PGIMS admission case: SC raps Haryana Govt

The Supreme Court has come down heavily on the Haryana Government for not filing an affidavit in a case of “back door” admission to the MBBS/BDS courses in the Postgraduate Institute of Medical Sciences (PGIMS), Rohtak, in 2004, ignoring the merit list and such illegality being admitted by the authorities.

The result of non-filing of the affidavit was that it took over two years to decide the case of Vikram Dhillon, who had to opt for BDS course in a private dental college at Mullana, affiliated to Kurukshetra University, by paying a much higher fees while a girl student, Anusha Singh, 19 rank below him in the merit list was given admission by the PGIMS, the court said.

Since a long time was consumed in the state by not fulfilling the procedural formalities, the court was not in a position to give any relief to Dhillon as both he and Anusha’s academic career had progressed to third year of their study and any adverse order would have disturbed both of them.

The case of Dhillon was that he had secured 423 rank in the merit list in the entrance test, while Anusha was placed at 442. While Dhillon was refused admission, she was admitted to the BDS course by the PGIMS.

“It was the case of the state as reflected in the (interim) order of November 16, 2005, passed by this court that illegal admission was granted by the respondent 9 (the then PGIMS Director Maj-Gen Virendera Singh (retd). In the circumstances, it would have been appropriate if the state had filed an affidavit placing necessary facts,” said the judgement, passed on January 10 by a Bench, headed by the then Chief Justice Y.K. Sabharwal with Mr Justice C.K. Thakker and Mr Justice R.V. Raveendran. The order was made available to the media only yesterday.

“It is the duty of the state government to see not only that the officers’ act is consonance with the law but also to ensure that no injustice has been done to meritorious students…unfortunately the government has not properly assisted the court by placing the relevant facts as are expected to be placed by a public authority,” it said.

The court said in the absence of any response by the government, it could also not order payment of compensation to Dhillon. He had claimed Rs 5 lakh as damages and Rs 50,000 as litigation cost from the state and the PGIMS. But said it was open for him to take “appropriate proceedings” before appropriate authority as per the law for claiming the compensation.

The court gave sufficient leverage to such authority to pass an order on Dhillon’s damage claim, if filed by him stating, “As and when such eventuality arises, the appropriate authority will pass an appropriate order in accordance with the law.”

Though the government had sacked Maj-Gen Virendera Singh for various irregularities, the court said neither the state, nor the PGIMS, nor Maharishi Dayanand University to which the institute is affiliated, had “seriously disputed the allegation about the back door admission having been granted to Anusha Singh”.

Haryana gets Rs 1.50 cr for CRAPTC

The Central Government has provided Rs 1.50 crore to the Government of Haryana for promoting bio-diesel mission through the Centre for Research and Application in Plant Tissue Culture (CRAPTC) besides micro-propagation of elite germ plasm of bamboo variety and patent information centre projects.

Haryana Deputy Chief Minister Chander Mohan said here today that CRAPTC developed technology for commercial multiplication of sugarcane, safed musli, guava and eucalyptus by using tissue culture techniques besides it had also started production of vermi-compost and vermi-wash.

Chander Mohan said CRAPTC had disbursed five lakh plants of sugarcane, jatropha and safed musli to the farmers and government agencies during past two years.

He said keeping in view the increase in demand of various plant species, the government had decided to expand the scope of work of CRAPTC by providing more facilities and expansion in building of the centre.

He said CRAPTC was also providing training to the farmers and students for educating them with a view to popularise the tissue culture techniques so that these techniques could be adopted for better productivity and quality. He said CRAPTC would also develop DNA testing facility for testing of the quality of hybrid seeds and testing transgenic material.

He said to impart training through CRAPTC, Rs 7,500 per month would be charged from the employees of non-governmental organisations whereas a sum of Rs 5,000 per month would be charged from the government and semi-government and university employees. — PTI

BJP to rally against state govt, Centre

The BJP would stage demonstrations across the state from January 29 to 31 to protest against the failures of the state Congress Government and the Central UPA Government, state BJP vice-president Ratan Lal Kataria said here today.

Kataria, who was here to mobilise party workers for the demonstrations, said the protests also aimed at projecting the BJP as an alternative in the state.

