New Delhi, December 12 This year, till November, 60 persons were killed by DTC buses while 135 had been injured, Minister of State for Home Affairs S. Reghupathy said in a written reply. According to the statistics of the Delhi Traffic Police, the minister said in 2003, 2004 and 2005, the number of people killed by DTC buses was 40, 57, and 64, respectively. The number of persons injured during the three years beginning 2003 was 94, 160 and 154, respectively. Department action was taken against the erring drivers while their driving licences were either suspended or cancelled depending on the gravity of the offence, he said. Detailing the steps being taken to curb the accidents, while quoting the information given by the Government of NCT of Delhi, the minister said all transport vehicles were subjected to regular checks of obtaining fitness certificate as per the provision of Section 56 of the Motor Vehicles Act, 1988. "At the time of grant/renewal of certificate of fitness to transport vehicles which operate on inter-state permits, it is ensured that they are fitted with speed control devices conforming to AIS:018 standard," he said. About the action taken against vehicles plying without speed control devices, Mr Reghupathy said, "The enforcement wing of the Delhi Transport Department takes appropriate action, which includes impounding of such vehicles and suspension or cancellation of their permits." Body scanning checkpoint at airport A body scanning checkpoint system has been installed for trial at the domestic terminal of the airport here. Disclosing this in the Rajya Sabha today, Minister of State for Civil Aviation Praful Patel said the manufacturing company had claimed the privacy of individuals would not be affected during the checks. He said the system had the capacity to detect metal, ceramic, plastic and wood. The equipment was not operational at present and the question of subjecting passengers to body scanning would arise only after the satisfactory conduct of trials. |

DDA to develop 1,000 marriage halls: Minister New Delhi, December 12 Following the restrictions on banquet halls and use of farm houses in the Capital, the local residents now find it difficult to book venues for organising any function or marriage. According to Dr Walia, he has written in the letter that, "If the issue is not addressed immediately, the situation would aggravate further. The people will be forced to organise their marriage functions outside Delhi or postpone marriages with a hope to arrange suitable site in Delhi." He said that many of the marriages and other social functions were now being held in the neighbouring areas of UP and Haryana. He said that he had requested the DDA to take steps to sort out the problem. He has underlined the need of people and has requested the civic body to identify and develop suitable sites across Delhi. He also appealed for developing at least 15 such sites in each assembly constituency. |

Corruption rules roost in building dept, allege BJP leaders New Delhi, December 12 Plot owners did not get their building plan sanctioned until they greased the palms of senior officers of the building department. The building plans were sanctioned only after self-interests were fulfilled, the BJP leaders alleged. Mr Arya alleged building plans for plots measuring 400 square metres, industries, commercial complexes, schools, community halls, farmhouses, motels and group housing societies were being sanctioned at the headquarters of the building department. A building plan committee had been constituted under the chairmanship of Additional Commissioner (Engineering) for sanctioning of building plans. He put a question mark on the working of the committee. Mr Vijender Gupta said owners of plots having an area of 50, 100 or 150 square metres applied for additional construction in the zonal offices. Immediately, site inspection was carried out and the plan was rejected owing to various conditions, like removal of shed, wall, window etc. On the contrary, at the headquarters, the building plans belonging to various factories, motels, malls and plots having an area of more than 400 square metre were passed without imposing any condition. Giving an example, Mr Gupta disclosed recently the building plan of two motels to be constructed at Samalkha village were passed without any conditions. During the last few years, hundreds of building plans were sanctioned without following proper norms and conditions, which also put a question mark on the working of the building plan committee. The BJP leaders demanded the CBI should investigate all applications received for building plan that had been sanctioned or rejected. The officers found guilty should be punished. |

