Reliance must take care of dealers, says Chandumajra

Reliance Industries Limited (petroleum business) should take care of its petrol pump dealers and provide petrol and diesel to its dealers at the same price being provided to dealers of Bharat Petroleum and Hindustan Petroleum. President of the Shiromani Akali Dal (Longowal) Prem Singh Chandumajra said this here yesterday.

Leaders enthusiastic about Uma Bharti’s rally

The district administration has initiated a “Go Green” campaign aiming to plant more than one lakh saplings of ornamental, medicinal and other trees at public places within a span of one month.

In a major breakthrough, the district police today arrested a Block Samiti member of Sultanpur Lodhi, Mohinder Pal Singh, along with four other persons with fake currency of Rs 3,800 at Bhanu Langa village bus stand under the Sadar police station this afternoon.

NRI’s murder accused arrested

The 76-year-old NRI whose body was recovered yesterday had been strangulated by his nephew with the help of his mother and three others, the police claimed today.

Mother of a three-month-old child was allegedly strangulated by her in-laws at Jamalpur Colony in Ludhiana yesterday. Kulwinder Kaur, the deceased, was the daughter of one Darshan Lal of Jagatpur Jattan village in Phagwara. Her brother Rashpal had returned from Lebanon on Thursday.

The controversy over inviting candidates from diploma-level institutes for appearing in an interview for the posts of Deputy Dean and Deputy Controller of Examination at Punjab Technical University on July 2 is getting hotter, with other eligible candidates seeking a reply in this regard from the Vice-Chancellor through an application filed under the Right to Information Act.

In the application filed on July 17, it has been asked under which rule of the AICTE, UGC or MHRD, the candidates from diploma institutions were called for interview, though the sole criterion of “experience” was taking candidates from university and degree level technical institutions of national repute.

The university VC has also been asked some uneasy questions as to whether one of the candidates from diploma-level institutions was also involved in “outsourcing” of the paper checking of the Distance Education Programme of PTU. He has also been asked as to how the interview letter was sent to one candidate from Guru Nanak Dev University, Amritsar, for deputation, who was serving there on temporary basis.

Besides, the university authorities have also been asked about the criteria, approved by the Board of Governors (BOG), followed for marks’ allotment in the interview regarding qualification, experience, published work, patents or extracurricular activity. A copy of the application has also been sent to the Chief Information Officer, Punjab, Chief Secretary, Punjab, and Principal Secretary, Department of Technical Education, Punjab.

Interestingly, while the names of the candidates were to be finalised in a meeting of BOG on July 19, it was postponed to the second week of August. The announcement regarding names of the selected candidates is yet to come.

The candidates had earlier raised the issue asking how a person from diploma cadre could be asked to appear for interview when the university, in its own advertisement, had pointed out that the qualification of candidates should be “at least 10 years of teaching/ R&D experience in a reputed college/ academic institute/ university, must have an experience of conducting and management of examinations in a reputed higher education institute/ university out of which three years of experience in a responsible capacity to manage affairs of an academic institution”.

Also, they had asked how the candidates who had applied for either of the two posts were called for both, even as the nature of duties of both Deputy Dean and Deputy Controller of Examination was quite different.

The Vice-Chancellor, when contacted, said that the call for interview to the diploma candidates had gone by mistake, and that they were not eligible for the posts.

State forum intervenes to end impasse

Taking a suo motu cognizance of an order passed by the District Consumer Disputes Redressal Forum, Hoshiarpur, in a case titled Harbhajan Singh versus Punjab State Electricity Board wherein the forum has made some adverse comments against a lawyer, the Punjab State Consumer Dispute Redressal Commission today issued a notice to both the parties and stayed some observations made by the district forum. The State Commission took this step after functioning of the district forum continued to remain disrupted for the past three days with the Hoshiarpur bar demanding the sacking of District Forum members.

“The observations on record by the district forum have led to widescale resentment among the legal fraternity, who have boycotted attending the District Consumer Forum”, sources said. The state commission today intervened in the matter and issued a show-cause notice as to why the observations and directions of the district forum should not be expunged / quashed. In the order passed today and signed by President and two members of the State Commission further proceedings in the case have been stayed and both parties in the case have been asked to appear before the State Forum on September 8.

