Rs 73-cr fish-farming proposal sent to Centre
Sirsa, January 18 This was disclosed by the Financial Commissioner-cum-Principal Secretary of the Fisheries Department, Mr Sameer Mathur, after a meeting with district officials here yesterday. Mr Mathur pointed out that the growth rate of fish production in the state was 9.4 per cent, which was much higher than the national growth rate of 6 per cent. He said due to the facilities provided by the Haryana Government, fish farming was becoming a profitable enterprise in the state. He maintained that in view of the substantial contribution of Haryana to the North Indian fish market, the state government had decided to set up fish markets in Gurgaon and Bahadurgarh at a cost of Rs 1 crore. “Haryana-brand fish will be marketed through these marketplaces so that to enhance the demand for the fish produced in the state at national level,” he stated. In response to a query, Mr Mathur said Haryana was the second-highest fish-producing state in the country and added that all-out efforts were being made to further increase fish production. He observed that a work plan had been prepared to utilise the waterlogged land of the state for fish farming. Of the 10,000 hectares of waterlogged land in the state, fish farming would be started on 2,500 hectares in the first phase. Moreover, the number of ponds in the state villages was also being increased. For instance, in Sirsa district alone, more than 80 ponds had been dug under the Rashtriya Sam Vikas Yojana and the National Rural Job Guarantee Scheme. The state official revealed that a hatchery of decorative fish was being set up at Saidpura in Karnal district, where 21 fish varieties would be developed. These fish would then be sent to fish plants and aqua plants established all over the
state. On the other hand, a model fish farm was being set up at Ottu village in the district, of which more than half the work had already been completed. Voluntary organisations and self-help groups would also be roped in for promoting fish farming, Mr Mathur maintained. |
Panchayat brokers compromise in death due to negligence case
Jhajjar, January 18 The five policemen had little choice after the report of the SDM held them guilty of killing a ‘wrong’ person in a search for the robbers who had looted a Post Office in Bahadurgah. In their bid to get out of the controversy, they reportedly reached a compromise with the family of the victim through a social panchayat held at Dulhera village yesterday. The cops opted to send their representatives in the guise of panchayat members. The panchayat pradhans of Bohar 8 (conglomerate of eight villages) and Ismaila 14 — Ranbir Singh and Azad Singh — offered for a compromise. After deliberations for five hours, the panchayat representatives of both the sides agreed on the terms. Under the agreement, five cops would give Rs 23 lakh to victim’s family besides donating Rs 51,000 by each of the policemen to gaushalas in Jhajjar and Mandothi. The guilty cops will also repent for their misdeed by seeking pardon in the panchayat scheduled to be held tomorrow. The police officials involved in this case include a DSP, three SHOs and a constable. Some of these policemen hail from the villages, which from part of the conglomerate and claimed to be the representatives of the cops. The panchayat held the cops had erred in killing the youth and they would beg pardon for their ‘misdeed’ from the victim’s family. Mr Umed Singh, who spearheaded villagers protest against the killing and was also part of the panchayat on behalf of victim’s family, said the father of the deceased had agreed to withdraw his complaint after the fulfilment of the conditions of the agreement. The victim’s father will also construct a room in the government girls school in the village. Highly placed police sources also confirmed about the compromise and the guilty policemen had indeed agreed on the stated terms. |
Dr K.D. Sharma resigns from BJP
Ambala, January 18 Dr Sharma said he has resigned as he was being ignored by the present leadership. "We have worked hard for the party since several years, but now I am being completely ignored," he said. He observed that the party is suffering from a deep-rooted malaise which has led to the decline of the party in Haryana. "There is dissatisfaction among the BJP activists," he added. Dr K.D. Sharma had twice contested the Assembly elections from Ambala Cantt on a BJP ticket: first in 1996 and the second time in 2000. He lost both times. In the last Assembly elections in 2005, he was denied the party ticket and Mr Ravi Sehgal contested on the BJP ticket from Ambala Cantt. Although Dr Sharma was reluctant to reveal his future course of political action, there is a strong possibility that he may join the Indian National Lok Dal. As a matter of fact, Dr Sharma had recently interacted with INLD supremo, Mr Om Prakash Chautala. Ever since, the possibility of his quitting from the BJP had arisen. The local BJP leadership claimed that they are unperturbed Dr Sharma’s departure. They say the party is stronger than any individual and Dr Sharma's exit will not hamper the future prospects of the party in Ambala. However, past political developments have shown that the BJP has been adversely affected by the departure of its leaders. The most notable exit had been of Mr Anil Vij in the 1990s. When Mr Vij was denied the party ticket, he raised a banner of revolt and contested the Ambala Cantt Assembly elections as an independent candidate. He had won the election. Since then, Mr Anil Vij has enjoyed considerable clout over the Ambala Cantt seat which he has won thrice. In the last Assembly election, he lost to Congress candidate, Mr Devender Bansal, by a narrow margin. |

