3-pronged rehabilitation strategy for quake-hit areas
Srinagar, October 14 This decision was taken at a meeting between the Chief Minister, Mufti Mohammad Sayeed, and Union Minister for Urban Development Ghulam Nabi Azad here today. Deputy Chief Minister Mangat Ram Sharma, some state ministers and senior officers were present, an official spokesman said. The meeting discussed options of reconstruction of the damaged houses in view of the fast approaching winter and decided to provide immediate financial and technical assistance to the victims of the earthquake for rebuilding their houses themselves in the right earnest. An assistance of Rs 1 lakh would be given to each affected family for reconstruction with Rs 40,000 as the first instalment. For the minor damages to houses, the owners would be provided an assistance of Rs 10, 000. The assistance would be given through cheques only. The Union Urban Development Ministry is also to construct 20 community centres in Tangdhar and Uri, the two worst-affected areas, to accommodate about 6,000 quake-hit people. The meeting observed that even as relief material like blankets, medicines and other articles was arriving, the tents would not be sufficient and in the face of the approaching winter, community centres would be constructed to provide shelter to the affected people. However, the affected people would simultaneously start reconstruction of their houses for which building material like cement, iron and timber would be made available. The experts would construct model structures at various quake-hit areas for the local people to be adopted in the construction of their buildings. These would guide them in choosing the materials and the design to be used for making the structures quake resistant. The experts, who have visited the calamity sites, said there were certain important things missing in the construction of the houses that led to massive damage to property. For instance, they said stone masonry walls were without any mortar and window area in walls was more than one-third as it ought to have been less in such areas. These aspects would have to be taken into account in future constructions, they said and suggested the span of rooms to be less than 15 ft. to withstand tremor. |
Farooq announces Rs 1.5 cr for quake-hit
Srinagar, October 14 The amount has been given for the reconstruction of damaged houses and the rehabilitation of quake victims. Dr Abdullah announced Rs 50 lakh each for the reconstruction of Uri, Tangdhar
(Karnah) and Poonch areas. The amount will be spent on re-building hospitals and schools in the earthquake-ravaged areas. The NC also dispatched a truckload of tents, blankets, clothing and other food items to Uri. Both Dr Abdullah and his son and NC Chief Omar Abdullah today paid obeisance at the Hazratbal shrine near here and offered prayers for the victims of the earthquake.

Six militants killed in valley
Jammu, October 14 An official spokesman said an encounter took place between a joint search party, of security forces and police, and militants at Chree Panzgam in South Kashmir district of Anantnag last night left a militant killed and a civilian injured. One AK rifle, four
magazines and 83 rounds of ammunition were recovered from the slain militant. In another encounter at Kapsen in north Kashmir, security forces gunned down three militants last night. Two more militants were killed at Peermarg in Poonch district of Jammu region. The police said 31 Rrashtriya Rifles and Special Operation Group (SOG) of Jammu and Kashmir shot dead two HUJI militants in a gunbattle in Poonch district yesterday. One of them was the district commander of HUJI while the other was identified as Ghulam Qadir. Two AK Rifles, six magazines, 33 rounds and one wireless set were recovered from them. Sources said a joint patrol of police and Army intercepted a motorcycle being driven by HM tehsil commander Mohammad Ashraf in Doda district yesterday for routine checking. He was accompanied by two of his associates. Finding themselves trapped, the militants lobbed a grenade at the search party and made an attempt to flee. However, the grenade exploded without causing any harm, the sources added. The troops later shot dead Ashraf, while the other two were apprehended. They were identified as Wasim Raja and Babloo Khan. Meanwhile, two militants entered the house of Abdul Majid Malik at Chowkian in Rajouri and asked about his son Zahir Abbas, a militant-turned-special police officer (SPO). When Malik refused to hand him over to them, the militants shot him dead, besides beating his wife before fleeing from the spot, the sources added.

Polling for Jammu MLC seat held
Jammu, October 14 Polling was held in all six districts of Jammu division yesterday, according to Mr B.R. Sharma, Divisional Commissioner of Jammu, who is also the returning officer of the constituency. Counting of votes will take place on October 17 and results will also be announced the same day. Although four candidates are in the fray, the main contest is expected to be between Congress candidate Arvinder Singh Micky and BJP candidate Shamsher Singh Manhas.

20 held for duping relief donors
Srinagar, October 14 Deputy Inspector-General (DIG) of Police
H.K. Lohia said about 20 persons were arrested from different police station areas in the Kashmir valley during the past four days. He said those arrested were collecting cash and other materials in the name of relief for earthquake
victims. Mr Lohia said many of them were later let off after stern warning as there was no case registered against them by anybody. He said these were arrested following inputs given by the Criminal Investigation Department and other intelligence agencies.

2 aftershocks rock valley
Srinagar, October 14 There were no reports of loss of life or property, sources said. While the first shock, occurred at 2:19 AM and its epicentre lay in Pakistan, the second came at 9.23 AM, around the same time as last Saturday’s quake, the Meteorological Department said. The aftershocks forced survivors, specially in worst-hit Uri and Tangdhar areas of North Kashmir, out of makeshift shelters fearing a repeat of the monster quake. Parts of Pakistan and PoK were also jolted by the aftershock, the second in as many days. Over 1,300 people lost lives in Jammu and Kashmir in the weekend quake and the region has been experiencing aftershocks since then.

Power Grid distributes relief
Jammu, October 14 He had joined the Power Grid in 1991 and prior to his elevation as Director (projects) he was Executive Director, distribution and management services. Meanwhile, the Power Grid Corporation has distributed blankets and tarpaulins among the quake-affected people in Uri area of Baramullah district. The corporation spokesman said in Jammu yesterday that the relief was distributed among people belonging to eight villages in Uri. He said more aid would be given to the affected people. |
BJP’s plea on information Act
Jammu, October 14 In a statement issued here yesterday, the vice-president of the BJP, Prof Hari Om, said the implementation of the Act was necessary in the state because the level of corruption in the state had touched new heights.
