Malaria claims life in city
18 patients with dengue hospitalised

Even as there seems to be no respite for the city population from dengue and sporadic cases are still being reported to different hospitals, Malaria has claimed its first victim in the city, which has further compounded the threat from mosquito-caused diseases.

It was officially confirmed, both by the health officials and the authorities at Dayanand Medical College and Hospital (DMCH) here, that one Balwant Singh (60), a resident of Agwar Gujjaran village in Jagraon subdivision, had died due to ‘falciparum malaria’ in the hospital on October 30. The patient had other complications as well but on the basis of serology report, malaria was established to be the cause of the death.

Dr Ajit Singh Chawla, District Epidemiologist, told Ludhiana Tribune that this was the first confirmed case of malaria in the district. He said a team of the Health Department had visited the village and screened the residents for infection of malaria. “It seems to be an isolated case and necessary preventive steps have been taken.”

Meanwhile, 18 new patients of dengue were admitted to the DMCH during the last two days, taking the total number of confirmed and suspected dengue cases reported in this particular hospital so far to 303. Out of these patients, 194 were from this district, 81 from Jalandhar and others had been referred from different places in Punjab and other neighbouring states.

Four confirmed cases of dengue were admitted to Christian Medical College and Hospital here since Tuesday, three others to Guru Teg Bahadur Charitable Hospital, two to Bhagwan Ram Charitable Hospital and one to Dr B.L. Kapoor Memorial Hospital. Some more dengue patients were reported to be under treatment at different nursing homes and private clinics.

In the wake of persistent threats from mosquito-caused diseases like malaria and dengue, the Municipal Corporation today came out with a comprehensive schedule for fumigation in the entire city during the month of November. A press release issued by the Joint Commissioner said that 16 city wards would be covered, eight each in the morning and evening, fogging operations will take place every fifth day and fumigation would be repeated in each locality in the city. The civic authorities appealed to the members of the public to open the doors and windows and further to keep eatables properly covered at the time of fumigation.

Under directions from the district authorities, the District Education Officer (S), Mr Yash Pal Mehra, has issued instructions to all government, private, recognised, aided and affiliated schools in the district to ensure that the students wore full-sleeve shirts and full-length trousers and further that the information leaflets on dengue fever were read out in the morning assembly every day. The violations of these orders would attract penal action under Section 188 of Cr.P.C said Mr Mehra.

Kin join workers in protest against cycle unit closure

Families of workers rendered jobless following the closure of cycle divisions of Rockman Cycle Industries and Highway Industries, today joined the protesting workers here. Women and children in large numbers, along with the workers, turned up for a dharna near Rockman.

“Since our families are dependent on us and they are suffering as much as we are, we have decided to fight for justice together,” said Mr Jagdish Chaudhary, president of the Lal Jhanda Rockman Mazdoor Union.

Dharnas continued on the 10th day of the closure today. The workers were addressed by CITU general secretary Raghunath Singh and other leaders.

“We want them to restart operations. The government cannot ignore hundreds of workers who are left without jobs and struggling for survival,” Mr Raghunath Singh said.

Politburo member of the CPM, Ms Brinda Karat, was to meet the workers but she failed to turn up. Ms Subhashini Ali, former MP and president of the All-India Democratic Women’s Association, who arrived today to attend a women’s conference, would address the workers tomorrow.

Man dies in court complex for want of medical care

The death of a litigant in the local Court Complex today has once again focussed the need to have adequate medical care set up in the District Courts Complex. Capt Baldev Singh (retd), a resident of Sunder Nagar, had come to the court complex today in connection with a case. When around 11 a.m he went to the fourth floor to call his advocate for advancing arguments in the court of Civil Judge (Junior Division) Mr K.K Singla, he suffered a heart attack.

His counsel Rohit Thapar immediately arranged for a stretcher from the office of the District Bar Association and took him to the office of the Sessions Judge, Ludhiana. The officials then rang up the ambulance service but it took some time and the person could not be provided any medical care as there is no dispensary in the Judicial Complex.

Two clerks of the Bar Association, namely Vikas and Gurmeet, accompanied the ailing person in the ambulance. But when they reached CMC Hospital, the doctors declared the person brought dead.

