Work on PGIMS projects may begin soon
Rohtak, April 24 Chief Minister Bhupinder Singh Hooda had announced last year that the PGIMS would be converted into Haryana’s most modern hospital. Thereafter, the Principal Secretary to the CM had convened a meeting to decide on the
projects. The meeting approved four projects. These were: State Mental Hospital, a new OPD block, Trauma-cum- Accident Emergency Centre and Mother and Child Hospital. Later, local Congress MP Deepender Hooda reviewed these projects at a meeting and he suggested that the new projects must take care of future requirements. He suggested that internationally renowned experts be consuled . The PGIMS has now finalised an agreement with Union Health Ministry’s Hospital Services Consultancy Corporation Limited. Set up in 1983 , the HSCC is one of the few organisations in South East Asia rendering a comprehensive range of professional consultancy services in healthcare and other social sectors in India and abroad. The HSCC’s services have been utilised by various organisations, both in public and private Sectors, central government departments, state governments as also international agencies like the World Bank and the WHO, among others , for their projects in India and abroad. The HSCC is a multi-disciplinary organisation. It has on its rolls experienced health planners, economists, doctors, biomedical engineers, computer professionals, pharmacists, architects and public health engineers. It also has a network of consultants specialising in various activities associated with health systems. The proposed projects would in all cost Rs 43 crore. While Rs 16 crore has been earmarked for the Trauma Centre, the Mother and Child Hospital and the new OPD block would cost Rs 11.5 crore each. The State Mental Hospital, the first of its kind in Haryana ,would cost Rs
4 crore. The government has already sanctioned Rs 43 crore for these projects. |
Distilleries to cut price
Chandigarh, April 24 The decision to reduce the price was taken by the distilleries at a meeting with the Chief Minister, Mr Bhupinder Singh Hooda, held in Haryana Bhavan, Delhi, this afternoon. According to sources, Mr Hooda, who wanted to encourage new small operators in the liquor trade, had asked the distilleries to cut the price because the government had reduced excise duty to the tune of Rs 26 per box this year. Initially, the distilleries were reluctant to reduce the price, citing the increased cost of transportation and other over-heads as the reason. However, Mr Hooda and the Excise and Taxation Commissioner, Mr H.S. Rana, told them that not only had excise duty been reduced but molasses too had been
decontrolled. As a result this distilleries had to pay, on an average, about Rs 50 less than what they had been paying for one quintal of molasses last year. The excise authorities also told the distilleries that many manufacturers from outside the state were interested in selling their products in Haryana. So, in order to compete with them, the Haryana distilleries must reduce the price. The sources say there was a dispute among the distilleries regarding the market share. Earlier, the government used to fix the quota of each distillery but this year it was left to the market forces. To resolve the dispute, Mr Hooda agreed that 90 per cent of the four crore proof litre quota would be equally divided among all the distilleries, while the remaining 10 per cent quota would be left to the market forces so that the distilleries must strive to maintain quality of their product. |

Injured vultures find new home near Pinjore
Nandpur (Pinjore), April 24 Covered under Schedule I of the Wildlife Preservation Act, the majestic birds were rescued by the Bombay Natural History Society (BNHS) from different places in Gujarat. The scavengers were airlifted from Ahmedabad to New Delhi and later were brought to Pinjore. After vaccinating each bird separately against any type of decease, the scavengers were released in a newly made Quarantine Bird Aviary in forest area in Nandpur village. The Quarantine Bird Aviary is located about 3 km from the breeding and conservation centre. A visit by The Tribune team revealed that the centre has made two enclosures for new arrivals. The enclosures, with one side open towards the forest, have been covered with jute bags to restrain them from human movement. The centre has also been feeding them with fresh goad meat daily. Magnetic rings have been put in their legs for identification. A pilot project in Asia, the centre is jointly run by the BNHS and the Haryana Forest Department for the conservation and breeding of vultures. While talking to The Tribune, Dr Vibhu Prakash, Principal Project Director of the VCBC, claimed that the injured bird have been procured from Gujarat. He said that the birds have been quarantined for 45 days and would be mixed with other vultures in the centre located in Joghpur village after they were detected negative from any type of disease. Dr Vibhu Prasad also maintained that after sex determination tests, the birds of same species would be released in pairs. He also admitted that two eggs were laid by the vultures in past but the pairs did not hatch them, being first parents. The centre houses 115 vultures of species like White-Backed, Long-Billed, Slender Billed and Himalayan Griffon. These scavengers have been collected from different states like Assam, Haryana, Rajasthan, Gujarat, Madhya Pradesh, Maharashtra and Himachal Pradesh in the past over three years. |

