Traffic police upbeat about new rules
New Delhi, April 10
Road travellers in Delhi got the taste of the new traffic rules for the second day as violators were made to pay a minimum of Rs 600 for minor violations like jumping of red lights or using tinted windows in vehicles. All three DCPs of the Delhi Traffic Police have been deployed at various locations with around 2,500-strong force of traffic police across the Capital.

The areas not covered under the Master Plan of Delhi did not get any respite from the Supreme Court against the sealing drive even as it sent to jail BJP MLA H S Balli for contempt for breaking seals in Raja Garden area.

The unrepentant saffron party leader, however, asserted that he would continue to defy any order on sealing as he considered it his duty as a public servant.

Even inside the court room Balli in a statement admitted that he had broken seals of 22 shops in Raja Garden area. “I am an elected representative. Your order is against the public. Being a public representative, I did this. But I accept any order of the court,” he said.

The irrepressible MLA even questioned the contempt notice issued to him last year by a Bench headed by the then Chief Justice Y K Sabharwal for reported breaking of seals in Tilak Nagar area, contending that on the reported day when the was charged with defying the order, no sealing had taken place in that locality.

He told the Court that he was sent to jail for 15 days by the police at the instance of Monitoring Committee (MC) for the alleged breaking of seals in Tilak Nagar, which according to him was not true.

He demanded a CBI inquiry into the entire issue of reported breaking of seal in Tilak Nagar and sending him to jail in this connection and compensation for his earlier trip to jail.

Brushing aside his missives, the Court sentenced him to 3 months jail term on a suo motu contempt motion and gave him time to meet his family members before surrendering to the police.

The Court, however, sought a report form amicus curiea Ranjit Kumar on the entire episode as to how Balli defied the court order and the circumstances under which MC had initiated proceedings against him for sending him to judicial custody for 15 days.

The Court, which summoned Police Commissioner K K Paul and police officers in-charge of the areas where the sealing was to go on tomorrow for explaining reasons why sufficient force was not made available to MC, posted hearing on all sealing related matters for May 7.

It directed Solicitor General G E Vahanvati to submit a time frame for creating the infrastructure for implementation of the Master Plan of Delhi (MPD), 2021, which provides for regularisation of nearly 1,500 unauthorised colonies in the Capital and permitting mixed land use in the city for residential as well as commercial purposes.

The MPD and last year’s two notifications by the Centre had virtually protected all major roads and streets from being sealed under the court order for setting up illegal shops, but the Court had admitted a bunch of petitions on the constitutional validity of the new Master Plan itself.

The Court said that the MPD’s validity has to be tested by taking four parameters into account: (a) Authorised constructions but their unauthorised use for commercial purposes, (b) Unauthorised constructions and unauthorised use, (c) Constructions raised by encroaching public roads and land and used for illegal shops, (d) The construction which by any standard could not be covered under the Master Plan.

In an order passed before the MCD election in which Congress was routed mainly due to the sealing drive, the Court had ordered that the sealing should continue in areas which were neither covered under the MPD nor by two notifications issued in September last year by the Centre.

Traffic police upbeat about new rules

Road travellers in Delhi got the taste of the new traffic rules for the second day as violators were made to pay a minimum of Rs 600 for minor violations like jumping of red lights or using tinted windows in vehicles.

All three DCPs of the Delhi Traffic Police have been deployed at various locations with around 2,500-strong force of traffic police across the Capital.

One such DCP deployed at Rajghat said, “For the first time in my career, I saw such a strict implementation of traffic rules in Delhi. It was really a tough time for road travellers of Delhi. Within four hours, our team did 50 challans for various traffic violations. Not a single traffic violator was spared,” he informed.

“It was really a good experience. Most of the violators tried to get past the cops by pleading ignorance of the new traffic rules and fines. They repeatedly pleaded but were not spared. Even bus drivers without uniform were challaned,” he added.

The main intersections in the city like ITO Crossing, Rajghat, Moolchand and Nehru Place were constantly monitored as through these intersections, lakhs of vehicles pass through daily and chances of traffic violation were maximum there,” said the officer.

When contacted, the Joint Commissioner (Traffic), Qamar Ahmad said, “Our men have been instructed about the new guidelines and they were out in full strength on the city’s roads even today. The road show will continue for the next few days.”

