Prof Hooda in race for MDU top post
Chandigarh, November 24 According to information available, the search committee formed for identifying suitable candidates for the post of MDU VC has recommended the names of three candidates to university chancellor and Haryana Governor Dr A.R. Kidwai, which include that of the KU vice-chancellor also.R.P. Hooda, a close confidante of Chief Minister Bhupinder Singh Hooda, appointed right after the Congress government came to power, is credited with initiating a number of new, professional courses and raising the standards of education at Kurukshetra University during the last over two years. With only 10 months to go before his three-year term ends, Hooda’s name for the post has been doing the rounds for sometime since an appointment at MDU would mean another three-year stint. However, he could also be given an extension at KU though this would not be considered a fresh appointment. MDU professor L.N. Dahiya, another contender for the post, is the husband of a bureaucrat. The search committee comprising former KU V-C Bheem Singh Dahiya, Guru Jambeshwar University V-C R.P. Vajpaee and secretary, education, Rajan Gupta has reportedly finalised the three-name panel, which has been sent to Haryana Raj Bhawan. Kidwai will give the final approval for the selection. On coming to power, the Hooda government had appointed new vice-chancellors in all universities of the state except MDU, Rohtak, where Prof R.S. Dhankar appointed by the INLD government had been allowed to continue. While Prof Hooda joined at Kurukshetra, Dr R.P. Vajpayee was made V-C at GJU, Hisar, while K.C. Bhardwaj was also appointed VC at Sirsa after a while. On his superannuation last month, Prof Dhankar had been asked to continue till a new appointment is made. |

Karhans (Panipat), November 24 These teams will start functioning from Monday and raid different institutes randomly. Labour commissioner N.C. Wadhwa told The Tribune that in the first phase eating joints along the NH-1 would be targeted. He was here to preside over an official function at Karhans village near Samalkha to inaugurate the first informal school in the state to be opened at brick-kilns under the National Child Labour Project (NCLP), which is financed by the Centre. The Panipat administration has identified a total of 5,867 child labourers in the district and has proposed to open 15 schools at brick-kilns. The Centre has sanctioned the opening of 62 such schools under the welfare scheme. Sources said the Brick and Tiles Kiln Association, Panipat, had agreed to provide space for open schools on the premises of kilns. Wadhwa today cautioned the owners of kilns and others to stop employing children as labourers. Issuing a strict warning to eradicate child labour, he said exemplary legal action would be taken against the erring employers. While admitting that poverty-stricken parents were forced to send their wards to work, he said the future of these unprivileged children could not be compromised at any cost. DC Mahender Kumar said besides the stipend of Rs 100 per month, the students at the kiln schools would be provided free of cost uniforms and shoes from the funds of the district Red Cross Society. He said sports events would be organised frequently to boost morale of students. |
State to introduce pre-engineering course in colleges
Chandigarh, November 24 This pre-engineering course will be equivalent to 10+2 level of education and will begin from the next academic session. A decision to this effect was taken at the 23rd meeting of the Sate Board for Technical Education, which met under the chairmanship of Haryana technical education minister A.C. Chaudhary. He said the engineering colleges would provide dedicated infrastructure for the course. As many as 50 per cent students from rural areas would be admitted to the course and all students belonging to below poverty line (BPL) families would be provided education free of cost. With Haryana Chief Minister Bhupinder Singh Hooda stressing on promotion of technical education to provide more employment opportunities to the youth of the state, it has also been decided to increase the number of seats in the polytechnics from 10,000 to 18,000 from the next academic session. It was also decided to introduce new courses in accounts and audit, machotronics and aeronautics. He said the board had also decided to launch informal skill development courses in a big way in all polytechnics. Chaudhary further said all polytechnics would have to work as production centres in consultation with the industry. It would provide opportunity of real work experience to students and low cost job processing for the industry. The money earned by this activity would be used for development of lab and facilities in polytechnics, he added. “We have nearly 1,500 government senior secondary schools in which the total strength of science students is not more than 5,000. Unlike students of cities and towns, villagers don’t have the option of going to private institutions, which is why we have given 50 per cent reservation to rural students,” an official of the technical education department said. |

Study shows ugly face of rural schools Tribune News Service
Sirsa, November 24 Besides, schools lack proper bus services and roads leading to these are in a dilapidated condition. The three-day field study was conducted by a Delhi-based NGO, Pratham, in collaboration with the departments of public administration, physical education, commerce and journalism and mass communication of Chaudhary Devi Lal University to find out the status of primary education in villages of the district. Sixty students visited 30 villages in the district and collected data from primary schools and also surveyed 20 households in each village. The students were trained to collect data and conduct the study by faculty members of the university. Padmini Jain, a faculty member of the department of journalism and mass communication, coordinated the entire exercise, said chairperson of the department V.S. Chauhan here today. |

