a permanent basis was being undertaken to evacuate rainwater from the area.

A cluster of colonies aligned to Adarsh Nagar has been facing the same problem of stagnated rainwater.

It is learnt that there is no permanent mechanism for the disposal of rainwater in these colonies. Reema Devi of Subash Colony alleged that rainwater entering houses was now a common sight.

15-yr-old girl kidnapped

A 15-year-old girl was allegedly kidnapped by a youth of Darbhanga area of Bihar, Rupesh (24), in collusion with his brother-in-law Dashrath and his three brothers from Shiv Colony of Kosli on August 3.

Sources said while the alleged abductor apparently took the girl to Bihar, his strategists too went into hiding.

The girl’s farther, Sher Singh, filed a complaint yesterday, following which the police registered a case of abduction coupled with seduction and criminal conspiracy under Sections 363, 366-A and 120-B of the IPC against Rupesh, Dashrath and his three brothers.

Sources said Rupesh, who used to sell chowmein in the colony, had developed intimacy with the girl, following which he eloped with her.

Girl falls to death in school

A class XII girl student of Modern Vidya Neeketan (Aravalli) School today died after falling from the fourth floor of the school building.

She was rushed to Sarvodaya Hospital, where she was declared brought dead.

Neekita Dhankar (17) reportedly slipped from the fourth floor of the building when she was coming down to the ground floor for the daily assembly session after keeping her school bag in the classroom, which is on the fourth floor.

According to the official version, she slipped from the staircase of the fourth floor and fell on the ground.

The police has not yet registered any case. It said it was looking into the matter.

According to school sources, Neekita was a good student.

NIFAA celebrates Bindra’s success

The National Integrated Forum of Artists and Activists (NIFAA), a socio-cultural organisation, organised a function to celebrate the outstanding achievement of ace shooter Abhinav Bindra for winning India’s first individual gold medal in the Olympics.

Volunteers of the organisation, sportspersons of the town and junior skaters of St Theresa Convent School, Karnal, assembled at the Committee chowk to celebrate the moment.

Bindra bagged the first gold medal for the country in the men’s 10-meter air rifle event.

NIFAA chairman Pritpal Singh Pannu said Bindra created history by winning the first gold medal in individual category for India. He said the achievement would encourage more sportspersons to work hard in their respective games.

District sports and youth affairs officers P.C. Gupta congratulated the citizens of Karnal. Later, the NIFAA took out a procession to mark Bindra’s victory through the main market of the city.

Delay in Work on Bridge

Residents of Danoda Kalan and Danoda Khurd villages in Narwana subdivision in the district blocked traffic on the National Highway No. 65 this morning for about an hour in protest against the alleged inordinate delay in the construction of a bridge over a canal passing near their villages.

The authorities concerned had razed the old bridge and failed to provide another one despite the foundation stone of the new bridge having been laid over two months ago, stated a memorandum submitted by the villagers to the SDM, who had gone their to persuade them to lift the road blockade.

The villagers told the authorities that the delay in the construction of the bridge had hampered their movement to the the fields and other places of work as a lot of time and effort was required since they had to take a longer route to reach their destinations.

They said no bridge was available near the villages to cross the branch distributory of the Bhakra canal.

They alleged that despite several representations to the authorities concerned, nothing had been done in this regard.

Social worker dies in accident

Lekh Raj Gera (70), a social worker, was killed in a hit-and-run road accident here today.

Gera, who was associated with several social organisations of the town, was on his way to a local court when a car outside the mini-secretariat hit him. He was an executive member of the Manohar Memorial Group of Educational Institutions and had served the organisation as secretary for several years.
