Parishad opposes renewal of Minerva complex lease

A former Ambala Cantt MLA and Vikas Parishad chairman, Mr Anil Vij, today demanded that the Minerva complex lease should not be renewed. Mr Vij has sent a letter to the Director, Urban Development, Haryana, pointing out that the lease of the Minerva complex, survey No. 178, building No. 180-180/1-13, came to an end on March 31, 2006.

10 lakh expected at Kapal Mochan Mela
Yamunanagar, October 23
More than 10 lakh pilgrims are expected to take the holy dip in the sarovars at the Kapal Mochan Mela beginning on November 2 at the Kapal Mochan Gurdwara, Bilaspur, about 28 km from here.

Contractors resolve to check liquor smuggling

Sale of country-made liquor on lower price by certain liquor contractors in the district has been causing heavy loss to many small-time contractors and they have decided to join hands to check such sale which is ‘unauthorised’. They will meet Excise officials tomorrow to lodge a complaint.

Contractors are heavily because of the activities of liquor smugglers. Contractors suffering losses have decided to form a samiti, to check illegal activities.

As per the new excise policy liquor shops were auctioned and contractors paid huge amount to take contract of shops. There are 152 shops of country-made liquor in the district. Now because of stiff competition in the country-made liquor market, there are reports that liquor is sold openly below the government approved price. Approved price of a bottle is Rs 70 but it is easily available for any thing between Rs 50 and Rs 55.

Sources said that ‘big contractors’ are selling liquor at lower a price and this is eating up business of small contractors, who hold majority of shops.

Liquor contractor Rajesh Chaudhary, who is spearheading the move to set up a samiti said that contractors suffering losses had decided to fight the unauthorised sale of liquor.

Sale of unauthorised liquor had figured at a meeting of the District Public Relations and Grievance Committee recently. Deputy Commissioner J.P Kaushik had ordered the DETC to look into the matter and raid places where unauthorised liquor was being sold.

Liquor smugglers are active in villages along the borders of Himachal and Uttaranchal. Smugglers sell liquor at lower rates than the one available at official shops. As per villagers liquor smugglers are active in Malikpur, Bhangora, Karkoli, Deoghar, Laltopi, Dasora, Bhundkala, Dadupur, Manakpur, Meghuwala and several other villages of the area.

A few months ago women of Macchrouli village of Sadhaura block had decided to take on liquor smugglers. Ever since the women decided to check unauthorised sale of liquor activities of smugglers fell considerably in the area. Similarly, the panchayat of Rasulpur village of the block had passed a resolution against unauthorised sale of liquor and like women of Macchrouli the panchayat too has ‘succeeded’ in checking undesirable activities.

Hooda ready to campaign in Punjab

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, today categorically said that he was demanding as a matter of right the state’s share in the river waters from Punjab and not begging for it.

Mr Hooda was asked at a press conference to comment on the statement of the Punjab Chief Minister, Capt Amarinder Singh, that Punjab did not have even a single drop of water to spare for Haryana.

The issue of water came up when a newsman drew the attention of Mr Hooda to the statement of the Union Minister of State for Defence Production, Rao Inderjit, that the area where the special economic zone would be set up did not have adequate water. Mr Hooda said immediately after assuming office in March, 2005, the first decision which the government took was to ensure the equitable distribution of canal water. Therefore, a Rs 260 crore Bhakra Main Line Hansi-Butana multipurpose canal was being constructed and it would also serve the SEZ area.

Answering a question about the alleged sting operation on certain government high-ups, Mr Hooda said if such an operation had indeed been carried out, “let the result of the operation be made public, only then can I comment on it.”

Mr Hooda said the state government had urged the Central Government to fix the minimum support price of wheat at Rs 850 per quintal.

He said he would campaign in Punjab during the Assembly elections if the party high command assigned him any task in this regard.

In reply to a question on the availability of adequate power for the future industrial units in the state, Mr Hooda said steps were being taken to generate 5,000 MW to 7,000 MW of additional power.

He said that apart from signing long-term agreements for the purchase of power, a 1,500 MW power plant would be set up by NTPC, out of which half of the power would be made available to Haryana and the other half would go to Delhi. Power generation plants of 1,200 MW each would be set up at Hisar and Jhajjar and a 1,000 MW plant at Panipat. Also, a 600 MW power plant was being set up at Yamunanagar.

Reshuffle of officers likely

With the Chief Minister, Mr Bhupinder Singh Hooda, back from his foreign trip, the much-awaited reshuffle of senior IAS officers in Haryana is expected to take place one of these days.

The Chief Minister will also have to choose a new head of the police force as the incumbent DGP, Mr Nirmal Singh, is slated to retire at the end of this month. Official sources said the Supreme Court’s recent directive prescribing a minimum two years’ term for the DGP of a state may not be applied to Mr Nirmal Singh as the states have been given time up to December 31 to implement the order.

