Govt land policy draws flak from residents

The policy of the state government of exempting the residential units, having plot area up to five marla (125 sq. yards), from the user charges, has drawn flak from the residents. According to the policy, the residential units falling in this category need not pay the user charges for sewer and drinking water connections.

CPI (ML) members protested against the illegal occupation and construction at pond of the Ghanie ke Bangar village by its Sarpanch Tarlochan Singh. The party has announced it will hold a rally at Vir Haqikat Rai Samadh as mark of protest against inaction by the police.
CPI (ML) state leader Comrade Gurmeet Singh, has demanded a high level inquiry by the state government in the case.

Govt land policy draws flak from residents

The policy of the state government of exempting the residential units, having plot area up to five marla (125 sq. yards), from the user charges, has drawn flak from the residents.

They allege that the criterion adopted by the local municipal council for extending the policy is biased, which extends to certain beneficiaries.

According to the policy, the residential units falling in this category need not pay the user charges for sewer and drinking water connections. The residents alleged that the criteria adopted by the local municipal council for extending this is biased, which extends to certain beneficiaries.

In a notification issued by the department of Local Government in May 2003, the rates for the users’ charges for sewer and drinking water connections, were fixed as per the plot size.

Different rates for financial years starting from 2003-04 to 2007-08, were fixed for the residential units having plot sizes up to 5 marla, above 5 and up to 10 marla, above 10 marla but less than a kanal and above one kanal.

As per the above notification, the municipal council classified the residential units according to the plot size and started sending sewer and water bills as per the rates fixed by the state government.

In July 2006, the state government issued another notification for effecting partial modification in the previous notification. Through it, the state government exempted all residential units having plot area up to five marla (125 sq. yard) from the users charges with effect from June 26, 2006. The arrears of water supply and sewerage charges on these units were also waived off.

But, the local municipal council has evolved its on criteria for extending the facility to the beneficiaries. The municipal council, instead of stopping sewerage and water supply bills to the residential units having plot area up to 5 marla, continues to send them bills including arrears.

When the residents, who are eligible for the exemption, started raising question on the sewerage and water supply bills, the municipal authorities asked them to submit the proofs for substantiating their claim for exemption.

Due to such tactics adopted by the municipal council authorities, a large number of residents are still deprived of the facility extended by the state government to them. Some are even alleging that the concerned municipal authorities are ‘striking bargaining deals’ for extending the exemption from sewer and water supply bills to the eligible beneficiaries.

Dr Shiv Kumar Tejpal, district president, local bodies cell (BJP), while demanding vigilance enquiry into the matter, said when the municipal council had been sending sewerage and water supply bills as per rates fixed for plot size measuring 5 marlas since 2003-2004, then why it has been demanding proofs for claiming the exemption.

He accused the municipal council authorities of harassing the residents eligible for the exemption by sending them the water supply and sewerage bills as well as the arrears, which consequently has been causing harm to the image of SAD-BJP govt.

CPI (ML) state leader Comrade Gurmeet Singh, has demanded a high level inquiry by the state government in the case.

The cost of the illegally occupied land is about Rs 80 lakh. He further alleged Batala police instead of registering a fraud case against the Sarpanch, registered false cases against the union leaders like Phool Chand, Gian Darshan and Kala Masih.

Kirti Kissan Union leaders, Satbir Singh, Gulzar Singh and others have also criticised the alleged impartial role of the police in the case. Union leaders have warned they will hold a massive rally at district headquarter if the false cases against union leaders were not withdrawn. Union leaders have also called on the villagers to support them.

Independent joins BJP

An independent councillor from SC Ward 52, Meena Kumari, has joined the BJP after having won the MC poll yesterday. Kumari had defeated Sunil Kumari Bhagat of the same party and Ekta Bhagat of the Congress. She is said to have expressed her desire to join the SAD. However, to avoid any friction between the alliance partners she was later asked to join the BJP.

Phillaur: Former Punjab BJP president Madan Mohan Mittal and Punjab local bodies minister Manoranjan Kalia today thanked people for their mandate in favour of performance, policies and programmes of the SAD-BJP government in the corporation poll.

Raid on a bakery

Jalandhar, August 9
Health department officials conducted a raid on Doon Bakers near BMC Chowk here today. The raiding team comprised district health officer Dr Raman Trehan, food instructor Harjot Singh and food inspector Sukhrao Singh.

They took samples of a soda and an energetic soft drink. The DHO said the raid was conducted following a complaint and the samples had been sent for testing.

2 more held in flesh trade

Kingpin of the flesh trade racket busted here with the arrest of eleven persons, including five women, from a house near Dhaliwal village, on Tuesday is yet to be arrested even after passage of 48 hours.

Admitting that the main accused Pinki fled from the spot during this raid, SSP Rakesh Aggarwal, told The Tribune that separate police parties had been sent to her possible hideouts to nab her. Five boys were nabbed on Wednesday and Thursday when they called on Pinki’s mobile, seized by the police on Tuesday, asking her to provide them girls.

Pinki had been running the brothel from her house for over four years. She had already been booked thrice in 2003, 2004 and 2006 by the police under Sections 3, 4 and 5 of the Immoral Trafficking Act 1956. District police according to sources expects several revelations during her interrogation after her arrest. Hoping that Pinki would be nabbed soon, the SSP said the police would seal her house so that it could not be used for flesh trade in future.

Ban on open sale of eatables

Hoshiarpur, August 9
District magistrate D. K. Tiwari has banned the sale of sweets, cakes, bread and edible items, including lassi, sharbat and sugarcane juice, which are not kept in glass showcases or are lying uncovered in the shops.

The ban is also applicable over and under ripe fruits and vegetables. The municipal council and public health department have already been instructed to supply chlorinated water throughout the town.

District magistrate Tiwari has advised the people to report to the nearest health centres in case of getting any information about cholera cases in their respective areas.

The district magistrate has also instructed civil surgeon, assistant civil surgeon, district health officer and other officials to visit and check the places where eatable items were being prepared.

In case any material is considered harmful it should be destroyed. The orders are applicable till October 6, 2007.