He added, “We had given advertisements to educate and intimate the public regarding the new traffic norms. Now if anyone violates a rule, he will definitely have to pay for it, there will be no excuse.”

Reacting to the tougher rules, Prof S K Singh of IIMR, Laxmi Nagar, said, “The same thing had happened in Mumbai some years back. Things went smoothly for a few months. Later, it’s the same story. The rules were rubbished by the lack of implementation. The traffic police will extort more money now, nothing else.”

Last Metro train timings extended

Keeping in mind the public demand, Metro timings of the last train in some sectors and lines stand extended from April 16.

Metro services will start from 0600 hrs as usual. Extra Metro staff will be deployed to cater to the additional timings. Empty running of trains has been reduced as night trains going to the maintenance depots for checking at the end of the day will carry passengers.

Besides, two additional train sets have arrived in Delhi and are presently under commissioning. They will be available in this month itself.

Haryana’s bid to be on top in per capita income

The Haryana government is laying greater emphasis on success of its ‘Overseas Placement Bureau’ set up in the Department of Education as one of the measures to dethrone Goa from its position of having the highest per capita income in the country.

The Chief Parliamentary Secretary of Haryana Assembly, Ms Sharda Rathore, who is affiliated to Labour and Employment department, said at a convention here on Monday that the Overseas Placement Bureau could act as major factor in the drive to catapult the state to number one position in terms of per capital income.

The convention was attended by the elected members of Panchayati Raj institutions to make them aware of the role and status of the bureau. It was organised by the Labour and Employment Department and the district administration.

The chief guest on the occasion, Ms Rathore reasoned that the importance of the bureau lay in the fact that the government had limited number of jobs to offer in comparison to unlimited number of job-aspirants.

In order to cater to the growing demands for skilled and unskilled labour, technicians, IT professionals, engineers and doctors in foreign countries, the government launched the bureau on July 1 last year. The bureau functions under the aegis of a society, Haryana Overseas Placement Assistance Society (HOPAS), with its registered office at Panchkula. For the functioning of the society, the government constituted Overseas Placement

Committee and delegated its authority to it. The committee approved the constitution of the society, whose services are rendered free of cost.

Anyone desirous must get themselves registered with the bureau, which will process the applications as per the qualifications. The registration can also be done in the offices of the Labour and Employment Department in the districts.

As a policy, the government has decided to establish links with only those countries for getting placements for eligible and desirous youths where there are not less than 15,000 Indians already working there. Links have presently been established by the bureau with 16 countries including USA, UK, Australia, Canada, Saudi Arabia, Bahrain, UAE, Kuwait, Oman, Qatar, China, Singapore and Germany.

Ms Rathore said that in comparison to work culture of people in the bordering state of Punjab, Haryana was lagging behind in this regard. “The dominant psychology is to get a government job and then to settle locally. The need of the hour is to be ready for opportunity of jobs wherever they are presented,” she said, adding that there was great demand for nurses, English teachers, drivers and other technical jobs abroad.

According to her, conventions to spread awareness about the role of bureau and to motivate the youths of the state to be ready to take up jobs abroad will be held all over the state.

Demand for invertors set to rise

New Delhi, April 10
Rise in mercury level with every passing day coupled with long power cuts, the demand for inverters and generators is likely to see 20-25 per cent increase in the National Capital Region, Assocham said on Tuesday.

“Around 20-25 per cent hike in the demand of inverters, their batteries and generators is expected in the current summer, particularly in NCR in the wake of anticipated scorching heat,” the industry body said in a statement.

The inverter market in the region was at Rs 2000 crore (Rs 20 billion) last year and is estimated at Rs 2500 crore (Rs 25 billion) this summer, Assocham Secretary General D S Rawat said.

The worst affected sectors are industrial and residential areas, hospitals, schools and shopping centres where power cuts could range between 10-12 hours a day because of demand supply mismatch, it said.

Of the total market, around 40 per cent market is organised and large players like Su-Kam, Microtech and Luminous are likely to face tough competition from the unorganised segment, the statement said.

The chamber analysis shows that, last summer peak power demand in NCR was about 4600 MW which might grow to over 5800 in the current season.

The generator market size in NCR was less than Rs 5000 crore (Rs 50 billion) during last summer, most of which was in the industrial, shopping centres and agriculture segment and would grow at least by over Rs 1000 crore (Rs 10 billion).

