After creating panic among the residents of Pholriwal and surrounding villages for the several days, now the pugmarks of panther were found in Dhanal village on Thursday. Interestingly, the wild animal made its presence by killing a bovine in the area between Dhanal and Usmanpur villages this evening.

A sambar strayed into the house of a doctor in Ekta Nagar locality in Jalandhar on Thursday, creating a lot of commotion among area residents. The wild animal was injured when the residents tried to catch it. Later, the forest department officials caught the animal and sent it to a Hoshiarpur sanctuary.

Man booked for raping neighbour

Kashmir Singh, a resident of Kalas village allegedly tried to rape his neighbour in the wee hours on Wednesday. When the woman had gone to the fields, her neighbour, Kashmir Singh, who was already present there allegedly tried to outrage her modesty.

Punjab local bodies department has removed Kapurthala Municipal Council chief Sudesh Kumar Aggarwal, a local Congress leader, from his post with immediate effect.

When contacted, Aggarwal termed his removal illegal and politically motivated and said he would challenge his removal orders in the Punjab and Haryana High Court.

In its order issued on Wednesday, the principal secretary of local bodies department, D.S. Bains stated that Aggarwal was also removed from even the primary membership the council.

According to the copy of the order with The Tribune, Aggarwal had been issued a show cause notice under sections 22 and 16 (1) (A) of Punjab Municipal Act on April 16 on the basis of a report sent by the Jalandhar based deputy director of local bodies department and executive officer of the council.

Aggarwal had submitted his reply on May 3 last. Before giving its final decision, the local bodies department heard Aggarwal in person on October 10. Local Bodies department found his reply to be unsatisfactory and decided to remove him from his post.

According to sources, the local bodies department removed Aggarwal as he was facing criminal case of cheating filed against him under section 420 of IPC and had also been in jail for few weeks. Denying charges Aggarwal told The Tribune, “I was removed under sections 22 and 16 which deals with misutilisation of council funds, which I never did.”

The case registered against him under sections 420 of IPC was his personal matter, he said. “If I was removed on the ground that I had been to jail for about two months in this case, CM Parkash Singh Badal should also have resigned from his post of MLA as he had also been to jail when he was opposition leader a few years back.’

Aggarwal further questioned why his brother Mohinder Aggarwal, a local SAD leader, had not been removed on similar ground from the membership of the council as he was also facing a similar case.

The row over the red beacon facility for the SGPC members is totally baseless and politically motivated. This was stated by Harcharan Singh Bains, media advisor to the Chief Minister, while talking to media persons here at R.K.Arya College on Thursday. He criticised PPCC president, Rajinder Kaur Bhattal for making it such a big issue. The SGPC members are elected under the Gurudwara Act, enacted as per the provisions of the Indian Constitution, hence such a facility, extended for security purposes to them can be justified, opined the media advisor.

“In order to establish better coordination between people and the government, a 'media corporation' would be set up for strengthening the information and public relation department. The process to fill up vacant posts and granting promotions in the public relation department would be started soon,” Bains said.

Besides, insurance policy for media persons would be started and a facility of stipend of Rs 1,200 per month would be extended to the media persons for pursuing higher education, he said.

Bains also justified the imposition of entry tax on sugar by terming it in the interest of the farming community as well as for giving a boost to the sugar industry in the state.

Talking about the development of Nawanshahr, Bains said the town has been included under urban renewal scheme and a world bank sponsored project for providing safe drinking water in rural areas. Bains presided over the cultural mela - 2007, organised by the college and released the annual issue of college magazine. Deputy commissioner, Gurpal Singh Bhatti, general assistant to DC, Upkar Singh, SP (HQ) Jagtar Singh Kainth, Prem Bhardwaj, and S.K. Sachdeva, president and principal of the college were present on the occasion.

However, the visit of the media advisor was opposed by a group of SAD-BJP workers. The irate SAD-BJP workers, while expressing their resentment to the media advisor at the office of deputy commissioner, even alleged him of demoralising the SAD workers by accepting the invitation of presiding over the function organised by Congress.

Mann slams govt

Talking to the mediapersons at Nasrala, Mann said Badal was undemocratic and should widely be condemned. He said security guards should be provided only to those persons who were getting constant threats by the anti social elements.

Demanding provision of security for Guru Shankracharyas and other Hindu leaders, he said, “Either the security should be given to all religious leaders or it should be withdrawn from SGPC members. Use of beacon lights should be allowed only on ambulances and police vehicles.” — OC

Taking a cue from the failure of earlier awareness programmes, the Punjab agriculture department has come up with more concrete way to convince the farmers against the practice of burning paddy straw.

The department has launched new series of demonstration programmes this paddy sowing season with a new machine ‘Happy Seeder’, developed by PAU Ludhiana, in their kitty.

“The demonstration of machine started this season to show its performance to the farmers and they were still going on in the fields across the state,” said agriculture director B.S. Sidhu while talking to The Tribune.