DHBVN shifts 1 lakh meters outside complexes
Bhiwani, January 18 A spokesman of the nigam said today that the increase in load would be ignored on feeders on which the work of transferring the meters outside the residential complexes was in progress and cases of unauthorised increase in load and electricity theft would not be registered. It had also been decided to install the meters of the new consumers outside the complexes. The meters of the industrial units had already been shifted. He said the work of shifting was being carried out in a phased manner. It had been launched in posh colonies in urban areas and colonies of the nigam and government. In the second phase meters in other areas of the cities and rural areas were being shifted. Feeders were being selected and the work was being carried out within a stipulated time period. He further clarified that during the fixed time limit, if there was any tampering with the meter or the seal was found broken or the terminal block of the meter found burnt, no case of theft would be registered against the consumer. Under the campaign phases-I and III
elelctro-mechanical meters had also been included. Electro-mechanical meters that were in operational condition would be replaced with electronic meters. The cost of replacing such meters would be borne by the nigam. He further said the inconvenience caused to the consumers at the time of meter reading and checking would be taken care of. Moreover, other problems of incorrect billing, incorrect reading, etc. would also be solved, he added. |

Gurgaon resident wins Rs 1 lakh Panchkula, January 18 In a draw of coupons held through computer, the first prize of Rs. 1 lakh has gone to coupon no. 2089020 of district Gurgaon and the second two prizes of Rs. 50,000 each have been won by coupon no. 3903441 of district Rohtak and coupon no. 1610527 of district Faridabad. Similarly, third four prizes of 25,000 each went to coupon no. 2474224 of district Hisar, coupon no. 3560848 of district Panipat, coupon no. 1841153 of district Faridabad and coupon no. 3571579 of district Panipat. Ten prizes of Rs. 20,000 each, 50 prizes of Rs. 10,000 each, 100 prizes of Rs. 5,000 each, 500 prizes of Rs. 1000 each and 12,000 prizes of Rs. 500 each were also drawn in the function. Change mode of payment of salaries: Teachers
Karnal, January 18 Dr Rajbir
Parashar, general secretary of HCTA, said due to the present system the salaries of over 4000 teachers had been delayed by over a month. Under the current method, the state government forwarded grant-in-aid to the HEC and then it was sent to various colleges of the state. Lamenting the ongoing procedure, the HCTA leader said it had failed as it delayed the disbursement of salaries from one month to three months. The government was giving 95 per cent of the salaries regularly, but the distribution was generally late, he said. Suggesting the
procedure, he said the salaries of the teachers should be sent directly to the treasuries and the college managements might be asked to deposit their share of 5 per cent to the government in advance. It would lessen the burden on various departments, he added. Dr U. V. Singh, HCT
president, also advocated the need for medical security to the government-aided colleges. He said the government should pay attention towards the teaching
fraternity. He said over the years the state authorities had ignored the need to provide medical security to them. |

Vend allotment through draw of lots to stay Chandigarh, January 18 The policy was introduced last year at the behest of the Chief Minister, Mr Bhupinder Singh Hooda, because he felt that the allotment of vends through draw of lots would make not only the state's policy transparent but also break the monopoly of the cartels which had rendered small liquor contractors unemployed. The new policy had also eliminated the element of political corruption because big contractors used to pay hefty amounts to the political leadership of the state to help them at the auction. Though Mr Hooda, who took over as the Chief Minister in the first week of March, 2005, had to continue with the policy of auctioning liquor vends that year because of the paucity of time, he succeeded in breaking the monopoly of the selected few to a certain extent. Since he insisted that the auctions should be transparent, the state revenue took a quantum jump of 17 per cent against the 10 per cent increase in the excise revenue recorded during the entire five-year term of the INLD government. Next year he introduced allotment through draw of lots. This enabled several unemployed youth also to join the trade as many of them joined hands to apply for the vends. About 50 per cent of the players in the liquor business were new faces. The state's revenue did not suffer and consumers got their drink at rates much lower than those prevalent in previous years, thanks to the new policy. The excise policy for 2007-08 is expected to be approved by the Cabinet tomorrow. |