The BJP leader also criticised the liquor policy announced yesterday. “The government wants to provide cheaper liquor to Bacchus lovers, but what about the common man who grapples to make ends meet?” he questioned.

Talking to mediapersons, he said activists would demonstrate at all 165 rural and urban divisions of the party. Before the protests, names of five district presidents -- Panipat (urban), Faridabad, Ambala, Rohtak (rural) and Hisar -- would be announced, said Kataria.

Divulging the party’s strategy for returning to power in the state, Kataria said it would focus on the rural vote bank and approach the public in villages. “The masses are disappointed in the Congress though they had helped it win by defeating INLD in the last election. Now the BJP would present itself as a worthy alternative,” said Kataria.

Alleging irregularities in setting up of SEZs in the country, the BJP leader said there were 400 SEZs in the world while 407 were proposed in India! “I can’t help but suspect the intentions of the UPA government. BJP is not against SEZs, but procedural irregularities must be probed and checked,” he said.

Man posing as Red Cross magician held

The district police has now tightened its noose around an impostor, Naresh Kumar Saini of Mahendergarh district, who was nabbed by staff of S. D. High School, Khori, 10 km from here, and then produced before the Deputy Commissioner- Cum- Chairman of the District Red Cross Society, Mr Chander Prakash, here yesterday.

When credentials of Naresh Saini, who posed as a magician authorised by the Red Cross, were found to be doubtful by the Headmaster of the school, Mr Jawahar Lal Duhan, he fled to an adjoining field from where he was nabbed by the school staff.

Subsequently, he was produced before the Deputy Commissioner who handed him over to the DSP, Mr Balwan Singh Rana, for a thorough probe into the matter.

When the DSP scrutinized the authority letter and the receipt book of subscriptions’ collection, purported to have been issued by the Deputy Commissioner-cum-Chairman of the District Red Cross Society, these were found to be fake and forged. During interrogation Naresh revealed that he along with other members of his squad, had been giving magic shows, as authorized magician of the District Red Cross, in schools of Rewari, Mahendergarh and other districts of the state on payment basis for quit a long time.

The Khol police, which has registered a case of cheating and forgery, today produced the accused, Naresh Saini, in the court of the Chief Judicial Magistrate who remanded him in police custody till January 25.

Meanwhile, Mr Ved Prakash Godara, ASP said the case had wider ramifications and could shortly lead to more arrests of the members of this notorious squad.

Cops take out rally against drugs

Fatehabad, January 20
An awareness rally was organised by the district police today against use of drugs.

The participants, including police personnel, businessman, students, farmers and government servants, riding on motorcycles began their march from Rattia town and passed through Bahmanwala, Nangal, Baliala, Kalotha, Sardarewala, Ladhuwas, Pilchhian, Memadki, Khai, Rattangarh and Boda villages before terminating the rally at Rattia.

The participants were led by district police chief Saurabh Singh. The SP, Sirsa, Mr Vikas Arora, was the chief guest.

Several social organisations like the Bharat Vikas Parishad, Loins Club, Beopar Mandal and JCI had joined hands with the district police for the success of the same.

A large number of addicts on the occasion vowed not to take drugs.

The police also managed to nab some drug traffickers, besides recovering large quantities of contraband through information it got during the rally.

Talking to mediapersons here today, Dr Saibal Mukhopadhya and Dr Jamal Yusuf, both Assistant Professors in the Cardiology Department of GB Pant Hospital, Delhi, and attached to Maulana Azad Medical College, Delhi, said had yoga been so beneficial, Europeans and Americans would not have been spending millions on research on allopathic medicines.

The doctors, who had come to the local Bansal Hospital and Heart Care Centre for a medical camp, said yoga like any other exercise was beneficial for one’s well being, but the claims that it could cure any disease was a misconception.

Hooda mourns Sumitra’s death

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, has expressed grief over the demise of the Rajya Sabha member from Haryana, Ms Sumitra Mahajan, in Delhi last night. In a condolence message issued here today, the Chief Minister described her as a great social worker, who was associated with several religious and social organisations. He also conveyed his sympathies to the members of the bereaved family. The Deputy Chief Minister, Mr Chander Mohan, also mourned the death of Ms Mahajan and conveyed his sympathies to the bereaved family.
