Flood situation worsens, Army out
Bhiwani, August 8 Almost 90 per cent area of the city is inundated and the district administration has called in the Army for rescue operations. With a wide breach in the Daang canal, over 40 villages have been flooded. People from colonies having 4 to 5 ft water have started leaving their homes. The administration has started sending food packets to slums in the city. A number of families are awaiting rescue teams to shift them to safer places. The Army has been asked to bring such families out of the affected colonies. The administration, after waiting for two days, sounded an alert today. The main circular road, Dinod Gate, the Prabhat cinema road, Chetna Sadan, Vaish Model School, Hallu Mohalla, Badi Mohalla, the Nunsar pond, Haluwas Gate, Hanuman Gate, Shiv Nagar, Mehtab Dass Dhani, and the Jain Chowk areas are under 4 to 5 ft of water. Flood has caused loss to life and public property. Household belongings like refrigerators, sofa sets, utensils can be seen floating. The situation in Charkhi Dadri and the surrounding 18 villages is even worse. Villages in this subdivision like Kitlana, Charkhi, Paintawas, Jhojhu Kalan and Barsana Mor have been inundated. A breach occurred today in the Daang Kalan canal near Tosham following which water entered the nearby villages. The Kharkari minor gave way on the Bhiwani-Hansi road, resulting in the flooding of the Devi Lal Colony, the district jail and the Dev Nagar Colony areas. Standing crops in the nearby villages got damaged with water. Dang Kalan, Baliali, Dhani, Bhurtana, Kirawad, Alakpura and 20 other villages have been submerged due to the breach in the canal. However, the administration has failed to provide a rescue team for these villages. |
Rain throws life out of gear in Sirsa
Sirsa, August 8 At least two families had a narrow escape when roofs of their kutcha houses caved in due to rain in Dabwali town in this district last night. Jagdish Chander’s house in Khatik Mohalla and Madan Lal’s house in Ravi Dass Nagar in the town fell due to heavy rain yesterday. Meanwhile, the rain that started early this morning and continued till noon today caused a lot of damage in the town. All roads of the town remained waterlogged throughout the day and life remained out of gear. Rainwater entered some shops on the Hisar road and areas like the Barnala road, Shiv Chowk, Band Gate, Janata Bhawan and Sooratgarhia Bazar were submerged under 2 to 3 ft of water. An inner road of the Haryana Urban Development Authority in Sector 20 of the town caved in due to today’s rain. |
Sampat objects to power tariff revision
Chandigarh, August 8 Raising the preliminary objection, Sampat Singh said under the Electricity Act, 2003, it was mandatory for the HERC to constitute a state advisory committee to advise it on the revision of the tariff. The HERC could invite objections only after getting the advice of the advisory committee. Criticising the functioning of the HERC, Sampat Singh said on a number of occasions it had modified its orders to help the government to the detriment of the interests of the consumers. In support of his contention, he quoted the case of the power-sharing agreement with the Amarkantak power project, which was first disapproved by the commission but later approved . This, he said, had shaken the people’s confidence in the HERC. He said the HERC had not implemented the mandatory standard of performance nor had it asked the power utilities to calculate the cost of service. The INLD leader objected to the proposed non-telescopic pattern for billing. He said from the very beginning, the utilities had been adopting the telescopic pattern for billing. A departure from this alone would result in an increase of about 45 per cent in the tariff for the domestic sector. In the non-domestic sector the change of pattern of billing would increase the tariff by 44 per cent. He said the proposed increase in cross subsidy from ST/LT/railway and bulk supply to the other sectors was against the national tariff policy. The failure of the utilities to cut down transmission and distribution losses from 28 per cent to the benchmark of 13 per cent to 15 per cent had put a burden of Rs 1,400 crore on the honest consumers. The utilities had also failed to recover 20 per cent of their revenue, which rendered the demand for tariff revision unjustified. Sampat Singh also pointed out that there were 14 feeders where line losses were more than 90 per cent; about 50 feeders registered losses of more than 70 per cent; and about 300 feeders registered over 50 per cent line losses. They said they would submit more objections and suggestions during the public hearing to be held by the HERC on August 18. |
Stage set for Bishnoi’s disqualification
