Land Acquisition
Cabinet okays resettlement policy

A rehabilitation and resettlement policy for those whose land will be acquired was approved by the Haryana cabinet here today. Briefing newspersons after the meeting, Chief Minister Bhupinder Singh Hooda said the policy would be applicable from March 5, 2005. It would also cover cases of acquisition in which compensation was announced on or after that date.

He said under the policy if land was acquired by the government, the owners would be paid annuity for 33 years in addition to the compensation at the rate of Rs 15,000 per acre per annum, with an increase of Rs 500 every year. In case the land was acquired for private developers, the annuity would be Rs 30,000 per acre per annum for 33 years with an increase of Rs 1,000 every year. This would be in addition to the rehabilitation and resettlement package already notified .

However, the land acquired for defence purposes would be exempt from the payment of annuity.

The allotment would be made to each co-sharer depending upon his share in the land acquired for HUDA and the HSIIDC as per scale mentioned in the entitlement.

If the land was acquired by HUDA and the HSIIDC, residential plots of the maximum size of 350 sq yards would be given to each co-sharer against the early policy of giving one plot jointly to all shareholders.

In order to provide the affected land owners a long-term sustainable source of income, in addition to the residential plot, commercial sites, measuring 2.75x 2.75 metres, would also be given to each co-sharer if his share exceeded 2.5 acres of the acquired land.

The villages falling within the acquired land would be given sufficient land for community purposes.

SEZ rules approved

The cabinet today approved the Haryana Special Economic Zone Rules, 2007, as part of the Special Economic Zone Act.

The rules provide that a developer would have to furnish a bank guarantee to the government equal to 25 per cent (in the case of a specific sector SEZ) and 10 per cent (for multi-product SEZs) of the cost of development estimated by the developer himself within 30 days of the approval of the master plan. The developer would give an undertaking to pay proportionate development charges as determined by the government for providing the main external services. He would also give an undertaking to maintain the SEZ to the satisfaction of the government.

The rules also specify the percentage of area under roads and open spaces. In a non-processing area for residential development, the area under roads, open spaces, public buildings, schools, community buildings or buildings meant for common use would not be less than 50 per cent of the gross area. In a processing area for industrial development, the area under plots would not exceed 60 per cent of the gross area. In the case of the information technology industry, ground coverage would be 40 per cent and the maximum floor area ratio permissible 250 per cent, or as amended from time to time.

The cabinet also approved the draft Haryana special economic zone (amendment) ordinance, 2007, to simplify the project approval procedures. According to the amendment, there would be a single committee for the evaluation and monitoring of projects instead of two committees provided for evaluation and approval under the original act.

As per the ordinance, the project approval committee headed by the chief secretary would be dispensed with. Now a project evaluation committee, to be headed by the secretary, industries, which would include representatives of all relevant departments as its members, would evaluate the proposals for the setting up of SEZs.

In another decision, the cabinet decided that the pension of a government employee would be calculated on the basis of the pay last drawn. Earlier, the pension was determined on the average emoluments for the last 10 months of qualifying service.

In a relief to traders, the cabinet abolished the provision to prosecute them if they evaded market fee. However, market fee evasion would now attract a penalty ranging from 50 per cent to 100 per cent of the fee evaded. Penalty for other violations would be a maximum of Rs 10,000.

The cabinet empowered the state investment promotion board (HIPB) to recommend the customised package of incentives to mega projects of an investment of Rs 100 crore and above. Earlier this limit was Rs 30 crore and above.

The limit was raised because the cabinet felt that projects with an investment of Rs 30 crore were coming to the state on their own.

Plots for SC Families

The Haryana cabinet today approved the eligibility conditions of those scheduled castes and below-the- poverty line (BPL) families which would be given 100 sq yd residential plots free of cost.

One family would be considered one unit and its eligibility determined as per the BPL survey conducted this year. It should not own a house or a plot measuring 100 sq yd or more, and it should be residing in the village concerned. Any of its members should not be a income tax payee or gainfully employed.

