This royalty will be in addition to the money paid to them for the acquired land and increased by Rs 1,000 per year.

This was announced by Chief Minister Bhupinder Singh Hooda while laying the foundation stone of a Rs 180-crore cooperative sugar mill complex at Bhali Anandpur village, near here, today.

The Chief Minister also announced that 50 per cent of the dearness allowance paid to the Haryana Sugar Federation employees would be merged into their basic pay on the pattern of government employees.

He asserted that the new sugar mill would produce export-quality sugar having negligible amount of sulphur.

Besides, a 16 MW power-generation unit would also be established within the mill complex, Hooda said, adding that the new mill would be commissioned within a year.

The Chief Minister also inaugurated a Rs 2.88-crore 33 kV power substation constructed by the Uttar Haryana Bijli Vitran Nigam (UHBVN) in Baniyani village, near here, today.

New rules to safeguard govt properties
Naveen S. Garewal
Tribune News Service

Chandigarh, November 18
The state government has formulated and implemented a new set of rules for the management and care of all municipal and state properties. The rules that came into being earlier this month and have since been implemented will be applicable to all municipalities, which have been given specific rights to sell, rent or lease properties with the approval of the government.

Under these rules, the municipalities have been granted the right to allot sites to owners of adjoining plots or houses, provided that the size of the plot is less than 100 yards and cannot be sold in an independent auction. Even if a person has been in occupation of a land or site for over 20 years, the municipalities will now have the right to sell the plot or land to that person.

Come to be known as the Haryana Management of Municipal Properties and State Properties Rules, 2007, the rules have been derived from the Haryana Municipal Act, 1973, Haryana Municipal Building Bylaws, rules and notifications governing HUDA. Under these rules, the municipalities (with the approval of the deputy commissioners) will be able to put properties on its name to use.

According to these rules, subject to any direction issued by the government, a municipality may dispose of any site, building belonging to it by way of sale or lease or exchange or creation of any easement right etc as per the provisions of these rules.

The municipalities have also got the rights to sell plots, lands in colonies or schemes, which are sanctioned after getting the reserve price approved by the government.

However, sites already approved for a public purpose or that is part of a town planning scheme will be exempt from the rights of the municipalities to include in their list of saleable properties.

Another significant decision taken by the government and incorporated in these rules is that the municipalities have been given the rights to sell shops to the occupants that were constructed and leased more than 30 years ago. Those eligible to buy these shops will be the original allottees or their heirs, but will have to pay the prevailing market price.

The same rules will also apply to leased land that has been occupied for over 20 years and have permanent structures built on them.

For the purpose of setting up institutions, the government has amended rules that will now allow the municipalities to lease out property to the institutions for a period of 99 years. But all such bodies eligible to take benefit under this clause have to be duly constituted as a registered body under the Societies Registration Act, 1860, or the Haryana Cooperative Societies Act 1984.

The rules further say that in case of a site, the building thereupon should be constructed within a period of three years from the date or allotment, failing which it will invite penalties.

BJP leader Kishanpal Gurjar, who led the agitation, cautioned that in case the work did not start by December, the party workers would intensify the stir. He alleged that the Delhi government was creating hurdles in the project.

The agitation began with a procession of vehicles from Sector 28 in the city and gathered at the site of the proposed flyover at Badarpur. The party workers and leaders sat on dharna, which continued for more than an hour during which the highway remained blocked.

Haryana minister of labour and employment A.C. The leader of the BJP legislature party in Haryana and member of the party’s national executive, Ram Kumar Gautam, has urged the people of the state to give the BJP a chance to form the government in the larger interest of the masses.

Gautam has warned the people, especially non-Jats, against being misled by the misinformation campaign of former Chief Minister Bhajan Lal.

He said the former CM, who claimed to be a messiah of non-Jats, had done nothing for them and was actually their “enemy No. 1”.

Terming Bhajan Lal an impostor, Gautam quipped that he could adopt any community to further his political interests.

The BJP leader, who was accompanied by Ram Chander Jangra, the president of the backward cell of the party’s state unit, informed mediapersons that the party would launch a campaign to mobilise mass support against the UPA government on the Ram Setu issue.