The Rs 3200 crore (Rs 32 billion) domestic AC segment has been growing at 19-20 per cent annually, which will rise to 25 per cent in 2008.—Agencies

Congress star campaigner Rahul Gandhi, MP, was welcomed by thousands of people who showered rose petal on the young leader during his road shows in Dadri area. The crowd raised slogans like ‘Rahul Gandhi Zindabad’. The young leader, in turn, was expressing his excitement and happiness by shaking hands with the electorate.

The people reached the venue, Meher Bhoj College compound, at 10 am though Rahul Gandhi was scheduled to arrive at 12.45 pm. As Rahul Gandhi’s helicopter touched down at 3 pm raising clouds of dust, the enthusiastic multitude broke into slogan raising.

When his car was mobbed at college gate, Rahul came out of the car and sat atop it along with Congress candidate Raghu Raj Singh, enthusiastically waving to the people and answering their greetings.

The youthful leader was welcomed by thousands of people opposite Gujar colony. At Railway Road public meeting, Rahul appealed to people with folded hand to vote for Congress candidate Raghu Raj Singh. His convey reached G.T. Road via Canal Road. Later, he attended a road show at Meher Bhoj College. He was accompanied by UP Congress President Salman Khurshid and other Congress leaders.

Symposium on ‘World Homeopathy Day’

On the occasion of ‘World Homeopathy Day’, a symposium was organised at the auditorium of Word Cancer Care Foundation at New Friends Colony here today. The symposium was attended by more than 50 homeopaths from various cities like Pune, Ahmedabad, Calcutta, Nagpur, Agra and Mumbai.

The symposium was addressed by eminent homeopath and chairman of the foundation Dr Hari Krishna. Outlining the importance of this system of treatment, he said that when Maharaja Ranjit Singh fell seriously ill, he had swelling of the limbs and lost his voice. “Doctors from all over world were summoned but to avail. At last a well known doctor of a little known system of medicine, Dr John Martin Honigberger, was invited to attend to him. Dr Honigberger diagnosed the maharaja with paralysis of vocal chords and oedema and went on to successfully cure the both complications. And that doctor have the credit of bringing that system of treatment in India.”

“Since then this system has come a long way and not just in our country, but people from other countries too are preferring it. It is a sad thing that the government is reluctant to promote this system of treatment ,” he said.

New brochures for admissions to four courses in GGSIPU

Guru Gobind Singh Indraprastha University (GGSIPU) has announced the formation of four new brochures for admissions this term. These are the Admission Brochure IV for the bachelor of architecture programmes, the admission brochure V for the engineering programmes, the admission brochure VI for the management programmes and the admission Brochure VII for media programmes.

All details pertaining to the eligibility, intake, fee-structure and institutions offering different courses is available in the brochures. Admission to the above mentioned programmes will be made on the basis of qualifying marks, relevant test scores and experience. With the exception of the Master of Mass Media, for which a separate Common Entrance Test will be conducted by the University.

The application form along with the admission brochures IV, VI and VII is available on sale at selected branches of Punjab and Sind Bank on payment of Rs 500. The last date for obtaining and submitting application forms for all courses, except M. Tech., is June 15. For the M. Tech. programmes, the last date for procuring the form is June 15 and the submission deadline is June 25.

The third annual art exhibition, ‘Srijan 07’, organised by the Amity School of Fine Arts (ASFA) and the Amity School of Fashion Technology (ASFT), was inaugurated on the Amity University campus in Noida.

‘Srijan’ is a forum of communication for students, young aspirants waiting to be a part of this field and the broad public interested in interacting with renowned personalities from the creative world.

Eminent painter Nand Katyal, art critic and poet Keshav Mallick and Dubai-based designer Sona Behl inaugurated ‘Srijan-07’ with the traditional lighting of the lamp. Lauding the efforts of the students, Katyal said, “We need to understand what ‘Srijan’ means and what it implies. It is an activity personal in nature and requires great deal of thinking.” He further added students of Amity had a lot of potential and if guided well could become big names in the fashion industry”.