A village-level committee comprising the sarpanch, patwari, gram sachiv, head of the government school and lambardar belonging to the SC/BC category would be constituted to identify the eligible families. The DCs concerned would identify suitable land in the village shamlat deh.

No allottee will be allowed to alienate the plot in any manner before the expiry of 20 years from the date of allotment. However, the allottee would be allowed to mortgage the land with any scheduled bank, housing board or the government for raising a loan for the construction of a house. He would have to construct the house within five years.

No going back to Cong: Bhajan

Former Chief Minister Bhajan Lal ruled out going back to the Congress here today. During a brief interaction with mediapersons at Congress MLA Rakesh Kamboj’s residence, Bhajan Lal, however, said the state government was not interfering with the preparations for the December 2 “janhit rally” in Rohtak.

“How can they stop the rally? There is so much enthusiasm for the rally in the state that if the government does something untoward, it will backfire on it,” he said.

Asked whether his son Chandar Mohan, Deputy Chief Minister, would attend the rally, he said it would be good if he came, but they would not force him.

He declined to disclose the name of the party, saying that it would be announced on December 2.

He said the rally would be a landmark event in the political history of the state and it would give a new direction and impetus to Haryana politics.

Bhajan Lal did not rule out early elections and added that there was no plan to launch a third front in the state.

HC raps ex-DGP in tainted cop’s promotion case

Coming down heavily on Haryana’s former director-general of police M.S. Malik for not answering the queries raised by the court in the promotion case of a police official, who had been accused of rape, the Punjab and Haryana High Court today gave him an opportunity to file an additional affidavit “in the interest of justice”.

A Division Bench of the High Court, comprising Chief Justice Vijender Jain and Justice Mahesh Grover, granted Malik four-week’s time for the same, but not before observing that another opportunity for filing an additional affidavit was just not required as the top cop was well-conversant with law, had gone through the court order, and had authored many books.

After going through the affidavit filed by Malik at the onset of the case, the Judges observed in the open court although the affidavit did not address the queries raised by the court on September 10; no opportunity was required to be given considering the fact that he himself had stated in the affidavit that he was well conversant with the law and the rules, and had authored many books, and had filed the affidavit after taking into consideration the court’s order.

Fixing January 15 as the next date of hearing in the matter, the Judges concluded by saying, however, in the interest of justice and on the counsel’s request, one more opportunity was being granted to Malik for filing an additional affidavit in terms of specific queries raised by the court on September 10.

The matter pertains to inspector Phool Kumar’s promotion as a deputy superintendent of police. He was accused of raping a 16-year-old girl. The matter was brought to the High Court’s notice by an Ambala resident Surinder Juneja. Seeking directions for arresting police officials who are proclaimed offenders in heinous offences, he had also asked for an inquiry into the circumstances leading to the witnesses turning hostile in the rape case registered in 2001.

Taking up the matter on September 10, the Bench had observed, “We had noticed with some bit of anguish that the state authorities had used their might to exonerate an accused in a serious offence. He was a fugitive from law and after pardoning all lapses, they rewarded him with promotion as a DSP”.

The Bench had added that it was amazed, at the profanity of the whole situation, and how the former DGP had acted in a manner which was devoid of any semblance of reason by expunging the remarks. The Judges added that the expunction of remarks had laid the foundation for his promotion.

The election of a prominent INLD activist and secretary of the youth wing of the INLD, Anil Rao, as president of the Kakodia Primary Agricultural Cooperative Society (PACS) has virtually caused a flutter among supporters of a local minister as well as the administrative circles here.

Notwithstanding the strenuous efforts put in by supporters of the ministerial camp to earn a win for their presidential candidate Jai Narain, INLD activists Anil Rao and Ram Phal were elected president and vice-president of the Kakodia PACS here yesterday.

Bhanwar Singh, inspector, Rewari Co-operative Society, acted as the presiding officer in the elections held at Kakodia village, 8 km from here, yesterday.

