Govt awaiting central approval for Mewat canal

The Haryana Government has prepared an ambitious project costing Rs 326.40 crore for construction of 78 km long Mewat canal and the same has been forwarded to the Government of India for its approval.

While giving this information here today, the Irrigation Minister, Capt Ajay Singh Yadav said the Haryana Government was committed to providing irrigation and drinking water facilities to the backward area of Mewat and for this purpose, this project had been prepared by the government.

While giving details of the canal, he said it would have the carrying capacity of 728 cusecs at head while it would deliver 638 cusecs of water into Gurgaon canal for about 60 days during the monsoon season.

He said after completion of Bhakra mainline Hansi branch Mutana branch multipurpose link channel, 200 to 300 cusecs regular water could be made available. He expressed the hope that after the construction of upstream storages on river Yamuna, more water would be made available in the canal.

Capt Yadav said for the optimum utilisation of surplus rain water for agricultural purposes, renovation of Kotla lake at a cost of about Rs 100 crore was being undertaken. He said a detailed report for the development of Kotla lake was being prepared and it was expected that this canal would store 25,000 acre feet rain water and the use for the same would be ensured for agricultural purposes in October.

He said the main aim of the government was to provide sufficient water for irrigation purposes by making better management and cleaning the canals, watercourses and minors in the State. He said the government was also committed to provide equitable distribution of available water in the State.

Capt Yadav said during the rainy season, for the optimum use of surplus Yamuna water, a scheme known as 'Ambala Irrigation Scheme' had been envisaged at a cost of Rs 294 crore and the same had been forwarded to the Central Water Commission for its approval.

Micro-irrigation gaining popularity

For conservation of water and judicious use of available irrigation resources, Haryana will promote micro-irrigation in the state. Slightly improving upon the expenditure on micro irrigation, a sum of Rs 25 crore will be spent this year, nearly Rs 2 crore more than last year.

Agriculture minister H.S. Chatha said the drip and sprinkler systems of irrigation were extensively used by the farmers, as a result 2,824 hectares of land was covered under micro irrigation during the year 2006-07.

Apart from this, 58 community tanks with 10 hectares of catchment area each had been constructed in the fields of the farmers for the storage of irrigation water to be used for horticultural crops.

He said 100 per cent assistance at the rate of Rs 10 lakh per community tank had been provided to the farmers under the scheme. A target to construct 252 community tanks had been approved for the current financial year with a financial layout of Rs 25.20 crore.

The executive committee of Haryana State Horticulture Development Agency has approved an outlay of Rs 107 crore for the current financial year to cover various horticultural related components. This is currently under the consideration of the Government of India.

Chatha said an area of 3,263 hectares had been covered under various fruits by providing assistance to the tune of 75 per cent and an area of 1,637 hectares had been covered under flowers by providing 33 to 50 per cent assistance.

Similarly, under spices, 75 per cent assistance had been provided to the farmers in the state and an area of 1,452 hectares had been covered. For marketing infrastructure and post-harvest management, an amount of Rs 44 crore had been earmarked during the current financial year with 50 to 100 per cent assistance.

Another sum of Rs 3 crore had been earmarked for organic farming and protected cultivation and an amount of Rs 2.58 crore had been earmarked for flower cultivation with 33 to 50 per cent assistance, he added.

The soil and climate of Haryana, he said, was conducive for the cultivation of a wide range of horticultural crops, including fruits, vegetables, spices, flowers, medicinal and aromatic plants and mushrooms. There was also a wide scope for setting up of processing infrastructure for these crops as a result of which employment opportunities would be generated for the masses.

Record participation sweetens mango mela

Curtains came down on the 16th mango mela at the Yadavindra Gardens, here, amidst fanfare today. The evening saw the garden charged with enthusiastic visitors who enjoyed themselves, much to the delight of the organisers, the Haryana Tourism Department and the Haryana Horticulture Department.

While a corner of the garden reverberated with the sound of giggling children enjoying a puppet show, young couples sat around fountains, enjoying their surroundings while it was an entertaining evening out for most families. And, through it all, the “king” sat pretty in his many shapes and forms, tempting his many visitors. Mangoes, certainly, were at the centre of it all and most of the families carried back a box of the fruit.