Mr Rohit Thapar said had there been a dispensary set up by the government in the complex then the life of the litigant could have been saved. He informed that a few months back a lawyer, Mr Pal Singh Ghumman, had died in the court complex due to the lack of proper medical care. He had also suffered a heart attack and had died before reaching the hospital. He urged the administration and the authorities concerned to set up a dispensary, so that such incidents be avoided in future.

The District Bar Association President, Mr Balwinder Goel, said as many as 15000 to 20000 persons come to the court complex situated in the Mini Secretariat everyday. The entire district administration functions from the Mini Secretariat. But unfortunately there was no arrangement for proper medical care.

He said the matter had already been brought to the knowledge of the administration and now it was for them to take necessary steps.

Chandigarh police stalls homeless man’s quest
for justice

A Jagraon-based man, who was allegedly thrown out of his ancestral property and had left the city on foot a few days ago to meet the Chief Minister and subsequently the Prime Minister, was today arrested by the Chandigarh Police before he could meet the CM.

Mr Mohinder Singh, his wife and four daughters, hailing from Katcha Malik Road, Jagraon, had threatened immolation in front of the PM's office if justice was denied to them.

They had been claiming that they were implicated falsely in criminal cases and their relatives had occupied their house.

They had left Jagraon on November 4 and walked to Chandigarh today when Mr Mohinder Singh, alongwith his family, was arrested by the police and taken to the Sector 3 police station.

This was claimed by Mr Mohinder Singh while speaking to the Tribune over phone. He was in the police station till the filing of this report.

He added that the police officials had warned him not to come to Chandigarh without seeking permission from the Chandigarh Administration.

He alleged that the police officials had told him that he would be left outside the municipal limits of Chandigarh today in a police vehicle.

He, alongwith his wife Sukhwinder Kaur and daughters — Neetu Singh, (19), Amrita Singh, (18), Parveen Kaur, (16), and Rajni, (12) — was arrested by the police by around 12 noon.

He said that he would chalk out his next plan of action after he would reach SAS Nagar.

Mr Mohinder Singh, in his complaint, stated that he was thrown out of his ancestral property by his brothers and relatives who shared the property rights and the police was allegedly helping his relatives.

But the police had been claiming that he had no documentary evidence to vindicate his claim.

The cops said they could not do anything in the case as it was already in the court.

They added that a case was already registered on his complaint and earlier they had even arrested some of his relatives.

Mr Mohinder Singh had been claiming that he used to work on fields in Jagraon and earlier in Uttar Pradesh.

He was falsely implicated and illegally detained in a fake currency case by the Sahnewal police and also harassed later by the Jagraon police, he alleged.

When he was detained, his belongings were allegedly thrown out by his relatives and his house was allegedly occupied by them, he alleged.

IT officials swoop down on fabric units

In a bid to unearth concealed income, the officials of Income Tax Department today launched survey operations at business premises of Puja Industries, fabrics manufacturer, in Bagh Khazanchian on Gaushala Road and Vallabh Yarns in Sunder Nagar and Rohan Road here. The survey was continuing till the filing of this report.

While officials refused to divulge any details of the survey operations, it was learnt that two teams of around 30 officials were carrying out the exercise, aimed at boosting the revenue.

Mr Deepak Kapoor, Joint Commissioner of Income Tax Range II and Mr J.S. Minhas, Joint Commissioner Range IV were leading the teams of officials.

According to highly placed sources, the survey teams had seized several incriminating documents and other records pointing towards evasion of income tax from the units under survey.

The exact details of concealed income would be known after processing of the documents and books of accounts were completed, they said.

Man crushed to death

A 27-year-old man was crushed to death by a bus on the Pakhowal Road when he was going to his office on the Rahon Road today. The deceased, Deepak, was driving a motorcycle when he was hit by a bus from behind.

According to his cousin, Naveen, he fell on the road and his head was crushed under the front wheel of the bus.He died on the spot.He belonged to Ferozepore and was living in the local Vikas Nagar.

He was working as a merchandiser with an export house.

He is survived by his wife and mother. He had married around six months ago and was the only son.His father was shot dead in a terrorist attack in 1994 near Baddowal.

Cops rescue woman, get embroiled in controversy

In what the Sudhar police termed as a rescue operation to save a migrant woman from the clutches of her husband and his accomplice, was given a different colour by some migrants here today. They alleged that the policemen tortured them at Sudhar village near here at midnight.

