Wanted a hangman!
Chandigarh, November 22 The state jail department has been without a hangman since June, 2005, when the last incumbent, Vijay Singh, died. He had been working on this post since 1987. The last execution in the state was carried out in June, 1989. At present, 11 convicts in Haryana jails are awaiting the death sentence. Four of them are in the Ambala central jail, two in Hisar and five in Gurgaon. Among the Ambala inmates are Sonia and her husband Sanjay. They were awarded the death sentence for killing former MLA Relu Ram Punia and his family. Sonia is the daughter of Punia. They were convicted in 2004. Sonia and Sanjay were scheduled to be hanged on November 26. But their hanging has now been stayed following a mercy petition by them to the President of India. The other convict in Ambala is Gulab Singh (38), who was awarded the death sentence for killing his wife and two daughters, aged 16 years and 10 days, in 1987. All five death sentence awardees in the Gurgaon jail were convicted in one case in 2006. A hangman gets the pay scale of a jail warder. When he is free from his main duty, he works as a warder. Normally, in Haryana, like many other states, people often approach the Chief Minister and other ruling party politicians for getting jobs. It will be interesting to know how many will approach the political masters for the hangman’s job. |
HAU develops new bajra variety
Hisar, November 22 Impressed by its qualities, the National Variety Notification Committee has released this variety for cultivation in Gujarat, Rajasthan, Haryana, Punjab, UP, MP and Delhi. Vice-chancellor J.C. Katyal said here today that this variety would prove to be a boon for the farmers. He said it would end the shortage of bajra seed in the state as the farmers could produce bajra seed themselves. He said the new variety was suitable for both rainfed as well as irrigated areas. Katyal said it would yield 50 quintals of grain per hectare and 110 quintals of fodder per hectare. Being a early-maturing variety, the farmers could harvest crop within 68 to 72 days, he said. |
Packed schedule ahead for Cong
Chandigarh, November 22 The Congress will celebrate Ambedkar Nirvan Diwas at Bilaspur in Yamunanagar district on December 6. Three days after that a “Dalit samaan rally” will be held at Karnal to thank Chief Minister Bhupinder Singh Hooda for deciding to allot 100 sq yard plots to landless Dalits. Sonia Gandhi’s programme came as a surprise to the party managers. But they have no alternative than to make the Bhiwani show a success, even if many party leaders in that district opposed to Kiran are not enthusiastic about Sonia’s visit. In the process, the Bilaspur rally has been relegated to the third slot in terms of importance by the Congress. While the Bhiwani rally will be held four days before the December 2 Rohtak rally of suspended Congress MP Kuldeep Bishnoi, the Karnal rally will be held five days after that. The Haryana Congress cannot afford the turnout at Sonia’s rally to be less than impressive. The December 9 Karnal rally provides an opportunity to the ruling party to overshadow the turnout at Bishnoi’s rally. Hence, it will be more prestigious for the party. Though the Karnal rally is not being organised under the party banner, Congressmen will mobilise the people. A meeting of the Pradesh Congress Committee general house was held here two days ago to review arrangements for the rallies. For the Bilaspur rally, party MLAs from Yamunanagar district were given the primary responsibility to mobilise people. For the Bhiwani rally, this responsibility was entrusted to MLAs of that district as well as those of the neighbouring areas. For the Karnal rally, party men across the state were implored to provide “saadhan” so that “at least one member from each Dalit family” in the state could come to the rally. Many feel that the Bhiwani rally can be a unifying factor for the cadre of the erstwhile Haryana Vikas Party (HVP), which has been in political wilderness ever since the merger of their party with the Congress, particularly so after the death of Surender Singh in 2005. The HVP cadre was neither finding a place for itself in the Congress, nor could it join the INLD, with which it had been fighting politically for over a decade. The BJP too failed to enthuse them. Many of the former HVP men were reportedly in touch with Bishnoi. Now these HVP men see a ray of hope in Kiran, who has gained considerably within the Congress after Sonia accepted her personal invitation. A large section of the erstwhile HVP cadre, which was earlier planning to be with Bishnoi on December 2, is now expected to reverse its earlier decision and instead reach Bhiwani on November 28. |

Drug trafficker gets 16-yr RI