Fatehabad, November 24 The convict, Mahabir Singh, was a headmaster at Government High School, Dhinsara, in the district when he went to the house of the victim on the pretext of meeting her father-in-law on March 4, 1991. Finding the woman alone, he allegedly molested her. The woman raised the alarm and her husband reached there and rescued her. The woman then lodged an FIR against the accused. Chief Judicial Magistrate Lal Chand found the accused guilty of the offence and sentenced him. |

Two girls run over by tractor, killed
Kaithal, November 24 The driver of tractor reportedly lost control over the vehicle and ran over the girls who died on the spot. Satyavan and his son were injured in the mishap and taken to the Civil Hospital here. The driver fled from the scene. The bodies of the girls were handed over to their family members after post-mortem. The police has registered a case against the driver. In another incident, Santosh (18), daughter of Mali Ram of Balu village in Kalayat subtehsil, died after being buried under the debris of a water tank which collapsed last night. The girl had gone to fetch water from the tank when suddenly it collapsed, burying her under its debris. She died on the spot . The water tank had reportedly been constructed by the panchayat a few days ago. Deputy commissioner S.K. Goyal said he had ordered a joint inquiry by the XEN (B&R) and the public health department. |

Tipsy labourer ends his life
Fatehabad, November 24 Dungar Mal (35), who used to work as a labourer at a brick-kiln near the village, was a drunkard and had consumed a lot of liquor last night. After coming back to his hut, he set himself ablaze. His wife and brother, who were sitting at a short distance, noticed the fire and rushed to save him. He was immediately rushed to a private hospital, but the victim succumbed to his injuries. The police has registered a case and recorded the statement of his wife. |

Looting of vehicles goes on unabated
Rewari, November 24 While records at various police stations in the district are already replete with FIRs of loot and theft of trucks, cars, motorcycles and other vehicles, which were looted and lifted by miscreants in the past two months, two more cases - looting of a Bolero and jacking of a car - have been reported in the past 30 hours. Three armed miscreants looted a Bolero from its driver, Wazir Singh, from the outer premises of Kamla Palace, near Dharuhera Chowk, on Thursday. The miscreants dropped Wazir Singh at a place near Kotkasim town of Alwar district in Rajasthan. The police has registered a case of robbery in this regard. Mahant Pahari Nath, owner of the vehicle, had come here from Kanti Kheri village of Mahendergarh district for some business. In other incident, vehicle lifters’ looted a car parked on the roadside at Gangaicha Ahir village, 6 km from here, on Thursday night. Car owner Suresh Chand of Himachal Pradesh, a businessman, was sleeping some distance away from his car. The police has registered a case of theft under Section 379 of the IPC in this regard. |

Jhajjar, November 24 It also seized two .32 bore pistols, one .315 bore pistol and other equipments, which were being used in manufacturing arms, from his possession. SSP Shrikant Jadhav said a police party raided the house of Dilbag Singh following a tip off. While Sonu, son of Dilbag Singh, was arrested from the house, another youth identified as Prakash escaped from the spot. The police recovered the arms and equipments from the house. |

Farmers promised 8-hr power supply
Bhiwani, November 24 The farmers had arrived here to give court arrests, but following assurance of acceptance of their demand by the deputy commissioner, they only sat in dharna at the mini-secretariat and returned to their destination. Addressing the dharna, president of the Kisan Sabha Sher Singh said the sabha had sent a letter to the state government, but nothing happened. The sowing season was passing rapidly and the farmers were not getting adequate power, he said, adding that the administration and the government did not care of their demand. Later, the deputy commissioner assured the farmers of providing at least eight-hour continuous power supply. |