Chandigarh, August 8 He has been given seven days to explain his act of voting against the Congress-led United Progressive Alliance (UPA) government on July 22 during the trust vote on the nuclear deal. In a communiqué from the Lok Sabha, the MP has been asked to forward his comments on a petition made by Congress chief whip Madhusudan Mistry on July 31 seeking Bishnoi’s disqualification. The notice was sent by joint secretary, Lok Sabha, V.K. Sharma on August 4. In no mood to relent, Bishnoi said he would not reply to the notice. “I have already submitted my resignation to the Lok Sabha Speaker. Besides, I have not voted against the issue but against the government. In reply to a previous petition filed by MP Avtar Badhana, I have already sent a one-page reply stating that if raising a voice over food security and protecting farmers’ interests is a crime, I am guilty. I have nothing more to say,” he emphasised. In his petition to Speaker of the Lok Sabha Somnath Chatterjee, Mistry said a three-line whip was issued to all Congressmen on July 13 asking them to be present in the House on July 21 and 22 and support the government stand. It adds that in spite of the issuance of the whip to all LS members of the Congress on whose ticket Bishnoi was elected to the House, he voted against the motion. Quoting a provision in the 10th Schedule of the Constitution, he said, if any member voted contrary to any direction issued by his party, he shall be disqualified from being a member of the House. Maintaining that his voting against the party whip had not been condoned by the party, Mistry has added that Bishnoi has invited disqualification. Bishnoi said he was prepared for disqualification, which was imminent. |
Doctors in rural areas to get incentive
Chandigarh, August 8 A decision to this effect was taken at a meeting presided over by Chief Minister Bhupinder Singh Hooda here today. The Chief Minister approved the proposal to fill all 574 vacancies of doctor through departmental committees and make recruitment of doctors as an ongoing process. It was decided to pay an area-based special incentive to medical officers on a monthly basis for serving in difficult areas. In case of rural areas, the incentive for medical officers would be Rs 5,000 per month. It would be Rs 10,000 per month for those serving in Mewat and Morni Hills. Medical specialists would be paid a special allowance at a rate of Rs 15,000 per month for rural areas. For service in Morni and Mewat, they would be paid an incentive of Rs 25,000 per month.

Illicit liquor worth Rs 70 lakh seized
Rewari, August 8 On a tip off, the sadar police intercepted a truck on the Rohtak-Rewari road near Gokalgarh village, about 4 km from here late last night. Driver of the truck Mukhtiar Singh and cleaner Karamjit, both residents of Patiala district, were arrested and 1,100 cartoons of illicit liquor were seized. The consignments and other allied documents, on the basis of which the liquor was being taken to Gujarat, were reportedly found to be fake and forged. However another vehicle that was virtually piloting the truck made a bid to flee away. The police on the Rewari-Pataudi road overtook it after a chase. While the police was successful in nabbing driver of the second vehicle, Rajiv, his three accomplices - Prem, Jagminder and Kuldeep, all residents of Jhajjar district - managed to escape. Mukhtiar, Karamjit and Rajiv were today produced in the court of judicial magistrate (first Class), who remanded them to police custody till August 12. Close on the heels of the above seizure, the Rohrai police, too, intercepted another truck on the Rohtak-Rewari road near Palhawas village, about 20 km from here. The police apprehended two drivers - Jagdish of Chittorgarh and Rajesh of Udaipur and cleaner Dinesh Rawat of Chittorgarh. About 850 cartoons of illicit liquor worth about Rs 20 lakh were seized from the truck. These cartoons of wine were also being reportedly smuggled from Chandigarh to Gujarat. |
Manhandling of XEN
Sirsa, August 8 Pinki was arrested from her Dabwali road residence today and was taken to Nathusari Chopta. A case under Sections 332, 353 and 386 of the IPC was registered for incidents of August 2 when some BJP workers manhandled Mehta during the party’s agitation against power shortage. Later, she was produced in the courts of Additional Chief Judicial Magistrate, Sirsa, who released her on bail. Earlier, the police had arrested Manbir Kasnia, another BJP worker on August 2, who was later released on bail. Mehta had later given a supplementary list of those responsible for his thrashing and had named Pinki along with some other unidentified BJP workers. The DHBVN officers and workers had been simmering over the alleged inaction of the police in the matter. |
Student’s Killing
Panipat, August 8 Sources said today a police team was sent to Sutana village yesterday evening and picked up two youths for questioning. However, district police chief M.S. Sheoran told The Tribune that the matter was still under investigation and no arrest had been made so far. He said the police was verifying the allegations made by the victim’s father, Satpal. He said it would be inappropriate to comment on the investigation as it could hinder its progress. He said a positive outcome was expected by tomorrow. Sandeep, a student of class XI, was allegedly killed by three youths - Bhinder, Vikas and Arvinder. According to Sandeep’s father, his son had picked up a quarrel with the three boys day before yesterday and they killed him out of vengeance. Sandeep was brought to a private nursing home at the district headquarters by two motorcycle-borne youths yesterday, who left him there and disappeared after they got to know that Sandeep was dead. |
