New Delhi, April 9 The report submitted by amicus curiae Ranjit Kumar and the subsequent reply of the government along with several other petitions filed by traders and other people are also likely to come up for hearing.
A traders’ delegation today met the Delhi BJP president, Dr Harshvardhan. While apprising him of the issues concerning traders on sealing, it urged him to ensure a proper reply by the MCD in the Supreme Court in order to protect traders from sealing.
The delegation led by senior trade leader Praveen Khandelwal included trade leaders Ramesh Khanna, Mr Satish Garg, Mr Vijay Pal, Mr Shyam Sharma, Mr Satender Wadhwa and Mr Ramesh Kapoor
. The delegation said that since the livelihood of millions of people was related to the issue, it assumed significance for people of Delhi.
The delegation expressed the hope that the BJP in the MCD and the Congress in the State and at the Centre would work in tandem to protect Delhi from any further sealing.
The delegation, while urging for a stay on sealing, said business establishments which existed on December 31, 2005, must be allowed to operate whereas strict laws as per MPD 2021 must be formulated and implemented strictly and defaulters should be punished.
The delegation also said uprooting traders without relocating them was quite unjustified and, therefore, the government must relocate those traders who were likely to be displaced. Meanwhile, they should be allowed to operate business from their current locations.

Tejendra Khanna back as Lt-Governor
New Delhi, April 9 The Delhi Chief Minister, Ms Sheila Dikshit, her Cabinet colleagues, senior bureaucrats and politicians were present at the function. Mr Khanna takes over from Mr B. L. Joshi, who has been appointed the Governor of Meghalaya. This is a second stint for Mr Khanna as the LG of the National Capital Territory of
Delhi. Born on December 16, 1938, Mr Tejendra Khanna did his M Sc. (Physics) from Patna University and MA in Public Administration from the University of California, Berkeley, USA. He joined the Indian Administrative Service on June 1, 1961. He held different positions in Punjab. He was the Chief Secretary, Punjab, during
1991-92. He has also held important positions in the Government of India as Chief Controller, Imports and Exports, and Secretary to the Government of India, Ministry of Food. He retired from the IAS as Secretary to the Government of India, Ministry of Commerce, in 1996. He was the 16th Lt-Governor, Government of NCT of Delhi, from January 4, 1997, to April 19, 1998.
After demitting the Lt-Governor's Office, he undertook consultancy for three UN agencies, namely, UNCTAD, UNDP and ESCAP. He was a Member of the Indo-German Consultative Group since 1999, which was set up by the two governments to promote Indo-German cooperation under the aegis of the Ministry of Foreign Affairs of both the countries.
Between 1999 and 2007, he chaired the Board of Ranbaxy Laboratories Ltd and also worked as the Chairman of the Advisory Board of Standard Chartered Bank, UK, from January 1999 up to December 2003. He has been associated with several organisations working in the field of social welfare like HelpAge India and is a trustee member of "Population First", focusing, inter alia, on welfare of the girl child. He is a life member of Bharti Vidya Bhawan and the Indian Institute of Public Administration since 1978.

Construction of six flyovers to begin this month
New Delhi, April 9 He said this while reviewing all 27 projects of flyovers which are in different stages of development in Delhi.
Dr Walia added that three flyovers, meant to facilitate smooth flow of traffic between South Delhi and the airport, would be commissioned well before December next year for which work had already been assigned. Flyover at Rao Tula Ram Marg would cost Rs 60.57 crore, at Munirka Rs 105 crore and near JNU Rs 83 crore. Besides, flyover at Raja Ram Kohli Marg and Shastri Nagar Pushta would also be commissioned by December 2008.
These flyovers would cost Rs 96.51 crore and Rs 82.50 crore respectively and go a long way in providing relief to commuters and vehicle owners in trans-Yamuna area.
A three-level flyover at Azadpur would be commissioned by March 2009. This would cost Rs 153.60 crore. The Azadpur flyover would also be integrated with Delhi Metro Line from Viswavidyalaya to Jahangirpuri and would make Azadpur intersection signal-free before the start of Commonwealth Games 2010.
Dr Walia urged the engineers of the PWD to ensure prescribed quality and time schedules to enable Delhi Government complete all important infrastructure projects. Out of 27 projects relating to flyovers, work on six is in progress whereas construction for another six will start next month.

Portals on technical education, property tax launched
New Delhi, April 9 Speaking on the occasion, Mrs Dikshit said that portal of the Technical Education Department (TED) would strengthen the links between all stakeholders and provide easy job options whereas portal of the MCD would simplify the procedure of property tax payment and the complicated manual form would soon become a thing of the past. This would also benefit more than eight lakh property owners in assessment, calculation and on-line payment of tax under Unit Area System based on
self-assessment. A job portal- www.deltechplacements.com has been developed to enable better placements for the students passing out from various technical education institutions under the department of Technical Education and Training (TET). It is expected that the job portal would increase the availability of jobs for students passing out from technical education institutions.

Jamia starts course in physiotherapy
New Delhi, April 9 Seats on offer are 40 and eligibility will be intermediate or equivalent under the 10+2 system with biology, physics, chemistry and English, securing a 50% in aggregate of PCB.
The duration of the course will be four years followed by a six-month
internship. Future plans include the introduction of a Master's Programme in Physiotherapy such as in Muscular-skeletal; Neurosciences; Cardiopulmonary; Sports medicine; and Paediatrics.

IIPM students visit orphanage for girls
New Delhi, April 9 The IIPM has integrated social responsibility as a part of its academic training. Further in partnership with the Great Indian Dream Foundation, the IIPM has formulated an interactive plan where students from IIPM are introduced to social responsibilities.
Students met orphans from the Don Bosco Ashialaya, most of them girls who were between the age of 6-14 years. They also interacted with children suffering from HIV-AIDS.

