Officials fail to implement RTI Act
Karnal, June 30 In the recent cases from Panipat district alone, the state information commission (SIC) had issued summon notices to at least three officials. Complainants alleged that the public information officers (PIOs) had failed to furnish reply within the time frame of 30 days of submitting the application and depositing the official fee. State convener of the Indian Federation of Trade Unions (IFTU) P.P. Kapoor told The Tribune here yesterday that he had sent several written complaints to the SIC against the erring officials of Panipat. Showing the copies of the official communiqués, Kapoor demanded strict action against the errant officials for not providing information under the RTI Act. “Despite clear guidelines, the PIO and the first appellate authorities pay no attention to the queries under the law,” said Kapoor. In one of the notices sent under the Section 19 (3) of the RTI Act, 2005, the SIC has asked the PIO-cum-estate officer, HUDA, Panipat, and the 1st appellate authority-cum-administrator, HUDA, Rohtak, to appear before the commission on August 1. Kapoor had reportedly asked for the information regarding the allotment of plots in Sector 25 (II) through an application under the RTI Act on April 5. Alleging irregularities in the plot allotment, originally meant for the industrial workers, he asked for details of the project, including the list of allottees. He had also asked HUDA to provide the list of those who furnished the affidavit of being the industrial workers but failed to get any response. The commission has also directed the divisional labour commissioner (DLC), Panipat, and first appellate authority of the Labour Commission to appear on July 25. |
Project to boost cotton yield
Chandigarh, June 30 The objective of the project is to increase the per acre yield, upgrading the quality of cotton and reduction in the cost of production. Ten villages of Sirsa district, namely, Jagmalwali, Chakerian, Jalalna, Chormar, Kingre, Jandwala, Malikpura, Mithri, Tappi and Pippli have been selected for the first phase of the project. NITMA, which earlier used to adopt maximum two villages at a time, has now taken up these 10 villages to improve the productivity of cotton. Replication of the project in other villages is also in the pipeline. For the implementation of the project, a panel of officers has been formed by the deputy commissioner of Sirsa. For each village there will be a scout to keep a close liaison with the farmers to guide them regarding the best farm practices. Scouts will also prepare base line data for each farmer to enable him to work out the costing and profitability. Facilities such as soil testing and water testing, will be made available to the farmers free of cost under the project. Free literature on the latest techniques of proper sowing, farm practices for the best cotton yield, etc, will also be distributed among the farmers free of cost.