Harminder’s Killing
Sirsa, August 8 The two arrested, Gurjant Singh and Mander Singh, have been described by the police as the main accused in the case under sections 302, 148 and 149 of the IPC registered at the Dabwali city police station. The two were arrested by the police from Dabwali town and produced before a local court today, which remanded them in judicial custody till August 22. Sunder Dass Mehta and Ram Gopal, two other followers of the dera, are already in jail in this case. The death of Harminder Singh on the morning of July 18 had sparked off anti-dera violence in which more than 60 houses and shops of dera followers were burnt or damaged. Harminder Singh, along with some other representatives of Sikh organisations, had allegedly gone to protest against “naam charcha” being organised at Sunder Dass Mehta’s house, where he died in a scuffle. Meanwhile, the district authorities today gave a stern warning to those trying to aggravate the situation and made it clear that the authorities would not hesitate to use force if the need arose. Deputy commissioner V. Umashankar and new SP Amitabh Dhillon made it clear that those trying to disturb peace and tranquility in the district would be dealt with firm hands. Meanwhile, Baljit Singh Dadu, president of the Khalsa Action Committee, today claimed that a six-member delegation of Sikh representatives today met Chief Minister Bhupinder Singh Hooda in connection with the present controversy. K.V. Singh, officer on special duty in the Chief Minister’s office, meanwhile, will distribute compensation to Dabwali victims tomorrow. |
Sushma’s Murder
Karnal, August 8 Relatives of Sushma and residents of her native Sheikpur village had yesterday held a silent procession at the district headquarters. Today, they sat in dharna outside the mini secretariat seeking the arrest of all those involved in the murder of the girl. While speaking to The Tribune, district police chief A. S. Chawla said the police had registered a case against Ravinder, a resident of the same village, on the basis of a complaint filed by the girl's father, Ram Singh. He said Ravinder, who was the main suspect in the case, had been arrested and was produced before a local court today. The court remanded him in police custody till August 10. The victim's relatives had alleged that Ravinder had abducted Sushma from her house on the night of August 1 and after killing her, thrown her body into the Avardhan canal with the help of two of his uncles. They have been demanding that the accomplices should also be arrested. SP Chawla said the police was still working on the case and the involvement of the two uncles in the crime was yet to be ascertained. The postmortem examination conducted by doctors at a Rohtak hospital could not establish the exact cause of death. It is learnt that there were injury marks on the face of the victim and one of her eyes was badly damaged, suggesting that she had been beaten up before she was thrown into the canal. |

In-laws kill woman, mother
Jhajjar, August 8 A case has been registered against Satbir Singh, his father Sube Singh, mother Barsati Devi, brother and his wife on the complaint of the deceased’s brother, Praveen Kumar. The police has recovered the sword used in the crime from the spot. In his complaint, Praveen said Satbir and Sushma had quarrelled a few days ago owing to some domestic reasons. Following this, Kamla went to Sushma’s house in Surha village two days ago. Praveen alleged that Satbir and other accused murdered the mother-daughter duo. According to police sources, sarpanch Rajesh informed the police about the incident in the morning. The bodies were sent for postmortem and the police recovered the sword used in the crime. |

Robbers kill man, injure wife
Panipat, August 8 According to the police, robbers struck at the house of Bishan Swrup (48), son of Kalu Ram, and attacked the couple with sharp-edged weapons. The robbers stabbed Bishan several times while his wife Bimla was seriously injured in the attack. The couple was rushed to a local hospital where Bishan was declared dead. Bimla was referred to PGI, Rohtak. The police said the couple was sleeping in one room and their five children were in another room. The robbers, whose number could not be ascertained, broke into their house and entered the room in which Bishan amd Bimla was sleeping. Even before they could react, the robbers fatally attacked the couple. The police said Bimla was not in a position to record a statement. It also stated that the investigation had been stepped up and appropriate action would be taken. |

Idols desecrated; villagers block road
Jhajjar, August 8 According to police sources, idols of Lord Shiva, Lord Ganesha and other gods were found desecrated and scattered when the temple committee chief, Dhupan Singh, reached there early this morning. He also found a youth asleep near the gate of the temple. When he was questioned about the incident, he said some unidentified persons had damaged the idols at night. The police reached the spot and arrested the youth. “The arrested youth appeared mentally upset, as he did not flee from the spot after damaging the idols and later confessed to his crime,” said Rajeev Singh, DSP. |