State to double milk production
Jhajjar, January 18 These resource persons would work on commission basis. They would be able to earn Rs 2,000 to 4,000O for supplying 200 liters of milk in a month. While, women resource persons would get 10 paise per liter extra commission, the Chief Minister said. He also decided to cut the ‘gaushalas’ power tariff from the existing Rs 3 per unit to Rs 2 per unit. Besides, a veterinary surgeon and a VLDA would be appointed in cowsheds having more than 2,000 cows. A sum of Rs 30 crore would be spent on the construction and commissioning of veterinary hospitals in the state during next financial year. The state government has introduced the Pashudhan Bima Yojna for buffalo owners. The buffalo owner and the state government would share insurance amount in 25:75 ratio. The Assembly Speaker, Dr Raghubir Singh Kadian, the Central Cattle Welfare Board’s chairman, Dr R.M. Kharab, the Animal Husbandry and Dairy Department’s Director General, Dr K.S. Dangi, also addressed the gathering. |
Shopkeepers protest cop’s misbehaviour
Ambala, January 18 The shopkeepers alleged that a Assistant Sub-Inspector had misbehaved with them. They demanded that stern action should be taken against him and he should be transferred. The demonstrators blocked Guru Nanak Marg. They were joined by Vikas Parishad chief Anil Vij. Ambala Cantt MLA Devender Bansal met the demonstrators and assured them that their grievances would be looked into. The shopkeepers said that on earlier occasions too, the police personnel had misbehaved with them. Later, the shopkeepers said that Kabari Bazaar will remain closed tomorrow and a major demonstration will be held at Sadar Bazaar chowk. They have also asked shopkeepers from other markets to support them. Incidentally, the police has undertaken a sustained drive against temporary encroachments. The drive has led to a considerable improvement in the traffic scenario. The drive has been welcomed by motorists who no longer face any difficulty in traversing through the Sadar Bazaar area. |

MBA student’s body found in tank
Hisar, January 18 Subdivisional Magistrate Ashima Garg and other district and police officials were present when the body was fished out of the tank. Earlier today, a number of students of the Guru Jambheshwar University of Science and Technology, where Jonesh was a student of MBA, blocked traffic to protest against the inability of the police in tracing Jonesh. Several shopkeepers of Gandhi Chowk kept their shops closed. Jonesh and a local school student, Neeraj, had gone missing from their homes a few days ago. Neeraj's Scooty and Jonesh's motor cycle were found parked near the tank. While the body of Neeraj was found floating in the tank the next day, Jonesh had been missing since
then. |
Widow, adopted son murdered
Karnal, January 18 The police which recovered the bodies this evening suspected the role of the in-laws of Pritam Kaur in the
crime. Sources said the two seemed to have been stabbed to death. The SP, Mr Sibash Kaviraj, said a property dispute in which the in-laws of the victim were allegedly involved was clearly the motive behind the
crime. The widow had sold land in Baalu village in the district and was scheduled to get a token amount as an advance from a party this
morning. Preliminary investigations showed that the in-laws allegedly killed the two and fled in their car which was later found from a canal near
Tarauri. The suspects were missing from their house, added the
SP. Incidentally, villagers spotted the car yesterday. While searching for its owners, the police reached the scene of the
crime. A case had been registered, the SP said. |

4 get life term for kidnapping
Yamunanagar, January 18 The Additional District and Sessions Judge, Mr Darshan Singh, sentenced Rajesh Kumar, Hasim, Shahazad, all residents of Kheizrabad, and Shiv Kumar of Kishanpura village to life imprisonment under section 364-A of the IPC. The judge also imposed a fine of Rs 5,000 each on them. In case of default in the payment of fine they would have to undergo imprisonment of another six months. The four accused were also found guilty under sections 384 and 34 of the IPC and sentenced to three years imprisonment and a fine Rs 3,000 each was imposed on them. Rajesh and Shahazad were found guilty under the Arms Act. Varun and Abhishek, who were living in a hostel of a college at Damla, had asked for a lift in the car of the accused on April 29, 2005. They later kidnapped them. The boys’ parents were asked to give Rs 20 lakh as ransom. |
Two kids crushed to death
Yamunanagar, January 18 Aashu (15) of class XI of Mukand Lal National School here was crushed to death by a truck at around 1.15 p.m. She was returning home on a bicycle when the accident took place. A wheel of the truck crushed her head. In the second accident, Mukul (7), a KG student of Vidyawati Memorial Public School, was crushed to death by a truck when he was crossing the road. |

Rohtak, January 18 The deceased have been identified as Rajbir, Pawan, Azad and Sandeep. The injured were Krishan, Sandip Singh, Narender and Shiv. The last two were riding in the jeep. All the deceased were autorickshaw drivers and were on their way home from here. |