In Faridabad, even cabs sport beacon lights Faridabad, December 12 Traffic police have also failed to implement the rules. Several deaths have been reported in the recent past leading to violent protests and traffic blockades. Villagers in large number blocked traffic on National Highway number two passing through the district on Sunday last for over two hours when two teenaged boys were run over by a speeding dumper truck. The same day, local people torched the police jeep after a similar incident near Tigaon village. On an average, rash driving and traffic violations on the Highway in the district leads to death and injury of about 500 persons each year, says a report. According to experts, the inability of the authorities concerned to implement the traffic rules and non-expansion of road and safety infrastructure in the past many years has led to traffic chaos sharply raising the number of accidents. It is claimed that despite the orders of the High Court and subsequent directions passed by the Haryana government, the district administration has 'failed' to implement many of the provisions of the traffic rules in an efficient manner. On the misuse of beacon lights, officials admit that many government officers in the district still travel in their vehicles using beacon light, though as per a government notification, only selected officers are authorised to use this facility. "Certain unauthorised officers and kin of influential persons and politicians, continue to misuse beacon lights. There are even reports of use of beacon lights by taxi drivers," a traffic police officer claimed. During marriage season, many taxi operators provide cars having beacon light and hooters to the family of groom in both rural and urban areas at an extra charge, a local resident claimed. He added that at some busy traffic points in the city, traffic police were not seen even during peak hours and due to this traffic violations normally went unpunished. While a proposal has reportedly been submitted with the government to implement traffic rules in the cities of Faridabad and Gurgaon on pattern of Chandigarh or Delhi, a move was yet to be made in this direction. The proposal includes the introduction of on-the-spot challan system and creation of a separate traffic department under the supervision of an official of the rank of SP. |

Noida Authority to sell 275 shops Noida, December 12 The authority has come up with a scheme to sell 275 built up shops in five important sectors of
Noida. A reserved price ranging from Rs 55,000 to Rs 1.03 lakh per sq mt has been fixed for these shops. Tenders for the scheme can be deposited at Indira Gandhi Auditorium in sector 6 on December 27, officials say. The Noida Authority has brought this scheme for the already built up shops, lying vacant in different sectors. All the 275 shops will be allotted through tenders. There are 180 shops available in Shramak Kunj of sectors 66, 122 and 110. The price range for which has been fixed between to Rs 55,000 to 65,000 per sq
mt. The reserved price for 95 shops of same area in Ganga shopping
centre, sector 29 and B Block of sector 23 has been fixed between Rs 80,000 and Rs 1.03 lakh per sq
mt. The shops built on between 15 to 20 sq mt areas will be allotted after an auction to the highest bidders. The scheme, starting from December 13 will conclude on December 27. |
25 properties sealed in DLF Phase I Gurgaon, December 12 In today's operation, six clinics, nine offices of consultancy services and realtors, one information technology office, two guest houses, a restaurant, a school, two showrooms, a shop of Kazaria Tiles and a Maruti Service station were sealed. According to the department officials, the drive had no connections with the Punjab and Haryana High Court's verdict in a case in which it had directed to cut off water and sewer connection of the residential houses doing commercial activities. It further said that the departmental drive was carried out even before the court issued the directive. |

SC allows de-sealing of school New Delhi, December 12 Vanasthali Senior Secondary School, which was operating from DDA land for the past several years, was sealed on November 30 despite a high court order in favour of the school management. The MCD action came after the Supreme Court monitoring panel asked the civic body to seal the school, citing an apex court ruling that all establishments on encroached land should be targeted during the drive. |

cheats busted, two held New
Delhi, December 12 One Fateh Chand had lodged a complaint at
the Sarsawati Vihar police station that his son Lalit Sharma had
undergone a course in G.P. Ratings and was looking for a job. After
reading an advertisement in a newspaper, the father-son duo approached
Payal Dhuper. At her office, they were introduced to Virender Kumar
Sharma, who she claimed was an expert on Merchant Navy. They were
induced to join Merchant Navy through their institute after they saw
some relevant photographs and documents that emphasised one could earn
huge money in a short span if one joined the institute. The complainant
alleged that he had to pay a sum of Rs 2.25 lakh for sending his son to
a Dubai-based ship, named 'Anjum'. Subsequently, his son went to Dubai
and was employed at a ship. He reportedly, was shocked to learn that his
experience and professional training were not recognised there.
According to Lalit, neither the ship nor, the working condition was good
as promised by the Delhi-based institute. After two months, he
returned to India. He narrated the story to his parents and they decided
to contact the police. Following a tip off, the accused were
apprehended in Karnal. They confessed to have cheated more than a
hundred such job seekers and had accumulated a sum of Rs 2 crore. The
racketeers advertised in newspapers, promising bright future in Merchant
Navy. Lured by these advertisements, job seekers visited their offices.
They were told that before joining Merchant Navy, some initial training
was required for which they would have to pay some money. The victims
reportedly, paid a hefty sum for the so called training, ranging from Rs
2.25 lakh to 7 lakh, depending upon the kind of jobs and paying capacity
that they wanted. |