The food stalls, especially those selling choicest cuisine using mango as the base, did brisk business and the crowd swelled further as the sun went down. Day performers like stick walkers, Kalbelia, bhangra and giddha dance parties and mehndi walas, were the crowdpullers of the day. The evening saw the gardens glitter with lights.

The winners in the various categories walked out with their prizes. While the districts of Yamunanagar and Panchkula were jointly declared the overall winners, Mohd. Usman Khan of Saharanpur (UP) bagged the “Hind Aam Kesri” award. Yamunanagar resident Daljit Singh won the “Haryana Aam Kesri” award from the chief guest, Haryana agriculture minister H.S.Chatha. Winners of various other contests, including fancy dress, mango eating, mango quiz and mango cut-out as also those who won positions in the various categories of mangoes and mango products were also awarded.

Keshni Anand Arora, secretary tourism, Raj Kumar, principal secretary, agriculture, said to make the mango mela an even bigger affair next time, the possibility of inviting international participants would also be explored by the departments.

Satwanti Ahlawat, director and managing director, Haryana Tourism, said there had been a record participation of 2885 entries of mangoes and 569 entries for mango products. There was record number of 265 varieties of mangoes on display.

Earlier in the day, a seminar on awareness of mango cultivation was organised by the Horticulture Department, Haryana. Dr Satyavir Singh, director, horticulture, Haryana, was the chief guest on the occasion. M.P. Sharma, chief consultant, Ministry of Agriculture, Government of India, along with learned senior scientists gave valuable tips to amateur farmers and mango growers.

Students’ fate uncertain

Fate of hundreds of students may hang in balance after the Executive Council (EC) of Kuru shetra University disputed the claim of Maharishi Markandeshwar University (MMU) for declaring itself as the deemed university without completing formalities to run it.

The row over the status started after MMU unilaterally informed KU about disaffiliation of its 10 institutes from KU, which has reportedly written to the director of Higher Education, HRD, Government of India, to intervene in the case.

The issue was taken up at the EC meeting held here on Saturday where the KU governing body had allowed the VC to take further action in this case.

Through a notification issued on June 12, 2007, the HRD Ministry had declared MMU, Mullana in Ambala district as the deem-to-be university.

Sources said the notification clearly mentioned that ``MMU would become a deemed university from the date the 10 institutes are disaffiliated from their affiliating university i.e. KU''.

The Tribune possesses a copy of the EC agenda that clearly mentioned that KU had received a letter from Tarsem Kumar Garg claiming himself as the ‘Chancellor' of MMU.

The letter had ‘unilaterally' announced that the 10 institutes in question had been disaffiliated from KU with immediate effect.

EC members had objected to MMU which had already inserted advertisements claiming its status of a deemed university.

KU had further requested the HRD to clarify if MMU fulfils other mandatory conditions before functioning as a deemed university, said the EC agenda.

JCM back in action

With the commencement of the admission process in various colleges, the Jagruk Chatra Morcha (JCM) has also stepped up its activities.

The morcha had gone into ‘hibernation’ after the state police booked several of its activists under charges of sedation.

Reports said activists of the JCM were helping students in filling forms and in other admission related activities.

State president of the JCM Sanjay, who is wanted in a case of sedation by the Narwana police, today appealed to the students to oppose ‘anti-education’ policies of the state government.

The JCM today clarified that Samrat and Jagtrar, who were arrested few months back by the Yamunanagar police were members of the Shivalik Jansangharsh Manch and the government was trying to associate them with the JCM with a sole aim of defaming the morcha.

The government had failed to provide security to the Dalits and poor people against the atrocities of the upper caste of society and that was why the downtrodden were looking towards the manch for help, the JCM claimed.

Sanjay said the arms revolution by the manch was justified.

However, the manch has clarified that none of its activists had firearms.

It has been claimed that the government was against the manch because it had opposed the Private University Bill of 2006.

One shot dead in group clash

Ambala, July 1
One person was shot dead following a group clash in village Lotan, this morning.

The incident took place when Gurnam Singh, who was travelling through village Lotan on his tractor, was attacked by six persons. The attack took place over a dispute on the construction of the common village road.