Faridabad far behind in traffic norms
Faridabad, April 9 Several people become victim of accidents here every month, but there is hardly any traffic rule being enforced by the department concerned on the city roads, including the busy National Highway number 2. The proposal to create a fully-trained and self-sufficient wing to handle the traffic in the city is yet to be
finalised. The traffic police of Delhi have advertised through various mediums to inform people about the revised rules and penalty charges starting from Rs 600, which was earlier Rs 100. Several violations which invite the penalty include smoking by the driver, non-usage of seat belt and use of mobile phone while travelling, overtaking in prohibited zone, use of black films on window panes, unauthorised use of any kind of light on the vehicle, use of pressure or musical horns, unauthorised parking and crossing the lane for all kind of drivers.
The department in the Capital city has also prescribed many norms for commercial vehicles, which include no overloading, travelling on footboard, hitting of sides by the conductors of the private buses, halt or parking at unauthorised spot, dress code for the drivers of buses and encroachment of any form by anyone including the vendors.
"None of these norms is in place in Faridabad, whose population has crossed 15 lakh," rues Vipin Kumar, a resident of sector 21 here.
He claims that drivers coming from Delhi usually took off seat belt and started using mobile phones as soon as they crossed the Badarpur border and entered the city area. He said there had been numerous incidents of drivers abusing or even assaulting traffic police constables on duty at various busy intersections, leading to more open violations.
He said that jumping the red light, using mobile phones and smoking by driver was very common. According to Rajender Singh, a resident of sector-15 A, several accidents took place due to rash driving and wrong overtaking in the city and the district and many of the violations ended up either in hospital or in road rage cases.
In a recent road rage case, a rickshaw-puller was beaten to death by some youths in the NIT area here yesterday.
He said implementation of the traffic norms became more difficult when officials themselves became violators of rules.
He said the use of red beacon light atop official and private vehicles was very common, despite the directions by the High Court. He said taxi drivers and college students were also seen using pressure horns and 'VIP hooters' in their vehicles, with illegal type of number plates and black film on window panes.

Thousands of voters missing in final list
Ghaziabad, April 9 Women councilors have decided to lodge a complaint with Election Commission in this regard. About 5,000 residents of four colonies located across Hindon viz Raj Bagh colony, Virendavan Garden, Radhey Shyam Park and Ch.Charan Singh Enclave falling in Sectors 2, 3 and 5 don't find their names in the voters' list.
The residents alleged that their names couldn't be included in voters' list due to negligence by the district administration. Ms Rashmi Gupta, councillor from Ward No 75, insisted that she had herself got the names of all these voters fed into the computers. A CD, in which names of voters were feeded, was also deposited in the Tehsil office. Besides, she claimed that she had also got the list signed by all the concerned officials. She had personally ensured that officials like Patwaris (revenue officials) had received a copy of the list. She claimed that she made trips to Tehsil office daily for ten days to ensure that the names of the voters are included in the lists.
In spite of all these efforts, the voters' names were not found in the lists, she lamented.
Ms Gupta has now decided to lodge a compliant against this with the Election Commission as about 5,000 voters were being deprived of their right to vote due to negligence by the district administration. Meanwhile, sector magistrates, who have been given the charge to look after the peaceful conduct of poll in their respective areas, will reach their respective areas on April 12 evening and stay there over-night.

Municipal Council passes annual budget
Gurgaon, April 9 The budget's expenditure is about more than Rs 51 crore and expenditure on various heads add up to more than Rs 50
crore. Significantly, about Rs 36 crore accounts for development and modernisation of the city. The expense on the 'Establishment' head which includes salary of staff accounts for about Rs 10 crore which is 20 per cent of the budget outlay. Last year, the sum was Rs nine crore.The total expense on the development heads added up to Rs 22 crore, last
year. The bulk of the earnings which bolstered the overall revenue side has been from the House Tax which is Rs seven crore, the proposed sale of plots in the Municipal Council's Vyapaar Saddan, and about Rs 13 crore vide stamp duty. However, the increase by Rs 12 crore on the revenue side in the Budget has been possible on account of Rs five crore from the proposed sale of plots in Vyapaar Saddan, equal amount to be raised vide stamp duty and the balance from miscellaneous sources.aAs per the official version, the MC will spend largely on repair and laying of new roads, beautification of the city and strengthening of fire services.

Cash, jewellery worth lakhs stolen
Greater Noida, April 9 Suresh, a resident of E-461 in Sector Beta-I, had gone out of town with his family when the theft took place. On the first floor of the same house, Om Prakash also lives in rented accommodation. He had gone out for one day on Saturday. When Om Prakash returned on Sunday, he found that his door lock broken and the house was ransacked by thieves. Rs 1,000 in cash, gold and silver jewellery, costly wrist watches and other valuables were missing from the house. Om Prakash informed his
neighbours. When a crowd gathered in front of the house, some people noticed that Suresh's house was also broken into. The house grill had been cut. Rs 10,000 in cash from steel almirah, four gold bangles and rings, one kg silver, CD player, six silk saris, and other valuables were missing from the
house. However, the police could not find any clue from the spot. The cops are questioning neighbours and some junk dealers in this connection.
In one week, two loots, two thefts and an attempt to abduct a girl student have allegedly been reported from the area. The residents of Greater Noida are living under perpetual panic and fear of robbers. During the past six months, more than three dozen thefts and loots have been reported in Greater Noida but not a single case has been worked out by the police, residents claimed.
