Accepting the demand, the Dean declared that, "this request has been considered and approved by the competent authority as a special arrangement to facilitate SC/ST candidates in their admission." Dalit student activists had cited the judgement of the Supreme Court in a UPSC case and stressed the need to allow SC/ST students to take admission on general seats, if they have the merit. |

Robbers take away engineer’s car, cash
Greater Noida, July 6 A Badalpur police post was informed of the incident. Although the police force had combed the area, car and criminals could not be traced. An abduction and loot case has been registered. Adesh Kumar, a resident of house No. A-76, Sector-36, Noida, is a software engineer in a Phase-II company. He had gone to meet a friend at Jagat Farm market in Sector Gama. As Adesh Kumar approached his car to return home, a criminal put a gun at his ear-pit. In a few seconds, three accomplices of the bandit also appeared on the scene. They made the engineer sit on the rear seat and drove towards Surajpur. On the way, kidnappers took Adesh kumar's purse, cell phone, belt and shoes. He had about Rs 1,500 in the purse. For three hours, robbers drove around Greater Noida area. They threatened to ring up his family and ask for a ransom. But when told that there is no phone at his residence, the robbers beat up the engineer and dumped him in a field and sped away in the car. At about 11 pm, Adesh reached Badalpur police post and told the cops his story. Police control was immediately informed and the police from Kasna, Dadri, Surajpur and Bisarakh police stations started a combing operation in the area, but robbers or car could not be traced. At last a complaint was registered against the four robbers. |

2 get jail for power theft
New Delhi, July 6 While Habib will be cooling his heels in jail till July 28, Sabin Ali will remain there till July 19. According to BSES, in an inspection carried out by a BRPL Enforcement Team on November 11, 2006, Habib, running his fabrication unit at D 130 Gali No 11, Zakir Nagar, near Friends Colony was caught stealing 18 KW of electricity by directly hooking from BSES LV mains. A penalty bill of around Rs 7 lakh was raised on the accused. In the second case, an inspection carried out on July 30, 2005, a BRPL Enforcement Team caught Sabin Ali (alias Sabir Ali), a resident of Ali Vihar, behind Barat Ghar, Badarpur stealing around 18 KW of electricity. Like Habib, Sabir Ali was also stealing power by directly hooking from nearby BSES LV mains. A penalty of over Rs 7 lakh was also imposed on him. Since both the accused failed to deposit their respective penalty amounts by the stipulated dates, separate cases were filed in the Special Court. Despite repeated summons and issuance of non-bailable warrants, the accused did not appear before the Special Court. Then proceedings were initiated to declare them as proclaimed offenders. Thereafter, while Sabin Ali surrendered himself before the Special Court for grant of bail, Habib was arrested by the Delhi Police and produced before the Special Court. In both the cases, after considering all the available evidence, the accused were sentenced to jail till the next hearing of the case. In Badarpur, in the last few years, BSES Enforcement teams have unearthed around 250 cases of power theft (DT 214 cases and DAE 27) and unearthed a power theft load of 2916 KW worth around Rs 8.75 crore in penalties. In Zakir Bagh, BSES Enforcement teams have unearthed over 100 cases of power theft (DT 97 and DAE 4) and unearthed a power theft load of around 425 KW worth around Rs 1.2 crore in penalties. |

Rs 25,000-cr investment made in Haryana: CM
Faridabad, July 6 This was stated by Haryana Chief Minister Bhupinder Singh Hooda while speaking at the function during the inauguration of the manufacturing plant of 'Showa India Private Limited', a Japanese MNC at Sector- 58 here today. Claiming that about 80 per cent of the total Japanese investment in India was in Haryana, he said it reflected the growing trust of the multinational companies in the progressive policies, incentive-based schemes, high quality infrastructure and the industry-friendly climate in the state during the last 28 months. He said the state had received as many as 82 proposals for setting up the Special Economic Zones (SEZ) in Haryana with an investment of more than Rs 2 lakh crore and employment potential of over 20 lakh persons. Stating that the government had taken a number of steps for providing a thrust to the industrial development across the state, Hooda said work to set up four more IMTs in Faridabad, Rohtak, Sonepat and Yamunanagar districts had been on. While the government had started a move to acquire land measuring about 1832 acres for the IMT in Faridabad, he said the union government had also agreed to develop a cluster of light engineering industries at Faridabad with an investment of about Rs 80 crore. He said the government had also received proposals for setting up SEZs related to IT and ITES sector and for textile sector for Faridabad, which was being considered. The Chief Minister added that the proposal to develop Delhi-Mumbai industrial corridor and dedicated freight corridor along the National Highway Number 8 and number 2 would offer innumerous opportunities for the industry and service sector in the region. He said consistent efforts had resulted in the state becoming best managed in terms of financial and fiscal management. The Chief Minister also laid the foundation stone of the sewerage system and treatment work in Old Faridabad, costing about Rs 134.47 crore, a housing scheme for the poor at Dabua Colony worth Rs 38.96 crore, widening work of a road in Ballabgarh and government girls school at Jharsently village. The housing scheme and the sewerage system project will be carried out under the Jawaharlal Nehru National Urban Renewal Mission (JNURM). Fifty per cent budget would be given by the union government for this purpose. The MCF is likely to get a total aid of about Rs 2,300 crore under the scheme for the upgradation of the civic infrastructure here. |

