Case against rape victim for turning hostile
New Delhi, April 8 This court is of the opinion that it is expedient in the interest of justice to file a complaint against the woman for having given false evidence, Additional Sessions Judge Narinder Kumar said. The court, in a recent order, exonerated Suresh, a resident of Tagore Garden Extension in west Delhi after noting that the 21-year-old victim had denied her own statement recorded by a magistrate. This court finds that she had actually made an about-turn while saying she made statement before a metropolitan magistrate under pressure, the judge said. The woman, in her statement under Section 164 CrPC on May 2, 2005, had alleged that the accused had raped her for a period of two years with the promise of job and marriage. She had to undergo abortion twice during this period, the woman alleged. But during the trial, she turned hostile and alleged that her parents had pressurised her to sign a police complaint against the accused on April 26, 2005 and even subjected her to electric shock. She also denied all allegations against the accused levelled in the complaint lodged with Rajouri Garden police station here. Upon her denial, the prosecution referred to her statement before the magistrate in which she had reiterated all the allegations against the accused. The prosecution also filed an application before the court requesting it to take action against her for making false statements. It does not stand recorded in her statement that she, at any point of time, pointed out to the judicial officer that she was under any kind of pressure at the time she made her statement, the court observed. Even while making statement in the court during trial, she had not explained as to what pressure she had to face, it added. The girl had alleged that Suresh, who was her aunt’s brother, had ravished her for two years on the promise of a good job and marriage. |

Cong candidate lost by two votes
New Delhi, April 8 While BJP’s prominent local leader, Mr Vijendra Gupta drubbed his nearest rival from Congress, Mr Manmohan Singh with the highest margin of 9,079 votes from the Rohini central ward, the party’s candidate from Malka Ganj ward, Mr Shyam Lal barely managed to defeat the Congress’ Mr Thakur Das by just two votes. The BJP also saw the highest number of votes being polled with party candidate from Shalimar Garden (South), Mr Ram Kishen Singhal getting 12,443 ballots. An analysis of the results shows that the Kashmere Gate ward reserved for women saw the lowest number of 5,754 votes polled while Bawana, from where independent candidate, Mr Narain Singh won, polled the highest of 30,188 votes. The polls also saw the Bahujan Samaj Party making inroads into the Capital with 17 seats while bit players like the Indian National Lok Dal-Bhartiya Janshakti Party combine and Jharkhand Mukti Morcha got just two seats each. |

New Delhi, April 8 In spite of the tall claims and huge amount of money being poured down the drain, more than 300 respondents across the city were clearly not satisfied, giving Delhi 99 points, which was far below the all city average of 100 points and from the 144 points earned by Chandigarh to stand at the top of the table. Chennai (118 points), Kolkata and Bangalooru (108 points each) were ranked second and third on the ‘Lifebuoy Swasthya Chetna City Meter’, initiated by the Hindustan Lever company to enhance awareness about health, hygiene and cleanliness in the country. The other top three capitals—Bhubaneshwar (106), Lucknow (103) and Thiruvananthapuram (102)— scored above the all city average of 100 points.s. Delhi was tied with Mumbai at the eight place. |

Five computer hardware centres open
New Delhi, April 8 This college is originally based out of Jaipur and has now launched five centres in the Capital with the aim of providing employment-oriented training programmes in computer hardware and networking. The group currently has over 70 centres all over India and is ready to open up new avenues in jobs for residents of Delhi. Mr S.K. Pandher paid Rs 70,000 to SO: CBI
Noida, April 8 But the CBI had stated in the chargesheet that Moninder had paid Rs 70,000 to V.P. Singh, SO of a police station. SI in-charge Nithari police post, Simranjit Kaur, who was designated as the investigating officer probing this allegation was paid Rs one lakh by Pandher. After these payments, the cops had reportedly tampered all the vital documents related to Pandher’s case. Nand Lal, father of maid Payal, was threatened. Even Nilam who used to provide call girls to Moninder had also been under pressure. Even the statements of Moninder’s car driver, Satpal Singh and Pan Singh, were also changed. When police asked SO police station if he had been paid any money by Pandher, he flatly denied the charge. The CBI Superintendent of police, Nirbhay Kumar, had mentioned in his 33-page report filed by him in the CBI court that when the case reached the High Court, Pandher had bribed the SO police to protect himself and his servant Surinder Koli. |

Insurance firm ordered to pay
Rs 2.75 lakh to sisters
New Delhi, April 8 The court has directed the insurance company, under which the truck involved in the accident was insured, to pay the amount with four per cent interest from the date of the accident to the two sisters of the victims without any delay. Shyam Singh (8) and his sister Bimla Devi (9) were killed when a truck hit them in Rohini in north Delhi on December 2, 1996. The court asked the insurance company to pay the compensation to the kin of the deceased, Rani and Kajal, residing in Rohini, as their parents were no more. Considering the facts, circumstances and the condition of the victim’s family in mind, National Insurance Company Ltd is hereby directed to pay the awarded compensation of Rs 2.75 lakh with an interest of four per cent per annum from the date of incident without delay, Special Judge Pratibha Rani said. The court said of the total amount, Rs 55,000 will be released to the two sisters, who were eight and five years old when the accident occurred, and Rs 85,000 each will be kept in a nationalised bank as fixed deposit till they attain the age of 21 years. The parents of the children had sought a compensation of Rs 8 lakh, citing the death of their only male child and a daughter. The evidence on record is sufficient enough to establish not only the involvement of the vehicle in the accident but also the fact that the children died due to the driver’s rash and negligent driving, the judge said in her order. |