Refuting the charges levelled against them, the Sudhar police blamed the migrants of obstructing them from reaching the victim, who could have bled to death if they had not succeeded in rescuing her in time.

Meanwhile, the DSP Raikot, has initiated investigation into the allegations and counter allegations.

According to Mr G.S Aulakh, DSP, Raikot, the Sudhar police had received a telephone call at around midnight that a woman, detained in a room was crying for help. Mr Shawinder Singh, SHO, sent a police team led by ASI Harvinder Singh to rescue the victim and apprehend the assaulters.

Referring to information received from SHO Sudhar, Mr Aulakh said on reaching the spot, the team found that the victim woman had been detained in a room and the main gate of the building, in which many migrant families had been living, had also been locked from outside.

A group of migrant labourers stopped the police from entering the building, as according to them it was a family dispute.

After driving away the persons who had gathered on the main gate, the cops scaled the wall and broke open the room where the victim, later identified as Neena, was found profusely bleeding.

She had been beaten up by her husband Pardeep Sawhney, a resident of Smastipur in Bihar, and some of his friends. She had suffered grave head injuries.

The police was told by the residents that Neena had been assaulted by her husband and his associates as they suspected that she had informed the police about their alleged misdeeds and some of their associates had been booked under the gambling Act recently.

Neena was shifted to civil hospital Sudhar, where the doctors were yet declare her fit for recording statement.

On the other hand, five migrant labourers, identified as Gangadhar Jha, Kailash Sawhney, Shanbhoo Sawhney,Shivji Sawhney and Rambali Sawhney, all residents of Samastipur, alleged that policemen who were inebriated had beaten them up unnecessarily.

‘‘We were standing outside our houses when they thrashed us brutally and we saved our lives by running,’’ said the labourers who had been admitted to the same hospital. Sona Lal Sawhney, Sunil Sawhney, Ravinder Sawhney, Dev Lal Sawhney, Naginder Sawhney and Ashok Sawhney were the others who received minor injuries.

Mr Aulakh said final action would be taken after verifying the facts. ‘‘I will investigate the matter and justice will be delivered,’’claimed the DSP.

Women’s quota Bill in next session, says CPM leader

Ms Subhashini Ali, a senior CPM leader and president of the All India Democratic Women Association, today said the Women's Reservation Bill, seeking 33 per cent reservation for women in the Parliament and in state Assemblies, would be presented in the next Parliament session beginning from November 23.

“This time the bill would be presented without any amendments, in its original form,” she said while talking to mediapersons here today. Ms Ali was in the city to inaugurate the seventh session of the Punjab unit of the AIDWA.

Earlier, the politburo member, CPM, Ms Brinda Karat, was scheduled to inaugurate the session. However, Ms Karat failed to turn up.

Ms Ali said the discussion on the bill would clarify as to what each party thought of this important issue.

Talking about issues like female foeticide, dowry deaths and domestic violence, she said the problems were indeed serious in various states, including Punjab, and there was a need to change the society's mindset towards the same.

“Unless the society realises the value of girl child and women, such problems would continue,” she said.

She also expressed dissatisfaction regarding the functioning of some organisations and committees working on women-related issues.

The CPM would also launch a campaign on November 21, to be observed as the Womens' Reservation Day, she said.

Councillor, MC staff declare truce

The bitter controversy between a Municipal Councillor of SAD (Badal) and workers of the sanitation staff of the MC, affiliated to various organisations, over the former’s alleged casteist remark ended yesterday.

Residents heaved a sigh of relief with the development as the sanitation workers, who were striking duty for several days, returned to work clearing piles of garbage and litter.

Senior Akali leaders, including Member Parliament Sharanjit Singh Dhillon, MLA Jagdish Singh Garcha and senior leaders of Dalit organisations brokered the peace between the warring groups.

The Councillor Simarjit Singh Bains and the members of the Sanitation Department sat with the leaders and cleared misunderstandings between each other.

State-level legal workshop today

A state-level workshop on settlement of pending court cases against women and children through lok adalat would be organised by the Department of Social Security, Women and Child Development, Punjab on November 11, at Bachat Bhawan, Mini Secretariat.