Town planning dept, dental college issued notices
Gurgaon, July 6 In the PIL, the department has been accused of allowing 'illegal' constructions and encroachment on a public land by the institute in Budhera village. A Division Bench headed by the Chief Justice of the Punjab and Haryana High Court has issued notices directing the college authorities and the department to respond to the charges presented to it against them. The chief of the District Town and Planing (Enforcement), Gurgaon, Madhumita Moitra, said that departmental notice had been issued to the college to explain about the alleged violations committed by it. However, the department was evasive on confirming about the receipt of the court's direction to present its response to the charges. The petitioner alleged that encroachment had been made in the 'notified controlled area' around the Sultanpur Bird Sanctuary. It has been alleged that the Dashmesh Educational Charitable Trust, which runs the college, had obtained Change of Land Use (CLU) for less than five acres of land, out of the 11.5 acres of agricultural land it possesses in Budhera, to set up the college. However, the college authorities are alleged to have made constructions outside the CLU (permitted area). As per the rule, when the area is covered under "controlled area" change from agricultural to institutional is mandatory and all the building plans have to be sanctioned by a competent authority. The petitioner has alleged that there had been gross violations of sanctioned building plans which were valid up to 2002 and the mandatory "revalidation" had never been obtained by the college allegedly to evade the scrutiny of compliance of the building plans. The porch of the main building, the hall atop the porch, department of pathology and microbiology are alleged to be part of illegal constructions. It was also alleged that the 'institute block' and 'hostel block' of the institute had been constructed in total violation of the approved building plans. Besides, boys' hostel, auditorium, staff quarters, generator room, canteen and other buildings had also been constructed on the portion of land owned by the Trust for which mandatory CLU had not been obtained, the petitioner alleged. It has also been alleged that the occupancy of the entire building of the college was illegal as 'Occupancy Certificate' has not been obtained. The representation to the District Town and Country Planning (Enforcement) questions the legality of the very existence of the institute. |

Metro work along Yamuna draws flak
New Delhi, July 6 "Now they are constructing the Yamuna Metro Depot, encroaching upon another huge chunk of riverbed in the name of development. Not just that they have also requisitioned a well-known builder to construct a massive Metro mall north of the Akshardham temple. The earthwork for both new constructions is in full swing," he stressed. Located over an area of 2 X 1 km, the Yamuna Metro Depot is located south of the ITO barrage-cum-road while the mall is next to the Akshardham temple. "We don't know if the land use of this area was ever converted for building the Metro Depot or any environmental clearance given. But this certainly will be the end of floodplain in the area," he said, adding "construction in the riverbed was a classic case of encroachment by the Delhi Metro against all expert advice." Misra added that he recently wrote to the
MoEF, requesting for a presentation on the misuse of Yamuna riverbed in the name of Commonwealth Games, Delhi Metro, Akshardham Temple and power plants. "They have not bothered to reply. As far as the DMRC is concerned, there is no point writing to them, as their website shows no provision for RTI. And even if we write to them it will not help as the primary stake holder here is the DDA," he said. Incidentally, the site where the Shastri Park depot and IT center is located is the area that was inundated during 1988 floods. "It is not only the Metro depot but other constructions on the riverbed for commercial use that is endangering not just the river but lives and property of people living in east Delhi," he said. Misra said that 13 lakh ton of fly-ash layered with sand was used to level the land for the MRTS control centre, without any heed to the contamination of groundwater reserves. "The wastewater from serving and cleaning bays for trains was also directly channeled into the river," he said. Misra added that it was not known if an EIA was ever carried out or if the MoEF provided any environmental clearance to this or other constructions of the
DMRC. Incidentally, reports suggest that the DMRC received permission from the Yamuna Standing Committee following a study by the Pune-based Central Water and Power Research Station in Pune in 2005. While the DMRC's official spokesperson could not be contacted, officials say the permission for the Yamuna bank project was given with directions that the work would not obstruct the flow of the river water. And to maintain the smooth flow of the river, a bundh is also being constructed. Meanwhile, the plan of going above the ground on the New Delhi-airport link has run into some trouble with the Delhi Urban Arts Commission asking the DMRC to reconsider this plan. A sub-committee looking at traffic improvement has asked Delhi Metro to not go above the ground from Mother Teresa Crescent to Dhaula Kuan as this area has heritage value. The
DMRC, however, says that it will incur an additional cost of Rs 700 crore, besides design and engineering problems. |

