Strike hits services in LNJP Hospital
New Delhi, November 19 Patients are being returned without treatment because of the strike which has been called to protest against an alleged assault on a medico by relatives of a patient who died there yesterday. The resident doctors claim the relatives of a casualty patient who died yesterday assaulted their colleague alleging negligence during treatment. The striking doctors are demanding additional security in view of the incident. Their other demands included lodging an FIR against the family and deployment of a PCR van in the hospital. “More than 50 relatives of the patient stormed the Emergency ward and thrashed the doctor alleging negligence,” LNJP Resident Doctors Association president Jitendra Singla said. “They alleged the patient died due to medical negligence, which is not true. We need security for ourselves,” he added. The hospital Medical Superintendent, Dr V. K. Ramteke, said later most of the demands of the medicos had been accepted but the strike had still not been withdrawn. “We have lodged an FIR and requested the police to send a PCR van,” he added. About the deployment of former personnel for security in the hospital, he said he had informed senior hospital officials and the Delhi Health Ministry about the issue. |

MCD plans makeover for Jama Masjid area
New Delhi, November 19 Going by a draft plan prepared by the Municipal Corporation of Delhi, the area around the 18th century Mughal monument will get a swanky new shopping complex, a multi-level parking with kiosks on the top floors and roads which will be clear and traffic-free, all before May 2008. Besides, an amphitheatre to showcase the history of the place will be built in the area which is at present known as Meena Bazar for the benefit of foreign tourists. Meena Bazar will be shifted from its current location to a modern multi-storied market in which the present occupants will be relocated and its roof will be covered with grass. An information centre housing documents of historical significance of the area will also be constructed there. According to officials, the project will be completed before May 2008. The draft plan, which has been prepared by the civic body’s consultants, will be presented to the Delhi High Court on December 6. After its approval, work on the project will begin in earnest. |

CM lays stone of second phase of low-cost housing complex
New Delhi, November 19 At a formal ceremony here, Ms Dikshit also dedicated 3,164 units in Bawana Industrial Estate to the workers and announced “the government will continue to build low cost housing units for the benefit of poor workers.” “‘The Delhi Government has also planned the extension of Metro Rail to Bawana and Narela and sanctioned funds for the same. This will give a comfortable source of conveyance to the labourers,” she added. The 4,348-unit second phase, which is to be completed in 550 days at a total cost of Rs 108.5 crore, will contain 1,184 houses in Bawana Estate Industrial Complex at an estimated cost of Rs 33 crore, 1,892 units in Narela Industrial Complex (Rs 40 crore) and 1,272 dwellings in Bhorgarh Industrial Complex (Rs 35.50 crore). “Easy financing options will be provided to the workers,” Ms Dikshit said. The government is drawing up plans for 21,000 flats which are to be built in two years’ time before Commonwealth Games 2010 in Kanjhawala, Baprola, Ghoga and Pooth Khurd. The units which were dedicated to the workers today cost Rs 1.78 lakh for a one-room flat (31.60 sq mt) and Rs 2 lakh for a two-room flat (37.70 sq mt). The housing complex is to be executed by the public sector player, the Delhi State Industrial and Infrastructure Development Corporation Ltd, which has received the national award for construction of low-cost houses under phase I of the project. |

Delhi traders close down business establishments
New Delhi, November 19 The apex court had directed traders, who have filed their affidavits and are now in notified areas vide a Government notification of September 7 and 15, to stop misuse of business premises by closing their shop till further orders. The next hearing of the case is on November 21. “Although we are not at fault. We respect the orders of the Supreme Court and will close our business today,” the Confederation of All India Traders (CAIT) secretary general, Mr Praveen Khandelwal, said. Shops in major markets, including Karol Bagh, Kamla Nagar, South Extension, Lajpat Nagar and Mayur Vihar, were closed. The owners/occupiers of the premises, who had submitted affidavits to stop misuse of their premises by June 30, are required to intimate in writing to the monitoring committee of the Supreme Court that they have stopped the misuse of their properties. The intimation should contain relevant details relating to ownership and location of property. Such owners/occupiers are not required to file an affidavit to this effect. To facilitate traders to file intimations before the monitoring committee, the offices of the DCs of the respective zones also remained open today, despite it being a Sunday. Meanwhile, CAIT has welcomed President A P J Abdul Kalam’s statement on sealing, saying it is a ‘ray of hope for the traders’.

