250 medical specialists to be recruited: CM

The Himachal government will soon recruit 250 medical specialists and about 300 general duty doctors in the Health and Family Welfare Department to strengthen the Health Care Delivery System in the state.

Stating this, while addressing a public meeting at Jahalma in Lahaul-Spiti district today, Chief Minister Virbhadra Singh said vacancies in tribal and rural areas would be filled up on priority basis.

He said the recruitment of medical specialists and doctors would be carried out by selecting eligible qualified doctors belonging to the state.

He said the posts of surgeons, anaesthetists, gynaecologists, ENT specialists and cardiologists had been created for all district hospitals. He said efforts were on to deploy specialists in all district hospitals and special attention was being paid towards requirements of tribal areas.

The CM said the recruitment policy of the government aimed at providing employment to those doctors who had qualified from medical colleges in the state. The next batch of MBBS from these colleges would be adjusted against vacancies in different health institutions.

Later addressing a meeting at Udaipur the CM said the government would take up the matter for upgradation of the Tandi-Killar road to a national highway keeping in view its strategic importance for the state and particularly the people of Lahaul and Pangi areas.

He said poor maintenance of the road by the Border Roads Organisation (BRO) had forced the government to raise the issue at highest-level to get the portion between the Tandi-Killar improved to accommodate the increasing pressure of vehicular movement during the working season. He said the Union Government would be requested to hand over the road back to the state Public Works Department

He laid the foundation stone of the 84 m suspension bridge over Chander Bhaga river at Nalda to be constructed at a cost of Rs 2.30 crore and 110 m motorable stiffened suspension bridge at Lobber. He said the new bridges would be completed on priority and all the remaining unconnected gram panchayats would be connected with motorable roads by the end of the current financial year.

He assured the people that all health institutions in the valley would be provided with adequate medical staff.

Move to scrap Norgu sanctuary rejected

The committee of experts constituted by the Centre to inspect the wildlife areas proposed to be denotified has rejected the proposal to scrap the Norgu sanctuary in Mandi district.

The state government had under the exercise to rationalise the protected wildlife areas submitted a proposal to scrap four wildlife sanctuaries and redraw the boundaries of 17 other sanctuaries to help exclude inhabited and cultivated areas and include those important for conservation of wildlife. Norgu (Mandi), Naina Devi (Bilaspur), Daralghat and Sili (both Solan) sanctuaries were to be scrapped altogether.

The department maintains that these sanctuaries will not serve the purpose of providing a safe habitat for wildlife because of “too much human interference” or “very small area”. The Norgu and Naina Devi sanctuaries were dotted with human habitations, which was not conducive to proper management of protected areas.

The proposal was put up before the National WildLife Board which constituted a committee of experts to inspect the sanctuaries proposed to be denotified and reorganised.

The committee recommended the scrapping of the Darlaghat (6.50 sq km) and Sili (2 sq km) sanctuaries which are indeed small, along with the Naina Devi sanctuary (123 sq km) which is not important from the point of view of wildlife conservation. However, the committee rejected the proposal to denotify the the Norgu sanctuary (278 sq km) as it was of the view that the higher areas of sanctuaries were important for wildlife conservation. It recommended that the sanctuary be reorganised by excluding 200 sq km of low hill areas on the Mandi side, which were dotted with human habitations, and including 66 sq km of high hill areas on the Kulu side.

The committee which is on its third visit to the state these days has already inspected 11 sanctuaries and submitted its recommendation in respect of six of them. It will inspect the Sainj-Tirthan, Kanawar, Bandli, Shikari Devi and Majathal sanctuaries during the current visit. With this, the inspection of 16 of the 21 sanctuaries would be completed.

Further action in the matter will be taken on the basis of the recommendations of the committee.

Dalai Lama turns 72

Dalai Lama, the political head of the Tibetan government-in-exile and the spiritual head of the Buddhist community today failed to turn up in the function organised to mark his 72nd birthday in the main temple complex adjoining his residence at McLeodganj on Friday.