Fatehabad, November 22 The convict, Hira Lal, a truck driver from Bhavdeen village near Sirsa, was arrested by the police on September 8, 2003 with 80 quintals of contraband. He will have to undergo a further simple imprisonment of two years on his failure to pay the fine. Surjeet, who used to clean the truck, was also arrested along with the driver but was sent to the juvenile court, as he was a minor. The local police had received a tip off on The police had booked him under the Narcotic Drugs and Psychotropic Substances Act. Hira Lal and Surjit had informed the police that the contraband belonged to Manish, a resident of Sirsa. Surprisingly, the police has so far neither arrested Manish nor initiated the process to declare him a proclaimed offender. |

Anti-encroachment drive turns violent
Gurgaon, November 22 The cars parked in the service centre near the demolition site were damaged by the angry mob. Hundreds of people opposing the demolition threw stones at the demolition staff. However, no one was injured in this drive. The police initiated action against persons who had encroached on government land. The police used teargas to disperse the stone-throwing agitators. Around 50 houses of the labour class illegally constructed on this land were demolished. Deputy commissioner Rakesh Gupta said an illegal colony had been developed on 50 acres. He said notices had been issued to the residents a month ago by the district town planner (encroachment) to vacate the land, but the residents did not pay heed. Meanwhile, the police is maintaining a vigil in the area. An uneasy calm prevails in the colony. |
Solar awards presented
Chandigarh, November 22 The awards were announced on the occasion of the silver jubilee celebrations of the Union Renewable Energy Department. On behalf of the state government, Sumita Misra, director, Renewable Energy Department and Haryana Renewable Energy Development Agency (HAREDA) received these awards. Giving details, Misra said under the Solar Cooker Programme, the state government was promoting the use of box and dish type solar cookers with an objective to conserve conventional fuels like fuel, wood, kerosene, LPG etc. in the cooking sector. She further added that Haryana was the first state to demonstrate the applications of solar photovoltaic technology to create awareness about the benefits of solar photovoltaic devices in urban areas and also to reduce the burden on conventional electricity in cities/ towns and divert the energy saved to small towns and villages. |
Loan interest waiver scheme extended
Mewat, November 22 Hooda said all 503 villages in Mewat would be provided with potable drinking water by the end of December, 2008, under a project named after Rajiv Gandhi costing Rs 206 crore. He said the state government had also sent a project amounting to Rs 326 crore for the construction of Mewat Canal to the Central Water Commission (CWC) for approval. He assured that he would get the canal constructed in his present tenure. Hooda said another project of Rs 100 crore for Kotla lake had been prepared. He said the government was planning to set up an institute in the area at a cost of Rs 25 crore where courses for ITI, engineering diploma and degree would be started. Earlier, he laid the foundation stone of an ITI at Nuh to be constructed at a cost of Rs 16 crore with an intake capacity of 1,000 students. He also laid the foundation stone for the extension of the Nagina ITI to be constructed at a cost of Rs 12 crore. He said its capacity would be increased by 800 seats out of which 400 seats would be for girl students. He also agreed to add 100 more seats in Utawar polytechnic. The government has reserved 50 per cent seats in technical institutes situated in the district especially for girls, he added. Hooda also announced to connect Pinagwa to the urban feeder, naming of Pinagwa stadium and Badkhali Chowk after late Ch. Rahim Khan, developing sectors of HUDA in Nuh, augmentation of Pinagwa powerhouse by installing 6.3 MVA transformer instead of 4 MVA transformer. He also announced to augment the capacity of Nagina substation by installing 16 MVA transformer in place of 8 MVA. |

Yamunanagar, November 22 A large number of schoolchildren commuted in state roadways buses and faced difficulty in boarding buses as they were packed to capacity. According to the district administration, the number of pilgrims visiting the mela was expected to cross over 3.5 lakh. The state roadways has pressed about 250 of its buses for the pilgrims. The district education officer has communicated the orders to all school authorities. Spokesperson of the administration, Dr Kuldeep Saini, said all schools had been closed for the safety of children who travelled by buses. He said several parents had complained to deputy commissioner Nitin Kumar Yadav that their wards were at risk due to the heavy rush of pilgrims. Meanwhile, the administration has set up several fair price shops all over the mela venue. There were at least 40 community kitchens (langars) being run by the Sikh community. DC Yadav said the Guru Gobind Singh Martial Art Museum has been made operational by displaying replicas of martial art museum associated with the Sikh history. A large number of horse and mule traders were disappointed as the mela administration did not allow holding of the cattle fare this year. Dr Saini said the fare was discontinued due to the spread of Malleomyces mallei (Glanders), an infectious disease of horses in the region. |
