Schoolgirl abducted in car, escapes unhurt

New Delhi, August 19
The police today interrogated seven suspects in connection with the kidnapping of a 17-year-old schoolgirl yesterday.

According to sources, two young men abducted a class 12 student of Sarvodaya Kanya Vidlaya in Gandhi Nagar on Friday but the girl managed to escape from their clutches in Connaught Place.

“We have registered a case of kidnapping and questioned seven suspects but the main accused is still on the run. The girl had named one Aman as the prime accused but she does not have any details of his residence or phone number. Our teams are searching several suspected locations in East and North-East Delhi,” the SHO of Gandhi Nagar Police Station told ‘The Tribune’.

The girl told the police that two youths dragged her into their car while she was on her way to school at around 11 am. She said that they put something on her face after which she lost consciousness, the official said.

In a similar incident on August 14, a 16-year-girl had been kidnapped at knifepoint and was allegedly raped by an acquaintance in Uttam Nagar in west Delhi.

Meanwhile, a 40-year-old woman was allegedly bludgeoned to death at her Sultanpuri residence in North-West Delhi.

Saroj (40) was found lying bleeding from the head on the staircase at her Pootkalan Gaon in Sultanpuri area yesterday by her elder son Deepu (24) who works with a courier company, according to sources.

She was rushed to the Sanjay Gandhi Hospital, where she was declared ‘brought dead’.

Deepu later said he came to know about the incident when his neighbour called him to inform that blood was trickling from the staircase of his first floor house.

He also said he found a stone with bloodstains in the room afterwards. Blood spots were also found on the pillow cover.

Police later said it seemed to be a case of robbery as the ornaments Ms Saroj was wearing were found missing.

While her second son Sonu (18) was studying in school, Saroj’s husband Nathu Ram works as a carpenter.

The only good news for the police came with the arrest of two snatchers, Rocky (23) and Vishal (22), allegedly involved in 98 cases of snatching committed in various localities of Delhi.

Eight gold chains, one mangalsutra, a pair of ear-rings, 18 mobile phones, one Pulsar motorcycle and one Chetak scooter have been recovered from their possession.

According to the district DCP, “They are very stylish snatchers and their lifestyle belies their acts. They entered this field only for fun and thrill. Their area of operation was West, North-West and North-East districts.”

He said, “Acting on an information that a notorious snatcher Rocky with his accomplice will be coming on black Pulsar motorcycle at around 5.30 pm along the Najafgarh drain to sell some chains, a team under the ACP Sumer Singh was set up. The team spotted a motorcycle coming at a very high speed.”

The officer added, “They were signalled to stop for checking. As they tried to speed off, they were obstructed by the barricades and challenged by the police party. The duo then ran in bushes towards the Narsingh Garden. One of them fired at the police party with a country-made pistol. However, they were chased and apprehended. Rocky is an untraced BC of Dilshad Garden involved in as many as seven cases of snatching. After his release from jail, he had been frequently changing his name and residence,” the DCP added.

‘Fuss over words by the ill-informed’

After being slammed for using certain ‘offending’ terms like ‘terrorist’ for leaders like Bal Gangadhar Tilak, in the Hindi textbooks, the National Council for Educational Research and Training (NCERT) has replied that it has merely reproduced the literary work in its unabridged form.

“The Hindi textbooks brought out by the NCERT are not written by anyone, they are a compendium of literary works of writers, and as is the standard practice, we have reproduced these works in their original form,” said Prof Purshottam Aggarwal, Chief Advisor, Hindi Textbooks. He said, “NCERT is not responsible for the offensive words in the Hindi textbook. The words have been mentioned in the two pieces, one by Munshi Prem Chand and the other by Omprakash Valmiki. We have inserted a footnote at the end, clarifying that the words mentioned should not be used. We cannot distort the pieces by removing or adding words.”

Pointing out that the “fuss over the words” stems from being “ill-informed”, Prof. Aggarwal said, “Even in ‘The Merchant of Venice’, there are footnotes describing that racists prejudices were prevalent in medieval Europe and should not be upheld. But no one distorts Shakespeare’s works.”

Urging society to show “creative tolerance”, he said, “People are upset that we have used a poem on fear psychosis by Avtar Singh. But these people should know that Avtar Singh was killed by terrorists.”

Use of certain “offending words” in the NCERT’s Hindi textbooks created a furore in Rajya Sabha on Friday as opposition members, in particular, criticised the ‘distortions’ in school textbooks, including description of freedom fighter Balgangadhar Tilak as ‘terrorist’.