When Gurnam’s son Balkar Singh learnt about the attack on his father, he rushed to his father’s aid. A clash soon took place between the two groups. In the ensuing melee, Balkar shot at Hamir Singh, killing him on the spot.

Four persons were also injured in the clash, two of them seriously. The injured persons were rushed to the Civil Hospital, Ambala City. The injured are: Bant Singh, Jang Singh, Gurmail Singh and Manjeet Singh. Bant Singh and Gurmail Singh have been referred to the PGI, Chandigarh, in serious condition.

An FIR has been registered.

8 Congress activists expelled

As many as eight prominent Congress activists of Mahendergarh district have been expelled from the party for six years owing to their alleged indulgence in anti-party activities.

They include Rao Narender Singh, former legislator of Ateli, Manoj Yadav, president of Narnaul Block Congress Committee, Dalip Singh, president of Ateli Block Congress Committee, Bhana Ram Saini, a senior Congress Sewa Dal functionary of Mahendergarh and four others.

Ved Prakash Vidrohi, HPCC spokesman, said these party activists had been expelled from the party for their anti-party activities and indiscipline by other party activists too would not be tolerated at all.

It is noteworthy that prior to their reported expulsion from the party, Rao had openly expressed his faith in the leadership of former Chief Minister Bhajan Lal at a rally in Narnaul on June 24.

The rally, which was addressed by MP Kuldeep Bishnoi, was spearheaded by Rao Narender Singh and others.

3 held with charas

The district police has arrested three persons, including a couple and their daughter, and seized about 3 kg of charas from their possession at Nahri village of the district today.

According to information, the police recovered about 140 gram of charas from the possession of Angraso Devi and about 240 gram intoxicant from her husband Hawa Singh.

The woman is also the vice-chairperson of the block samiti.

The police, while interrogation, found that the entire family was involved in the illegal business for about three decades and their daughter Anita also used to supply charas, who is married in Kheora village, here.

The police team later raided Anita’s house and seized about 3 kg of charas from her house.

The trio has been arrested under the NDPS Act.

Couple done to death

Rohtak, July 1
Rajbir, alias Raju, and his wife Kamlesh of Madina village in the district were brutally murdered in their fields here today.

The needle of suspicion points towards a farm labourer, Hari from Bihar, who was employed by them and is at large since the murder.

According to their family members and the police, Hari came to Rajbir’s house today morning and called them to the fields on some pretext. After some time, Hari alone returned to Rajbir’s home and asked his (Rajbir’s) son to bring some water. The son locked the house, asked Hari to wait outside and went to fetch water from the neighbourhood.

However, by the time he returned, he found the lock broken and some cash missing from the house. The boy rushed to the fields to inform his parents, but found their bodies lying there. He returned to the village and informed his neighbours about the incident. The police has registered a case in this regard.

4 women purse snatchers held

The city police nabbed four women purse snatchers from the bus stand here on Friday.

They were identified as Laxmi, Savita, Sheila and Naina, all residents of a slum cluster here.

The police had swung into action after a passenger Om Prakash of Rajpura village, near here, raised an alarm saying that his purse, containing Rs 2,500, had been pilfered.

The police recovered Rs 1,900, two stolen purses and ATM cards from the women.

It is presumed that the women had craftily passed the filched purse to someone else before being nabbed.

The police, which registered a case against them, produced them yesterday in a local court which remanded them in judicial custody.

600 labourers booked

The police today booked 600 labourers employed at the under construction Deenbandhu Chhotu Ram thermal power plant, here.

The labourers had damaged several vehicles and office property at the plant site yesterday.

An electrician had died in an accident at the site in the first week of June. Yesterday, the labourers turned violent after an argument with the concerned officials on the amount of compensation to be given to the family of the deceased.

The labourers were booked under Sections 147, 149, 323 and 427 of the IPC. No arrests have been made so far.

This was alleged by MP and INLD leader Ajay Chautala while addressing a meeting of the party workers in Mustfabad block, here, yesterday.

Man drowns in pond

Ambala, July 1
An Ambala City resident drowned in the municipal park pond, here today.

The body of Roshan Lal (62), which was found floating in the municipal park pond, was taken out by fire brigade personnel.

It is suspected that Lal committed suicide. Lal’s family members, who had been searching for him, rushed to the spot on hearing the news.
