Decks have been cleared for the construction of Kundli-Manesar-Palwal (KMP) expressway in Haryana. Rajeev Arora, managing-director of Haryana State Industrial and Infrastructural Development Corporation (HSIIDC), said the union ministry of environment & forests (MoEF), had accorded the project for environment clearance.

Expressway cleared

Decks have been cleared for the construction of Kundli-Manesar-Palwal (KMP) expressway in Haryana. Rajeev Arora, managing-director of Haryana State Industrial and Infrastructural Development Corporation (HSIIDC), said the union ministry of environment & forests (MoEF), had accorded the project for environment clearance.

He said the expressway, probably the longest in the country, was expected to be completed by the middle of 2009. He said the HSIIDC had been made the nodal agency by the state

government for the development of this 135.65 km long and access controlled expressway on the BOT basis.

The expressway will take off from Kundli in Sonipat district on National Highway-1 and pass through Bahadurgarh on National Highway-10, Manesar on National Highway-8 and terminate near Palwal in Faridabad district on NH-2.

He said the road would serve as a catalyst for growth and would lead to greater development in Sonipat, Jhajjar, Gurgaon, Mewat and Faridabad districts. The expressway will provide access at a total of 10 locations at an average distance of 15 kms.

Cut on bus passenger tax

The Haryana government has decided to give a concession of Rs 4000 per month on passenger tax to 32 seater buses. This was decided at a meeting held here today between Chief Minister Bhupinder Singh Hooda and Haryana cooperative transport society welfare association.

Transport minister Randeep Singh Surjewala was also present at the meeting. In a statement, earlier the concession of passenger tax was granted to 52 seater buses only, says Surjewala.

It was also decided that if a cooperative transport society deposited passenger tax on or before the seventh day of the month, it would be granted a concession of 10 per cent on tax.

Surjewala said the state government had earlier also granted a slew of concessions for the cooperative transport societies, including reduction on the penal interest rate on outstanding tax, introduction of one-time settlement of arrears of bid money and concession on the arrears if the arrear was deposited by June 1 and reduction on the tax on buses that were not able to run after meeting with an accident or some other reason.

Only a mass movement can check femicide: CJ

Punjab and Haryana High Court Chief Justice Vijender Kumar Jain today gave a clarion call for changing the mindset of people to check female foeticide. Regretting that the PNDT Act was not an effective instrument in checking femicide, as ultrasound centres could get away with sex determination on the pretext of diagnostic purposes, he felt that only a mass movement could end the menace.

Chief Justice Jain was speaking at a state-level “Legal Literacy Seminar on Female Foeticide”, jointly organised by Haryana State Legal Services Authority and Haryana Health Department, at Kurukshetra today.

Referring to the importance of the place (Kurukshetra), Chief Justice Jain said like the war of Mahabharata, which took place at the same spot where the seminar was being held, it would be apt if the war against female foeticide in Haryana too started in Kurukshetra.

“Foetus is considered to be a form of god. So how can anybody justify killing it, particularly a female foetus? We need to kill the circumstances that force mothers to kill the unborn girl child under family pressure. Unless this is done, no law will be successful,” he asserted.

Union minister of law and justice H.R Bhardwaj said it was heartening that both the judiciary and the state government had joined hands to check the menace. He urged doctors not to misuse their position as they have been educated to give life and not to kill unborn daughters.

The union minister was all praise for the steps taken by the Haryana Government to empower women, especially in view of the fact that the state has a dismal sex ratio. He assured that women would be provided reservation in Parliament and state assemblies, adding that on his part, he had appointed women judges in high courts wherever they were not posted.

Chief Minister Bhupinder Singh Hooda said efforts made by the state government had helped in improving sex ratio in the state. As per the 2001 Census, sex ratio of the state in the age group of 0 to 6 years was 819 females for 1000 males, but the data collected at the time of birth in 2006 has revealed that it has improved to 857 females for 1000 males.

Executive chairman of Haryana state legal services authority Justice Adarsh Kumar Goel said according to a survey conducted by a UN agency in 1997, 1.5 crore illegal abortions were reported in the world, of which 40 lakh were conducted in India alone.

Later, Chief Justice Jain, law minister Bhardwaj and Chief Minister released a book titled ‘Beti’ and a CD by the same name released by the HSLSA to focus on the upbringing of daughters.

Sonia surrounded by sycophants, says Kuldeep

Suspended Congress MP Kuldeep Bishnoi today criticised Sonia Gandhi and her aides saying sycophants managing her politics were fearful of the leaders with mass base of their own.

He was interacting with reporters on his first visit to the town after he was suspended. He was given warning reception by his supporters at the bypass here.

Bishnoi said Sonia’s aides who had no mass base wanted to keep all Congress leaders with grass-root support at an arm’s length from her because they perceived them as threat to the political future of both Sonia Gandhi and Rahul Gandhi.

He boasted if he wanted he could become the Chief Minister of Haryana, any day as he enjoyed the support of requisite number of legislators. “However, I do not want to be imposed. I will secure people’s mandate on my own to occupy the august office,” he said.

Bishnoi claimed people of Haryana had given the mandate to his father Bhajan Lal in the 2005 Assembly election but he denied. He refused to comment why Sonia Gandhi chose Bhupinder Singh Hooda over his father.

Asked whether his claim of becoming the next CM ruled out the possibility of his father occupying the same office in future, he said he had the backing of his father and all that he was doing was with his approval.

