Power to be available in abundance this winter

People of the hill state will be spared the irritating power cuts during the ensuing winter despite a quantum jump in the demand and the usual drop in generation from the hydroelectric projects in the state due to reduction in discharge of rivers. The board has made arrangements to meet the increased shortfall in advance by way of agreements for supply of power with various states.

Despite surplus power the state faces shortage during the lean winter months from November to March when the demand goes up and availability declines sharply. This season the demand has gone up dramatically due to the spurt in industrial activity with many new industries coming up over the past one year. The daily demand for power starts increasing from 95 lakh units per day at the end of October to 120 lakh units per day in January. This year the demand had already touched 126 lakh units per day . It was more than last year’s maximum demand of 124 lakh units per day during peak winter.

As per the projections drawn up by engineers of the state electricity board the peak demand during December and January would range between 150 to 160 lakh units per day. It could even go up as the board was likely to release some more connections to new industries over the next three months. The total availability from the board’s own projects , private sector projects and state share in various projects was about 70 lakh units per day, almost 50 per cent of the peak demand.

However, to meet the shortfall the board had entered agreements with the Governments of Punjab and Delhi for assured supply of power under a banking arrangement. While Punjab had committed 15 lakh units per day, Delhi would supply 20 lakh units per day. The state would supply the power back to the two states during summer when they face a shortfall. The arrangement would work to the advantage of the state as sufficient surplus power was available due to increase in discharge of the snow-fed rivers.

Besides, it was likely to get 16 lakh units per day from the unallocated Central pool and 27 lakh units per day from the Nathpa Jhakri project. Thus, over 70 lakh units of additional power would be available which should keep the power situation quite comfortable through the winter.

Corruption rampant, alleges Shanta

The former Consumer Affairs Minister Mr Shanta Kumar, today alleged that the Virbhadra Singh-led Congress government that came to power in the state over the “issue of corruption” had lost people’s faith as it had become a den of corruption at all levels.

Mr Shanta Kumar aimed this double-edged comment indirectly at his political rival, Mr Prem Kumar Dhumal, as well when he said that Mr Virbhadra Singh assumed power on the “corruption issue” during the last assembly elections, hinting at the former BJP-HVC combine government in the state.

Talking to media persons here, Mr Shanta Kumar then went on alleging that “corruption has reached such a level that even the Congress MLA — referring to Major Vijay Singh Mankotia who was dropped as Tourism Minister during the downsizing exercise last year — was making a “list of corrupt ministers and key officials of the Virbhadra Singh ministry and sending it to party President Sonia Gandhi.

“The recent Nagrota rally was a flop show as Congress president Viplove Thakur did not attend the rally. But when media reports said the Nagrota rally was a success, Mr Shanta Kumar alleged that students and people were brought to the venue forcibly by misusing official machinery. “In contrast the Palampur rally addressed by Mr L.K. Advani was a success, and an indication of the rising support for the BJP”, he claimed.

Referring to yesterday serial bomb blasts by terrorists in New Delhi, Mr Shanta Kumar said that the country was united against the terrorist attacks and their designs.

Tribal fest gets off to colourful start

The much-awaited four-day tribal festival got off to a colourful start here today.

Dancing to tunes of Punjabi pop singer Jasbir Jassi and Bhangra beats by Dalbir Sakhowalia, this celebration reminded the tribal people beyond any doubts of the past memories when they were a part of the joint Punjab.

Though there was hardly any reflection of the Punjabi art and culture in the daily life of the tribal people now-a-days but the way they responded to Punjabi pop and folk dance it appeared to be that they still acknowledge the past glory.

Other main attractions of the cultural extravaganza on the inaugural day of the festival were dance programmes by troupes from Kulu, Solan, Kalpa (Kinnaur) and the North Zone Cultural Centre Patiala.

Local people, who came from far flung places of the district, said that in the recent times the tribal festival had been attracting lots of tourists from other parts of the country. People from other countries too were fond of such cultural programmes.

Today also, many foreigners were watching the cultural programmes and the exhibitions. Many of them were also purchasing local handicraft items.

Cottage art and crafts exhibitions also shared a centre stage as part of the festival. Thousands of people were seen thronging these exhibitions on the first day of the festival.

