Corruption, rights abuse to dominate session
Srinagar, October 2 Despite stiff opposition by the National Conference (NC), the Assembly was adjourned sine die on September 30, two sittings before it was scheduled to end on October 4 in view of Gandhi Jayanti on October 2. Some members had expressed a desire to be at their residence during the navratras and the holy month of
Ramzan. The session, which started here on September 26, was the last in Srinagar before the scheduled transition of power in Jammu and Kashmir in November and the annual Darbar Move of government offices from Srinagar to the winter capital Jammu. The House put to vote the 12th report of the Business Advisory Committee of the 10th Assembly which resolved and recommended that the present eighth session may culminate on September 30 instead of October 4. The motion moved by Finance, Law and Parliamentary Affairs Minister Muzaffar Hussain Baig was passed by 23 to 16 votes after the members of the main opposition party urged Speaker Tara Chand to go for a head count as they were not satisfied by the voice vote. Leader of the Opposition Abdul Rahim Rather opposed the move, stating that it will not be in public interest to curtail the sittings of the autumn session as only a limited number of questions and calling attention notices had been taken up so far. “Navratras and Ramzan do not happen suddenly as the dates of festivals are known well in advance and curtailing the session is just an excuse,” the Leader of the Opposition added. During the session, the Opposition and the Treasury Benches locked horns over several issues, including rampant corruption, human rights violations, ownership of the Mujahid
Manzil, the erstwhile headquarters of the National Conference, the government’s recruitment policy and irregularities in various departments. The House was adjourned on the first day after paying obituary references to two former members - Master Beli Ram and Mohammad Din
Banday. The normal business of the House resumed on the second day. The National Conference staged a walkout on the issue of alleged increase in the human rights violations in the state during the past three years of the present government. The National Conference members walked out of the House when Chief Minister Mufti Mohammad Sayeed was speaking on the adjournment motion moved by Mr Rather over the alleged human rights abuses in the state during the term of the present coalition government. While the opposition members criticised the government on the increase in violations and cited several instances, the Chief Minister defended his regime, stating that there was discernible improvement in the security situation in the state as an atmosphere has been created where the people fearlessly took part in political activities. Mr Sayeed said when the PDP-Congress coalition took over in November 2002, there were 1197 people under detention while there are only 376 detenues now. The Chief Minister said an element of accountability has been brought in since the present government came to power and the guilty are not spared. Citing instances, Mr Sayeed said the Army Major involved in a rape case at Handwara has been dismissed from the service. So far 131 Army jawans have been punished while 59 awarded rigorous imprisonment and 11 dismissed from service, he added. The Chief Minister said the complaints of human rights violations had also come down. In 2002, there were 142 complaints that came down to 25 in 2003, 16 in 2004 and six so far this year. The Chief Minister said the youth who had crossed the Line of Control (LoC) in 1990s for arms training want to return to their homes and are ready to face the law of the land. Unruly scenes were again witnessed on the third day as the National Conference confronted the ruling coalition on several issues, including rampant corruption.

Srinagar, October 2 A top militant, identified as Abdul Rashid Gujjar, alias Basharat, an operational commander of Hizbul Mujahideen, was killed in an encounter with security forces at Basmati, Tral in Pulwama district yesterday. His associate Mushtaq Gojar was injured in the encounter and has been admitted to a hospital, the police said. The recoveries made from the spot included one AK rifle, five AK magazines, 122 AK ammunition rounds, one hand grenade and two electric detonators. A BSF spokesman said a major achievement was achieved with the killing of the operational commander and the arrest of his associate. He claimed that Basharat, active since 1994, was responsible for more than 100 killings and car bomb blasts, including an IED blast on a Sumo vehicle on December 4 last year in which 11 Army personnel were killed. The spokesman said Basharat was also responsible for the car bomb blast near Post Office, Pulwama, on June 13 this year in which five persons were killed and 70 others injured. One Pak militant of Lashkar-e-Toiba outfit, Jaffer Shaheen, was killed in an encounter with security forces in Kehunsa forests of Bandipore in Baramulla district yesterday. One AK rifle, three magazines, 40 rounds, two hand grenades, five UBGL grenades and a wireless set were recovered from the site of encounter. One militant of Harkat-ul-Jehadi Islami was killed in an incident of “inter-gang conflict” in the Kishtwar area of Doda district yesterday. He was identified as Riaz Ahmad of Balna Khushwan, Kishtwar. Unidentified militants shot dead Mohammad Rafiq Pasho, when they intruded into his house at Jaganoo, Keshwar in the Kishtwar area of Doda district last night. Jammu (UNI): Two top Hizbul Mujahideen (HM) militants, including a deputy tehsil commander, surrendered before the police and the Army at Suigarh in Doda district today. They surrendered before DIGP (Doda-Udhampur) Satvir Gupta, SSP (Doda) P. R. Manhas, ASP (Bhaderwah) Ashok Sharma and senior Army officers. Mr Gupta said the HM deputy tehsil commander Shabir Ahmad, alias Irfan and Anjil Shah, alias Yasin, surrendered along with two AK rifles, four AK magazines, 150 rounds and one radio set. Both of them were active in the Suigarh area for the past six years, he added. |

Jammu, October 2 Angered over rejection of his leave and a verbal duel that followed with his seniors in an Army camp in the Mankote area, Santosh Kumar of 9 Bihar regiment allegedly took the extreme step this evening, the sources said. Two Junior Commissioned Officers of the Army and a Company Commander were killed, they said adding another officer was also injured. The injured officer has been shifted to Srinagar hospital. — PTI |
Jammu, October 2 Brigadier General Staff (BSG) 16 coprs, Brig A.K. Chowadary confirmed the incident saying the Captain was hit in his hand by the bullet that came from opposite his post across the LoC at Banoie area in Poonch. The Captain has been hospitalised. It may be stray incident and is not of serious nature, he said adding that the officer is alright. — PTI |
Hawala racket busted
Jammu, October 2 The police intercepted a vehicle at Pul Doda following a tip-off and recovered Rs 2.20 lakh from the sisters identified as Rubina and Shabina last evening, they said. Four other girls, accompanying the sisters, were also arrested but were later let off, they said adding that all of them were going to attend a marriage party in Doda town. After questioning the duo, the police raided a hideout in Doda and arrested ‘Divisional Commander’ of HM, Masood Ahmed, they said adding, that trio have been sent to the Joint Interrogation Centre.