Unless the Chief Minister wants to give Mr Nirmal Singh an extension, he will retire on October 31 and a new DGP will take over. To comply with the directive of the Supreme Court, the state government will then send a panel of names of the seniormost police officers of the state to the UPSC for approval. The name of the new DGP will figure in the panel. If the UPSC approves the panel, he will continue as the DGP. In case the inclusion of his name in the panel is not approved by the UPSC, another person from the panel will have to be made the DGP.

The state government, it is learnt, will like to include the names of five DGP-level officers in the panel and leave it to the UPSC to select three names for being considered for posting as the DGP. However, after Mr Nirmal Singh’s retirement on October 31, only four DGPs will remain in the state. Unless Mr Koshy, who is now on Central deputation, returns to Haryana, it will not be possible to draw up a panel consisting of the names of only DGP-level officers. In such a situation, the state government may consider changing the criteria of constitution of the panel with only DGP-level officers to officers with a minimum of 30 years of service. In that case the name of Mr John V. George, ADGP, Law and Order, is likely to be included in the panel.

In the civil administration side, three posts of Principal Secretary have fallen vacant with the departure of Mr Sanjay Kothari to Delhi on Central deputation. Mr Kothari was Principal Secretary, Tourism, Public Relations and Coordination. These responsibilities will have to be given to one or more officers. Mr N. Bala Baskar is holding charge of Principal Secretary, Finance and Principal Secretary, Irrigation. Given the heavy nature of work each assignment entails, it is expected that one of the departments will be entrusted to someone else. The Principal Secretary to the Chief Minister himself is holding additional charge of Principal Secretary, Labour and Employment, ever since Ms Promilla Issar was made Principal Secretary, Revenue. It is expected that the Labour and Employment Department will be eventually given to some other Principal Secretary.

It is also learnt that Mr S.P. Sharma, a Haryana IAS officer who is now on Central deputation, is also planning to return to Haryana, cutting short his stint at the Centre.

Gupta Dean of Indic Studies

The Kurukshetra University Vice-Chancellor, Prof R.P. Hooda, has appointed Dr N.N. Gupta of the Department of Philosophy, Dean, Faculty of Indic Studies, from October 21, 2006, to August 14, 2009.

Stating this here today, the Kurukshetra University Registrar, Prof V.K. Aggarwal, said that Dr Gupta would also be a member of the Academic Council in terms of Statue 12(1) (I) (iv). — OC

Parishad opposes renewal of Minerva complex lease

A former Ambala Cantt MLA and Vikas Parishad chairman, Mr Anil Vij, today demanded that the Minerva complex lease should not be renewed.

Mr Vij has sent a letter to the Director, Urban Development, Haryana, pointing out that the lease of the Minerva complex, survey No. 178, building No. 180-180/1-13, came to an end on March 31, 2006. Copies of the letter have also been forwarded to all Municipal Councillors of Ambala Sadar.

The letter states that, according to the lease, only the cinema hall, skating rink, coffee shop, dance hall and billiard room can be made at the complex. Also, if any other work is carried out at the building or the lease agreement is violated, then the lease can be cancelled.

The letter claims that the lease agreement has been violated since a shopping complex has been constructed and 448 square yard excess construction has been carried out. Also, the covered area and height has been increased. He said in 2003, the irregularities in the Minerva complex had been brought to the notice of the officials concerned.

It is pointed out that the government is only getting Rs 291 per year from the lease holder while the earning from the shopping complex alone is running into lakhs of rupees per month.

Mr Vij has demanded that the lease should not be renewed and the government should start the process of acquiring the complex as the lease agreement has been violated.

10 lakh expected at Kapal Mochan Mela

More than 10 lakh pilgrims are expected to take the holy dip in the sarovars at the Kapal Mochan Mela beginning on November 2 at the Kapal Mochan Gurdwara, Bilaspur, about 28 km from here.

Sources in the administration said that preparations for the mela were in full swing. The three sarovars have been cleaned up. Thousands of local people and the district administration officials had earlier performed kar seva to clean the sarovars.

The administration has acquired 100 acres on temporary basis for holding the mela which would conclude on November 5. The Commissioner, Ambala Range, would inaugurate the mela.

Haryana Roadways would run special buses from Kurukshetra, Ambala and Chandigarh to the mela venue for the benefit of the pilgrims.

Haryanvi pop comes to rescue of Mumbai bar girls

The nascent Haryanvi pop music industry has unwittingly come to the rescue of out of work Mumbai bar girls who are now playing item girl roles in pop videos of upcoming singers.

According to leading producers of Haryanvi pop videos, Mumbai bar girls fit in for three very sound reasons. First, it is difficult to find Haryanvi girls who would dance in videos opposite male singers due to family restrictions. Second, Haryanvi girls are not good at the kind of dances performed in Haryanvi pop videos. Third, they come cheap and have no hassles.

The Haryanvi pop music industry kicked off about a year ago with the arrival of Karamvir Fauji, an ex-serviceman from Sonepat district, on the scene. An amateur ragni singer in his Army unit’s mess functions, he took up pop singing after retirement from the army. He penned some songs and composed songs on the pattern of hit Punjabi numbers which proved to be instant hits.