Moti Nagar flyover inaugurated
New Delhi, November 19 The Municipal Corporation of Delhi (MCD) completed the project at a cost of Rs 60 crore. Of the amount, Rs 12 crore were spent on construction of the flyover, Rs one crore on lights, Rs 7 crore on construction of drains and side roads and the remaining amount on acquisition of land for the project. Mr Jagdish Tytler, MP, Mr Ram Babu Sharma, DPCC president and MLA, Mr Jai Kishan Sharma, Chairman, Standing Committee of MCD, Mr Jitender Kochar, Leader of the House, Mr Surinder Pal Singh Bitta, MLA, Mr Rakesh Joshi, Chairman, Works Committee, Ms Sumiti Maggo, Municipal Councillor, Mr Ravi Dass, Engineer-in-Chief, and thousands of local residents were present at the inaugural function. Speaking on the occasion, the Minister said that traffic jam was frequently witnessed at this crossing. With the construction of this flyover, named Indira Priyadarshini Gandhi Flyover, the smooth flow of traffic would be ensured, benefiting the citizens of Delhi. He described construction of this bridge as second achievement of West Delhi after Metro. On the sealing issue, Mr Maken said that during the last three decades, Delhi Development Authority (DDA) had provided only 16 per cent of commercial space as per need. As a result, the citizens in order to fulfill their needs and earn livelihood constructed additional floors and opened small shops in residential areas. The Urban Development Ministry and the MCD issued two notifications on September 7 and 15 notifying nearly 2,200 roads as mixed land use or commercial. He expressed hope that citizens of Delhi as well as traders would be
benefited from these notifications. He appealed to the citizens to get their additional construction regularised after paying conversion charges. Mr Tytler congratulated the MCD on the completion of the project. Mr Ram Babu Sharma, on the occasion, announced that this bridge would be named as Indira Priyadarshini Gandhi Flyover. He also assured that in the new Master Plan, Congress would make all out efforts to get 1700 unauthorised colonies of Delhi regularised. |

Rao Inderjit defends SEZ in south Haryana
Gurgaon, November 19 land was used for it would be adequately compensated. Rao Inderjit, who was at a public function relating to the inauguration of Congress Bhawan here, said that while some political forces were opposing the very concept of the SEZ, he was in favour of it with a proviso that those farmers whose land would be used for setting up the project are adequately compensated. The reason being that the project would be sustainable, both at social and economic plane only when the local persons, especially the affected farmers’ families are allowed stake in it. He came out in defence of the Congress government headed by Mr Bhupinder Singh Hooda in the state, saying that it was on the right track with a slew of development and public welfare projects, both at Gurgaon and state level. He made a special mention of the extension of Delhi Metro to Gurgaon for which agreement between the Haryana government and the Delhi Metro Rail Corporation was signed here a few days ago. With regard to the recent rise of crimes in Gurgaon, Mr Rao delved into sociological plane to rationalise the development. According to him, when there is expansion and development accompanied with change in the geography and topography of land area such as the current phase of Gurgaon, incongruities do occur. This is on account of the flux. These minor irritants will do go back to their shells, and let no one harbour any doubt on that front, he asserted. Mr Inderjit also assured the party workers that he would visit Gurgaon every month to listen to
their grievances. The working president of Haryana Congress, Dr Ram Prakash, who inaugurated the Congress Bhawan, castigated those Congress leaders who swore by the organisation during the day but joined forces with its opponents in the night. He urged Congress workers to be on guard against such leaders who were maintaining double standards. He urged upon the workers to have faith in the leadership of the party. Referring to crimes in Gurgaon, he said that the Congress government has forced the hardened criminals to flee from the state. There is no organised crime in Gurgaon or other

Hospital fined Rs 2 lakh for botched up surgeries
New Delhi, November 19 The commission, headed by Justice J. D. Kapoor, took strong note of the fact that metal nails, inserted to fix the fracture, broke and made the re-union of bones impossible. It held Lajpat Nagar-based Mool Chand Kharaiti Ram Hospital and surgeon Arun Goel responsible for rendering the man, ironically, named Mool Chand, disabled. Allowing Chand’s complaint, Justice Kapoor said, “Whenever a medical professional chooses a device out of several options which are more advantageous he has to follow the requirements of that device meticulously.” “Having regard to the fact and circumstances of the case and the nature of medical negligence on the part of the hospital and the doctor, which is writ large on the face of it, we hold them guilty of deficiency in service,” he added. According to the complainant, a resident of Lajpat Nagar in South Delhi, he was admitted to the hospital on April 24, 1995, following a road accident. |