He said his supporters were pressurising him into floating a new party but a final decision would be taken after consultations with them. He said he would hold his Rohtak rally in June the exact date would be announced later.

8 MLAs demand Bishnoi’s resignation

MLAs representing eight of the nine Assembly segments falling in Kuldeep Bishnoi’s Lok Sabha constituency of Bhiwani have demanded his resignation from the Lok Sabha. The ninth segment, Adampur, is represented by Bhajan Lal, his father.

Dharambir Singh (Badhra), Somvir Singh (Lohari), Ram Kishan Fauji (Bawani Khera), Shiv Shankar Sharma (Bhiwani), Narpinder Singh Sangwan (Dadri), Ranbir Mahendra (Mundhal Khurd) and Amir Chand Makkar (Hansi) said in a joint statement here today that Bishnoi should quit the Lok Sabha and seek fresh mandate from the people of Bhiwani.

MLA from Tosham Kiran Choudhary, who is a minister, has also supported the demand made by seven of her colleagues.

The Haryana Congress Legislature Party has also welcomed Bishnoi’s suspension. It adopted a resolution to this effect last evening.

Tension eases on border with UP

Tension prevailing in the villages on both side of Haryana-Uttar Pardesh border after killing of a farmer eased this evening, when officials of both the states helped villagers reach a 'time being solution'. Demarcation of the 21 acre disputed land, which falls in the bed of Yamuna river would be done after the UP poll.

Regarding the standing crop of wheat and cane on the land, it was decided that the farmers who had planted it would harvest. However, no new plantation would be done on the land. A five to six member committee consisting of farmers from both the sides would be formed, which would supervise the demarcation to be held on May 11.

Officials of both the governments claimed that the farmers have agreed for a 'seize fire' and they would not fight with each other over the ownership of the land.

Farmers from dozens of villages of the district own land along the river and whenever crop gets ready for harvest, dispute arise.

The Survey of India during the demarcation of the state boundaries had erected pillars. A Haryana official claimed that the farmers from Saharnpur had not co-operated with the Survey of India officials in erecting pillars and that was one of the reasons behind the disputes among the farmers.

Dalits’ concern moves Mann

President of Shiromani Akali Dal (A) Simranjit Singh Mann has expressed concern over the plight of Dalits in Haryana and Punjab.

Talking to The Tribune on Thursday Mann said Dalits belonging to different religions in these two states were made an easy target of hatred by the upper castes.

He had visited Saalwan village in Karnal on Wednesday where certain miscreants had ransacked a Dalit basti on March 1. He emphasised the need to re-investigate the case of death of Sonu, a Dalit youth whose body was found from the village under suspicious circumstances. He demanded that the family of the deceased should be given suitable compensation and government job should be granted to one member of the family. — TNS

Gohana: Sangwan’s son appears in court

Pradeep Sangwan, son of BJP MP Kishan Singh Sangwan, appeared in the CBI court along with 12 other accused in the Gohana case here today.

Ajay Jain, the counsel for Sangwan, said the court fixed April 25 as the next date of hearing.

The CBI had filed a charge sheet against the 13 for setting ablaze a colony of Dalits in Gohana.

Concern over declining sex ratio

Foeticide is a crime against humanity, according to deputy commissioner R.P. Bhardwaj.

He said the declining sex ratio would mar the future of society and create an alarming imbalance.

He said although Haryana and Punjab lagged behind in sex ratio.

He said a special campaign would be launched to awaken the public in areas of the district where sex ratio was alarming.

He stated that the PNDT Act had been implemented vigorously in the district to bring to book those involved in foeticide, including doctors and clients.

An advisory council had been constituted at the district level, he added.

He stated that 67 ultrasound centres had been registered and a special vigil was being maintained on those.

Businessman gets extortion threat

Vijay, owner of a business establishment on the Jagadhari road, has informed the police that an extortion demand has been made from him. An FIR has been registered in this regard at the Mahesh Nagar police station.

Vijay has told the police that a demand for Rs 10 lakh has been made by Rantej Singh of Pooja Vihar, on behalf of gangster Nishan Singh. Nishan is lodged at the Ambala central jail. One person has been questioned in this regard.

Mystery shrouds youth's death

Panipat, March 10
The body of a youth in his 20’s was found dumped in a deserted well under mysterious circumstances at Ugrakheri village today.

The deceased has been identified as Harish, a resident of Vidyanand colony. According to sources, he was thrown into the well located in a secluded area after being reportedly strangulated to death. His hands and legs were tied at the time of recovery of his body. His family members have ruled out case of enmity and are yet to raise a finger of suspicion towards anyone. His body has been sent to the Civil Hospital for postmortem examination.

Two goods trains derail

Two goods trains derailed during shunting at the Ambala railway yard this morning.
The incident did not affect the train movement on the main line.

The derailed wagons were put back on rail by 11 am.

Apparently, the rear portion of a goods train hit another goods train during shunting.

This led to one wagon of a goods train getting derailed while two wagons of the other goods train got derailed.

An electric pole was damaged in the incident.

Hailstorm affects crop

A hailstorm damaged crops in a couple of villages this afternoon. At about 3 pm, there was a major hailstorm over a couple of villages towards Saha. The affected villages included Samalkha, Samalheri, Mithapur, Dukheri, Khanpur and Kesari. Farmers of the affected villages said wheat crop has been damaged and sunflower and sugarcane crop would have some impact too. The intensity of the hailstorm was less towards Tangri river.
