No change in Chandigarh Airport’s name: Centre
Vibha Sharma
Tribune News Service

New Delhi, August 11
Even as Punjab and Haryana governments have said they want the Chandigarh Airport to be renamed as Shaheed Bhagat Singh International Airport, civil aviation minister Praful Patel said today the airport would not be renamed and would remain as “Chandigarh Airport”.

Addressing a meeting of consultative committee of MPs attached with his ministry today, Patel specifically said the name of the airport would remain “Chandigarh Airport” and it would not be renamed as Mohali Airport.

“While airports were normally named after cities that they belong to, in certain cases naming or renaming of airports was done after consultations with stakeholders and the final decision was taken by the Cabinet. However, the name of the Chandigarh Airport would remain the same and was not being renamed as Mohali Airport,” Patel informed the members.

Led by the SAD-BJP combine, the Punjab government has been very vocal about renaming the airport after the legendary freedom fighter. Two days back, Haryana Chief Minister Bhupendra Singh Hooda also said he had no problem if the airport was renamed after Bhagat Singh. Punjab, Haryana and the Union government are partners in the project.

The new terminal of the airport is located in the revenue district of Mohali. While the terminal is located on Punjab land, the landing strip of the abutting IAF air base in Chandigarh will be used for the airport. Incidentally, Haryana did not want it to be renamed as Mohali airport.

The necessity of a second airport in Delhi and as a specific case an airport at Jhajjar in Haryana was also discussed during the meeting. The minister said a Group of Ministers had been asked to look into the leg alities of setting up of a second airport in Delhi in view of agreements signed with developers of the IGI Airport, New Delhi.

Meanwhile, the first meeting of the Prime Minister’s Committee constituted to examine and assess financial difficulties being faced by airlines operators in India is scheduled to take place on August 14 and the ministry is hopeful of a positive outcome.

The civil aviation minister had raised the issue of rising cost of the aviation turbine fuel (ATF) with the Prime Minister, following which the Prime Minister constituted a committee under the chairmanship of Cabinet secretary to examine and assess financial difficulties being faced by the airlines operators in India and recommend measures for sustained growth and health of the aviation industry. The rising cost of the ATF was one of the main points of discussion at the meeting.

The problem is that the base prices of the ATF in India is high primarily due to subsidy being provided to other petroleum products. Besides, high taxes are levied by state governments on the ATF compound resulting in high ATF prices across the country. This in turn was affecting the financial viability of airlines operating in India.

Tapes show SP leader talking to BJP MPs
Tribune News Service & PTI

New Delhi, August 11
The controversial tapes on the cash-for-votes scam that shocked Parliament during the trust vote were telecast by TV channel CNN-IBN tonight. The channel showed SP leader Reoti Raman Singh in conversation with three BJP MPs, who later claimed they were sought to be bribed for support to the government.

The tapes, which have been submitted by the channel to the parliamentary committee probing the bribery allegations, show the MPs with a person named “Sanjeev”, who purportedly gives them Rs 1 crore, which is placed on a table.

Earlier in the day CNN-IBN editor-in-chief Rajdeep Sardesai and five of his staff members, who conducted the sting operation, appeared before the panel here. They confirmed to the seven-member parliamentary committee that his TV channel did conduct the sting operation.

The revelation was significant since the BJP, whose MPs brought cash into the Lok Sabha, had attacked Sardesai for not telecasting the sting operation. Later in the evening, the TV channel telecast the controversial footage.

According to chairman of the panel Kishore Chandra Deo, Sardesai told the panel that he got the idea of conducting this sting operation after CPI general secretary A.B. Bardhan announced that Rs 25 crore were being offered to MPs to switch sides and vote for the confidence vote.

He disclosed that that he had also interviewed some political leaders on this. He submitted two other tapes to the panel, including the one carrying the interviews.

Meanwhile, the panel has summoned Samajwadi Party MP from Allahabad Reoti Raman Singh on August 18.

You owe it to people, Amartya tells politicians
Aditi Tandon
Tribune News Service

New Delhi, August 11
Nobel laureate Prof Amartya Sen today minced no words in reminding the political establishment in India of its duty towards solving the older, long-standing deprivations being faced by its people.

Referring in particular to the appalling extent of child undernourishment, which is unparallelled in the world, lack of basic medical attention for the poor and comprehensive absence of opportunities for basic schooling, Sen warned the politicians of the consequences of neglecting social justice priorities.

It was sheer coincidence that the acclaimed economist and author of “The Argumentative Indian” was making these points in Parliament on a day when UNICEF’s malnutrition consultants were revealing startling facts on malnutrition. “Eight million severely wasted children in India are at immediate risk of death; half of all child deaths are due to malnutrition,” UNICEF consultants today said, calling for a shift in policy to combat malnutrition, which is essentially a poverty-related injustice.

Sen, while delivering the inaugural Hiren Mukherjee lecture in Parliament today, equally vehemently stressed the need to “identify overwhelming priorities that have to be confronted with total urgency”. While analysing the “Demands of Social Justice (title for today’s lecture), Sen warned against the neglect of persisting injustices in society.

Amartya, for his part, just held out the mirror to the Prime Minister and others present for the lecture, including Vice-President Hamid Ansari, Lok Sabha Speaker Somnath Chatterjee, UPA chairperson Sonia Gandhi and L.K. Advani, among several jurists, intellectuals and special guests, including PM’s historian daughter Upinder Singh.

“We have to ask what should keep us awake at night,” Sen said on departing note.

Delhi HC finds fault with judge-advocate,
orders change

Tribune News Service

Chandigarh, August 11
The Delhi High Court has directed that the Army replace the judge-advocate in the general court martial (GCM) trying a Major for his alleged involvement with Ethiopian girls. The judge-advocate is the legal adviser to the five-member court and renders advice on points of law based upon which the court arrives at its decisions.

The court held that the manner in which the judge-advocate had “called upon” the GCM to adopt a particular course of action while rendering advice, was improper. The court also took exception to the judge-advocate’s stance that the rulings of a high court were not applicable to court martial. No further proceedings are to be held by the GCM till a new judge-advocate is appointed.

A division bench comprising Justice S.K. Kaul and Justice M.C. Garg today also issued instructions that the new incumbent would review afresh the proceedings and issues raised in the GCM so far. The GCM of Major Rajeev Sirohi had commenced at Delhi over a month ago.

According to directives of the court, the entire issue pertaining to objection raised by the defence to the charge of the accused possessing an unlicenced weapon is to be reconsidered. If required, the objection raised by the defence against the jurisdiction of the court to try the accused would also be reconsidered.

The defence had contended that according to Section 45 of the Arms Act and relevant provisions of Regulations for the Army, an Army officer is legally permitted to possess one pistol or revolver without license and such possession is not an offence. The defence had raised objection to the charge in the court earlier, but the GCM had overruled it.

The defence had also alleged that the judge-advocate was not acting in an impartial manner. A petition raising these issues was also sent to the General Officer Commanding-in-Chief, Western Command, who is the GCM’s convening authority.