Inaugurating the workshop, Ms Divya Chauhan, Prabhari, Amity School of Fine Arts, lauded the brilliant efforts showcased by the students of both the institutions and said, “It is the culture at Amity to strive and reach for the top. Currently, the institutions are like a workplace for them where they can showcase their creativity.” Boosting the confidence of the students, she added she had complete faith in them. This has been a major cause of concern for the government and honest consumers. A recent announcement by the department about rallies by schoolchildren in 50 villages against power theft is seen as just another move that can hardly produce any positive result.

A release by the department concerned states rallies will be held by children in about 50 villages of the district on April 23 to create awareness among residents of villages. The children will not only carry banners about the power theft, but also raise slogans against power theft. It is believed by many in the department the problem of power theft and not non-payment of power bills on time is more acute in villages. It has been claimed a majority of the pending power bills of about Rs 1600 crore that were waived by the Hooda government were from the rural areas.

Describing it as ‘Chetna Rally’, a senior official of the power department said the decision to organise the rally was taken at a meeting held on March 29 at Sonepat under the chairmanship of Mr Laik Ram Dabas, IG, Vigilance and Security, of the department. He said all officials and employees of this wing had been asked to work overtime and make all-out efforts to check power theft and take action against the culprits. On the other hand, many people, including experts, believe no drive can be a success unless the target and approach are clear focused and those involved in such a campaign should not ignore the limits and constraints that are sure to beset them.

According to a social activist here, the officials should not forget the problem of power theft is more serious at the top level, which means that the theft committed by big houses, including industries, malls, shopping plazas, hotels and other commercial establishments, should be the focus of the department if it wants to reduce line loss and bring down theft cases.

Citing an example, he said the vigilance cell of the department had unearthed a massive power theft case involving a hotel here a couple of years ago. A record penalty was imposed but, he claimed, while the main culprit went scot-free a senior officer of the nigam was arrested through a fake case of bribe. Challenging the department to launch a drive against big consumers, he claimed big thefts, which were done in an organised manner involving certain officials and employees, were shown by the department as line loss while individual consumers paying an average bill of Rs 100 to Rs 500 were harassed unnecessarily.

A spokesperson of the All Haryana Power Corporation Workers Union also claimed such drives could just be an attempt to divert the focus from the main problem. He said the root of the problem lay in the policies of the department, which could be solved easily if the policy of privatisation and contract system was given up. He claimed the policies had bred corruption and inefficiency on a large scale.

Murder case worked out

The Crime Branch of Delhi police today claimed to have worked out a sensational abduction and murder case of a youth in Rohini area by his close friends. Two persons – Sumit Kumar (28) and Bijender Singh have been arrested in connection with the case.

The dead body of the accused Deepak Mathur (28) was found buried in a jungle in Rohatak area. The robbed Ford Ikon car of the deceased was recovered from the accused persons. Two country made pistols used in the crime were also recovered by the police.

The police had received a complaint regarding the abduction of Deepak Mathur from Rohini area. Acting on a tip of that the suspect abductors would come in Bawana area on the snatched car of Mathur, a trap was laid around the area.

When the car was signaled to stop, the driver of the car tried to flee but it was intercepted after a brief exchange of fire from the both sides. Later, they were identified as Sumit and Bijender. During search, a Sony Ericsson mobile phone was found, which was later found to be of Mathur. The car was also identified as the same snatched car of Mathur.

During interrogation, they allegedly confessed their crime. Actually, the Ford Ikon car bought by Deepak was being used by Sumit to run his liquor smuggling business. When Deepak objected and asked him to return his car, they decided to eliminate him.

Doctor fined by CIC

New Delhi, April 10
The Central Information Commission (CIC) has imposed a fine of Rs 13,000 on a doctor of a Municipal Corporation of Delhi (MCD)-run hospital for delay in providing information on an RTI application.

Chief Information Commissioner Wajahat Habibullah penalised Dr Madhu Jain, public information officer (PIO) of Hindu Rao Hospital here, with the amount, holding her liable for delay of 52 days in disclosing information sought by Navin Neeraj and Subroto Roy. Neeraj and Roy, both doctors at the hospital, had filed an RTI application on December 30, 2005, seeking certain information over a file related to harassment cases reported by junior officers of the Health Department of the Municipal Corporation of Delhi.

Not satisfied with the partial response, an appeal was filed before the CIC which in its order on February 2, asked for a written explanation from the Medical Superintendent (MS) of the hospital.

