Kalia calls Gupta corrupt
Tribune News Service

Jalandhar, November 13
With the Assembly elections just three months away, a former minister and senior BJP leader, Mr Manoranjan Kalia, today leveled allegation of corruption against a Congress MLA and District Congress President, Mr Raj Kumar Gupta, who had contested and won the last Assembly elections against Mr Kalia from the Jalandhar Central constituency.

Mr Kalia alleged here that Mr Gupta was constructing two houses at Windsor Park with the money gathered through questionable means.

Mr Gupta had also constructed several shops at Charanjit Pura residence without getting any map passed from the Municipal Corporation, he added.

The BJP leader further said only Rs 4.5 crore had been spent by the state government in the Central constituency between 2002 and November 2006. Mr Gupta should not include the money spent by the Jalandhar corporation in the constituency.

On the contrary, Mr Kalia said the previous government had spent Rs 125 crore for constructing medical college in Jalandhar and Rs 10 crore for the renovation of the Civil Hospital building.

He reiterated that all 23 voters with their address as his residence were genuine as all of them were his relatives.

Meanwhile, Mr Gupta termed the allegations as baseless and said that there was no immovable property in his name at any where. The house at Charanjit Pura was in his wife’s name and she was constructing only a single house not two at Windsor Park after selling the former about one and a half years ago and for that she had to borrow money.

Rare honour for Comrade Parduman
Varinder Walia
Tribune News Service

Amritsar, November 13
The International Social Security Association and the Social Security Association of India have decided to confer the Lifetime Achievement Award on Comrade Parduman Singh, known as Father of Pension Schemes in India.

The award will be given at an annual conference of the Social Security Association of India to be held at India International Centre, New Delhi, on November 20. The award would include a medal of merit for his outstanding service.

Owing to his efforts, nearly 35 lakh retired workers or in case of death their families are enjoying the benefits of pension. In the eighties, he conceived an old-age, disability and survivors’ pension scheme for industrial workers who are members of the EPF by partial conversion of provident fund. He put his proposal before the Central Board of Trustees. The board accepted the proposal and eventually the Government of India promulgated the pension scheme for 40 crore private and public sector employees on November 16, 1995.

On November 23, 1996, on the completion of one year of the scheme, he was hailed as Father of the Pension Scheme by Mr P.A. Sangma, the then Labour Minister, and Dr D. Mishra, Secretary, Government of India, Department of Labour.

Peeved at the fact that not enough was being done for development and extension of social security in India even by the trade unions, he mooted the idea of forming a non-government organisation, which was to be a non-partisan organisation. At his initiative and with the help of Mr R.K.A. Subrahmanya, a former Chairman of the Central Board of Trustees of the EPF, the Social Security Association of India was formed in 1991. The association was inaugurated by Dr Manmohan Singh, the then Finance Minister. He continued to be founder-president of the organisation. He gave up this office two years back. The governing body of the association elected him as Emeritus President for life.

Comrade Parduman Singh was born on March 7, 1924, at Jehlum (now in Pakistan). He was educated at various district headquarters in Punjab due to regular transfers of his father, Mr Ram Singh, who retired as the ADC. He graduated from Government College, Lahore, in 1944.