The courtyard of the Tsuglagkhang (main temple) was jampacked with Tibetans, Indians and foreign tourists who had come here to attend the celebrations of the 72nd birthday of the Dalai Lama. However, to their disappointment the Dalai Lama did not turn up and the visitors waited for hours and hours till afternoon to have a glimpse of the spiritual leader whose birthday was being celebrated.

The Dalai Lama did not show up for the public function which was attended by top officials of the Tibetan government-in-exile, including the Kalon Tripa (Prime Minister) Professor Samdhong Rinpoche, Chairman Karma Choephel, deputy speaker Gyari Dolma, Supreme Justice Commission and Justice Commission and other Kalons of the Central Tibetan Administration.

The 17th Gyalwa Karmapa who recently turned 22 and Kyabje Trulshik Rinpoche one of the greatest living masters of the Nyingma tradition of the Tibetan Buddhism were also present during the morning function. Tourism Minister of Himachal Pradesh G.S. Bali was the chief guest in the function..

At function this morning, the Tibetan parliament-in-exile had invited the elderly surviving couple of the world living here to sanctify the Dalai Lama's 72nd birthday celebration. The couple was presented souvenirs as per Indian tradition.

According to a Tibetan custom, the blessings of old people wards off obstacles from a person's life. The couple was taken to the Dalai Lama’s residence to give him blessings of a long-life.

Bid to save DSP in embezzlement case?

The manner in which a departmental inquiry was delayed against a former Nalagarh DSP into an alleged embezzlement case for nearly two-and-a-half years now has put a question mark over the working of the department.

There has been a delay inspite of the fact that the police headquarters has been issuing directions to their officials to conduct such inquires within a stipulated time of six months or face an adverse entry into their annual confidential reports (ACR).

Inquiries revealed that former Parwanoo DSP Gurmeet Singh had been embezzling government funds. He allegedly collected heavy fines from offenders of the Motor Vehicles Act during his tenure at Nalagarh. He was posted there from June 2004 to September 2005.

The slips given to the offenders showed higher amounts while their counterfoils showed lesser money. The balance which ran into several lakhs was pocketed by him.

A complaint was filed by residents of Nalagarh to Chief Minister Virbhadra Singh. An inquiry was initiated in February 2005. The locals had presented both counterfoils and original slips which showed difference in amount collected.

The inquiry was entrusted to then Solan SP Gyaneshwar Singh. An inquiry was conducted by the Solan police that indicted the role of Gurmeet Singh in the embezzlement case.

A recommendation was then sent to the state government to register a criminal case against him. Instead of registering a case, the matter was forwarded to the Vigilance Department. The Vigilance Department after inquiring into it found that it was a case for opening a departmental enquiry.

The case was then referred to the Una SP as Gurmeet Singh was posted in the district. The Home Department pleaded that since the Solan SP had recommended the case he could not be made the inquiry officer.

But when the Una SP had finalised the inquiry and was about to recommend the chargesheet against the said officer, the inquiry was again transferred to the Solan SP.

The plea taken this time was the involvement of the DSP’s staff, including his reader and assistant reader, since these two were posted in Solan district.

Solan now has a new SP. When asked, Solan SP Daljeet Thakur said he was endeavouring to complete the inquiry at the earliest and he was following it on a day-to-day basis.

Fingers were being raised at the department for adopting delaying tactics in a bid to shield a corrupt official.

CM’s office hotbed of corruption, says Dhumal

Former Chief Minister Prof Prem Kumar Dhumal has challenged Chief Minister Virbhadra Singh to file an affidavit that the voice in the CD released by Congress party leader Maj. Vijay Singh Mankotia does not belong to him, instead of evading the issue and refusing to face the facts.

Addressing a public meeting organised in Kot Kehloor Assembly constituency, by the BJP unit led by party state spokesman Randhir Sharma in his honour at Jhanda - Jukhala today afternoon, Dhumal said the CD conclusively proved that the CM and his wife collected huge funds with the help of a bureaucrat and no further evidence was required to prove the corruption charges levelled by the BJP during various stages of the Congress rule.