Revised irrigation scheme okayed
Chandigarh, November 22 Giving this information here today, Haryana PWD (B&R) and Irrigation Minister, Captain Ajay Singh Yadav, said the lift irrigation channel having three lifts and of 13.42 km length would discharge 28.95 cusecs of water. He said a sum of Rs 223.21 lakh had already been spent on the project and out of this Rs 49.25 lakh were recovered on account of transfer of pumps or adjustment by the Uttar Haryana Bijli Vitran Nigam. He said that non-recoverable amounts would include Rs 2.65 lakh on petty expenses and Rs 26.27 lakh on earth work and a part of the earth work amount was recoverable at present. He said from the previous expenditure of Rs 144.4 lakh, the accountable amount was Rs115.48 lakh. He said the Irrigation Department was asked to submit the revised project for sanction of the government. He said as a consequence of this, modification in the project was prepared in such a way so that it would be fed from both sides. He said from RD 0 to 13000, it was to be fed as flow channel from Narwana Branch, so reverse flow was not necessary in this reach and it had been provided with bed slope of 0.15/1000. He added that the channel had been provided as lined channel with cup shaped section. He said pump house number two and three would also be combined with falls to act in the reverse direction. He also said that a link channel of 1,700 feet from RD 55,500 of Nalvi Distributary would be constructed to link it with Nalvi Distributary for flowing water in the reverse direction. He stated the cost of this link channel had not been included in the revised project estimate of the scheme and proposed to be directly charged to the Dadupur-Nalvi project. |
Child Labour Project
Chandigarh, November 22 The office of the labour commissioner, Haryana, has written to the deputy commissioners of Jhajjar, Yamunanagar and Hisar to carry out a survey of children under 14 years employed as labour in dhabas, industries and as domestic helps. “After the survey is complete, the districts will submit a project report for their respective areas. Based on this, the government of India will sanction the money. With the money received by way of this grant, the districts run classes to educate children near their place of stay. Monetary incentives are offered to the children to keep them in school and the parents are also compensated,” labour commissioner N.C. Wadhwa said. While the children are given a mid-day meal worth Rs 5 every day at these informal schools to make studying a “lucrative” option, the names of their parents are enrolled in various development schemes offered by the government. Also, separate accounts are created for all children coming to school and Rs 100 is deposited every month as scholarship money for three years. “This money is available to them only after they have completed the three-year capsule of studies through informal education. We have a special curriculum for them wherein the five-year study schedule has been shrunk to three years,” he explained. The labour department, through an NGO, carried out a survey of children employed as labour in the districts of Panipat, Gurgaon and Faridabad, considered to be the most industrialised districts of the state. “The survey opened our eyes to rampant child labour in the state. In Panipat alone, known for its handloom industry, there were nearly 6,000 children employed as child labour. In Gurgaon and Faridabad, there were over 2,000 children each. We got Rs 8.5 lakh for the project in these districts and are expecting as much for the remaining districts,” Wadhwa said. Meanwhile, the department is observing a fortnight to discourage the employment of child labour which began on Children’s Day. While surprise checks are being carried out all over the state, the department has also launched an awareness campaign against child labour. |
Fresh BPL list by Dec 21
Faridabad, November 22 The new list which has been prepared in the villages will be sanctioned by the concerned gram sabhas and forwarded to the District Rural Development Authority (DRDA). The list will be considered final after it is approved by the DRDA and the same will be displayed on notice board and sent in for gazette notification. According to official sources, the administration has fixed the time period from December 7 till 17 for holding of the gram sabhas.The full house meetings of the gram sabhas will be attended by the block development and panchayat officers (BDPOs). There are five development block comprising Faridabad, Ballabgarh, Hodal, Hasanpur and Palwal in the district and 183 villages. Following controversy regarding the veracity of the BPL lists in the district, the present government had decided to revise and ensure transparency in the process of finalising the new lists. |