Appu Ghar celebrates birthday
New Delhi, November 19 The success of Appu Ghar has been emulated in different parts of the country with varied and innovative theme parks coming up to meet the imagination of the people. The baby elephant Appu, the mascot of the IXth Asian Games held in 1982, found a place in Pragati Maidan in 1984. Since then, Appu has attained the status of an adult. But for children all over the country, it remains the roly-poly baby elephant called Appu, a release said. It is the eternal fountain of youth that nourishes with halcyon, the elixir of life for the young and old. It is the everlasting epitome of friendship and the best pal you have had since childhood. For the kids and youngsters it is the ‘haathi mere saathi’, and for the not so young it is like ‘hum bhi agar bachche hote’. To celebrate the occasion, Appu the mascot shook hands with the visitors, especially the children. A majestic elephant with 22 written on its proud mane, bedecked with a beautiful garland of white flowers and red roses gave a royal salute to those present. About 500 children from various NGO’s, like Kalakar Trust, Dev Samaj Foundation, Chaman Home and Zee Education Cultural Child Welfare, were the special invitees and visited the park and took the fun rides. |
Insurance co told to pay Rs 2.75 lakh in accident case
New Delhi, November 19 The court directed the National Insurance Company, which had insured the truck involved in the accident, to pay the amount with four per cent interest from the date of the accident to the two sisters of the victims without any delay. Shyam Singh (8) and his sister Bimla Devi (9) were killed when a truck hit them in Rohini on
December 2, 1996. The court asked the insurance company to pay the compensation to Rani and Kajal, residing in Rohni, as their parents had died and they were the nearest relatives alive. “Considering the facts, circumstances and the condition of the victim’s family in mind, the National Insurance Company Ltd is hereby directed to pay the awarded compensation of Rs 2.75 lakh with an interest of four per cent per annum from the date of incident immediately without any delay,” Special Judge Pratibha Rani ruled. The court said of the total amount Rs 55,000 would be released to the two sisters, who were eight and five years old when the accident occurred, and Rs 85,000 each would be kept in any nationalised bank as fixed deposit till they attain the age of 21 years. The parents of the children had sought a compensation of Rs eight lakh, citing the death of their “only male child” and a daughter. Both parents died during the trial. |

Forest officer’s wife murdered in Indirapuram
Ghaziabad, November 19 Mr Inderjit Singh resides on the first floor of house no 582, Shakti Khand III, in Indirapuram. There are tenants on the ground floor. He is posted as divisional forest officer in Hamirpur. The police said old enmity was the reason for the murder. No valuables were taken away from the house. The house was not ransacked by the intruders. According to the police, two criminals barged into Mr Singh’s house at 10 am yesterday when Kusum was alone at home. Soon after the intruders went up, Kusum’s cries were heard. When the tenant’s brother-in-law, Visham, 18, went up the stairs, he saw the criminals thrashing Kusum. He ran out and raised the alarm. One of the assailants jumped from the rear side and was injured. In the meantime, the second assailant came down from the front, started the motorbike and sped away along with his injured partner in crime. Visham informed his sister and brother-in-law and the police. The SP City, Mr Govind Agarwal, said Kusum’s body was found on the bed. No valuables had been taken away by the assailants. The police later brought in the dog squad and questioned the security guard who had reportedly talked to the injured criminal. The body has been sent for an autopsy. |

HC asks UGC, DU to file report on Hindi study material
New Delhi, November 19 A Bench comprising Mr Justice M. K. Sharma and Ms Justice Hima Kohli directed them to file a status report within three weeks in response to a PIL filed by the NGO, People’s Union for Civil Liberty (PUCL). The PUCL had said the non-availability of reading materials in Hindi for history, political science and economics was causing hardship to students. The court sought an explanation from the UGC and Delhi University as they failed to comply with its September 6 order on steps taken by them in this regard. The PUCL had also sought the appointment of Hindi teachers to teach students in these subjects. The NGO’s advocate contended despite several orders of the court both the UGC and Delhi University had not come out with any concrete proposal in this regard. The matter would come up for hearing on January 25, 2007. |

Hooda lays stone of Faridabad hospital’s wing
Faridabad, November 19 Presiding over another function at a private institute earlier, Mr Hooda called upon the voluntary organizations and social bodies to work towards providing health care to the poor and deprived sections of society. He said the government had been paying special attention to the health sector in the state and had raised budget on health by a whopping 66 per cent. He said there was need to ensure the public-private participation in the health sector. Besides, there was need to create awareness about various diseases especially those affecting the children. He said thalessaemia was a serious disease affecting the children and the government would consider
taking all possible measures to help the affected people. It is learnt that there have been over 400 persons affected from this disease in the state of which a majority are children. The Chief Minister also attended the annual function of the Haryana Civil Medical Services Association organized at the MCF auditorium later today, where he urged the doctors to be more dedicated.