The Kakodia PACS, which comprises 14 villages, has nine directors, including two governmental nominees, who elected the president and vice-president with a majority vote.

Interestingly, when the outcome of the election was almost certain, efforts were made for the postponement of the elections.

However, when the presiding officer preferred to adhere to the election schedule, he was picked up by a police team, headed by the DSP, Kosli, which brought him to the local Civil Hospital where he was medically examined which reportedly established that he was in a state of inebriation.

The police action was vehemently opposed by hundreds of agitated INLD activists who, led by their district president Jagdish Yadav, blocked traffic on the Rewari-Pataudi road at Kakodia.

At a press conference here today, Anil Rao asserted that he and Ram Phal had been duly elected president and vice-president of the Kakodia PACS and the presiding officer had conducted the elections in a fair and legitimate manner. He demanded the suspension of the DSP, Kosli.

Meanwhile, Suman Balhara, assistant registrar of co-operative societies here, told The Tribune that fresh elections would be held for the Kakodia PACS as it was a “misconduct” on the part of the presiding officer to have conducted the elections “in an inebriated state”.

CM launches contract farming scheme

A unique contract farming scheme to give a major push to agriculture was launched by Haryana Chief Minister Bhupinder Singh Hooda, here today.

The CM handed over the first registration certificate under the scheme to Jean-Marc Delpon Devaus, managing director of the SAB Miller India.

As a launch pad, the scheme would be initially launched on about 2,500 acres in 28 villages in Tehsil Farrukh Nagar, 36 in Tehsil Pataudi, 6 in Tehsil Jhajjar, 4 in Tehsil Rewari and 5 in Tehsil Gurgaon for the year 2007-08 for growing barley.

Subsequently, the scheme would be launched in other parts of the state to improve lot of farmers. The contract farmers would be provided the highest market rates prevailing at the time of purchase with a guaranteed minimum purchase price of Rs 800 per quintal, which is Rs 150 higher than the MSP of Rs 650 during the previous year.

With a market share of around 35 per cent, the SAB Miller India is the one of the largest players in the market.

Explaining the concept, Hooda said under the Contract Farming Scheme, the producer farmers and the buying firm sign an agreement for the purchase of commodity, which the farmer would produce to the extent of quantity and quality the sponsored firm desires to purchase from the producer farmers.

The sponsoring firm will indicate the quantity, quality of the commodity, and rates of the intended produce will be agreed by both the parties at the time of sowing and will be mentioned in the agreement.

The CM said the sponsoring firm would provide inputs to the farmers in the shape of certified quality seeds, techniques and technology. The farmers in turn will grow the better-specified quality of produce and shall have better rate of his produce, which will not be below the market rates.

The premises of the contract-farming sponsor shall be deemed to be a declared market yard for purchase of contract farming produce. In order to protect the interest of the farmers, a provision has been mentioned in the scheme that the sponsoring firm shall keep deposited an amount equivalent to the 15 per cent of the total price of the agricultural produce on the agreed rate as security with the Haryana State Agriculture Marketing Board (HSAMB) and Market Committees.

The stage is all set for the “janhit rally” to be addressed by former Chief Minister Bhajan Lal and his MP son Kuldeep Bishnoi here on December 2.

The people in general and political observers in particular are keenly awaiting the rally, which is expected to be a milestone in the state politics.

Apart from deciding the political future of one of the famous “lals” of Haryana, the rally may also mark the beginning of a new phase of political polarisation in the land of “aya rams” and “gaya rams”.

The move to hold a rally in the hometown of Chief Minister Bhupinder Singh Hooda is a daring one; and the former Chief Minister and his political scion are obviously keen on showing their strength in the Chief Minister’s citadel.

However, tall claims regarding the rally’s success notwithstanding, it will not be easy for the father-son duo to garner some considerable support from the local masses.

True, many people will be drawn towards the rally out of curiosity. The future ticket aspirants of the “yellow brigade” are also expected to make all-out efforts to substantiate their claim.

As the rally has become a prestige issue for Bhajan and Kuldeep, they will leave no stone unturned to ensure its success.

