Farmer killed in clash

Harjinder Singh was killed in a clash between farmers from Haryana and UP over a piece of land near Gumthala village here today. Another farmer sustained bullet injuries and his condition is said to be serious.

11 Bills listed for Budget session

Eleven Bills are listed for the Budget session of the Haryana Assembly starting from Friday.

The tentative programme prepared by the state government for the session, however, does not list the reports submitted by the Garg Commission and the Bhalla Commission among the papers proposed to be laid in the House.

While the Garg Commission was set up to probe the violence that erupted in Gurgaon in July, 2005, the Bhalla Commission was constituted to look into the alleged irregularities committed by the previous government in raising the Haryana State Industrial Security Force (HSISF). Justice G.C. Garg gave his report in January and Justice K.S. Bhalla in February.

Disbanding of the HSISF by the present state government had triggered off agitations by members of the force even as the state government had put the then DGP, M. S. Malik, under suspension for the improper procedure allegedly followed by him for recruitment to the HSISF. The Bhalla report thus has immense political importance.

However, it is unlikely that either of the two reports will be tabled in the coming Assembly session.

The Bills proposed to moved include the Punjab Labour Welfare Fund (Haryana Amendment) Bill, the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development (Haryana Amendment) Bill, the Punjab Village Common Lands Regulation (Haryana Amendment) Bill and the Punjab Industrial Establishments (National and Festival Holidays and Casual and Sick Leave) (Haryana Amendment) Bill.

Bills are also proposed to be moved for amending the Haryana Panchayati Raj Act, the Municipal Committee Act and the Municipal Corporation Act. The Town and Country Planning Department will introduce a Bill to amend the Societies Registration Act. The government is also slated to introduce the Haryana Police Bill to usher in reform in the police set-up in the state.

Two Bills, proposed to be moved in the coming session, had been already promulgated in the state in the form of ordinances. These are the Haryana Local Area Development Tax (Amendment) Bill and the Haryana Development and Regulation of Urban Areas (Amendment) Bill. While the first ordinance paves the way for setting up a local area development board for administering funds collected from the LADT, the second one is about setting up an infrastructure development fund for urban infrastructure. The money for this will be generated from land developers and colonisers.

The Budget is slated to be presented on March 14 and the next two days will be spent on debate on the Budget proposals. The finance minister will give his reply on March 19, which will also be the concluding day of the session.

A highlight of the session will be the presence of former Chief Minister Om Prakash Chautala in the House. Chautala had cited health grounds to avoid attending the previous sessions of the present Assembly.

The suspension order against Bhiwani MP Kuldeep Bishnoi issued by the Congress today has raised a question mark on whether Bhajan Lal, Congress member and Bishnoi’s father, will attend the session. Among the other Congress MLAs only Mangeram Gupta and Dharampal Singh Malik are openly supporting Bhajan Lal.

Cong workers resent Bishnoi’s suspension

Suspension of Bhiwani MP Kuldip Bishnoi from the party has evoked sharp reactions from former vice-president of the Pradesh Congress Committee’s youth wing Kamal Singh.

He said the suspension would prove as nail in the coffin of the party. Bishnoi had been openly raising voice in the interest of the public, he said.

This has proved that the party’s high command did not need elected representatives, he added. Singh said hundreds of the Youth Congress office-bearers would tender their resignations within two to three days.

Former organising secretary of the Haryana Pradesh Congress Committee Meena Parmar said the suspension would not harm the popularity of Bishnoi. Moreover, lakhs of workers would stand in support of Bishnoi.

She said it was unconstitutional to curb the voice of a people’s representative.
Former District Congress Committee president M.L. Sharma asserted that the true associates like him would remain with Bishnoi in future too.

Congress leader Arun Jain said the party had axed its legs by suspending a true Congressman, who defeated two political stalwarts and always remained in the forefront in raising voice on the problems of Dalits and farmers.

‘It’s ‘black day’ for Haryana

Younger son of former Chief Minister Bhajan Lal and MP from Bhiwani Kuldip Bishnoi chose to visit Gurgaon as the first place in the state for his field visit immediately after his suspension from the primary membership of the Congress. He asserted on the occasion that the organisation would have to pay dearly in Haryana for the action against him. "The people of Haryana will give the organisation a befitting reply," he said.