Breach in Hadoda minor damages crops
Bhiwani, November 24 According to information, a breach that had developed in the minor two days ago was repaired immediately, which saved the situation. Last evening, farmers told officials that a breach had again developed in the minor and water had started flowing from it. The officer concerned along with the junior engineer went to the spot and directed to stop the water from behind to save the situation. While demanding compensation, farmers said the breach should be repaired permanently. The report said the water had damaged wheat, gram and other standing crops. |
Prayers, festivities mark Gurpurb
Fatehabad, November 24 ‘Akhand Path’, recitation of Guru Granth Sahib, was organised at the local Guru Singh Sabha Gurdwara. ‘Langars’, community kitchens, were set up in all gurdwaras to mark the occasion. A religious procession, nagar kirtan, was organised in the town last evening in which a large number of men, women and children participated. Youths clad in their festival best exhibited their valour by performing fake fights by swords and lathis. Tight security arrangements were in place to ensure peaceful celebrations, sources said. KAITHAL: Gurdwaras were illuminated and a nagar kirtan held here to mark Gurpurb on Saturday. A large number of Sikh devotees, including children, assembled at Gurdwara Neem Sahib and later passed through the main markets of the town. HMT objects to state’s move to reclaim gifted land
Chandigarh, November 24 Having gifted land to the PSU, Hindustan Machine Tools Ltd (HMT), back in 1962 for setting up a machine tool unit, the state government now no more wants to acknowledge the PSU’s right over the land given to it. The HMT unit at Pinjore, it is learnt, has objected to the state government’s attempt to reclaim more than 2 acres from it for the proposed Kaushalya dam on the Ghaggar. A highly placed source associated with HMT said recently the state government had asked the PSU to hand over 2.48 acres to it for the construction of the dam. The source said the state government letter to HMT on the subject neither mentioned anything about compensation nor the actual land marking. He said since the proposed transfer of land would deprive the company of ownership rights, the PSU was entitled to compensation. The source said the HMT unit had come up on the land as a result of a request by the erstwhile Punjab government to the central government for setting up a machine tool unit in the state. The state government also offered to provide land and other infrastructure required for the project. Subsequently, through a gift deed, it donated 4062.18 bighas of undeveloped land at Pinjore to HMT for setting up a machine tool unit. HMT, the source said, developed the land at a huge cost and the machine tool unit came up in 1963. The unit was now having elaborate infrastructure, including residential buildings, schools, banks, post office, sports facility, etc. Nearly 3,000 employees worked in the unit and the infrastructure had been set up for their benefit. The source said this was not the first time the state government had shown interest in reclaiming land from the public sector unit. In 2005, the state government initiated land resumption proceedings in contravention to the spirit of transfer of land to HMT through a gift deed. The source said the industries department issued an order in February, 2005, for the resumption of 446 acres of HMT’s land. The PSU challenged the order in the high court here and got the land resumption process stayed. The source said the latest move by the state government for the resumption of 2.48 acres from HMT would also be tantamount to a violation of the court order that stayed the resumption process initiated in 2005. The source said it was quite shocking the way the state government had been repeatedly trying to take away land from HMT, showing scant regard to the spirit of the gift deed and the investment made by HMT to develop the land. He said even if it was amicably decided to transfer 2.48 acres to the state government, HMT would have to be given compensation for the land and the transfer would have to be approved by the board of directors of HMT. The state government had been already intimated about HMT’s stance on the subject, the source said. |

