The rural sanitation programme worth over Rs 96 crore has been launched in Haryana under which individual household toilets for the families living below the poverty line, women sanitation complexes, school and aanganwari toilets and rural sanitary marts were being constructed.

The Haryana Government will recruit nearly 1.5 lakh youth of the state in different government jobs in the coming two years. These include recruitment of 2,000 conductors and 1,000 drivers for state roadways.

The Haryana Roadways Workers Union, affiliated to the Sarv Karamchari Sangh, has served a 15-day ultimatum on the authorities to meet their demands, failing which they will resort to an agitation. Five passengers drugged, looted

Five train passengers were drugged and looted last night. The Government Railway Police brought five passengers to the Civil Hospital, Ambala Cantonment, after they were found unconscious. The passengers, who probably belong to Bihar, are yet to regain consciousness.

Stinker to government architects

With the government architects giving a complete go-by to the rich British heritage and the provisions and regulations of the development plan while making proposals, a stinker has been issued by the Town and Country Planning Department to uphold the mandatory provisions for construction of government buildings.

The stinker issued by the Director, Town and Country Planning, comes in the wake of the various cases of planning permission and the drawings for the construction of government and semi-public buildings being submitted to the TCP authorities without adhering to the provisions of the HP Town and Country Planning Act, 1977, Rules 1978 and the regulations of the development plan.

It has been stated that the proposals prepared by the architects of the Public Works Department had to be submitted by the TCP authorities for the consideration of a Cabinet subcommittee as well as the Council of Ministers. “The government architects owe a moral responsibility, besides mandatory duty, to uphold the provisions in force in various planning and special areas,” reads the stinker.

The TCP is keen that the British architectural features which formed an integral part of the heritage buildings constructed during the colonial era in places like Shimla, Kasauli, Dalhousie and Dharamsala, should be incorporated in the designs of the buildings so that the precious heritage could be preserved and propagated.

The TCP authorities point out that such a gross violations in the designs prepared by the PWD architects are not only eyesores but are generally quoted by one and all, adversely affecting the credibility of the department. “Plans designed by the PWD architects a involve gross violations of FAR, norms of accessibility, setbacks, coverage and number of storeys,” point out officials.

The architects of the PWD have been asked to help in planned and regulated development of the eco-sensitive hill towns and growth centres of the state in accordance with the established norms as haphazard constructions have played havoc with the fragile hill ecology.

High Court
Notice issued to Chief Secretary

The Punjab and Haryana High Court today issued notice of motion to the Chief Secretary, Haryana, and Secretary, Social Welfare, Haryana, for November 6 on a writ filed by Mr Shiv Lal, president, Haryana State Chamar Mahasabha, Faridabad. The petitioner has sought directions to the government to implement the High Court orders of July 6 vide which the classification of Scheduled Castes into categories A and B was quashed as being unconstitutional.

It has been submitted by the petitioner that despite court directions, many Haryana Government departments were still sticking to the old policy of November 9, 1994, which had created classification among the Scheduled Castes into two separate categories.

The petitioner has cited examples of the advertisements issued by some departments on July 20, September 14 and October 4 wherein the policy of reservation within reservation was being followed although the same has been struck down by the High Court.

Today, after hearing counsel, the Division Bench comprising Acting Chief Justice S.S. Nijjar and Mr Justice S.S. Saron issued notice of motion.

Status report

The CBI today submitted a status report on the probe being conducted by it into the murder of Sirsa-based journalist Ram Chander Chhatrapati three years ago in which the Dera Sacha Sauda, Sirsa, and its chief, Baba Gurmit Ram Rahim Singh, are allegedly involved.

The CBI is conducting the investigation on orders of the High Court. It is also probing the murder of Ranjit Singh of Kurukshetra, a devotee of the Dera, as also the issue of alleged sexual exploitation of female inmates of the Dera by the male inmates.

After taking the report, the Division Bench comprising Mr Justice Virender Singh and Mr Justice A.N. adjourned the matter to November 20.

Mother, daughter behind murder

The mother and sister of Aman's husband, Praveen, turned out to be her killers. Aman, who was six months pregnant, was brutally killed at their house in Teachers Colony in Bahadurgarh two days ago. The police has arrested mother Nirmla and her daughter Kavita.

