Meandering rivers, a sun-dappled morning, trees shorn of leaves, flowers in full bloom, sky in its varying moods (gloomy as darkness itself or bright as a new morning) — nature is the best inspiration for an artist.

Phagwara, March 21
A student was caught red-handed while he was using a mobile phone in the Class X Mathematics paper which was conducted here on Monday.

According to sources, a flying squad team headed by Assistant DPI, Punjab School Education Board (PSEB), Mr S.S. Gill, had conducted inspection of various schools in Phagwara, including the Government Senior Secondary School for Boys on the Old Post Office Road. During the inspection, a student was caught red-handed while he was using a mobile phone.

A written complaint had been sent to the PSEB authorities in that regard, said the Assistant DPI.

It was also learnt that the supervisor at the said school had been relieved of his duties. When The Tribune team visited the said school, ‘paper slips’ could be seen scattered outside the school. Copying was rampant at other centres also, alleged the students.

Meanwhile, a school teacher, who was on duty as an examiner in Plus Two Physical Education examination conducted at a school in the nearby Palahi village on Monday, was reportedly manhandled by a student when the said teacher stopped him from copying. Later, the student tendered an apology to the teacher. This was the second incident of alleged manhandling of a school teacher by a student within a span of three days.

Earlier on Saturday, a teacher on examination duty at a government school had been allegedly manhandled by a relative of a student. A complaint in this regard was lodged with the City police station.

Later, a compromise was reached between the teacher and the student, and the latter was let off by the police when he admitted to his “mistake”.

‘Art transcends boundaries’

Meandering rivers, a sun-dappled morning, trees shorn of leaves, flowers in full bloom, sky in its varying moods (gloomy as darkness itself or bright as a new morning) — nature is the best inspiration for an artist. This is what the noted sculptor and painter Shiv Singh, feels. He was in the city in connection with the art exhibition organised at the Apeejay College of Fine Arts here.

“Art may not be an exact replica of reality that confronts you, but you cannot escape your perceptions. Visual art has a visual vocabulary,” he explains. Most of his sculptures take their shape from his visual perceptions. Interestingly, he says, he does not work with any preconceived notions. “A visual imprint just stays with you, and automatically expresses itself in your art.”

He believes that artists are made, not born. “Art is about transcending boundaries. Boundaries scotch creativity,” says this Hoshiarpur-born artist. From 1963 to 1968, he taught at Sainik School, Kapurthala. At that time, he was offered a scholarship for advanced studies and research in art for three years in Germany.

A great admirer of flamboyant artist Amrita Shergill, he feels that art teachers today are blocking creative expressions of youngsters. “The art teachers are more into conditioning the youngsters to respond to art in a conventional manner,” he adds.

His 65 one-man shows in India, Germany, Denmark, Sweden, Scotland and the United Kingdom have been critics’ delight.

Forum asks insurance company to pay claim

Jalandhar, March 21
The District Consumer Disputes Redressal Forum has directed the National Insurance Company to pay up claims for a car belonging to a resident of Adampur Air Force Station that got damaged, even while it was allegedly driven by a fake licence holder.

The case was decided in favour of the resident, as the insurance company failed to produce an affidavit that the driving licence was fake and the owner of the car knew about it.

The president of the forum, Mr M.M. Bhalla, gave the judgment relying on observations from a similar case reported last year in the National Commission, wherein the claim of the complainant was not repudiated owing to lack of such an affidavit.

The complainant, Mr R.K. Anand, had said he was the owner of Maruti Omni 800cc bearing registration number PB-08-AJ-6020, insured with a company from October 25, 2003 to October 24, 2004. He had claimed that the vehicle was insured for value for the sum of Rs 1.91 lakh and premium thereon was duly paid by him.

He had further claimed that the vehicle had met with an accident on November 5, 2003, at Ganaur near Panipat. He had also claimed that his car was being driven by Mr Chtkhan Chouhan, whom he had employed as a driver since June 2003 after verifying his driving licence (number 387) issued on September 25, 1998, by Khadoor Sahib Transport Authority, Amritsar.

According to Mr Anand, he had visited the branch of the insurance company at Rajpura, submitting details of the accident in writing and had asked them to depute a surveyor for assessing the damage.

He claimed that he had submitted a bill for Rs 26,253 for re-imbursement on December 3, 2003.

He had added that on January 29, 2004, he received a letter from the company stating that the driving licence of his driver had been found to be fake. He had claimed that he visited the office of the company three times, but was refused reimbursement of the claim.

The company officials, however, had claimed that they had got the licence of the driver checked from the licencing authority at Khadoor Sahib and found that his name was not present in the records.

The car owner, however, had replied that he was bound to see that the driver was holding a licence and not liable to make any inquiry about the genuineness of his licence.

The forum decided the case in favour of the resident, as the company’s officials had failed to prove that the driving licence was fake to the knowledge of the car owner. It asked the company to make the payment against the bill of Rs 26,253 with 8 per cent interest from December 3, 2003 — the date of the claim. It also directed the company to pay Rs 2000 as cost of litigation.