Chandigarh, November 24 Contained in the Mathnawi, Rumi’s epic work, these poems, interestingly, draw from the Panchtantras, Jatakas and the Puranas, on which Rumi heavily relied during his pursuit of spirituality. “Rumi referred to many anecdotes found in the Puranas to draw home the point that God is one. The famous “elephant tale” - in which different blindfolded people perceive the animal in different ways - features in Rumi’s spiritual references. He also refers to Hindu texts when speaking of salvation, peace and harmony,” Prof Chandra Shekhar, head of Persian department, Delhi University, today told The Tribune. Shekhar, coordinator for the Haryana Urdu Akademi’s seminar on Rumi which concluded today, drew parallels between Rumi’s times and the present. In both periods, violence was the big constant. “Rumi belonged to an era when people thought the Day of Judgment had arrived. We live in no different times. Across the West and the Muslim world, strife remains the biggest challenger of mankind. People want answers to ingratitude and hatred, and there’s no better provider than Rumi.” Other visiting Persian scholars and learners, including Ameneh Shirazi from Iran, shared with The Tribune her knowledge of the Mathnawi and its references of India. India generously features in the work, considered no less than a Bible across the western world. Translated by renowned Persian scholar Nicholson, it is available in six volumes. Shirazi was, however, lucky to study the Mathnawi’s original text. “India is a land of many religions —- a land that inspired Rumi and a generation of scholars after him,” says Shirazi. She recently came all the way from Iran to study Buddhism at Delhi University. “I also wanted to see for myself the India that even enriched Rumi’s poetry. Also I wanted to study links between Buddhism and Islam,” she says. For Shirazi and other participants in the seminar on Rumi, the event yielded many more vital clues on Rumi’s other Indian connections, including the fact that Panipat’s Bu Ali Shah Kalandar was the only Sufi saint from the subcontinent to visit Rumi. The fact today inspired a major recommendation from the visiting scholars, who want the next international seminar on Rumi to be held at the mausoleum of Bu Ali Kalandar in Panipat. If all goes well, Haryana may even initiate an award of Rs 25,000 for any scholar who contributes to the understanding of Rumi. There is also another recommendation to set up a library of Rumi’s translated and original works in the ancestral house of Hali Panipati, Haryana’s famous saint poet. |
Govt has ‘lost trust of common man’
Karnal, November 24 Addressing the gathering, Brijender Singh Kadiyan, former minister, said the rally would be the biggest ever in the state. Kadiyan said the state government had proved to be a big flop and had lost the confidence of the common man. He hailed Kuldeep Bishnoi as the Chief Minister in waiting and said the Rohtak rally would give a new direction to politics in the state. Organiser of the gathering Pradeep Bector said thousands of Bishnoi supporters from Nilokheri would attend the December 2 rally. |
BJP to go it alone in next poll
Sirsa, November 24 The BJP was against all parties promoting nepotism in the state, including the Congress and the INLD. So there was no question of forming a coalition, he said while talking to mediapersons here. He said that former Chief Minister Bhajan Lal was adopting the line of the Congress and the INLD as he had also been promoting his son Kuldeep Bishnoi rather than “real” party workers. He said BJP president Rajnath Singh had postponed the state rally to be held in Rohtak on December 23 because of the need for leaders from the state for party work in Himachal Pradesh and Gujarat in view of the assembly elections there. “ We are confident of getting a majority in these two states. We will hold a rally in Rohtak in February now.” Talking about Punjab, he said the BJP had given support to SAD chief Parkash Singh Badal and not to Sukhbir Badal. If Sukhbir was made the Chief Minister, the party would review the support. Just before the arrival of Grewal, differences in the district unit of the BJP came to the fore.There were heated arguments between two groups. Some of the old members of the party were aggrieved over not being informed about the arrival of Grewal by senior party leaders here. |
Tributes paid to Sir Chhotu Ram
Sonepat, November 24 The function was organised by the Chhotu Ram Vichar Manch. Jakhar recalled how Chhotu Ram, realising the pitiable condition of farmers in the country, particularly in Punjab, during the pre-Partition period at the hands of moneylenders, enacted several laws, including the Land Holding Act, 1963, which saved the farmers from exploitation during his ministerial tenure in the provincial government of united Punjab. He stressed the need for the uplift of the farming community by providing them opportunities of jobs in other sectors and also by setting up agro-based industries and food-processing units. Kidwai said steps taken by Sir Chhotu Ram for the welfare of farmers were appreciated not only in Punjab but also in other parts of the country during the last phase of the British rule. The laws enacted by the then provincial government of the Punjab assembly saved farmers and paved the way for land reforms in the country, he said. He appreciated the steps taken by the union and state governments for the welfare of the farmers and said they should get the real benefit of subsidies and other incentives. “There is need to implement farmer-oriented schemes and also for a second Green Revolution,” he added. Birender Singh highlighted the work done by Sir Chhotu Ram to protect the interests of farmers, to create awareness among rural people and to help the poor and needy sections of society. Sir Chhotu Ram promoted education in rural areas and fought against all kinds of exploitation, he added. On the occasion, renowned historian K.C. Yadav and writer Deep Chand Nirmohi were honoured for highlighting the ideologies of Sir Chhotu Ram. |
Freedom fighter to get DLitt on birthday
Kurukshetra, November 24 Chief Minister Bhupinder Singh Hooda will be the chief guest while his MP son Deepender Hooda will be the guest of honour on the occasion. The degree, in fact, had been conferred upon Ranbir Singh during a special convocation held here on May 25 this year in which the then President, Dr A.P.J. Abdul Kalam, was the chief guest. However, for some personal reasons, the freedom fighter could not attend it. The vice-chancellor said today that that this high honour was being given to Ranbir Singh in recognition of his outstanding service to the nation as a freedom fighter and political leader. The academic council of Kurukshetra University had recommended the names of Chief Justice of India K.G. Balakrishnan and law minister Hans Raj Bhardwaj for the award of the degree of Doctor of Laws and the name of Ranbir Singh for DLitt (honoris causa) in the golden jubilee year of the university. After chancellor A.R. Kidwai’s approval, they were conferred the honour at the special convocation. Since Ranbir Singh could not attend it, Kidwai had authorised the vice-chancellor to present the degree personally to the freedom fighter on a special occasion. |

Karnal, November 24 Giving this information here, CJM-cum-secretary of the District Legal Services Authority, Karnal, Ritu Y.K. Bahal said motor accidental claim tribunal cases would be settled in the special lok adalat on December 15 while the pending and litigation cases of all categories would be settled in the rural lok adalat at Taraori on December16. |

seeks action Ambala, November 24 In a letter addressed to the deputy commissioner, Ambala, Anil Vij stated that the employment exchange building at staff road, which is spread over 4.09 acres, is at prime location. He stated that according to information, while the employment exchange department had locked up the premises and the land was owned by the government, it was, in actuality, in the possession of a property dealer. In the letter, Vij demanded that suitable action should be taken to ensure that the employment exchange building was freed from land grabbers. He said the government does not hesitate to demolish illegal structures, so similar action should be taken regarding the employment exchange land, which was worth Rs 100 crore. |