The objection of the legal fraternity is mainly to Para 6 of the district forum’s order dated July 4, 2006 that reads, “It indicates that the officer concerned of the opposite party is not aware as to how a show-cause notice is to be drafted and as to how a speaking order is to be passed. It is true that sometime after reservation policy came into force, all the officers cannot be intelligent enough to draft a show-cause notice, get a reply and then to pass a speaking order. Since reservation has now become our fundamental right, if such a situation arises whereas officer is not in a position to work, the assistance of a law knowing person from the bar cannot be taken in order to see that the work of the board continues smoothly”. It is the effect / carrying out of the above observations / directions that have been stayed till further orders.

Members of the District Bar Association, Hoshiarpur, have been on strike for the past three days and have been demonstrating in front of the office of the District Consumer Forum (DCDRF). They are demanding the sacking of Mr B.C. Gupta, president of the district forum, along with other members of the forum, seeking legal action against them. They have also urged the Bar Council of Punjab and Haryana High Court not to renew the licence of Mr B.C. Gupta after his removal.

Other organisations like the Dalit Samaj, Hoshiarpur, including the Balmik Sabha, the Ravi Dass Sabha, the Dr Ambedkar Youth Club and the Dr Ambedkar Society etc have since joined the agitation against the three-member district forum.

The District Bar Association is adamant and says that it would boycott of the district forum till the removal of its President Mr B.C. Gupta and members Mr A.S. Jauhar and Ms Vandna Chaudhry.

Steel coaches for all Rajdhani, Shatabdi trains

Indian Railways plans to induct stainless steel coaches in all Rajdhani and Shatabdi trains. These coaches have already been installed in selected Rajdhani and Shatabdi trains in the recent past, sources in the Rail Coach Factory (RCF) have said.

These coaches are said to have superior features in terms of aesthetics, passenger comfort, safety and environment friendliness.

In order to facilitate the process of inducting these coaches in all Rajdhani and Shatabdi trains, a bulk indent meeting was organised at RCF yesterday.

The RCF’s general manager, Mr Partap Srivastava, additional member (PU), Railway Board, head of departments, RCF, and delegates from Northern Railway, Western Railway, Eastern Railway, RDSO and Railway Board, participated in the meeting.

The objective of the meeting was to discuss the issues related to the design and quality of the RCF built Alstom-LHB Design Coaches and maintenance support to the user railways.

RCF has so far rolled out 267 LHB Coaches of 14 different types including 48 SG Coaches. These are running in Rajdhani and August-Kranti Rajdhani Express between Mumbai and New Delhi and Howrah/Sealdah-New Delhi Rajdhani Express.

RCF is supporting Northern Railway, Western Railway and Eastern Railway in their upkeep by supplying material and spares.

The requirement of spares in the next financial year was also discussed in the meeting.

A compendium of design modification, quality issues and the progress of procurement and supply of spares has been provided to the delegates.

This coordination meeting is likely to help zonal railways arrange spares, tackle quality and design issues and speed up induction of these coaches into more services.

Sources added that such coordination meetings would now be held at regular intervals.

Reliance must take care of dealers,
says Chandumajra

Reliance Industries Limited (petroleum business) should take care of its petrol pump dealers and provide petrol and diesel to its dealers at the same price being provided to dealers of Bharat Petroleum and Hindustan Petroleum. President of the Shiromani Akali Dal (Longowal) Prem Singh Chandumajra said this here yesterday.

His statement comes in connection with a news item carried in The Tribune on July 28 that highlighted the uncertain fate awaiting nearly 20,000 families including those of 19,000 employees working in over 800 Reliance petrol pumps in different parts of the country.

As far as Punjab is concerned, sales at 55 DODO (dealers owned, dealers operated) Reliance pumps had reduced drastically after RIL hiked the rates of petrol and diesel. Diesel and petrol is Rs 2.50 and Rs 2.76 costlier at Reliance pumps compared to other pumps in Punjab.

Going one step further, Mr Chandumajra said the Punjab government should issue a “white paper” on the issue of providing land to RIL for setting up mega projects.
Earlier talking to mediapersons, he flayed the Centre for the marginal hike of Rs 10 in the minimum support price (MSP) of paddy fixing it at Rs 580.

