101 tie the nuptial knot

As many as 101 couples belonging to different sections of society tied the nuptial not at a "Tulsi vivah" programme here yesterday. They included 77 Hindus, 20 Muslims, three Sikhs and one Christian.

Ticket clerk booked
Panipat, November 19
A ticket clerk at the railway station here was booked by the Government Railway Police when he allegedly refused to return balance to a passenger after giving him the tickets. The passenger was a former Member of Parliament from Bihar.

Cable stolen, phones dead
Yamunanagar, November 19
Underground telephone cables were allegedly stolen from near Fawara Chowk here on Wednesday night, causing a Rs 8-10 lakh loss to BSNL. As a result, hundreds of telephones in about six colonies have gone dead.

As many as 654 civil, criminal and other cases were disposed of at a Lok Adalat organised by the Haryana Legal Services Authority at the district courts complex in Jagadhri on yesterday.

Indira water supply scheme launched

Haryana is the first state where a unique scheme ‘Indira Gandhi Water Supply’ has been launched to issue free drinking water connection for the Scheduled Caste families.

Stating this after launching this project at Kakroli Hukami and Gopi villages in the district today, the Chief Parliamentary Secretary, Mr Dharambir Singh, said only seven lakh out of 37 lakh families were having the facility of drinking water connection at their houses and for the remaining 30 lakh families, the project would be completed by issuing free connections in three phases through the Public Health Department.

In the first phase, 5,000 village would be covered by March 2007, 1,000 families would be covered by March 2008 and remaining villages would be covered by March 2009. He said the connection charges for the General Category families would be waived for a year while the Scheduled Caste families the expenditure would be borne by the state government and they would have to pay Rs 10 per month against the bill.

Mr Dharambir Singh said the Scheduled Caste people were being provided with 200 litre capacity water tank along-with the connection. This would cost Rs 200 crore to the state government.

The Deputy Commissioner Mr Mohinder Kumar and the Zila Parishad chairperson, Ms Sunita Rani launched the Indira Gandhi Water Supply Scheme at Rupana village today. They dedicated the scheme at various houses in the village.

Mr Kumar said pure and clean water was necessary for a healthy life. He said water borne diseases spreaded due to contaminated water. The state government was working with dedication to provide clean water to the people.

Every home in state to get clean drinking water: Hooda

Haryana Chief Minister Bhupinder Singh Hooda today said three years from now, Haryana will become the first state in the country, where 37 lakh families will be provided clean drinking water at their homes.

Mr Hooda said this while inaugurating the Indira Gandhi Peyjal Yojana at Nauhani village here today.

He said the project will be completed in three phases at a sum of Rs 800 crore. In the first year of the project, Rs 280 crore had been allocated.

Once the project was complete, about five lakh common taps would be removed. He stated that 359 common taps in Nauhani had been removed after water was provided to 315 scheduled caste families and 275 general category families there. The scheduled caste families would be provided free water connections as well as a 200 litre water tank.

The project would ensure availability of clean drinking water to everyone. Also, time spent at the common taps would be properly utilised by women and children in other works.

To a query on Mr Bhajan Lal and Mr Kuldeep Bishnoi's tea parties, Mr Hooda said with a tongue in the cheek that every person had a right to organise such parties but too much tea in old age can be harmful.

Mr Hooda said employment was being provided only on merit and there was no discrimination. Priority was being given to Ambala district for development works. He said even the Union government through Kumari Selja was working to implement various welfare measures in Ambala.

He said the SEZs were going to come up in Gurgaon, Kundli and Ambala. It would attract investment worth crores of rupees. It would address unemployment and bring economic prosperity.

Dalit families to get water connections

Nearly eight lakh Dalit families of Haryana will get water connections free of cost, under the Indira Gandhi Potable Water Scheme. The schemes involves expenditure of Rs 300 crore.

Haryana Industry Minister, Lakshman Dass Arora stated this at a public meeting at Chariwal village in the district today. He was addressing the gathering after inaugurating the scheme.