Still, getting the backing of the local masses remains a distant dream for the disgruntled Congress leaders.

The reasons behind the lack of enthusiasm for the rally among the local residents are not hard to comprehend.

First and foremost, the Rohtak belt has always been a stronghold of the Jat community, the electors of which would any day prefer a Jat Chief Minister of their own area to a non-Jat outsider.

Then, there are more than two years of the present regime to go and the people are still somewhat hopeful to get what they expect from the Hooda government.

Moreover, the local politicians as well as other sections like traders and employees feel that it will be too early to give up on the present group in power.

Hence, not expecting much from the localites, the rally organisers are banking on their supporters from other parts of the state to put up an impressive show.

As in case of all such rallies, huge money is likely to be spent on ferrying people and making other arrangements. The event managers are also expected to play a key role in ensuring a sizeable gathering at the rally.

Nonetheless, according to political pundits, the outcome of the rally notwithstanding, it will be too early to predict the future political scenario in the state.

HSPCB plan to detect defaulters

The Haryana State Pollution Control Board (HSPCB) has proposed to install continuous water flow meter (CWFM) at various dyeing units of this handloom township to get the accurate working condition of the effluent treatment plants (ETPs) set up in these units.

The move is seen as a measure to control the serious objection of discharge of untreated industrial waste in the Yamuna Canal allegedly by the Panipat-based industries.

Recently, the Delhi state government had submitted a written complaint in this regard about the presence of ammonia in Yamuna parallel canal, one of the major sources of water supply in the Capital.

Yamuna flows in the plains of Yamunanagar, Karnal, Panipat and Sonepat districts of Haryana before entering the national Capital.

Acting promptly on the complaint, the pollution control boards of the Centre and Haryana had launched a massive hunt to detect the defaulters. But, the authorities had failed to detect any major success in nailing the defaulters.

Chairman of the HPCB S. L. M. Salins told The Tribune today that the meters would help in nailing those not treating chemicals at their respective ETPs.

He said industrialists had been responsive for installing CWFM.

However, he clarified that initially it was optional for the units to install the low-cost gadget but the same might be made mandatory in the second phase.

Officially, it is mandatory for the dyeing houses to maintain ETPs at their respective units, but officials admit that scores of them remain non-functional throughout the year for the obvious reasons.

According to the HSPCB estimation, there are about 605 registered dyeing units in Panipat and most of these units run from the residential areas in and around the township. Source said in the absence of any strict official check, these units consider the functioning of ETPs as an additional burden.

Trader’s Mystery Death
Probe handed over to CIA

Fatehabad, November 29
The investigation into the death of Bhuna-based trader Jhanda Ram Kamboj was today handed over to the Criminal Investigation Agency (CIA) after a large number of persons from his community met the DSP and expressed lack of faith in the local police.

Kamboj, a trader of the grain market and local leader of the Bharatiya Janata Party, was found dead with bullet injuries in the fields on the night of November 22 and one of his partners, Jai Bhagwan, was also found injured with bullet injuries at a separate place.

Kamboj was having a dispute with his partners over the sale of a piece of agriculture land.

The police had on Tuesday registered a case against the deceased, Kamboj, for causing life-threatening injury to Jai Bhagwan.

Though the police is yet to reach any conclusion regarding the mysterious death of Kamboj, it is working on the theory that Kamboj may have committed suicide after shooting at his partner. Kamboj’s relatives and people belonging to his community had even threatened to block the Chandigarh road in case the police failed to unravel the mystery.

The Punjab and Haryana High Court today issued a notice of motion on an application seeking directions to the state of Haryana for staying the selection of 100 sub-inspectors in the Haryana police on the basis of an advertisement published on September 7. The case will now come up for hearing on December 13.

The application, taken up by Justice MM Aggarwal, was filed by Mohan Lal and others. They have already sought the quashing of an order vide which their services were terminated. Going into the background of the matter, the petitioners had claimed that they were appointed in 2003. But, their services were terminated in July 2005 as they were sought to be appointed in Haryana State Industrial Security Police, which was never sanctioned.