Dhumal said the fact that the CM had to remove away his principal private secretary proved the charges that the CM’s office had become a hotbed of corruption. He said the protection provided to B. S. Thind by reinstating him in service was also a proof that the government was providing protection to corruption.

Dhumal strongly condemned the campaign of victimisation and vindictiveness launched by top Congress leaders even against labourers and employees and gram panchayat presidents after the party’s debacle in Parliamentary byelection and said the Congress party had not learnt any lesson from this defeat. He warned the Congress leaders that such policies were always counter-productive and the day was not far when people would retaliate and vote them again out in the ensuing Assembly elections.

Dhumal said the CM’s government was following anti-farmers’, anti-orchardists’ and anti-youth policies and had not taken a single step to ensure any relief to any section of the population during its four-and-half-years in power. Dhumal said the Congress party was bound to lose in the next Assembly elections.

State party spokesman Randhir Sharma welcomed Dhumal and said his victory was actually victory for the party and people who showed exemplary solidarity in Dhumal.

Royal wedding at Chail today

The place is abuzz with activity with the prestigious Chail Palace being booked by the Andleeb's family for two days while Natwar's family is putting up at Tarika Jungle Retreat.

According to hotel sources, Hotel Chail Palace has been booked for Rs 1.39 lakh, besides Rajgarh Villa. The palace hotel has 54 rooms where 21 rooms are located in the main hotel while others comprise log huts and villas. Tarika Jungle Retreat has been booked for royal visitors comprising guests of Natwar Singh where each room costs between Rs 5,000 and Rs 7,000.

The wedding is slated to take place tomorrow. This is the second marriage of Jagat Singh as his first wife committed suicide some years back. Several high-profile guests are slated to arrive here. Former Punjab Chief Minister Amarinder Singh, a close relative of Natwar Singh, could be a part of the guest list.

Monkey menace in Mandi

The monkey menace has assumed alarming proportions in the town with their population soaring to 2,700 in Mandi range.

Monkeys are attacking women, children and even pedestrians here. Three or four monkey- bites cases are reported every month in the town, revealed officials.

Despite a ban on feeding monkeys, the practice continues, aggravating the problem. Packs of monkeys daily raid Tarna Park and localities around the Bhutnath, Bhima Kali and Panchvakhtar temples. As the practice of feeding monkeys continues unchecked, more and more monkeys from the surrounding forests enter the towns along the highways across the state. As monkeys have no fruit-bearing trees to feed them in the surrounding forest areas, they throng temple premises, waste bins and dump yards. They even lift food items from kitchens, besides plundering kitchen gardens and fruit trees.

The Citizens' Council of Mandi, in a memorandum to forest minister Ram Lal Thakur has demanded sterilisation of monkeys to control their population in the town. Officials said the sterilisation of monkeys was being undertaken in Shimla on a trial basis and, if successful, the scheme would be extended to other towns.

Zila parishad member Jagdish Thakur, after coming out on bail from police custody, has not only raised finger on the inquiry being conducted by the medical superintendent into the allegation of wrong treatment given to him at the Zonal hospital, but also decided to raise the matter at other platforms.

He said, “The doctor in the case, who is one of the accused, has been entrusted with the inquiry. It strengthens my apprehension of a cover-up in the case.”

He said he would take the matter of “wrong treatment” by a woman doctor in the hospital to the Consumer Forum, the Medical Council of India and the Indian Medical Association, seeking action against the doctor for professional misconduct.

Meanwhile, acting on the complaint of Jagdish Thakur, the police has registered a case under Section 336 of the IPC against two doctors for putting the life of a person in danger by a negligent act.

The police here has booked the owners of Hamir Cable Network for allegedly screening obscene movies during late nights and has arrested two persons.

Hamirpur SP Asif Jalal said on the complaint made by local residents against the Hamir Cable Network for screening obscene late-night movies, the police raided the premises of the local cable network last night .The police has also seized the computer used for playing CDs.

The SP said two persons Anil and Sachin have been arrested in the matter and the police would proceed against all co-owners of the cable network namely, Monty (Vikram Patial), Bindar (Virender),Vijay, Sachin, Sunil, Ramesh, Anil, Vishal, Pritam, Ajay, Munish and Badda.