The agriculture department has purchased as many as 15 machines for holding its training, testing and demonstration programmes, he added.

Counting benefits of the machine, Sidhu said, “Apart from preventing the farmers from burning paddy straw, the fertility of the land remains intact and the cost of sowing wheat also reduces with the use of this machine.”

Agricultural engineer (implements), Jalandhar circle, Manmohan Kalia, said over 50 extensive field demonstrations have been carried out in villages of Jalandhar, Kapurthala, Amritsar and Gurdaspur districts on the direction of engineer D.R. Kataria, joint director agriculture (engineering).

While agricultural department had provided four machines for holding demonstrations in Jalandhar circle, Kalia said, adding Amritsar DC Kahan Singh Pannu showed keen interest in the campaign and purchased four machines for the district under ATMA scheme.

Two models of ‘Happy Seeder’ are available in the market which costs Rs 70,000 to 75,000 and 25 per cent subsidy is provided for the farmers for its purchase, he added.

Presently there are three systems in vogue for getting rid of straw after harvesting paddy but each of them has one or the other shortcoming, he added.

According to experts, 70 per cent of farmers still continue with the old practice, which not only creates respiratory problems due to air pollution but also becomes the reason of accidents due to thick smoke. It also reduces the soil fertility.

Similarly, 15 per cent of paddy growers incorporate the straw into soil by chopping it using implements including disc harrow but it took too much time for preparing the fields for sowing another crop.

In the same way, 15 per cent farmers use zero till machine to sow wheat after paddy harvesting. While stubbles do not create any problem but farmers use to burn the chopped straw in this method. ‘Happy Seeder’ machine mulches the entire portion of straw, Kalia said, adding it simultaneously prepares the land for sowing another crop.

Land dispute: NRI alleges threat from stepbrother

Fearing threat to his life from the stepbrother, Harinder Singh Bhullar, an NRI and a resident of Chapa Ram Singh under Jandiala Guru is moving from pillar to post to seek justice from the powers that be for safeguarding his life.

Talking to the media here today, Harinder alleged that his step brother, Balwinder Singh Fauji, wants to eliminate him and his other family members for grabbing his land and ancestral property. He alleged that the accused, who was also involved in various criminal cases, was moving around his house with lethal weapons and was threatening him to eliminate him if he did not transfer his one acre land.

He alleged that recently the accused had demolished the portion of his own house to implicate him in a false case. He said a case has been registered in this regard on November 17 under Sections 452, 427, 323, 327, 506 and 34 of the IPC under Jandiala police station but the police was not initiating any inquiry to bring out the truth.

When contacted, Balwinder said false allegations were being levelled against him as the complainant had himself threatened to eliminate him besides demolishing the portion of his house. He said he was living under constant threat as Harjinder was moving along with 10 to 15 persons armed with firearms.

Bhullar said he had recently returned to the country from Sweden after 23 years, where he was running his own business, to look after his mother Gurdeep Kaur and widowed wife of his brother late Jagbinder Singh besides taking care of agricultural land of his family. Bhullar said he had also met district police chief who had marked an inquiry into the case.

Villagers sour over delay in water project

Great resentment prevails among the Dadial villagers in Garhshankar subdivision of Hoshiarpur against the state government for not introducing sewerage and water supply scheme. Notably, the village panchayat had already deposited Rs 4 lakh on December 26, 2005 required for the scheme.

“The panchayat had collected Rs 4 lakh with the help of village NRIs. The amount was deposited with the block development officer of Garhshankar for getting water supply and laying sewerage,” claims, village resident, Swami Raj Kumar.

He said, “There is no proper arrangement for draining out sullage and it gets scattered in the village. Besides, it emits foul smell and poses a great threat to the health of inhabitants. ” The villagers said they met local MP Avinash Rai Khanna and Hoshiarpur deputy commissioner, but the meeting didn’t yield any result. The executive engineer of Hoshiapur public health department had instructed the villagers to withdraw the above said amount from the block development office and deposit the same in his office. He assured them to start the work after completing the necessary formalities.

Dr Hanuman Sahai Gupta, district immunisation officer and an ardent preacher of ancient Indian therapeutic sciences, while delivering the key-note address, said such social problems erupt from the unrest of mind, hence, the solution of such problems lies in controlling the perversion of mind through meditation and adopting ancient therapeutic sciences in daily life. He also gave demonstration of pranayam (breathing exercises)and Mudra Vighyan (hand postures).

Kashmir Singh, a resident of Kalas village allegedly tried to rape his neighbour in the wee hours on Wednesday. When the woman had gone to the fields, her neighbour, Kashmir Singh, who was already present there allegedly tried to outrage her modesty.

When she resisted he allegedly threatened to kill her. She succeeded in freeing herself and informed her family. The family reported the matter to the police. A case has been registered. — TNS

Rajiv Madhok, executive director of the bank, told this to The Tribune today after inaugurating the second branch of the bank on the Ajnala road in Amritsar.