The opposition leaders who were later joined in by members of various other parties, including the Samajwadi Party and the Left expressed anger over the description of the Jat community as ‘marauders’.

While NCERT officials refused to comment on an emergent meeting that was called today, sources said following the government’s assurance that the issue will be examined, a meeting of select members took place in the Council to examine the allegations and the future course of action.

“As of now the Council has given its explanation. The government’s decision will decide what action the Council will have to take. If a committee is constituted by the Government, it will be incumbent on them to decide whether to drop the chapters or carry on with the current version,” sources said.

Earlier, the Sikh community had take strong exception to some alleged “misrepresentation of facts” in its history books.

The Delhi Sikh Gurdwara Management Committee (DSGMC) had submitted a memorandum to the Union HRD Minister claiming that certain references to the Sikh history, hurt the sentiments of the community.

A large number of telecom towers belonging to private companies have come up on residential buildings in an illegal manner in the city. These pose a serious threat to the life and property of a large number of residents. The authorities seem to be least bothered about this.

Though the matter has been raised by those affected and notices have been issued against violations, no action has been forthcoming so far. A social activist here has decided to file a PIL in the Punjab and Haryana High Court soon in this regard.

Software engineers Deepak Gupta and his wife Nimisha, residing in Green Fields Colony here, have been running from pillar to post against the construction of a telecom tower of a mobile phone service provider on the roof of their building since June.

Despite bringing this to the notice of the district officials, including the Deputy Commissioner and the Haryana Urban Development Authority officials here, no action has been taken.

The government has banned the construction of such towers on the top of residential buildings as these can pose a threat to human life in case of any natural calamity or simply due to the inadequate strength of the building.

In letters written to various authorities, including those in charge at the telecom company, Ms Nimisha Gupta claimed she was co-owner of the building and the telecom company as well as the person residing on the second floor had not taken her permission for this construction.

She said while it had been proved that such a tower could be a source of dangerous radiations it could also bring down the entire building as the structure was not strong enough to bear its weight.

She said the rules clearly mentioned that no such tower could be built on residential buildings.

Ms Gupta alleged the family was threatened with dire consequences by musclemen of those involved in bringing up the tower.

The office of the District Town Planner (Enforcement), a wing of the HUDA office from where such permission was required, had issued a notice to the second floor flat owner and the company about 15 days ago. No action had been taken to demolish this structure.

Social activist K. L. Gera alleged that hundreds of such towers had come up illegally with the knowledge of officials concerned. He claimed the life and property of people was being risked because of corruption.

He said a PIL would soon be filed in the high court as the authorities had failed to respond to the legal notice served by him earlier.

Noida in throes of diarrhoea epidemic

For lack of preventive measures, the number of diarrhoea patients is on the rise in Noida. Some 20 new patients were admitted to ESI hospital since August 17, while in government hospital another 18 patients have been admitted.

In the government hospital, which had earlier reported to have admitted over 150 diarrhoea patients in the past ten days, doctors say they are handicapped for lack of equipment like ‘drip’ and tape etc. About 12 poor patients are being sent home daily without any treatment from the district hospital on the pretext of lack of equipment.

Some patients were admitted to government hospital in serious condition on August 17 and 18. Karuniti, 32, Samerjit, 24, Tabasum, 40, Pragat Singh, 21, and Rukhsana, 5, have been admitted from different sectors. They either are slum dwellers or poor villagers.

They were all brought in serious condition and admitted to emergency wing on Friday. All these patients were asked to buy Vanflow for Rs 70 and tape for Rs 12 each before they were admitted. Three of the patients who did not have money to buy these items were reportedly turned back.

ESI hospital is having more diarrhoea patients than it can cater to. Only card-holders can get admission here though this hospital is equipped with needed gadgets and machines. Social activists, doctors and employees have expressed resentment at the government hospital’s refusal for treatment of poor people for want of equipment and machines.

After heavy rains the residents of Noida are suffering from several ailments. Most diseases are caused by impure water and water-logging in the localities which have turned into vast breeding grounds of mosquitoes, flies, etc. To make the situation worse, there is absence of any fogging or other preventive measures.

Patients are sent home after being put on drip for sometime routinely. Even in private hospitals like Metro, Kailash, Fortis, Prakash, Prayag, etc. the number of diarrhoea patients is increasing.

According to doctors, drinking unhygienic water is the main cause of this disease. One major difficulty that the doctors face is that the daily wage earners and people want to be released after just a few hours because of their fear of loss of wages. As they leave hospital without getting fully cured, they succumb to the disease again.