Sachin has also been booked for destroying evidence in police possession under Section 201 of the IPC.

The SP said all accused would be booked under the Cinematography Act, the Cable Network Act and various other sections of the IPC.

Pact with Punjab on plying of buses

Punjab and Himachal Pradesh have arrived at an understanding over buses to be plied in each other’s territory.

It was agreed at a meeting between Punjab State Transport commissioner R. Venkat Ratnam and managing director of the Himachal Road Transport Corporation (HRTC) held here yesterday, that the HRTC will cover 57,031 km daily in Punjab, while the Punjab Roadways and PEPSU Road Transport Corporation will cover 45,582 km in Himachal.

The agreement will enable HRTC to ply 41 new bus services in Punjab.

3 killed in truck mishap

Three persons were killed and as many injured when a private truck (HP 08B-0786) fell into a khad at Jhamwari, about 15 km from Nerwa, today.

The truck was on its way from Nerwa to Phadeya. The deceased have been identified as Nazibuddin and Mohi Ram, both of Kyarla village, and Sher Singh of Hersu in Uttarakhand.

Kalyani Helipad Murder
Accused remanded in judicial custody

Even as a police team will leave for Punjab to trace three absconding persons, including two students of Moga Engineering College, involved in the murder of a youth at the Kalyani helipad, the four arrested persons have been remanded in judicial custody till July 18.

The police produced Anees Khan from Chandigarh, Gurpreet Singh from Moga and two local boys, Shishu Pal and Aman, in a court yesterday. All four were remanded in judicial custody till July 18.

Interestingly, two youths who are still wanted in the case, are students of Moga Engineering College. The third person who is still absconding is the owner of the Ford Ikon car in which all five had sped away after crushing 25-year-old Vikas Verma to death. The incident took place at the Kalyani helipad, near the Rashtrapati Niwas, in Charabra on July 1.

BJP drive to activate cadre

The state BJP today launched a state-wide campaign to mobilise the party machinery at the polling-booth level.

State party chief Jai Ram Thakur held meetings with both committees at Murahak, Chunag and Jhanjhelli in his Chachiot Assembly constituency, while vice-president of the BJP Shanta Kumar participated in the meeting held at Dadh in Dharamsala segment.

He said the interaction between leaders and workers would enable the party to know the organisational problems, if any, at the grassroot level. The exercise would strengthen the organisational set up and gear up the cadres for the ensuing Assembly poll.

Jai Ram said the aim of the campaign being carried out from July 6, which was the birth anniversary of Shyama Prasad Mukherji, to September 25, the birth anniversary of Deen Dayal Upadhyaya, was to build a close rapport between the local leaders and the workers. — TNS

2 die at power project site

Rampur, July 6
Two labourers died and four were injured when debris fell on them while digging a tunnel for the Rampur hydel-power project in rural Shimla today.

The labourers were working when debris fell on them from a height of about 100 metre killing two and injuring four others, sources said.

The dead have been identified as S. Kamraj Reddy of Orissa and Munna of Chattisgarh.

The injured have been admitted to the Mahatama Gandhi Hospital in Khanari.

The Project Management said fool-proof arrangements were made and the incident was just an accident. — PTI

Diarrhoea cases in Chamba

With the advent of the rainy season, 50 cases of diarrhoea have been reported during the past one week from different places in the district. Doctors were daily receiving a few patients suffering from dysentery, vomiting and fever.

These seasonal diseases were attributed to the contamination of drinking water sources due to filthy and muddy rainwater.

People have been advised to use boiled water to get rid of these ailments.

Govt to procure mango

Shimla, July 6
The government has decided to implement the market intervention scheme for mango during 2007.

An official spokesperson said that the procurement price had been fixed at Rs 4.08 for seedling and Rs 4.75 for grafted varieties.

The procurement agencies will be allowed handling charges at Rs 1 per kg as last year. He said that the procurement would commence on July 1 and end on August 15. — TNS