The minister launched the scheme by installing a water tank and a tap in a Dalit household of the village. He said under the scheme, potable water would be made available to Dalit families.

“Apart from providing free-of-cost water connections, the expenditure of installing pipes and taps on the main lines would also be borne by the government,” he said. Dalit families would also get 50 per cent concession in water bills, he added.

The scheme is being launched in rural areas of the state in the first phase. Subsequently, the urban areas would also be covered under it. General category residents would also get drinking water connections at lower tariff under the scheme.

Mr Arora maintained village panchayats would collect water bills and the amount so collected would be used to augment drinking water facilities only. He said any resident could submit an application for getting water connection under the scheme at the office of the Deputy Commissioner, the SDO (Civil) and tehsildar, patwari, sarpanch, panchayat secretary or the Public Health Department.

The minister stated education, health and employment were the top priorities of the government. He asserted job opportunities would be created with increased foreign investment and setting up of special economic zones (SEZs) in the state. Mr Arora claimed GDP growth rate in Haryana was touching 9.

Homage paid to Indira

Congress leaders of Haryana today paid homage to the late Prime Minister Indira Gandhi on the occasion of her 87th birth anniversary.

The Chief Minister, Mr Bhupinder Singh Hooda, paid floral tributes to Mrs Gandhi at a function at the HPCC office here. The Agriculture Minister, Mr H S Chatha, and the Transport Minister, Mr Randeep Singh Surjewala, and many other party functionaries also paid homage.

Pay arrears: Defence Secy sent legal notice

With the Ministry of Defence dithering over paying arrears resulting from anomalies in fixing the pay of armed forces personnel on implementation of the Fourth Pay Commission, a number of ex-servicemen are collectively resorting to legal recourse.

Despite a Supreme Court order to pay arrears to affected personnel, serving as well as retired officers have been waiting for a year to get arrears, which run into thousands of rupees per person.

In a legal notice sent to the Defence Secretary this week, the Haryana unit of the All-India Defence Brotherhood has cautioned the government that its members would be constrained to move court if the arrears were not released.

When the recommendations of the Fourth Pay Commission were implemented, officers of the rank of Captain to Brigadier were entitled to inclusion of their rank pay while working out the wages in the revised scale. However, a contrary instruction was issued, according to which rank pay was deducted while working out the new pay. This illegality remained undetected for a long time.

A writ was filed in the High Court of Kerala by Maj A K Dhanpalan, which was allowed by the Bench and directions were issued for re-fixing the pay. An appeal filed against this judgment was dismissed by the apex court.

“Illegal” fixing of pay, besides having a cascading effect on the pay under the Fifth Pay Commission, has also adversely affected the pensionary benefits of officers who have retired after January 1, 1986.

Stating that the law laid down by the Supreme Court was the law of the land and had to be implemented in entirety, the notice had stated that the State could not be expected to act arbitrarily and to discriminate between persons placed identically.

Meanwhile, it is learnt that the Headquarters, Western Command, Chandi Mandir, has also written to the authorities concerned in the Defence Ministry that non-implementation of the Supreme Court’s order is causing dissatisfaction also among a section of serving officers affected by the issue. Several DO letters have been written to the service chiefs in this regard by senior retired officers.

DGP warns ‘corrupt’ cops

To impart quality education to the wards of the police officials in the state, the police department had planned more public schools and technical institutes stated DGP Ranjiv Dalal here this morning.

He said the police was also planning to launch a television channel to improve the police-public relations. Talking to reporters, he informed the project was under the consideration of the government to provide more information on operations and other working of the police.

Cautioning the police officials, he said any official who found it hard to tackle any case should report it to seniors and such persons would be given a “suitable assignment”.

He said the department was monitoring cases of alleged threatening calls from overseas made to certain persons in Haryana.

He said the state had planned awareness camps for better understanding between the police and public.

Mr Dalal also directed the officials to film illegal activities like traffic blockade by agitators and others for firm legal action against the violators.

Mr Dalal warned that stringent action would be taken against cops indulging in corrupt practices.