Couple held on looting charge
Hisar, November 22 They were arrested from Hanumangarh in Rajasthan in another case. During interrogation the couple confessed to have looted the bank manager on October 19. The local police was informed and a police team brought the couple here last night. Police sources said the couple had befriended Ashok Thakral, a bank manager residing in Urban Estate here, after meeting at a place of pilgrimage. On October 19, the couple came here and offered prashad to Thakral, his wife and mother. Their neighbours found the family unconscious the next morning. The couple also took along with them valuables of the family. |
Failure to Give Possession of Plot
Sonepat, November 22 SSP Navdeep Singh Virk said the complainant alleged in a written complaint that she was a member of the society and a piece of land was purchased by her on the Sonepat-Bahalgarh road in front of Fazilpur powerhouse. A draw was taken out and plot No. 44 was allotted to her and this was communicated to her through a letter. She then paid Rs 70,000 for allotment of the plot. Later, she was given copies of the sale deed and mutation of the plot in July 2001. However, she tried to take possession of the plot but failed to do so. The SSP said the alleged accused had taken money from many others in the same manner and fooled them. |
SBI peon booked for forgery
Sirsa, November 22 Peon Pawan Kumar is alleged to have withdrawn Rs 1.75 lakh from the account of Daljit Kaur on the basis of fake documents fraudulently from March to October. The crime was detected when the account holder brought the matter to the notice of bank officials. Acting on the complaint of chief manager of the SBI N.K Gupta, the police has registered a case under Sections 420, 467, 468 and 471 of the IPC against Pawan Kumar. |

Boy killed as gun goes off
Jind, November 22 According to police sources, Monu, son of Nessa Singh, a private security guard employed at an agricultural farm in Sunderpur village in the district, was examining the loaded gun in the absence of his father when the weapon went off hitting the boy in the head and resulting in his death. The police has registered a case against Nessa Singh under Section 304 of the IPC. Meanwhile, in another case, 28-year-old Mukhiya, hailing from Banda district in UP, was killed after he was run over by a tractor-trailer near Kason village in the district. A case has been registered. |
Trader gunned down
Fatehabad, November 22 Sources said Kamboj, a trader, reportedly went to the fields in the evening and did not return till late night. His family members went out in search of him and found his body lying in a pool of blood. The deceased had three partners in his firm and the names of those partners were found written on his hand with a ball point pen. Interestingly, Jai Gopal, a partner of the deceased, was also found injured at a different place near the town and the names of the partners were also found scribbled on his hand. SP Saurabh Singh said the partners had jointly purchased a piece of agriculture land. |
Registration of births, deaths made easy
Chandigarh, November 22 Director-general, Health Services, Dr Avinash Sharma said here today that the birth and death certificates would be issued free of cost and the record would be maintained at the respective PHC. In case the duly filled in form has been submitted at the anganwari centre within 21 days of the occurrence of the birth or death and late at the PHC, it still would be processed in due time, she added. She said efforts were being made to ensure that even the duplicate certificates be made available at the PHC level, from the old record, which previously were available only at the district headquarters. However, errors in the record would be corrected at the district level only. Sharma said Haryana was one of the first states in the country where registration of births and deaths had been undertaken by the Health Department. Previously, police stations were the registration centres and SHOs used to be the Registrars, as per the similar practise in other states. It was from January, 2005, that the system of registration in rural areas was revamped and registration was entrusted to the Health Department. As a result of this change, the birth and death registration (also called the Civil Registration System) had increased to 92.1 per cent from 78 per cent. |

Bhiwani, November 22 According to sources, Dharmbir of Sungarpur village had lodged a complaint with the bureau that patwari Ashok had demanded Rs 1,400 for issuing papers (fard) for his land. The bureau inspector later communicated this to the deputy commissioner who directed his officials to nab the patwari. DDPO Rajesh Sindhu and inspector Phool Singh signed two currency notes of 500 denomination and four of 100 denomination and asked Dharmbir to give them to the patwari. |