The police sources revealed that they decided to interrogate Kavita again. Earlier, she had given statement to the police that two youths, who had gained entry into the house saying that they were relatives of Aman, had killed her.

She and her mother were successful in dodging the police for two days. The involvement of Aman's husband, Praveen and his father Raj Singh has been ruled out. Aman and Praveen had got married a year ago despite opposition from the parents on both sides.

Sustained interrogation broke Kavita down today who disclosed that she and her mother had not accepted this marriage.

Nirmla had left the house to live with her parents within four days of the arrival of Praveen and Aman at their residence two months ago. The marriage was, however, recognised by Praveen's father, who is a bank employee.

The couple started living at the first floor of the house while Kavita and her father stayed on the ground floor.

Kavita revealed that on Saturday, when her brother went to Chandigarh and her father was away on his duty in Delhi, she called her mother Nirmala. She arrived at Bahadurgarh at about 11 am. When Aman was asleep in her room, the duo went up and attacked her on the head with a hammer. While seriously injured Aman put up stiff resistance, the attackers strangled her. Nirmla went back to Luharheri village, where she was staying with her parents.

The police arrested both the accused from their house. Devinder, the father of Aman and a resident of Sector 40 in Chandigarh, had alleged yesterday that Aman's in-laws could be behind the gruesome murder.

Rural sanitation plan launched

The rural sanitation programme worth over Rs 96 crore has been launched in Haryana under which individual household toilets for the families living below the poverty line, women sanitation complexes, school and aanganwari toilets and rural sanitary marts were being constructed.

Addressing a series of public meetings in the villages falling under his Badhra Assembly constituency today, the Chief Parliamentary Secretary, Mr. Dharambir Singh, who is also attached with the Chief Minister for Panchayat and Development Department, said under the scheme launched for the 20 districts, the share of Central Government would be Rs 46.84 crore. The state government share would be 24.76 crore. Besides, the beneficiaries had to contribute Rs 24.48 crore.

Under the scheme, over 1.58 lakh individual household toilets, 2267 school toilets, 318 women sanitation complexes, 1042 aanganwari toilets and 60 rural sanitary marts had been constructed so far.

Mr Dharambir said the Haryana Government had earmarked a sum of Rs 5 crore for the current financial year under the Rural Health and Sanitation Programme out of which Rs 2 crore had already been released. Thirty per cent of the amount would be spent on the welfare of the people belonging to Scheduled Castes under the special component scheme.

The Chief Parliamentary Secretary said the Panchayat Department had earmarked a sum of Rs 2 crore for the current financial year to construct new buildings for the offices of Divisional and Development Departments and Zila Parishads.

To impart training to the Class I and II officers of Panchayat and Development Department and also for the employees of others departments regarding rural development, a Haryana Rural Development Training Institute was being opened at Nilokheri. A sum of Rs 50 lakh had been sanctioned for this financial year out of which Rs 20 lakh had already been released.

Divali mela in Dayanand school

Students of SR Dayanand Public School, Ambala City, organised Divali mela today. Deputy Commissioner OP Langyan was the chief guest. School chairman NK Bansal and director P.K. Bansal were present. A colourful programme was held. Baby show, solo dance and inter-school gidda dance competition was organised. “Jhankis” depicting the life of Lord Rama and Maharishi Dayanand Saraswati were presented. School principal Sunita Vimal spoke on the occasion.

Magic show

A magic show was held in Lord Mahavir Jain Public School, Ambala Cantt, today.

Magician SK Sharma and his team members presented magic tricks. His performance was appreciated by the audience. Students were left spellbound by the magic items presented by him. His item on hypnotism was specially liked by the students. Sharma explained to the students that magic was an art which could be learnt.

Divali mela

A divali mela was organised at DAV Public School here yesterday.

The school was decked up for the mela. A large number of students and parents took part in the mela. Stalls were set up. Magician Wilson showed magic tricks to students. A primary health committee of the school explained to the people about dengue and the steps which can be taken as preventive measure.

1,000 drivers, 2,000 conductors to be recruited

The Haryana Government will recruit nearly 1.5 lakh youth of the state in different government jobs in the coming two years. These include recruitment of 2,000 conductors and 1,000 drivers for state roadways.

This was stated by the Minister for Roadways and Public Health, Mr Randeep Surjewala, after laying the foundation stone of a waterworks building at Mohammadpuria village in the district today.