The possibility of bacterial diarrhoea is raised during this weather, according to Dr RK Mathur, Director, ESI Hospital, Noida. Bacteria flourish in water in 20 to 36 degree temperatures and victimize the weak, children and old people. About 70 per cent child patients die in such circumstances. Dampness, humidity, waterlogging all spread this disease, Dr Mathur said.

‘UP govt has aligned itself with capitalist lobby’

Former Prime Minister Vishwanath Pratap Singh, who kept his promise to farmers by ploughing the land earmarked for the Reliance power project in Dadri yesterday, declared, “I shall not rest till I get the farmers their due right”.

He said a parliamentary delegation would tour the Bhajore Khurd area of Dadri to get a first-hand account from farmers. According to Mr Anil Ambani, the land had been procured by him at Rs 5700 per sq mt. The same land had been acquired from farmers at Rs 150 per sq yard by the GNIDA, he said.

A meeting of Jan Morcha leaders has been called on August 24 in Lucknow to evolve the future strategy for the farmers’ struggle. The meeting will fine-tune the strategy to take up farmers’ struggle in Punjab and Haryana also.

Mr Raj Babbar’s Jan Morcha is also contemplating using the right to information on this issue to embarrass Mr Mulayam Singh Yadav’s government in Uttar Pradesh. Officials’ notings on land acquisition papers and the Reliance project would be brought to the knowledge of the farmers.

A delegation of members of Parliament would tour Bhajore Khurd village. They would meet farmers of the area to gain knowledge about the atrocities committed by the UP Police. The MPs’ delegation would be led by Congress MP Tariq Anwar, the former Prime Minister said.

Mr V. P. Singh said the past two days’ happenings had proved the present UP Government had aligned itself with the capitalist lobby. If people demanded their due, they were silenced by the government’s (police) guns.

The state government had to requisition police and security forces from the Centre. “When the power project is not being built at the site then farmers should be given back their land so that they can plough it, which is their right,” Mr V. P. Singh said.

Mr Raj Babbar said that the land acquired from farmers at Rs 150 per sq yard had been shown as bought by Reliance at Rs 5700 per sq mt.

“We shall have no objection if Mr Ambani makes payment to farmers for their land at this rate. We won’t grudge if he deducts some money towards reasonable expenses from this rate”, the MP added.

It will be possible to access the images and data also through the Internet, making it possible for people from far-off places also to keep a track of their patients admitted to the hospital. Full arrangement for Telemedicine has also been made so that doctors from remote areas can interact with specialists and help their patients. The floor has two Operation Theatres which meet the most stringent sterility requirements with HEPA filters UV lights and the Cath Lab is the latest generation Innova 2100 from GE USA, which is the best machine available presently and the only one of its kind in Delhi.

One crushed to death by DTC bus

One person was crushed to death and two critically injured when a DTC bus hit the cycle rickshaw in which they were travelling near Arthla yesterday.

One of the three persons was killed on the spot while the other two seriously injured were rushed to Guru Tegh Bahadur hospital in Shahadra. The condition of both is stated to be critical. After the accident, the driver fled abandoning the bus.

The driver reportedly lost control over the DTC bus, No DL-A-3182, on its way from Kotdawar to Delhi at 1 pm, crushing a rickshaw-puller and two others. All the injured were rushed to Narinder Mohan hospital from where they were shifted to SGTB hospital, Shahadra, Delhi.

SO Sabarwal said the police had impounded the bus.

Monorail bids to be finalised soon

The Delhi government was in the process of evaluating tenders received for its ambitious monorail project and would finalise the bids within a week, state Transport Minister, Mr Haroon Yusuf, said.

“We also have to decide whether the project has to be executed on Build, Operate and Transfer (BoT) basis, on public-private partnership or by the government,” he said. The project would take care of the transport requirements in densely populated areas of the Capital where the Delhi Metro had not reached, he added.

According to the government estimate, it would cost between Rs 40-45 crore to build a km of monorail, 48 km of which is planned in the first phase. The project is expected to be completed before the commencement of the Commonwealth Games in 2010.

Woman delivered child in fields as police blocked roads

A pregnant woman from Datwali village delivered a baby boy in fields near the GT Road as she could not reach hospital due to the restrictions placed on traffic movement by the police in view of the rally in Dadri.

The police had put up dozens of barriers on all roads, including the Chithera and Dadri GT Road, to prevent people to reach Dadri rally venue.

Manjit Singh’s pregnant daughter-in-law in Datwali village had been having birth pangs from the early morning. Manjit Singh was carrying her to Dadri hospital on a bullock cart and when he reached GT Road from Chithera village, the police stopped the cart from going further.