He demanded that the MSP for paddy and cotton be fixed at Rs 700 and Rs 3,500 respectively.

Mr Chandumajra said Punjab government should put pressure on the Centre for adequate hike in MSP.

The SAD (Longowal) president warned that if the MSP was not increased “satisfactorily”, his party would launch a statewide agitation about which announcement would be made on August 20.

He said his party was trying to create a third front against the ruling Congress party and the opposition SAD-BJP combine for the forthcoming Assembly elections.

Leaders enthusiastic about Uma Bharti’s rally

Workers and leaders of the Bhartiya Jana Shakti Party, headed by the former MP Chief Minister, Ms Uma Bharti, are enthusiastic about the party’s state-level ‘Swabhiman Rally’ at Jalandhar tomorrow. They expect to show their strength in Punjab with a gathering of at least 25,000 to 30,000.

Sadhus and staunch followers of Ms Bharti have already started arriving for the rally that would be held tomorrow afternoon at Patel Chowk.

Meanwhile, state president of the party, Mr Pawan Valecha, claimed that several leaders of Shiv Sena (Bal Thakerey), including Mr Pawan Sharma and Mr Rajnish Needu, presidents of its Ludhiana and Jalandhar units respectively, had joined the Bhartiya Jana Shakti Party.

“We have already got support of a large section of VHP leaders, including Mahant Vasant Ji. Several sadhus, heading powerful akharas in the northern region have also thrown their weight with us,” Mr Valecha told The Tribune.

Ms Uma Bharti’s newly-launched political outfit, it was learnt, was in a mood to stage an impressive show of strength in the wake of the forthcoming Assembly elections in Punjab.

Though, senior SAD leader Captain Kanwaljit Singh had recently clarified that his party would do “nothing which harms SAD’s long-standing relations with the BJP”, Bhartiya Jana Shakti party sources did not rule out an alliance with the SAD (B) in near future. “We cannot say anything for sure at the moment, but relations of Ms Bharti with Mr Parkash Singh Badal are cordial and an alliance between two parties should not be construed as a distant dream. Still, we are keeping all options open,” a senior party leader claimed.

The party, it was learnt, wants to first test the waters and then to take a final decision about any alliance.

The mainstay of the party is said to be the overt or covert support of the heads of akharas and leaders of the VHP, who say that the BJP had deviated from its agenda of Hindutava.

Campaign to turn Jalandhar green
Students asked to adopt at least one sapling

There is a good news for environmentalists and nature lovers.

Townships and villages of the district are going to don a green cover shortly. The district administration has initiated a “Go Green” campaign aiming to plant more than one lakh saplings of ornamental, medicinal and other trees at public places within a span of one month.

Though the district has been the heartland of Doaba, it has been lagging behind on the ‘green front’. The neighbouring Hoshiarpur district has the highest density of trees in Punjab.

The new campaign, initiated by the Jalandhar Deputy Commissioner, Mr A. Venu Parsad on Thursday, may not only strike some ‘green’ balance, but also contribute to the improvement in the environment of the district.

It is for the first time, perhaps in Punjab, that trees are being planted at such a large scale within such a short span of time.

Saplings of varied species of ornamental, medicinal will be planted at public places like schools, colleges, hospitals, cremation grounds, market committee offices, focal points and industrial areas during the month-long campaign. It will conclude on August 31.

“It’s a devastating fact that industrial and vehicular pollution is causing irreparable damage to our environment. The only scientifically-proven solution lies in the creation of more green cover,” Mr Parsad said. The campaign was started with the planting a ficus sapling in the District Administrative Complex (DAC).

“Under the campaign, every student of each government school will adopt at least one tree and he or she will be asked take care of the sapling till it grows into a tree. All government departments have also been asked to plant saplings in their premises,” the DC added.

“Since conservation of existing trees is also important, we are going to educate people not to cut trees,” he said, adding that the Horticulture Department had also been involved in the campaign.

Not only the district administration, but also the Jalandhar Police and the Jalandhar office of the Punjab Urban Development Authority (PUDA) have also initiated similar campaigns at their own levels. According to the SSP, Mr Ishwar Singh, saplings would be planted in all police posts and police stations.