The commission, relying on the explanation put forth by the MS, found Dr Jain responsible for delay in providing the information and imposed the fine amount.—TNS

Award giving ceremony cancelled

Gurgaon, April 10
The award-giving ceremony in connection with the three-day international real estate exhibition was cancelled today due to death of a relative of one of the office-bearers of National Builders’ Guild.

Haryana Urban Development Authority (HUDA) and the guild had collaborated to organise the exhibition.

The Governor of Haryana, Dr A. R. Kidwai, was the chief guest and was to distribute the awards to the participants.

Fourty-two builder firms, including Imperial Land Development Ltd, Suncity, Parasvanath and Unitech, took part in the event.

New MCD House notified, first sitting on April 23 

New Delhi, April 10
The state Election Commission has notified the new house of the Municipal Corporation of Delhi, elections to which were held on April 5. According to the notification issued by the state Election Commission, the first sitting of the 272-member house will be held on April 23.

The Bhartiya Janata Party secured a majority in the new MCD house, the results for which were announced on April 7. The BJP bagged 164 seats, while the Congress managed to win just 69 seats.

On the agenda of the meeting of the new MCD house on April 23, will be the election of the Mayor of Delhi as also the Leader of the Opposition in the house.

In the new MCD house, the BSP secured 15 seats, two seats each were bagged by the Indian National Lok Dal, the Jharkhand Mukti Morcha, the Lok Janshakti Party and the Nationalist Congress Party while the independents bagged 16 seats.—UNI

City simmers under heat 

New Delhi, April 10
Cool weather conditions in Delhi abated today with the mercury rising to over 36 degree Celsius and the weatherman indicating a week of scorching heat ahead.

With decreasing intensity of northwesterly winds, which had been providing relief to Delhiites from the scorching summer heat in the last few days, the maximum temperature rose to over 36 degree Celsius, from 35.3 degree Celsius yesterday.

The minimum temperature was recorded at
21.5 degree Celsius, which is two degrees above normal.

The scorching heat in Delhi could intensify in the coming days with the Met office forecasting a gradual rise in day temperatures in the next few days due to a decrease in the intensity of the northerly winds.

“A gradual rise in day temperatures is likely over northwest India over the next few days,” the Met office said.

The Met office has forecast a mainly clear sky in Delhi in the next 24 hours.

Heavy squalls and cool northerly winds in the last few days have been providing relief to Delhiites from hot summer conditions.—UNI

Foundation stone of management institute laid

The Delhi Chief Minister, Ms Sheila Dikshit, today laid foundation stone of Delhi Productivity Council Institute of Management in Dwarka. The Delhi Industry Minister, Mr Mangat Ram Singhal, presided over the function while Mr N.K. Bhat and other eminent personalities were present on the occasion.

Ms Dikshit expressed confidence that new campus of the institute would help it in getting recognition in entire country, including Delhi. It would also provide better management personnel to Delhi resulting in skill development and enhanced productivity.

The Chief Minister further gave assurance that DSIIDC and Industries Department would provide all possible help in making this institute more purposeful. Its proximity to Delhi Metro Station would make it accessible. New campus is coming up at Dwarka, Sector-9, covering an area of 4000 square metre surrounded by greenery and ample parking space for faculty and students. The site is within a radius of one kilometre of the Metro Station ensuring high connectivity and ease of travel for students coming from various parts of Delhi.

New campus would have a spacious building with airconditioned lecture rooms, seminar or syndicate rooms, library, conference hall, auditorium, reading room and airconditioned computer centre, fully equipped with the latest state-of-the-art technologies to carry out various tasks.

The DPC Institute of Management (DPCIM) is the academic wing of Delhi Productivity Council which is affiliated to National Productivity Council. It aims at imparting professional education in management to graduates and equipping them with the skills and abilities required to take up successfully the responsibility of managerial positions.

The institute was established in 1984 and recognised by the All India Council for Technical Education, Ministry of HRD, Government of India in 1994.

HC asks firm to pay Rs 5 lakh

New Delhi, April 10
The Delhi High Court has asked the director of a private company to pay Rs five lakh towards payment of a loan to an advocate against whom she had issued three different cheques that bounced in January 2003.