In the current application, the petitioners contended posts of sub-inspectors would not be available to them in case the selections were carried out as per the recent advertisement. It would create complications.

Over 600 students from 11 departments put up an exhibition of 250 models, which focused on burning issues like cyber crime, computer virus, global warming, auto theft prevention, road safety, global warning, pollution, live telecast, banking system, cloning, nuclear weapons etc.

Principal Dr R. S. Sharma said the college organises such exhibitions every year to inspire the students to put their knowledge to practical use in addition to sharing it with other sections of society.

The college was awarded a trophy for excellence in science activities by Kurukshetra University in 2002-03.

Armed youths loot car

Two armed youths reportedly looted an Indica car along with cash and a mobile from its owner near Kalinga village yesterday.

Sunil Kumar of Haluwas village had parked his car at the Bhiwani taxi stand. Two youths came to him and hired it for Charkhi Dadri for Rs 900. The youths asked Sunil to go to Kalinga village on the pretext that they had their friends waiting there for them.

As the car reached near Kalinga village, the duo aimed a pistol on his temple and asked him to alight from the car. They also beat up Sunil when he resisted their attempt. They looted Rs 1,300, a mobile and his car. The police has registered a case against the two unidentified youths on a complaint of Sunil.

In another incident, the police recovered the body of a newborn at Mundhal village. The body has been sent to hospital for a post-mortem.

The incident took place in Panihari village of this district. The seven-year-old victim was his neighbour.

While her parents were away in the fields, he raped her and then hacked her to death to destroy evidence of rape.

The victim’s nine-year-old brother saw the convict exiting from their house with an axe. His evidence helped prove the crime.

They went to the office of the inspector-general of police where they handed over a memorandum to the police authorities.

Later, they also went to the office of the deputy commissioner and lodged their protest against the alleged failure of the authorities to check the misuse of red lights and sirens.

Members of two notorious criminal gangs lodged in the local jail clashed while they were being taken to a court for a hearing.

Rajesh and Kamaljit, members of the Pradeep Jamawari gang, and three members of another gang, identified as Devender, Narender and Jitender, clashed when they alighted from a police van outside the court.

The police team accompanying them immediately sought reinforcements. They were overpowered by the police and sent back to jail.

The two gangs have been involved in a war to control organised crime in Narnaund and Hansi areas of the district.

Robbed trader’s driver arrested

The police today arrested the driver of the businessman who was robbed of Rs 1.2 lakh yesterday by three assailants near Kheri village. The driver, Mangat Ram, had been arrested on the suspicion that he might have passed on specific information to the motorcycle-borne assailants about the amount the trader was carrying and the route they had followed to reach their village, said police sources.

Daya Ram, a trader of Chopta village, was yesterday looted at gunpoint by the assailants while he was returning to his village in a mini-truck.

The three assailants are still at large.

Baby girl found abandoned

Bhiwani, November 29
A 24-hour-old newborn baby girl was found at a heap of wheat waste at Riwasa village in the district.

The sarpanch informed the Tosham police and admitted her to the civil hospital, Bhiwani. The District Child Welfare Council has prepared papers to send this baby to the ‘Shishu Grah’ in Panchkula.

DC Satya Prakash said district child welfare officer had been authorised to admit the child in a safe manner at the Shishu Grah. The process of adoption of the child would start after three months, he said.

‘Complete voter list by Dec 14’

Divisional commissioner P. C. Bidhan has directed to complete photo-voter lists of all Assembly constituencies of the district by December 14.

He said the name of those persons, whose names were registered in the voter list but did not get them photographed under photography drive, would be deleted from the voter list.

Bidhan was giving necessary directions to officials about the photo-voter lists, here today. He reviewed the progress of photo-voter lists according to the Assembly constituencies, and asked the officers engaged in this work to accomplish their job with sincerity. He also directed them to bring each voter under photography drive.