Local entrepreneurs and traders from other parts of the country had also set up their stalls on the roadsides to sell their goods. At least, 100 stalls have been set-up on the roadsides.

Since the festival came just after the harvest season, huge crowd could be seen on the first day to purchasing a variety of things useful in their domestic life.

For the tribal festival, participants have come from Punjab, Haryana, Gujarat, Rajasthan, Uttaranchal, Assam and many other parts of the country besides from different parts of the hill state.

Earlier, while inaugurating the tribal festival, the Governor of Himachal Pradesh, Mr VS Kokje, stressed upon the need to bring in new schemes for preservation and promotion of the state’s unique tribal cultural heritage.

BJP workers give car to party unit chief

Workers of the Bharatiya Janta Party, Nachan, donated an Indica car to district unit president of the party Dile Ram at a workers’ meeting here today.

State unit president and Rajya Sabha Member Suresh Kumar Bhardwaj handed over the keys to the car to Dile Ram in the presence of former Chief Ministers Shanta Kumar and Prem Kumar Dhumal.

Former ministers Roop Singh Mohinder Singh and Mansa Ram; former MP and president of the state unit Maheshwar Singh; BJP MLAs Jai Ram and Damodar Dass; state unit vice-president Dulo Ram and other party leaders were also present.

Party president Suresh Bhardwaj, Prem Kumar Dhumal and Shanta Kumar spoke on the occasion.

While addressing the gathering, Shanta Kumar said inflation had been increasing at a rapid rate due to wrong policies of the Congress government.

He alleged that the Congress government in the state was obliging big entrepreneurs and ignoring small businessman.

Mr Dhumal also criticised the state government policies and appealed to the worker to work in unison to defeat the Congress in the forthcoming panchayat election.

Dile Ram thanked the workers and promised that he would speed up the work of the organisation.

Modernisation plan for police

All the police stations in the state will be connected with a satellite-based communication network under the modernisation programme.

Under the state capitals, district headquarters, central paramilitary forces, the National Crime Records Bureau and the Directorate of Coordination Police Wireless will be connected by V-SAT terminals which are to be further integrated with multi-access radio telephone (MART) to extend the connectivity down to police station level by way of direct dialling facility.

As soon as the installation of the system is completed, all state and district police headquarters and all police stations in the country could directly communicate for exchanging information.

The Government of India has provided Rs 99 crore for the police modernisation scheme under which 852 very small aperture terminals (VSATs) and 11,502 multi-access radio telephones (MARTs) were being provided throughout the country. In Himachal Pradesh Police, 13 V-SATs and 79 MARTs have been installed.

These terminals can exchange voice, fax and data with any police V-SAT terminal of the country having this facility. All the 13 V-SAT terminals of the state police are working satisfactorily. The installation work of the MART is in progress and 13 police stations and four other establishments in the state have already been provided with the facilities.

Out of total 87 police stations in the state, 42 are expected to be connected soon. For connectivity of the remaining 45 police stations a proposal had been sent to the Government of India for the provision of 36 V-SAT terminals.

Power body to charge security on contract load

Taking notice of local industrialists plight over non implementation of new security deposit regulations by the electricity department the HP Electricity Regulatory Commission (HPERC) has made it clear to charge security on contract load.

The commission in its recently announced order has made it clear that wherever the tariff was single part i.e. kwh, the initial security deposit would be on the basis of the connected load. The commission further observed wherever the tariff was in two parts on demand and energy charge, the security would be on the basis of the contract demand.

Ramgoolam concludes Shimla visit

Mr Kuldeep Kumar, Industry Minister, presented a traditional Himachali cap and shawl to Dr Ramgoolam and his wife.

Mr Ajit Narayanm, Director-General of police, and Mr V.C. Pharka, Secretary, General Administration, Mr H.S. Thakur, Additional District Magistrate, and Mr Jog Raj Thakur, Superintendent of Police, were present at the helipad.

Kokje, CM condemn Delhi blasts

The Governor, Mr V.S. Kokje, and Mr Virbhadra Singh, Chief Minister, have condemned the bomb blasts in Delhi in which more than 50 persons lost their lives.

Expressing sympathies with the bereaved families, they said that such acts of cowardice should be condemned by one and all. Some anti-national and anti- social elements were trying to disturb the peace and harmony in the country which was unfortunate, they added.

Traffic blockade on highway