The minister maintained that Rs 1,027.62 crore would be spent on various schemes of the Central and state governments to improve the drinking water supply to the rural as well as urban areas.

Addressing newspersons at the residence of District Congress Committee president Hoshiari Lal Sharma, Mr Surjewala said as many as 3,500 new buses would be added to the Haryana Roadways fleet in the next five years. Dr K.V.Singh, OSD to the Chief Minister, was also present on the occasion.

Regarding the shortage of tyres for roadways buses, the Transport Minister said it was because of a company backing out of a contract. “The situation is under control and things will be alright within the next few days,” he added.

He pointed out that the budget of the state Public Health Department had been increased threefold as compared to that during the previous regime.

The Haryana Roadways Workers Union, affiliated to the Sarv Karamchari Sangh, has served a 15-day ultimatum on the authorities to meet their demands, failing which they will resort to an agitation. At a meeting held by workers of the Chandigarh, Kalka and Panchkula sub-depots here today, the workers condemned the “indifferent” attitude of the roadways General Manager.

The president of the union, Mr Lal Chand Kasana, said letter containing various demands was submitted to the General Manager in Chandigarh on June 14. But till date the demands of the workers had not been met.

In the 21-point charter of demands, the workers sought to restrain undue recovery from employees, better avenues of promotion, confirmations, stopping the recruitment of staff from other depots, proper rest for workers, payment for overtime and stopping discrimination in the allotment of new buses. Five new demands were added to the list submitted in June, Mr Kasana said.

Mobile phones for police officers

The Haryana Government has allowed mobile phones to its police officers.

According to a letter sent by the Home Department to the Director-General of Police, mobile phones will be given to DIGs, SPs, DSPs, Inspectors and SHOs, including those posted in the Crime Branch.

While IPS officers have been allowed to purchase hand sets worth Rs 6,000 each, non-IPS officers will be eligible to buy hand sets worth Rs 3,000.

The IPS officers will be entitled to call charges of Rs 12,000 per annum or the actual amount, whichever is less. The non-IPS officers will be paid Rs 9,600 per annum or actual, amount, whichever is less.

The rent will be paid extra by the government.

The facility will cost the state exchequer more than Rs 50 lakh in the first year, as it would include the cost of the hand sets.

While the IPS officers would purchase hand sets worth Rs 2,88,000, the hand sets to the non-IPS officers would cost Rs 9,93,000. The call charges will cost Rs 37, 53, 600 per annum. The rent would be extra.

Earlier, the Haryana Government had allowed a similar facility to certain categories of IAS officers.

5 killed in mishap

Five persons were killed and five injured when two jeeps collided on the Rohtak-Bhiwani road here this morning.

While one jeep was going from here to Bhiwani, the other was coming from Bhiwani.

Just as the jeeps collided head on a motorcyclist, who was behind one of the ill-fated vehicles, lost control and rammed into the jeeps. The youth and the woman riding pillion were injured.

The dead have been identified as Sanjay, Jaipal, Rajbir, Ashok and Satpal. The first three died on the spot, while the other two succumbed to their injuries at the Postgraduate Institute of Medical Sciences (PGIMS) here. The injured have also been admitted to the PGIMS.

Bhajan’s remarks anti-party: MLA

Naggal MLA Nirmal Singh today said that former Chief Minister Bhajan Lal and his son Kuldeep Bishnoi had spoken against the party during a tea party at Yamunanagar.

Mr Nirmal Singh said the statements of Mr Bhajan Lal and Mr Kuldeep Bishnoi were anti-party. He said even though Congress President Sonia Gandhi had directed that there should be discipline among leaders and workers, Mr Bhajan Lal and Mr Bishnoi were violating discipline.

He said Mr Bhajan Lal remained the Chief Minister for more than a decade and his son Chander Mohan was now the Deputy Chief Minister, yet they were opposing the party.

JK Ultrasound Centre in Ambala Cantonment was sealed here today. A team of officials sealed it following a report on a news channel a few days ago, which showed doctors from different parts of Haryana allegedly carrying out sex determination test.

An inquiry had been ordered by the Haryana Health Minister, Ms Kartar Devi, following which the centre was sealed today. Health Department officials from Panchkula are carrying out the inquiry.

CMO Ambala D.P. Lochan said inspection was to be carried out by a team from the state Health Department officials. The issue was being directly dealt with by senior officials.