During his meeting with the Press here, he asserted that he had unequivocal support of Bhajan Lal in his cudgels which, he claimed, he had taken for the public of Haryana.

He said today was the "black day" for the people of Haryana. When asked to elaborate, he said he had been raising issues in the interest of the people of the state. Hence, the animus shown by the party leadership towards him was in effect distrust to the people. He asserted that he would continue with his "pro-people" struggle.

He said the Congress high command was responsible for the action against him as nothing moved in the party organisation without the nod of the central leadership. He alleged that Sonia Gandhi was "hand-in-glove" with Chief Minister Bhupinder Singh Hooda whose government, he alleged, was indulging in "anti-farmer" policies.

BJP should persuade Punjab CM not to scrap Section 5: HPCC

The Bharatiya Janata Party (BJP), which is partner in the Punjab government, should persuade the Punjab Chief Minister not go ahead with his announcement of scrapping Section 5 of the Punjab Termination of Agreement Act, 2004.

“BJP is a coalition partner of the SAD and it should ask Chief Minister Parkash Singh Badal not to go ahead with the announcement as Haryana and Rajasthan would be affected. Haryana was a reparian state and hence it has share in the water which Punjab had denied to it”, said working president of the Haryana Pradesh Congress Committee (HPCC) Dr Ram Parkash addressing a reporters here today. He said the HPCC had welcomed the decision of the Congress high command to suspend rebel Congress Member of Parliament Kuldeep Bishnoi from the party. Asked if similar action would be taken against his father and former Haryana Chief Minister Bhajan Lal, he refused to comment.

He said the HPCC was sending reports regarding ‘anti-party’ activities of Kuldeep Bishnoi to party bosses in Delhi. He said reply by Kuldeep Bishnoi to the notice, served on him by the party several months ago was unsatisfactory. Asked what promoted the high command to expel him, Dr Parkash said he had crossed limits of decency regarding the party in the past one month.

Ram Parkash said for February 25 Navyug rally at Sirsa all MLAs and MP’ including Bhajan Lal and Kuldip Bishnoi were invited but they did not turn up. Asked the name of the father son duo was not mentioned by him in his address, Dr Parkash said the two did not attend the rally where Sonia Gandhi was present and hence their names were not mentioned.

He also said the government was aware of the shortage of LPG cylinders in the state. He did not reveal the steps the government would take to ease the situation but promised the shortage would be no problem ‘in the near future’.

On the claim made by the state BJP that several Congress leaders would be joining the party, the working president said that “those who do not believe in the policies of the Congress should not waste their time and take a decision at the earliest as it would be good both for the Congress and the leaders”.

Waters issue: Badal’s statement draws flak

The CPM today criticised Punjab Chief Minister Parkash Singh Badal for his statement on the waters issue and termed it as politics of opportunism.

Talking to media persons here today Inderjit Singh, state secretary of the CPM said the recent statement of Badal on the waters issue was not only contemptuous to the federal structure of the country but could flare up regional sentiments of people.

The CPM also came down heavily on the BJP on the issue and said the party adopted different stances in different states.

The CPM secretary asked the Indian National Lok Dal leadership to make their stand clear on the issue.

State may have human rights panel

The Haryana Government today informed the Punjab and Haryana High Court that it was considering the issue of setting up a separate state human rights commission for Haryana.

Giving this information during resumed hearing of a PIL filed by the Peoples Union for Civil Liberties (PUCL), Panchkula, seeking directions to the government of Haryana to set up a human rights commission for the state, counsel for the government informed that the government was studying all options and a final decision was expected soon.

On an earlier hearing also, the government had informed the court that the government had called a meeting to re-examine the issue of setting up a state human rights commission. The government had also sought the views of the advocate-general, Haryana, on the issue.

But, the petitioner had accused the Bhupinder Singh Hooda government of dilly-dallying on the issue. It had even been alleged that the Congress government was following in the footsteps of the previous INLD regime on the issue.

Now the hearing will resume on July 5.

Serious note

The High Court has taken serious note of the action of the Haryana government in reinstating and promoting a police inspector allegedly involved in a gang-rape case and who had even been declared proclaimed offender by the court.

The officer in question, inspector Phul Kumar, was recently promoted to DSP.

Today an irate Bench headed by Chief Justice Vijender Kumar Jain asked the Haryana DGP to explain how the promotion was granted.