Many injured in police lathi charge
Rohtak, April 24 According to the protesters, they resorted to a protest after their efforts to convince the authorities to shift the vend proved futile. The protest began around 9 a.m. Some time later, SDM Vatsal Vashishta visited the spot but failed to convince the protesters to end their protest. After a few minutes the police arrived on the scene and began the lathi charge. The police also detained nine persons, including five women and a 65-year-old man, and took them to the City police station. All these persons had minor injuries when newspersons met them at the police station. The detained women alleged they were abused and the policemen behaved indecently with them while they were being brought in a jeep. Haryana CPM secretary Inderjit Singh and Janwadi Mahila Samiti leader Jagmati Sangwan visited the police station and later met Deputy Commissioner R.S. Doon who alleged that the protesters had blocked the road and mild force had to be used to disperse the crowd to clear the blockade. The two leaders condemned the police action and alleged that the vend contractor had also hit several persons with a stick when the police used force on protesters. They demanded arrest of the contractor and shifting of the vend to some other place. |
Rural job scheme to cover all dists
Sirsa, April 24 Dr Ram Prakash was in the city today to participate in a workshop regarding Rural Job Guarantee Scheme training. He asserted that Congress workers would organise workshops at block level to make the villagers aware of the scheme. One member of every eligible family would be provided employment for 100 days in a year under the scheme. In case the government or administration is unable to provide job, the person concerned would be given unemployment allowance. Under the programme 30 per cent jobs would be provided to women. The state Congress acting chief maintained that the party workers would now make the masses aware of various welfare schemes started by the Union and state governments. AICC secretary Nirmal Khatri, who was also present on the occasion, pointed out that the rural job guarantee programme was a permanent scheme as it had been launched through an Act. The successful implementation of the scheme is the responsibility of the government, local administration and Panchayati Raj institutions. The Deputy Commissioner, Mr Vimal Chandra, stated that nearly 54,000 applications had been received under the scheme in the district. Around 20,000 applicants had already been issued job cards, he added. On being asked how many jobs had been provided till date, Mr Chandra maintained that nearly all applicants had sought jobs under the scheme from June. He added that all deserving and eligible candidates would be provided jobs from the month of June. |
Dharna by brick-kiln workers
Bhiwani, April 24 Addressing the labours, state general secretary of the union Venod Kumar said the brick-kiln owners were exploiting consumers by selling bricks of inferior quality. He alleged there was no arrangement of drinking water, pucca houses and medical facility at brick-kilns. Owners were also violating labour laws,
he alleged. Labourers pledged to continue the struggle till their demands were met. District secretary of the CPM Dharmbir Kungar, Gramin Chowkidar Sabha leader Rajender Singh, CITU district president Bani Singh Bharti, union’s district president Bhim Singh also addressed the labourers. In the memorandums submitted to MLAs, the union said that brick-kiln labourers had been agitating for their demands since April 13 and the district administration had been indifferent and delaying settlement of
the issue. |
Move to privatise ITIs: Karamchari Sangh
Panipat, April 24 District president of sangh, Narinder Khokhar said here today the Hooda government’s decision had caused unrest among the government employees. He said more than 1000 regular employees were feared to lose jobs due to the decision of privatising the ITIs. He charged the state government with benefiting the industrial houses. The SKS leader blamed the government for adopting anti masses policies. Repeated representations to the CM had not been responded to, he added. The sangh further decided to organise 24 hour fast on May 4 outside the offices of DCs in district headquarters. There are 60 ITIs in the state in which 20,000 students are enrolled in different trades. As many as 950 regular instructors are employed in these institutes besides the non-teaching staff. Mr Khokhar said the move to hand over ITIs to industrial houses was well-defined move of the government. He said after handing over five such institutes at Rohtak, Gurgaon, Faridabad, Nagina and Karnal, there was a proposal to add 20 more institutes in the second phase. The union president alleged industrial houses had “adopted” the institutes for their interests and these houses would run the institutes according to their convenience ignoring other trades. Supporters of the sangh charged that the system would exploit students who would be forced to work for the owners with salaries. They apprehend that in the name of training, students would be involved in the manufacturing and demanded ban on the conversion of the ITIs. |

Youth assaulted, cash taken away
Ambala, April 24 The assailants took away cash and gold chain. The incident took place at a sweet shop in Mochi Mandi. The shop is owned by Mr Om Prakash. Mr Prakash and his son Saurabh, 23, were working in the shop till late in the night. At about 1 am, Mr Om Prakash went out of the shop and told his son to keep the products in the refrigerator. Thereafter, three youths came to the shop and asked Saurabh for a cigarette. Then they entered the shop and lowered the shutter. While one youth waited outside, two youths were inside the shop. The two youths began to beat Saurabh. They demanded that the money should be handed over to them. The youths took away Rs 8500 and a gold chain which was worn by Saurabh. In the meantime, Mr Om Prakash returned and raised a hue and cry. The assailants ran away from the spot. Saurabh was rushed to a private nursing home. A case has been registered. |
Decision on freehold property in Sadar soon
Ambala, April 24 He said Ambala Cantt was the only place in Haryana where there was a problem of NOC. He said when the property was converted into freehold, it would be a big relief for property owners. Mr Bansal said the initial meeting was chaired by Union minister and Ambala MP Kumari Selja. "As per information available to me, the administration has submitted a report with regard to freehold property to the Chief Minister. A final decision on the recommendation of the report for freehold property is expected soon," he said. He alleged that there had been instances when people, who needed to urgently sell their property, had to pay money to officials. |
Army personnel stabbed to death
Sonepat, April 24 According to information, Sandeep was on motorcycle when he was stopped by some youths at the outskirts of the village and was repeatedly stabbed. He succumbed to his injuries on way to hospital. In another incident, Vijay, a factory worker, was stabbed by another worker following an altercation late last evening at Dorota village. Vijay has been admitted to the local Civil Hospital. He is reported to be out of danger. The police has registered a case. |
Students need moral values
Ambala, April 24 School principal Jyothsna Sachdeva said Mr JR Prashar, an eminent educationist, conducted the session. Mr Prashar discussed the psychological needs of the child and the effect of family environment and society on the children. He stressed upon the parents to ease off parental pressure and provide moral values coupled with security and love to the growing child, a press note said.