Fauji’s success spurred other less sifted singers to make their presence felt. But they soon found that audio cassettes alone would not give them the penetration they desired. What they needed was videos. But to make videos they had to find girls first.

Rajesh Balhara, who has financed many music videos, said they first tried to persuade some college students but their parents refused permission. This forced them to look for the bar girls who had arrived in neighbouring Delhi after their virtual deportation from Mumbai bars.

He said since all of them were from Uttar Pradesh, Maharashtra and Bihar, none could speak Haryanvi. But they were very good at dancing and did not require a choreographer to give them the correct movements. They happily accepted assignments for Rs 3,000 a song the video for which was recorded in a day in banquet halls in Delhi.

Tejbir Singh, who also finances pop videos, said barring a couple of singers like Fauji, who composes his own songs, other Haryanvi singers just steal tunes of popular Punjabi pop numbers and replace Punjabi lyrics with those in Haryanvi. The bar girls who had been dancing to the tunes of these Punjabi numbers back in the bars, did not even require to rehearse the dances before shooting.

He said these girls were now acting in Haryanvi video films and dramas which are broadcast by every neighbourhood cable operator around the state. However, since all of these are set in a rural background, their dialogues have to be dubbed for which purpose several college girls from rural areas lend their voice happily.

SA Jain School wins quiz

An SA Jain Senior Model School, Ambala City, team won the top three positions in a quiz contest organised by the Haryana Science Technology Department today.

The quiz competition was held at PKR Jain Model School, Ambala City. The SA Jain Senior Model School team bagged the first, second and third positions in the competition.

The school Principal, Ms Anita Mehta, said Nitish, Gurveer and Anindit won the first, Diwakar, Parteek and Archana the second, and Sahil, Gaurav and Akriti the third positions. All three winning teams have been selected for the forthcoming district-level competition to be held at Delhi Public School, Panipat, on November 14.

Midwife attempts abortion, held

Ambala, October 23
A midwife, who was attempting to carry out an abortion, has been held following a raid by a team of doctors today.

The CMO, Dr D.P. Lochan, said he received information about an illegal clinic being run at Ranjit Nagar in Ambala City. He immediately sent a team of doctors to the clinic.

The team found that an abortion was about to be carried out on a five-month pregnant woman. The woman was 21 years old. The midwife, Joginder Kaur, was running the illegal clinic at her home.

Dr Lochan said the woman, whose foetus was going to be aborted, has been shifted to the Civil Hospital, Ambala City. He said the process for carrying out the abortion had already been initiated on the woman. The instruments at the illegal clinic had been taken into possession, he added.

He said they had written to the SP, Ambala, to register a case against Joginder Kaur.

Youth done to death

A youth was done to death in Ambala Cantt late last night here.

The incident took place at about 11.30 pm in the Malli Parade area. Sanjay, alias Tillu, 32, was attacked with sharp-edged weapons by a group of youths. He was attacked following a verbal altercation with a group of four-five youths. Sanjay was rushed to the Civil Hospital, Ambala Cantt, where he breathed his last.

A passer-by, Purshottam, sustained injuries after he tried to intervene in the altercation. While one person has been held, the police is on the look out for the other youths. The police has registered a case under Section 302, IPC.

Proclaimed offender held

A proclaimed offender was arrested by the police today.

Vijay Pal had escaped while he was being taken to Chandi Mandir from Ambala Central Jail on June 9, 2005. Vijay was arrested by the police under a special drive against proclaimed offenders.

Vijay hails from Bareilly in Uttar Pradesh. The police personnel escorting him had been placed under suspension after he managed to escape from their custody.

An FIR had been registered against him at Chandi Mandir. Also, a case was registered following his escape.

Chain snatcher arrested

The district police has arrested a gold chain snatcher, Mange Ram, and two gold chains weighing 25 grams each have been recovered from his possession.

Stating this here today, the district police chief, Mr Sanjay Kumar, said Mange Ram was rounded up when he was passing through a police barrier near Ratgal village near here today.

Mr Kumar said during search a gold chain was recovered from his possession. Mange Ram, a resident of Kheri Janadhaar village, Muzaffarnagar district, Uttar Pradesh, told the police that he, along with his accomplices- Girdhari, a resident of Jahangirpuri, New Delhi, Ram Kumar, Lom Singh and Jagdish, all residents of Khanpur Kalan village, Jhijhana, Uttar Pradesh-had snatched six chains in this district.

Mr Kumar added that in this connection two separate cases had already been registered with the Kurukshetra police by Randheer Singh, a resident of Patel Nagar, Kurukshetra, alleging that two motor cycle-borne youths had snatched a gold chain from his mother, Ms Amar Kaur near old bus stand here and by Ms Narender Kaur, a resident of sector 5, Urban Estate, Kurukshetra. Both the women had identified their respective gold chains, he added.

Today, Mange Ram was produced in the court and was remanded to police custody for two days.