On the recent recruitment exercise in the police, he said it was absolutely fair. The delay in the recruitment of constables was due to heavy turnout of candidates, he added.

He said there are only about 10 most wanted criminals in the state.

On the growing number of murders in the state he said “they are dangerous, when they are carried out by professionals”. He said the police was vigilant against designs of terrorists.

He said he was against highway jams and methods were being evolved to check this problem.

He said, “I do not see anything wrong in sting operations by television channels provided such actions highlight truth.”

Rai Principal is chief of national council

Capt V.K.Verma, Principal of Moti Lal Nehru School of Sports at Rai, Sonepat, has been unanimously elected Chairman of the Indian Public Schools Council (IPSC). The election was held during the annual IPSC conference, held at Vidya Devi Jindal School here, which concluded yesterday.

Principal N.K.Tiwari of Scindia School, Gwalior, was elected general secretary of the national body of public schools. Ms Nishi Mishra, the Principal of the host school, was elected executive member of the IPSC.

Mr R.P.Devgun of YPS Patiala, Col Sunil Chandra of Sainik School, Satara, and Capt R.J.Pandey from Sujanpur Tehri, Himachal Pradesh, were also elected executive members.

Principal G.D.Bakshi of Maharani Gayatri Devi School, Jaipur, was selected for the lifetime achievement award to be conferred at the next conference.

Third World War possible, says RSS chief

Rashtriya Swayamsewak Sangh (RSS) chief K. Sudershan today said World War-III may actually take place if the US continued with its present policies.

Addressing a well-attended Virat Hindu Sammelan at Ambala City today, Mr Sudershan observed that, "The policies of the US may lead to a nuclear war in which crores of people will die. In such an event, India will face a grave threat from Pakistan and China."

He said there was a need to awaken the society. "Peace is the only answer and the Hindu community must arise so that there is peace in the world," he said.

He observed that Swami Vivekananda had written in his letters in 1893, 1894 and 1895 that a period of transition had begun with the birth of Ramakrishna Paramhans. "This is the sandhi kal. This period will last for 175 years. The period will come to an end in 2011 and then the Hindu community will witness a golden period," he said.

As many as 101 couples belonging to different sections of society tied the nuptial not at a "Tulsi vivah" programme here yesterday. They included 77 Hindus, 20 Muslims, three Sikhs and one Christian.

All brides belonged to Haryana while two couples were handicapped.

The programme was jointly organised by the Sombhai Memorial Trust, Bhartiya Mihaila Kalyan Samiti, Lions Club Supreme and SBI branch of Model Town at Shivaji stadium.

Mrs Asha Hooda, wife of Haryana Chief Minister Bhupinder Singh Hooda, attended the ceremony and blessed the newly married couples.

The couples were provided with clothes and domestic articles worth Rs 35,000 by the organisers and administered the oath against the evil of female foeticide.

Ticket clerk booked

A ticket clerk at the railway station here was booked by the Government Railway Police (GRP) when he allegedly refused to return balance to a passenger after giving him the tickets. The passenger was a former Member of Parliament from Bihar.

According to information Mr Bhogender Jha, a former MP who reached ticket counter no. 2 to get five tickets for Araia was surprised when the booking clerk returned just Rs 35 with tickets on Friday night. The cost of one ticket was Rs 259 and Mr Jha claimed he had given him over Rs 1500 for tickets.

The former MP went to the GRP for lodging a complaint against the erring clerk when no Railway official bothered to listen to him. The GRP after booking clerk Sohan Lal Meena under Section 420 of the IPC has informed the Railway authorities for further action.

Cable stolen, phones dead

Yamunanagar, November 19
Underground telephone cables were allegedly stolen from near Fawara Chowk here on Wednesday night, causing a Rs 8-10 lakh loss to BSNL.

As a result, hundreds of telephones in about six colonies have gone dead.

Police sources said 10-15 persons were spotted pulling out the cable by some shopkeepers. They did not object as they thought that BSNL men were at work.

An official of the BSNL said the stolen wire (280 metres) was of copper. On October 30, thieves had stolen more than 180 metres of the cable.
