PIL seeks steps to control pollution in rivers
Maneesh Chhibber

Chandigarh, January 25
A public-interest litigation (PIL), seeking directions to the governments of Punjab and Haryana and their various departments to take steps to preserve and protect the rivers flowing through the two states from pollution, especially industrial and housing waste, came up for preliminary hearing today.

The petitioners, Ambala-resident Parmanand and another, have referred to news reports carried by The Tribune regarding pollution in the Markanda river and also cited reports prepared by the Punjab Pollution Control Board to highlight the severity of the problem.

Saying that natural resources such as rivers were being exploited for commercial gains by the government agencies, who have been permitting construction activity on the river banks as well as facilitating excavation of river beds, the petitioners have prayed for directions for submission of relevant data about such activities.

They have also sought details of construction activity by private builders and colonisers allowed by the governments after brushing aside proposed projects launched for public benefit.

They have also prayed for declaration of area on either side of the rivers as safe area.

The petitioners have also sought an end to discharge of untreated effluents, mainly by the industries and the municipalities, into the rivers that flow through the two states.

The PIL highlights the extent of pollutions in Sutlej, Yamuna, Ganga, Markanda, Ghaggar, Tangri.

Highlighting the alarming situation that has been created due to high level of pollution of waters in the rivers, the petitioners have stated that as per a study conducted by Punjab State Council for Science and Technology last year, even the ground water in the states had become contaminated due to the disposal of waste into the Sutlej.

In neighbouring Haryana, it has been pointed out that industries located at Yamunanagar, Panipat, were dumping their waste containing harmful chemicals into the Yamuna.

The PIL prays that steps be ordered to be taken to check disposal of industrial and residential waste that is harmful to aquatic beings.

Today, the Division Bench comprising Chief Justice Mr Justice Vijender Kumar Jain and Mr Justice Rajive Bhalla issued notice of motion for March 5 to the Union Government, the governments of Punjab and Haryana and the Pollution Control Boards of these two states.

Hooda takes potshots at Bhajan
Tribune News Service

Chandigarh, January 25
The Haryana Chief Minister, Mr Bhupinder Singh Hooda, today ridiculed the claim of the former Chief Minister, Mr Bhajan Lal, that he would open his cards after a couple of months.

Mr Bhajan Lal and his MP son, Mr Kuldeep Bishnoi, are known critics of Mr Hooda within the Congress. Recently, Mr Bhajan Lal told newsmen in Sirsa district that he would open his cards a couple of months later. He was asked if he would quit the party in which he had been marginalised.

Talking to newsmen after a meeting of the Haryana Congress Committee called to make preparations for the proposed Sirsa rally to mark the completion of two years of the party's government in the state, Mr Hooda, who did not name Mr Bhajan Lal, said the big question was if these leaders had any cards to open. "Their cards have been so badly worn out that they themselves cannot make out what cards they are holding," Mr Hooda remarked.

So far, Mr Hooda had been avoiding taking potshots at Mr Bhajan Lal or his son. But today the Chief Minister seemed to be in a mood to dare the veteran leader, who once claimed that he held the degree of Phd in politics.

When asked if Mr Bhajan Lal would participate in the rally, Mr Hooda said all "true" Congressmen would participate, adding that "there are certain persons who have the Congress within themselves, and there are certain persons who are just within the Congress.

Auditorium project hangs fire
Rahul Das
Tribune News Service

Ambala, January 25
The ambitious Guru Gobind Singh auditorium project, which was to be constructed in Ambala Cantt, seems to be in doldrums. No headway has been made towards construction of the multi-purpose hall. The auditorium was proposed to be constructed on Municipal Council land adjoining the fire brigade office on the Jagadhari road.

Though the foundation stone was laid by the then Chief Minister Om Prakash Chautala, construction is yet to be started for the auditorium. The multi-purpose hall of the auditorium was meant for social, religious and welfare causes.

Guru Gobind Singh Welfare Society president B.S. Bindra lamented the fact that the auditorium has not been constructed despite the repeated assurances from the government.

He said the Sikh community was upset with the inordinate delay in the construction. "We fail to understand as to why the construction has not been done at the site," he said. Mr Bindra demanded that the work on the auditorium must be started at the earliest. "If there is further delay in the project, then we will have to consider other options for ensuring that the project is completed," he said.

Executive Officer of the Municipal Council K.K. Jain said as yet no final decision had been taken about the council land. "About two years back, there had been a change of proposal and a shopping complex was being considered at the site," he said.