PUDA’s Additional Chief Administrator, Mr Bhagwant Singh, said the horticulture wing of the PUDA would plant about 3,000 ornamental trees in the DAC.

Block Samiti member held with fake currency

In a major breakthrough, the district police today arrested a Block Samiti member of Sultanpur Lodhi, Mohinder Pal Singh, along with four other persons with fake currency of Rs 3,800 at Bhanu Langa village bus stand under the Sadar police station this afternoon.

Mohinder Pal Singh is reportedly a confidant of a former Punjab minister.

According to information, a team led by DSP (Detective) Gurdev Singh and CIA inspector Gian Singh raided the bus stand at 2.30 pm on a tip off.

After searching five suspects, the team recovered 
from them as many as 38 fake currency notes of Rs 100 denomination.

The accused were arrested by the CIA team.

Besides the Block Samiti member, the other accused have been identified as former Sultanpur Lodhi councillor Kamal Kishore alias Pappi, Harpreet Singh alias Bittu, Dimple Kumar (both from Sultanpur Lodhi) and Narinder Pal Singh from Ludhiana.

An FIR under Sections 420, 489 A, 489 B and 489 C of IPC was registered against them at Sadar police station.

When contacted, SSP Rajiv Ahir said further investigation was on and several startling revelations were expected.

NRI’s murder accused arrested

The 76-year-old NRI whose body was recovered yesterday had been strangulated by his nephew with the help of his mother and three others, the police claimed today.

All the accused involved in murder were arrested yesterday night, the police added.

Vishal, nephew of the deceased Banta Sahota, and his mother Gaindo, were picked up from the NRI’s house on the Hoshiarpur road on Friday for questioning. Later, in their statements, they confessed that they had an eye on Sahota’s property and had, as such, strangled him.

When contacted, the police refused to divulge the names of other accused, as it might hamper further proceedings in the case.

It has registered a case against the accused under Sections 364 and 302 of the IPC.

Police sources claimed that the morning after killing Banta Sahota, the accused took his body to the Hoshiarpur-Chintpurni Road in the deceased’s own car and threw it into the bushes.

Phagwara SHO Gurwinder Singh Vishal took Vishal to the spot, but could not find the body.

Meanwhile, some people living nearby told the police party that the Hoshiarpur police had taken the body into their possession.

The SHO and sons of the deceased rushed to Hoshiarpur and identified the body in the at Civil Hospital mortuary.

They cremated the body in Hoshiarpur after a postmortem.

It was learnt that Vishal and his mother used to reach Phagwara from Nakodar whenever Sahota was there.

Sources said Vishal was managing the property of Sahota and had informed that the latter’s family in England on July 24 that Sahota had been missing.

When the police interrogated Vishal, he reportedly broke down and confessed to have strangulated Sahota. The police also recovered a gold bracelet, chain and ring from Vishal’s possession that he removed after allegedly strangulating Sahota.

Woman allegedly killed by in-laws

Mother of a three-month-old child was allegedly strangulated by her in-laws at Jamalpur Colony in Ludhiana yesterday. Kulwinder Kaur, the deceased, was the daughter of one Darshan Lal of Jagatpur Jattan village in Phagwara. Her brother Rashpal had returned from Lebanon on Thursday.

According to information, Kulwinder Kaur married one Sukhdev of Khanpur village last year on March 19, but was being tortured by her in-laws for more dowry. Father of the deceased claimed that he had spent a huge amount on the marriage and had given the in-laws Rs 2 lakh in cash, besides 15 tolas of gold ornaments.

The victim’s brother alleged that they were informed on the phone about the illness of Kulwinder Kaur. Rashpal said when the family members arrived at Ludhiana, they found Kulwinder Kaur dead.

He claimed that he observed signs strangulation on her sister’s neck. He said the family members went back to Phagwara and but returned to Ludhiana along with the some panchayat members.

When this correspondent reached the spot, Rashpal was sitting in grief near the body of his sister all alone. He said all members of the in-laws family had to escaped, leaving the body behind.

The Ludhiana police has registered a case under Section 304-B and handed over the body to the family after a postmortem.

Rashpal said her sister was cremated in Jagatpur Jattan village yesterday evening in the presence of hundreds of villagers.