The Bench has also directed the DGP to submit an affidavit at least 10 days before the next hearing. The court has also asked the DGP to specify when the inspector was declared proclaimed offender by the court and how could his suspension be revoked on December 21, 2001, and thereafter given posting orders while the order of the court declaring him as PO was still there. The case against Phul Kumar and seven others was registered by Ambala police on June 9, 2001.

The court was hearing a PIL filed in this regard by Sunil Juneja of Ambala, seeking action against those who were responsible for the action which showed the administration in poor light.

Hearing will resume on May 23.

In order to check the rapidly rising losses being caused to the power utilities by the defaulting consumers, the authorities concerned have decided to make linemen and assistant linemen responsible for the commercial parameters in their respective villages.

Talking to The Tribune, Vijayender Kumar, Managing Director of Dakshin Haryana Bijli Vitran Nigam (DHBVN), disclosed that till now, the linemen and assistant linemen were only attending to faults.

“Now, it has been decided to make them accountable by entrusting them with the financial responsibility within their area of operation as well,” he maintained.

As per the new regime, the power linemen will be called village managers and would be accountable for the bill payment, pilferage of electricity, “kundi” connections and so on. They will also be provided mobile phones to carry out their new jobs in addition to the earlier duties.

The DHBVN MD pointed out that the step had been taken in view of the unhealthy distribution system and revenue collection prevailing in the rural areas.

“Despite the increasing instances of power thefts and non-payment of power dues by the consumers, the LMs and ALMs posted in villages were merely attending to faults...they were not concerned or answerable for the mounting revenue losses being caused to the nigam,” he asserted.

As a result, the default amount in the operation area of the DHBVN had reached a whopping Rs 1,700 crore, which became a major cause of concern for the authorities concerned.

Under the new regime, the newly designated village managers are being made responsible for revenue realisation, regularisation of “kundi” connections, reporting meter-tampering, recovery of power dues from consumers and maintenance of LT lines.

DC assures traders on sewerage problem

The state government has approved the proposed scheme for flood control management sent by the district administration and Rs 110 crore will be spent on it.

Addressing a meeting of local traders, organised by the Grain Merchant Association, Bhiwani, today deputy commissioner Mohinder Kumar said the administration was well aware of the day-to-day problems being faced by the traders. He assured that all basic amenities would be provided to the traders.

He said an extensive scheme for the drainage of sewerage water had been prepared and with the construction of the Rs 22 crore Bhiwani-Ghaggar drain, the problem would be solved permanently. He said he would personally visit the grain market from time-to-time to monitor the progress of development works.

Sewerage problem would soon be solved besides strengthening the sanitation system in the mandi and a water cooler would be installed for drinking water alongwith repairing the street lights. When traders complained about stray animals and monkeys, he assured of constructing boundary wall and gates. SDM Yogesh Chander Bhardwaj and municipal council chairman N.L. Chawla also spoke.

3 get 5-year jail

District and sessions judge, Lachhman Sharma today sentenced three persons to five-year rigorous imprisonment each for a murderous attack on a couple.

The three have to pay a fine of Rs 5,000 each. Baldev Singh of Pilchhian had lodged an FIR alleging accused Mangal Singh, Nirmal Singh and Gurjant Singh, had attacked his brother and sister-in-law on March 11, 2001. — OC

The district police has arrested Joginder Singh, alias Jassi, a resident of Hansdehar village in Jind district, who was declared a proclaimed offender in a poppy husk smuggling case. The accused was also wanted for his alleged involvement in a robbery case. One pistol along with a live cartridge was recovered from his possession.

The SSP said yesterday that Joginder along with his two accomplices had looted one motorcyclist Raj Kumar near Sirta village at a pistol point on May 21, 2006. His accomplices Munshi, alias Bachi, alias Raju Harijan, and Gurtej, alias Teji of Patran, were arrested and the stolen motorcycle recovered from their possession. Joginder was arrested when he along with Pala Ram of Handsar were trying to smuggle 224 kg of poppy husk. He was remanded in police custody for four days.

In this case Joginder and Pala were awarded 10 years’ imprisonment and fined Rs 1 lakh each. However, Joginder was released on parole but did not return and was later declared the proclaimed offender in the case, the SSP added.