DTC fleet to be increased
New Delhi, July 6 Dikshit, at a meeting held here today, discussed the issue of Blueline buses in Delhi and expressed her deep concern over loss of lives due to negligence by drivers of private buses. "The Delhi government will not remain a mute spectator over frequent violations by the Blueline bus owners and drivers," she said. Addressing the media, Dikshit said that the Delhi government had decided to take certain short-term and long-term measures to gradually phase out Blueline buses, increase the fleet of DTC buses, corporatize and co-operatise plying of private buses in Delhi and strict and stringent enforcement of rules. The government would also ensure that commuters might not feel any difficulty and there should not be a vacuum in the public transport due to these measures, she added. It has been decided to immediately cancel 600 permits of Blueline buses due to violation of permit rules, including non-operation. Apart from this, it has been decided to increase the fleet of DTC buses from 3,000 to 5,000 within a year. The government would also issue an expression of interest for plying of 1,000 good quality private buses in Delhi in which participation of corporate sector co-operatives would be significant. The transport department will also immediately identify and cancel permits of those Blueline buses that are on sub-contract. The transport union has assured its constructive co-operation in identification of buses being run on sub-contract. Transport minister Haroon Yusuf said that henceforth strict and stringent enforcement of rules would be ensured. The bus drivers would be asked to prominently display their photo and license while driving. Their driving licenses would be punched if they were caught violating traffic rules. They would not be allowed to drive double shift. A mechanism would be evolved to restrict the working hours of a driver to the permissible limit to avoid accidents due to fatigue. The DTC has also been instructed to expedite recruitment of drivers so that adequate number of trained drivers could be made available for new buses. |
Claim settled in favour of victim's parents
New Delhi, July 6 Anupam Chaudhary, a web project manager with a software company here, was on his motorbike when he was hit by a truck driven in a rash and negligent manner on May 20, 2004 near Kaka Nagar here and subsequently succumbed to his injuries in a city hospital six days later. Holding the driver and the insurance company jointly and severally liable, the tribunal has directed the National Insurance Co Ltd, with which the vehicle was insured, to pay Rs 19 lakh with an interest of 6 per cent to the victim's parents within a month. |

Minor fire in Metro
New Delhi, July 6 The officials said there was a lot of smoke generation in the AC chamber. But there were no casualties or injuries as no commuter was present in the train during the incident. The tests were meant to determine the safety of these equipment under extreme heat condition of up to 260 degree Celsius with the train running at maximum speed (80 kmph) with simulated full loading (98 tonnes). A reactor located in the under-frame of one coach started emitting smoke in view of temperature sensitivity and the fire brigade and metro staff used fire extinguishers and water jets to bring the situation under control. The DMRC officials said the fire was brought under control in half-an-hour and the smoke was brought fully under control by 2.02 am. |

Mango fest opens
New Delhi, July 6 "The event is being organised by Delhi Tourism in collaboration with APEDA (Agriculture Produce Food Export and Development Authority), National Horticulture Board, the Central government, NDMC and Dabur, Delhi's minister of tourism Arvinder Singh Lovely said. The festival will be inaugurated by Chief Minister Sheila Dikshit. The tourism minister claimed that 25,000 visitors including diplomats of various countries were expected to visit the festival. Around 500 mango varieties, including Kesar, Banganpalli, Totapari, Safeda, Neela Fazli, Mallika, Dusheri, Malda and Amrapali will be on display. Giving details of the festival, the minister said that around 1,200 varieties of mangoes are grown all over the world. India prides itself for growing 1,000 varieties. "Our country is exporting this fruit to various countries. In 2006-07, a total of 70,000 tonnes mangoes valued around Rs 128 crore were exported to UAE and Japan, China and European countries. This year, first time in the history, India has exported 150 tonnes mangoes to the USA," Lovely said. The aim behind organising the festival is to provide exposure to the domestic mango industry and exporters. During the festival, mango eating competition and mango quiz for children will be organised. Cultural extravaganza sponsored by Sahitya Kala Parishad and Punjabi Academy will also be organised. |

200 booked for occupying public land
Greater Noida, July 6 About 175 persons were booked for illegally occupying the public land on Wednesday, while on Thursday FIRs were registered against another 25. The police have raided many places during nights for catching the accused, but of no avail. All the accused seem to have absconded on getting the wind that the cops would come knocking. The Greater Noida Authority has also told the police to nab contractors and labourers engaged in construction of houses and boundary walls in the farms. According to Deputy CEO, P.K. Gupta, Clause 4 has been enforced after a survey in Khora, Choganpur, Junpat, Pali and Ghori Vachhera villages. But even then some people are illegally occupying the public land. A case has been registered by GNIDA's senior manager S.K. Raza in Bisarakh police station against 200 persons. Another senior manager P.K. Kaushal has filed a case against 11 persons in Dadri and Surajpur police station for starting illegal construction, destroying government information boards and damaging the GNIDA property through fraud and cheating. According to the Dy CEO, cases will be filed in other villages also as soon as the list of usurpers is finalized by the site officials. If the defaulters fail to remove the construction themselves, the Greater Noida Authority will have it razed. Contractors and construction labour will be arrested along with the owners of the farms, the Dy CEO added. |

The system will make the access to documents easy, thereby ensuring speedy servicing to the crores of policyholders. In a phased manner all the divisions of the north zone will be taken up. |