Rejecting the submission of Meenu Bhist, Director of L P Papers Ltd. of Philibhit in UP, for quashing of a criminal case against her under the Negotiable Instruments Act initiated by a practising lawyer Vijay Kumar Gupta, the court said if the amount was not paid to Gupta, she was liable to face criminal proceedings.

Justice S R Bhat also dismissed the contention of Bhist’s counsel that Gupta’s act of lending money as a lawyer was not only violative of Advocates Act but also against the Punjab Registration of Money Lender’s Act. “The mere circumstance that the complainant is an advocate and that he had lent some amount to the company itself would not lead to the interference that the agreement was hit by unlawful consideration or that he was indulging in money lending,” the court observed and directed Bhist to appear before the trial court on the next date.—PTI

‘Tax collection exceeded target’

Trade and Tax Department, Government of Delhi, has once again earned a distinction of exceeding tax collection over prescribed target in 2006-07. This distinction is reflection of trust of traders in government and efficiency of the officials of the department concerned.

The Delhi Finance Minister, Dr A. K. Walia, today disclosed this while talking to media persons in his office.

The minister further said that the target of tax collection was Rs 6,500 crore whereas collection was Rs 6624.57 crore which was 101.92 per cent of prescribed target in year 2005-06 whereas corresponding figure for year 2006-07 are Rs 7,400 crore, Rs 7597.24 crore and 102.67 per cent. The growth in respect of collection was recorded 14.68 per cent in 2006-07 over collection pertaining to year 2005-06.

He further said that the Trade and Tax Department was able to recover outstanding demand worth Rs 82.83 crore in year 2006-07 against recovery of Rs 53.89 crore in year 2005-06 which shows 53.70 per cent growth.

The Department has also proved to be trader-friendly as it has released refund amount of Rs 221 crore through ECS in year 2006-07 against release of Rs 124.75 crore in year 2005-06 which is 77.15 per cent more than last year.

Swami Ramdev’s camp in Noida

Noted yoga expert, Swami Ramdev, will conduct a Yog Vigyan Shivir in City Centre, Sector 32, from April 14 to 19.

The camp is being organised by Bharat Vikas Parishad, Noida, which will put up a huge pandal for the shivir. Sufficient arrangement for parking of vehicles will also be made at the venue.

A 40-ft by 20-ft huge stage is being erected. Besides, the yoga programmes can also be watched by visitors on 10 large screens placed at suitable points. A large number of small TV screens will also be put up. A number of instructors will help the participants with correct poise and technique of various ‘Asnas’.

Those offering donations worth Rs 2100, Rs 1100, Rs 500 and Rs 100 will have privilege of sitting near Swami Ramdev.

Yoga is a science: Swami Ramdev

DPS, R. K. Puram, hosted the “Yog Science for Youth” programme that was inaugurated by Swami Ramdev on Monday in the sports complex of the school.

The main idea behind hosting this programme was to remind participants of something that all of us have forgotten, which is the science of Yoga. Swami Ramdev talked of the need to revitalise the ancient science of yoga, especially in the lives of students. According to Swamiji, Yoga is the effective utilisation of man’s full potential.

The programme commenced with the lighting of the lamp, accompanied by a Sanskrit “Shloka” recited by the school choir.

The principal, Dr Shayama Chona delivered the welcome address and declared it was a proud privilege for the school to have “such an esteemed person in our midst”. In fact, the principal expressed the wish to incorporate the teachings of yoga in the daily lives of students and teachers.

Next on the agenda was a melodious recital of “Shri Ram Vandana” by Kartikey and Diwakar. This was followed by a yoga presentation by the tiny tots of DPS, East of Kailash.

Swamiji spoke of the need to revitalise Yoga and spread its teaching effectively. He described Yoga as a science, which, if understood and implemented clearly, could enable us to conquer the world. He demonstrated “pranayam” and spoke of its therapeutic values.

An essential part of “‘pranayam”, the “‘Kapal Bhati” can cure several ailments like diabetes, obesity and hypertension, which affect a large section of the world’s population. Various “Kriyas” were taught, such as “Anulom Vilom”, which sharpens memory, eyesight and increases IQ.

“Paschim Tan Asan” can be used effectively to increase height. He emphasised on the role of having a nutritional diet in maintaining good health and how junk food, soft drinks and cigarettes can be detrimental to our health.