Farmer killed in clash

Harjinder Singh was killed in a clash between farmers from Haryana and UP over a piece of land near Gumthala village here today. Another farmer sustained bullet injuries and his condition is said to be serious.

No arrest has been made so far. There is tension in the area and adequate police force has been deputed, said police sources. The piece of land is adjoining the Yamuna.

The sources said Harjinder Singh of Gauripur Sahabad village died of a bullet injury while Lakhbir of Gumthala sustained serious injuries. Baldev of Gumthala village with help of others was ploughing the field when the incident took place.

In the meantime Bhagat and Lokendra, both farmers and resident of Fatehpur village of Saharanpur district, reached there along with a others and allegedly attacked them.

The sources said the miscreants left behind two rifles, a country-made pistol and several sharp-edged farm implements.

The police has launched a hunt for the miscreants.

14 elected unopposed

While the lone candidate from Naraingarh and 13 members of the Zila Parishad were unanimously elected unopposed, the election took place for three seats each of MC, Ambala City and MC, Ambala Sadar.

The Zila Parishad members who were elected unopposed include Brahmpal Rana, Surendra Kumar, Baldev Singh, Naib Singh Saini, Jasbir Singh, Balkar Singh, Kanta Rani, Paramjeet Kaur, Satya Bharati, Raj Rani, Kiran Bala, Krishna and Balwinder Punia. Baikunth Nath was elected unopposed from Naraingarh.

The election was held for seat numbers 14, 15 and 16 for MC Ambala City. Rupan Guglani won from seat number 14 by securing 25 votes while Kripal Singh got four votes. Daljeet Singh Goga won from seat number 15 while Pawan Kumar Dimpy was the winner from seat number 16.

From MC Ambala Sadar, Bhupesh Sharma, Gagan Dang and Vikas Bhateja were the winners.

No interviews despite letters

A section of candidates, who had applied for the post of shift attendant in the power department, protested against the computer eligibility norms during the Haryana Staff Selection Commission (HSSC) interviews here today.

The candidates claimed that they were not being allowed to take the interview albeit they had interview letters. However, HSSC member Ashok Jain said candidates who were fulfilling the eligibility criteria set by the department were being interviewed.

A number of candidates from different districts of Haryana had come to attend the interview being held at PWD Rest House, Ambala Cantt. At the time of arrival, they had to undertake scrutiny of their documents and it was found that some of the candidates did not have the necessary computer certification from a government recognised institute.

The candidates who lacked proper documentation were not allowed to appear for the interview. Protesting the move, these candidates demanded that they should be allowed to take the interview since they held valid interview letters. They said they had come from far-off places and the denial amounted to harassment. They further stated that they should have been given prior intimation about the computer eligibility requirement.

Ashok Jain, who was taking the interviews, said eligibility criteria was set by the department for this post and the commission was a medium for carrying out the selection.

He explained that all advertisements of the commission clearly stated that in case any candidate had any doubt, the candidate could seek clarification from the commission. He said the interview letters were issued with the understanding that the candidates had carefully gone through the advertisement and would meet the necessary requirements.

Ashok Jain said he had advised the candidates to go to the commission office at Panchkula and explain their problem there. "We are a candidate-friendly commission and the actions taken by us are in line to ensure that the candidates do not face any inconvenience," he stressed.

Former Ambala Cantt MLA Anil Vij today alleged that he was facing a threat to his life from advocate Ajay Jain. Jain levelled similar counter-allegation against Vij.

Vij today submitted an application with the Ambala Sadar police station claiming that Ajay Jain had threatened him with dire consequences. He claimed that the incident took place this morning.

Later in the afternoon, Jain along with K.D. Sharma, Kamlesh Gupta, Kripal Arora and Hira Lal Yadav held a press conference. They demanded action against Vij for alleged threats to Jain. — TNS

Ex-principal run over by train

Ambala, March 7
A former principal of the Radha Lal Geeta Vidya Mandir was run over by a train near the Ambala City railway station this noon.

It could not be ascertained whether she committed suicide or it happened accidentally.

The deceased, Rajni Devi, had been working as teacher at the school for the last 11 years and recently, she had been promoted to principal.

The school management said she submitted her resignation on March 1 due to family circumstances.

The school management organised a condolence meeting to pay tributes to her and declared a two-day holiday in the school.
