Power generation resumed at Nathpa Jhakri
Shimla, October 20 While one of the six 250 MW units started commercial generation, another unit was put on dry run and expected to resume generation after 10 days. The unit was being operated at 150 MW as a precautionary measure to ensure that any leftover moisture in the machine did not create problem. Generation will be stepped after 24 hours to achieve the installed capacity. The engineers of the Sutlej Jal Vidyut Nigam are working on the third unit but with discharge in Sutlej declining rapidly it may not be possible to operate three units simultaneously. The discharge has already come down to 180 cumecs from 1200 cumecs during monsoon. By the time the third unit will be ready for operations in the second week of November the discharge will further come down. A minimum discharge of 65 cumecs is required for operating one 250 MW unit. It has been a bad year for the project, which remained closed for 19 days due to excessive silt in the wake of Parechu flood. Before it could be made fully operational the labyrinth pipe burst following which it was shutdown indefinitely on September 4. Consequently, there has been a shortfall of generation to the tune of 2550 million units till today. Against a target of 6950 million units for the year only 2940 million units could be generated in the project so far. The financial loss due to shortfall in generation comes to over Rs 650 crore. The only redeeming feature is that the generating units did not suffer any major damage due to submergence. |
Private sector gets 202 micro-power projects
Shimla, October 20 Stating this while inaugurating the 1 MW Ching microhydel project in Shimla district, Mr Virbhadra Singh, Chief Minister, said detail project reports of 168 projects had been received and techno-economic clearance had been accorded to 102 projects. He said implementation agreements for 81 projects, having a capacity of 239.80 MW, had also been signed and these were at different stages of obtaining statutory clearances. He added that nine projects of private developers with a capacity of 22.20 MW had been commissioned and seven projects of 1155 kilowatt had been commissioned by HIMURJA, the state agency for promoting non-conventional sources of power. The Chief Minister said speedy exploitation of the hydel potential was a priority of his government and it had formulated a power policy to ensure that interests of the state and the people were safeguarded. Projects were being executed in joint venture with the private sector and about 4,500 MW of additional generation capacity would be added over the next three years. He said the state government was contemplating a plan of allocating the remaining projects for execution over the next four months so that the identified potential was harnessed expeditiously. He said projects up to 5 MW were being allocated to Himachalis on a priority basis. |

CMs’ conclave on Oct 25
Shimla, October 20 The Chief Ministers of Punjab, Haryana, Delhi, Uttaranchal, Jammu and Kashmir and the Union Territory of Chandigarh will take part in the conclave. The conclave had to be postponed as the helicopters of the CMs could not land here due to bad weather. The Home Minister, Mr Shivraj Patil will be the chief guest. Official sources said various issues like seeking a 12 per cent share in the Bhakra-Beas Management Board (BBMB) and settling the dispute with Punjab regarding its share in the Shah Nehar Project would be raised by Himachal. The conclave would focus on better coordination and sharing of information among the neighbouring states on vital issues like terrorists’ movement and surveillance on suspected Maoists sympathisers. |

Move to set up eco task force
Dharamsala, October 20 Reiterating resolve of the government to accord high priority to the rehabilitation and facilitating measures for ex-servicemen of the state, he said the government had always taken a considerate view of their demands. He said the government was providing 15 per cent reservation to ex-servicemen in the government jobs, besides protecting their pay. Creation of the eco-task force was aimed at providing more re-employment avenues to the ex-servicemen for rehabilitation and also helping in increasing the green cover in the state. The Chief Minister said that Himachal was known for its pollution-free environment and utmost care was being taken to protect it. the eco-task force would be deployed to raise nurseries and forests by involving the local community in the process. Mr Virbhadra Singh said that Himachal was the first state in the country, which had initiated exemption in VAT implementation on CSD canteens. He said the matter was raised with appropriate authorities to seek relaxation to safeguard the interests of the ex-servicemen. He added that the state government had taken up the issue of one-rank-one-pension with the Centre and it was being pursued with the departments concerned. Rs 1.70 crore for Kulu hospital
Mandi, October 20 This will help complete the 300-bed hospital next year. Meanwhile a gynaecologist, Dr Suman Negi, and a radiologist, Dr Manoj Kapur, have joined duty at this hospital. Mr Virbhadra Singh had made this announcement during the Kulu Dasehra closing ceremony on October 18 and directed the PWD Superintending Engineer, Kulu, to work out the estimate of the project. The project had been hanging fire for a long time as the National Hydroelectric Power Corporation (NHPC), which had committed Rs 2 crore for the hospital, is yet to honour its commitment. The Chief Minister took cognizance of reports published in The Tribune highlighting how patients suffered at the Kulu hospital due to shortage of doctors and beds and lack of cleanliness. |

Hectic lobbying for ‘plum posting’ Nalagarh, October 20 It was not just an initial hiccup of putting his transfer orders on hold that delayed his joining but even after a fortnight of taking charge on October 5, all does not appear to be well. In a recent development, it was learnt that the outgoing SDPO using his political clout has managed to proceed on medical leave without being actually relieved from the post. Though he was shifted to the Enforcement Wing at Shimla but he neither joined there nor got himself relieved from here. This has created a situation where two SDPOs are officially posted here. Soon after Mr Gurmeet Singh was posted in mid-September the police officials at Solan were directed not to relieve Mr Dhawal as hectic lobbying was underway to procure the post for another favourite. With the area abounding in barriers, industries, mining operations, labour problems, etc., the officials desirous of coming here have an obvious axe to grind. Considered a “plum posting” the sub-division is attracting the highest level of political push and pull. Among the ones making efforts was an SDPO presently posted in Hamirpur district who had earlier served at Nalagarh during the regime of the former BJP government. He was transferred to Nahan from Nalagarh on a complaint basis. It was reliably learnt that he had sought the support of a politician owning allegiance to the ruling Congress from the Nadaunta constituency in Hamirpur. |

Nurpur, October 20 They claimed that Chief Minister Virbhadra Singh had admitted recently that after getting ST status the Gaddis were entitled for reservation in panchayat elections. |

High Court directive on
filling post
Shimla, October 20 This order was passed by a Division Bench comprising Chief Justice Vinod Kumar Gupta and Mr Justice Vijay Kumar Jhanji on a petition filed by Mr Jiwan Lal Sharma, a Joint Director in the Prosecution Department wherein he had said that he was the seniormost person in the feeder category but the charge of Director had been given to his junior in an arbitrary manner. During pendency of this petition, the state government decided to hand over charge of this post to an IAS officer. While hearing the petition the court also observed that the post of Director was a specialised post and it should not be handled by an administrative officer. |