The workshop, starting at 10.30 am will be inaugurated by Mrs Gurkanwal Kaur, Minister, and presided over by Secretary of the Department, Mr R.L. Kalsia.

Mr S.R. Ladhar, Director of the Department, the District and Sessions Judge, Mr Harbans Lal, the Deputy Commissioner, Mr Anurag Verma, ADC (D) Mr Priyank Bhatri, the Chief Judicial Magistrate, Mr K.S. Cheema, the District Attorney, Mr Amar Ashok Pathak, would address the participants.

Bank employees observe strike

Protesting against the “rigid” attitude of the management, employees of the State Bank of Patiala observed a strike here today. The employees also held a rally and procession in front of the bank’s regional office in Millar Ganj here.

The call for strike was given by the All-India State Bank of Patiala Employees Federation. Addressing the rally, Mr Sudesh Kumar, Chairman of the Punjab Bank Employees Federation, said the management had assured the leaders of the federation in July, that their demands would be accepted. However, nothing had been done so far.

Flaying the “lavish expenditure” by the management on networking, the employees alleged that connectivity was still a problem and the systems that had been installed, had failed to meet the requirements of customers.

Talking about currency administration cells which the bank was planning to establish at different centres, the federation alleged that employees at these centres were forced to accept cash without counting and collect cash from other branches. “The management has issued these instructions unilaterally without considering the responsibility of cash shortage or fake currency notes afterwards,” the federation said.

Mr Naresh Gaur, joint secretary of the State Bank of Patiala Employees Union, said single window operators were exercising passing powers of special assistant as per the 8th bipartite settlement, but the management had imposed cash payment and receipt which was not acceptable to the union. “We are left with no alternative but to fight against the unilateral offensives of the management,” he said.

The federation stated that the management had agreed before the Regional Labour Commissioner to recruit security staff in September but had not done so. “They had also issued instructions to conduct test for promotion of subordinate staff to clerical staff but the date for holding the test has not been fixed yet,” the federation leaders said.

Orchestra association flays attack on dance girls

The Orchestra Association, Ludhiana, has condemned the incident in which two dance girls were injured by a member of a marriage party. The accused person had allegedly fired at them during a marriage ceremony at Samrala yesterday.

Ria and Nisha, were injured in the incident. A meeting of the orchestra owners today demanded action against the accused and threatened that if the police failed to nab him then thousands of orchestra workers would be forced to protest. In a statement issued here today, Mr Avinash Hira and Mr M.L. Kamal, demanded that action should be taken immediately.

Man falls off train, dies

An unidentified man died after falling off a train near the Lalheri Road railway crossing today. According to information at about 10 am, a man fell off train number 1011. He was rushed to the Civil Hospital, Khanna, by the railways. He succumbed to his injuries.

Three injured in property dispute

Three persons were injured in a property dispute in Ikolaha village on Wednesday. The injured were admitted in Sidhu Hospital, Doraha. The police has registered a case against seven persons, including two women, at the Sadar police station, Khanna.

Tarlochan Singh, son of Malkit Singh, a resident of Ikolaha village said on Wednesday afternoon they were working in their fields when his brother Devinder Singh, his son Harjit Singh, Harjinder Kaur, Sikandar Singh, Devinder Kaur, Gurjant Singh and Kindi attacked them.

Three persons, Tarlochan Singh, Malkit Singh, son of Bakhtawar Singh, resident of Ikolaha, and Jasbir Singh, son of Darbara Singh, resident of Babewal, received injuries.

The injured were rushed to the Sidhu Hospital, Doraha.

The police has registered a case against all seven persons under Sections 323, 325, 506, 148 and 149 of the IPC at the Sadar police station, Khanna.

Mobile, cash cards stolen

Thieves stole mobile phones and other articles from a mobile shop at the local Amloh road on Tuesday Naresh Kumar owner of a P C O said when he reached his shop in the morning he found the locks of the shop were broken. Four new mobile sets, three old sets and some cash cards and sim cards were missing.

Mr Pawan Kumar emerged the winner of a quiz-based contest ‘Sawaal Hamare aur Swift Aapki’ by Spice. Under the contest, subscribers were required to answer some questions and were awarded points for correct answers.

The contest had weekly prizes and the grand bumper prize, a Maruti Swift.
