Tarn Taran: The spurt in crime has given a dubious distinction to this newly formed district. According to official information, the data till September 30 as compared to the last year shows that though the number of murders has come down to 20 from 33, six cases of abduction have been reported this year. However, last year there was no abduction case.

Vacating guest house: DC to write to CS
Phagwara, October 12
The Deputy Commissioner, Kapurthala, Mr Raminder Singh, said today that he would write to the Home Secretary and the Chief Secretary to instruct the local police to vacate the guest house of the Nagar Council for which the council had passed two resolutions. The resolutions were sent to the DGP, the Home Secretary and the Principal Secretary, Local Bodies. The police has occupied the guest house since the days of militancy.

More than seven houses in Mohalla Tambacoo Kuttan here today developed cracks during digging of the road for constructing and repairing drains.

The police claimed to have arrested one person and seized duplicate CDs from a shop at Rattanpura Mohalla here today. The police has arrested a worker of the shop, Jagdeep, while the owner, Pardeep Kumar Prashar, is absconding. — TNS

Hundreds of activists of various religious organisations and clubs of Tanda and Urmur, including the Sanatan Dharam Sabha, the Shri Ram Lila Committee, the Shiv Shakti Club and the Baba Buta Club, led by Mr Jawahar Lal Khurana, disrupted rail traffic this afternoon by staging a dharna at the Tanda railway station in protest against the alleged burning of effigies of deities at Rampura Phul.

Tarn Taran: The spurt in crime has given a dubious distinction to this newly formed district.

According to official information, the data till September 30 as compared to the last year shows that though the number of murders has come down to 20 from 33, six cases of abduction have been reported this year. However, last year there was no abduction case.

Four cases of dowry deaths have been reported this year, while three last year. Five cases of dacoity and six cases of robbery have been reported this year as compared to nil in 2005.

This year accident cases have worried the police and the civil administration much as 71 cases have been reported till date, resulting in the death of 75 persons. Last year there were only 43 cases.

In cases of cheating, the number has been increased to 60 from 47.

Twenty-one cases of snatching have been reported in 2006, while last year only 5 cases reported.

Cases under the NDPS Act have been increased to 196 this year. Last year 162 cases were registered. This year 202 persons have been arrested under this Act.

The vigilance in villages has succeeded in decreasing the sale of illicit liquor. The records show that 465 cases have been registered this year under the Excise Act, while 979 cases last year.

The recovery of arms, too, has decreased to 20 as compared to 27 last year.

Employees protest against management 
No aid for Khalsa College for nine months

The state government has not released the financial aid to the tune of Rs 2 crore to the Khalsa College here for the past nine months resulting in financial crunch in the 114-year-old educational institute.

Though the college management has been giving salaries to the staff from different financial heads since then (for eight months), but it stopped the salary last month. However, due to the strike the management credited 85 per cent interim payment to accounts of employees yesterday.

However, non-teaching employees today organised a dharna in support of their demands, including the non-release of their full salaries. The employees assembled in front of the Principal’s office. They were raising slogans against the callous attitude of the management towards their demands.

The rally was organised under the leadership of Mr Mandip Singh Bedi, president, Private College Non-Teaching Employees Union (Punjab & Chandigarh).

The main reason for the non-release of grant-in-aid by the government is that the management could not supply the information about the self-finance courses as demanded by the Director Public Instructions (DPI).

However, Dr Daljit Singh, Principal, said the DPI had failed to release 95 per cent grant though it was ready to submit all sorts of information required. He, however, said the DPI could ask for information about the traditional courses only under which the college was covered under 95 per cent aid and not the self-finance or other courses.

He claimed that the Punjab and Haryana High Court had already given stay in favour of the management.

Dr Daljit Singh said the college was ready to accept all genuine demands of the staff. He said the arrears of 50 per cent DA would be merged immediately after getting funds from the government.

On the other hand, a meeting of teaching staff was held here today to launch an agitation. It was unanimously decided to sit on relay fast shortly.

Service providers stage dharna

Demanding regularisation of their services and a provision for medical leave, the Rural Medical Service Providers Association staged a dharna in front of the Deputy Commissioner’s office here today.

Members of the association started their protest from the office of Zila Parishad and peacefully marched towards the office of the Additional Deputy Commissioner to submit a memorandum. The protesters were wearing black badges.

The service providers (doctors) had started a statewide protest a few days back in their respective dispensaries by wearing black badges while on duty. Banners with slogans pertaining to their demands were put up outside the dispensaries expressing their anger against the government.

Earlier, they had presented a memorandum to the Local Bodies Minister in this regard.

Vacating guest house: DC to write to CS

The Deputy Commissioner, Kapurthala, Mr Raminder Singh, said today that he would write to the Home Secretary and the Chief Secretary to instruct the local police to vacate the guest house of the Nagar Council for which the council had passed two resolutions. The resolutions were sent to the DGP, the Home Secretary and the Principal Secretary, Local Bodies. The police has occupied the guest house since the days of militancy.