Gang of highway killers busted, 2 held Greater Noida, December 12 As per their modus operandi, the gang used to hire a taxi, kill the driver at a lonely place and flee with the vehicle. They would dump driver's body at a different spot and escape with the looted cell phones or other valuables. The arrested criminals have been identified as Prem Kumar and Vikram Singh. On tracing the numbers found in a telephone dairy of one of the victims, the police allegedly apprehended Prem Kumar. During interrogation, he allegedly revealed that one Hayat Singh Negi was the kingpin of the gang. |

snatchers held New Delhi December 12 The accused Rajesh, Ajay and Lal Singh have a history of more than 100 criminal cases including attempt to murder, assault on police party, snatching, etc. A police official claimed that 23 cases of snatching have been worked out with their arrest. 5,500 kids begin smoking every day New Delhi, December 12 The march was flagged off by Delhi Health Minister Yoganand Shastri, from the Patel Chest Institute. The objective of the march is to create a task force of young students who would promote a tobacco free society. The Health Minister took keen interest in the exhibition at Patel Chest Institute and assured the organisers full support of the government in all tobacco cessation activities. The exhibition was inaugurated by the Chief Managing Director of Oriental Bank of Commerce. Speaking on the occasion, Professor Deepak Paintal, Vice Chancellor of Delhi University, advised the student community to refrain from tobacco use for self-improvement. According to statistics quoted by the Foundation, 5,500 adolescents in India start using tobacco everyday. There are already 40 lakh persons under the age of 15 who consume tobacco regularly. A recent survey found that 31 per cent males and 7 per centfemale students in Delhi colleges smoke. |

Woman immolates self in Dadri Noida, December 12 She had returned from her parent's house the same day. Her family members had cremated the body in a hurry. According to the police, no complaint has been lodged in this connection. Rajni alias Rakhi, wife of Kaka, had gone to her maternal parent's house a fortnight back from where she had returned three days ago. The same day, Rajni allegedly poured kerosene oil on her own body and put a match to it. By the time, her family members reached her room and extinguished the flames, Rajni had sustained over 50 per cent burns. She was immediately rushed to a private hospital in Dadri, where doctors referred her to another private hospital in Ghaziabad. Later, Rajni was admitted to a hospital in Delhi where she succumbed to her burn injuries. Her family performed the cremation in New Delhi without informing the police. According to her in-laws, Rajni had a tiff with her father before coming back to her husband's house. |

DU’s
non-teaching staff want promotions
New Delhi, December 12 The letter written by Mr H.D.S. Rawat, general secretary of the DU Karamchari Union states in a previous meeting the VC had assured of the full implementation of the upward movement scheme within a month. However, no progress has been reported in this regard in the past two months and the issue has not yet been discussed with the union either. Rawat added when the union office bearers met in a meeting held on December 7, the VC informed that he would not take up the issue concerning non-teaching staff in the EC scheduled for December 13. Further, the VC took over the current position on the pretext that UGC would effect heavy budget cuts if the EC takes up any scheme without the sanction of the UGC/MHRD. The letter further reads, "the outcome of your discussion is in bad taste as karamcharis are always shown the scare of UGC/MHRD, but when the university created several posts where did the fear of UGC/MHRD vanish. During the past six years DU has made about 50 irregular appointments in the garb of contractual appointments for which approval of the UGC was never obtained." Rawat further added that JNU, AMU, BHU and IGNOU had implemented the upward movement scheme and their budget was not disturbed.

Talking about Smritiyaan, Charanjit Lal, son of tabla wizard Pt Chatur Lal, said, through this festival "we are trying to bridge the gap between Indian classical dance and music and Generation Next." The programme opened with a recital in Rag Bihar by Pandit Majumdar. His performance lasted about an hour. Fog leads to season’s first flights’ delay New Delhi, December 12 According to the Met Office, the runway visibility fell below 100 metres between 6 am and 9 am, adding that all flights took off on time before 6 am but delays started as the day set in. Around a dozen flights were delayed and one Delhi-Amritsar Air Deccan flight was cancelled due to foggy conditions. The city recorded a minimum temperature of 8.7 degrees Celsius, one degree above the normal. The Met Office said night temperatures would plummet further in the next few days. |