New Delhi, April 8 Mr V K Maheshwari, presiding officer of MACT, also awarded seven per cent interest to Ajay Singh and Usha Singh, parents of the six-year-old victim Shalu. He also directed that 70 per cent of the money will be kept in fixed deposit for seven years. In case of minor children neither the income of child of such a tender age nor future prospects of increase in income can be estimated, Mr Maheshwari said. Every parent has reasonable expectation of financial and moral support from his child in due course of time and normally they get it also. Hence, such compensation has to be awarded to the parents towards the loss of companionship, mental agony and loss of financial and moral support, it said. However, the tribunal absolved Dileshwar Vishwas, driver of the offending vehicle, of the liability to pay the compensation saying he was a mere driver who was discharging his duty. The victim Shalu was crushed to death on January 20, 2003 when she was returning home from tuition with her father in R K Puram area of south Delhi. An army Jonga vehicle hit her when she along with her father was crossing Venkateshwar Road. She later succumbed to her injuries in Safdarjung Hospital. |

Rickshaw-puller beaten to death
Faridabad, April 8 According to eye-witnesses, two motorcycle-borne youths got into a heated argument with some persons, including the rickshaw-puller, after their vehicle hit a car on busy Furniture Market Road in NH-II in the NIT area here this afternoon. The youths leave the spot but soon came back with more people carrying iron rods. They attacked the people involved in the argument. One of them, Kanahiya Lal (50), a rickshaw-puller, succumbed to injuries, while two others injured were admitted to hospital. Residents and shopkeepers blame the ‘chaos and lawlessness’ prevailing on the city roads for the incident. Following the mishap, shopkeepers shut down their shops and blocked the traffic in protest for a couple of hours on the busy intersection of NH-I and NH-II. They were joined by local politicians. They sought immediate arrest of the accused. The police have registered a case in this connection. “Heavy traffic and absence of traffic norms often lead to minor accidents and jams at this intersection. But the police administration was still to find a proper solution to this pressing problem, said a local resident. However, he added that the civic and traffic authorities should take up the work of widening the road and all the intersections in the NIT area, so that such problems and incidents could be prevented. Lid off visa racket, three held
New Delhi, April 8 A huge stock of fake passports, visas and air tickets have been recovered at their instance from their various hideouts in the Capital. One complainant Numraj Gharti Magar, a resident of Nepal, approached some police personnel deployed at Shakar Pur police station and complained that he along with his other relatives were cheated by some persons to the tune of Rs 6 lakh on the pretext of arranging visas for Dubai. Following a tip-off, they were apprehended near Bikaner Sweets, Laxmi Nagar. They were going to deliver visa to the complainant. During interrogation, they allegedly disclosed that they lured people by publishing advertisements regarding requirements of persons interested to work in Dubai. The person who would contact the accused were asked to arrange more persons interested to work in Dubai. Then they would take the money from them after showing them visas. In this way, they have cheated many gullible job seekers to the tune of several lakhs of rupees, said a police officer. |

Juvenile’s case drags

New Delhi, April 8 Abdul (name changed) faced trial in a case of robbery in a criminal court for three years. But his case was transferred to the Juvenile Justice Board
(JJB) as it was found that he was a juvenile. But the JJB also has not given the final orders for the last seven months. “My case has been pending for final orders for last seven months in
JJB. The JJB should have given the final verdict instead of dragging the case by granting me bail,” said Abdul who got a bail from JJB last month. “Even my counsel has submitted that the facts make out a case of conviction and he had no other arguments to make before
JJB. What stops the board from passing an order now?” asked Abdul. His counsel D K Srivastava failed to understand why the JJB could not give final verdict in the case when a bail application earlier was refused on the ground that the matter was at the final stage and the prosecution witnesses had also supported the case against Abdul. |

New Delhi, April 8 Notes valued at Rs 50,000, in the denomination of Rs 1,000 and Rs 500, have been recovered from him. Shamim ran a currency racket from Muzaffarnagar in UP. With the help of a decoy customer, a deal was struck in which Shamim demanded Rs 25,000 in lieu of counterfeit currency notes worth Rs 50,000. He was caught red-handed. |

Security guard dies mysteriously
Noida, April 8 Upender, hailing from Dinapur in Bihar, had left for his house an hour earlier. Two other security guards, who used to live with Upender in the same house, found him asleep when they reached home. In the morning, they realised that Upender had died. Strangely, the two guards neither took him to a hospital nor informed the police. The police have taken them into custody for questioning. Upender Narayan had been working in the Mall for the last 8 months. On Friday, he was on duty at parking from 10 am to 10 pm. But he left his post of duty an hour earlier than his duty timings. He told a colleague that he was having a stomach pain. When his colleagues, Raju and Harinder, reached the house of Rajkumar in Indira Market where the three lived on rent, they found him asleep. The two were also on duty in the Sub Mall parking lot. But when they got up in the morning they found Upender dead. Raju and Harinder neither informed the police nor took Upender to a hospital. The guards informed the Sub Mall management who, in turn, informed the police. |