Talking to reporters at City Club here, he said tenders worth Rs 14 crore would be called soon for three projects — the Satnampura railway bridge, bus stand and the flyover near Mehtan village bypass.

He said the construction work would be started in first week of December and the work would be completed by September.

Regarding the bus stand, he said the remaining construction work would again start on November 15 and it would be completed by January 15. A sum of Rs 1.22 crore would be spent on it. The flyover at Mehtan village bypass would be completed by March.

Mr Raminder Singh said the Baba Jassa Singh Ahluwalia Heritage Festival would be held from October 27 to 29 at Kapurthala. Renowned artistes like Begum Farida Khanum from Pakistan, Vishwamohan Bhatt, Shiv Kumar Sharma, Bhai Mansa Singh and Chhannu Lal Misra would enthrall the audience.

Replying a question, he said the officials had been instructed to accelerate the paddy procurement.

He also instructed the SDM to launch a special drive to remove encroachments from government land.

Replying to a question about the arrangements of Assembly elections, the Deputy Commissioner said adequate arrangements would be made to ensure transparent elections at 508 polling booths in the district.

He said an IAS officer of Haryana cadre, Ms Anuradha Gupta, has been made in charge for Jalandhar division to elections.

He said Mental Health Centre of Kapurthala would be developed soon to recover mentally challenged children.

Council digging cracks seven houses

More than seven houses in Mohalla Tambacoo Kuttan here today developed cracks during digging of the road for constructing and repairing drains.

According to sources, when the digging work was in progress, the road suddenly caved in and an old well appeared.

When The Tribune team visited the spot, a big well was seen which further created open space under the foundation of adjoining houses.

House owners namely Sarvan Singh, Rajinder Kumar, Pushap Kumar, Pawan Kumar, Pardeep Kumar, Prem Paul and Koddey Shah told The Tribune that a well used to exist here on which the Nagar Council had constructed the road without closing it properly.

Council engineer Satish Sharma along with the Ward no: 19 councillor, Ms Kusum Sharma, inspected the site. A large number of residents were assembled there to see the well.

Officials of the council, who were inspecting the site, said seepage in sewerage pipes could be the reason behind the cracks in the houses.

Railway fitter injured

Jalandhar, October 12
A fitter working with the Railways was injured while on duty today in a freak accident.

The victim, Kuldeep Chand, was coupling two coaches of a goods train by attaching a hook between them when another goods train brought there for shunting hit the coaches with a jerk.

A doctor was called, who referred him to the Civil Hospital from where he was referred to the DMCH in Ludhiana.

Railway employees said the accident occurred as yard masters did not give any signal near the coaches that were being coupled.

Revenue official shifted in land scam

Kanungo Pawan Kumar, allegedly involved in the Rs 10-crore scam in the transfer of the government’s muafi land on the Kanjali road here in the name of cultivators, was transferred to Sultanpur Lodhi.

Noting that there were many beneficiaries of the scam, Deputy Commissioner Raminder Singh said the administration had decided to review all mutations, stopped the construction work at the site and directed the SDM to conduct a probe.

Financial Commissioner (Revenue) K.K. Bhatnagar, who discussed the case with the DC at Jalandhar yesterday, was expected to discuss with him the preliminary findings of the SDM report in Chandigarh on October 16.

The DC said the “muafi” land was wrongly transferred in the name of cultivators in 1984 by the then tehsildar, A.S. Grover, and after the change of mutations the land was sold three to four times.

He said he had entrusted the inquiry to the new SDM, Mr Karnail Singh, who has recently joined here following the transfer of SDM A.K. Sikka.

Meanwhile, the coloniser, who was developing a residential colony at the land after getting temporary approval from PUDA, removed the sign boards from the site and also erased the name of the colony, Green Model Town, written on the boundary wall. — UNI

Murder case solved, two arrested

Jalandhar, October 12
The police today claimed to solve the murder case with the arrest of victim’s stepdaughter and her son.

The police chief, Mr Ishwar Singh, said Dara Singh, a resident of Bal village in Nakodar, was found murdered on the outskirts of the village on October 7.
Her stepdaughter, Surinder Kaur, who raised the alarm, first spotted the body. Subsequently, an investigation team headed by DSP Diljinder Singh Dhillon was constituted.

During the investigation, the needle of suspicion was pointed towards Surinder Kaur and her son Sandeep Singh. During questioning, Surinder confessed of committing the crime.

The accused said on the night of October 6 they murdered Dara Singh with sharp-edged weapons. — PTI

CPM plans conference

The CPM has decided to hold a state-level conference in Amritsar from November 26 to 29.

Talking to mediapersons here today, Mr Mangat Ram Pasla, secretary, CPM, state unit, said the members would discuss the economic depredation of the country by imperialists and ever-widening gap between the haves and have-nots leading to political instability of the country.
