SPO, 2 top Hizb militants shot

Srinagar, September 3
Two top Hizbul Mujahideen ultras, including the brain behind the Pulwama car bomb blast in which 15 persons died and a special police officer were among five persons killed in Jammu and Kashmir. Three soldiers were injured in a powerful IED blast today.

Adil Pathan, the mastermind behind the Pulwama blast, was shot dead by a joint party of the CRPF and the local police at Zainapora village in Pulwama in the wee hours following a gunbattle, a police spokesman said.

Pathan, a Pakistani national, had managed to escape a security forces’ raid 15 days ago in Pulwama area, the spokesman added.

In another major breakthrough, he said self-styled area commander of the Hizb Aijaz Ahmad Bali of Tringa village was killed in another encounter at Dunga-Deddi village of Mahore in Udhampur district early today. An AK rifle, three magazines and a wireless set were recovered from him.

The spokesman said a special police officer and two civilians were killed when militants fired indiscriminately on a group of people in forest area between Dung-Duru and Sourbathi in Dachhan area of Kishtwar in Doda last night.

The deceased have been identified as SPO Madan Lal of Panjdhar, Tara Chand and Sonaullah of Tringai-Dachhan, he said.

Three security jawans were injured when militants triggered an IED in Sopore in Baramula this afternoon, the spokesman said.

The ultras triggered it as a convoy of the Rashtriya Rifles passed through Nathipora in Sopore at 1.30 p.m.

The spokesman said militants set abalze the house of Kala Khan, an employee of the Public Health Engineering Department, at Sangoit-Morah in Poonch last night.

In a major haul, troops of 12 Kumaon seized a huge cache of arms in Bandi Ashkot forest near the Line of Control in Tangdhar sector of Kupwara this morning, a defence spokesman said.

He said the seizures included one sniper rifle with one modified magazine, 14 cartridges with booster, three pistols, three rounds, two magazines, six RPG grenades, 40 unidentified bombs, 80 Chinese and Pak-made grenades, 3080 rounds of AK ammunition and five detonators.

The security forces also recovered three AK magazines, 62 rounds, 187 pistol rounds, 93 pika rounds, 2 handgrenades and a flame thrower during search operations at Sandhar-Gala in Chingus area of Rajouri last night, the spokesman added. —PTI

Kashmiri fruits for Pak soon, says Mufti

Srinagar, September 3
Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed today urged the growers to prepare themselves for export of fruit to Pakistan via the Srinagar- Muzaffarabad route.

Referring to the latest confidence building measures (CBMs) taken by India and Pakistan, including opening of the Poonch-Rawlakote road and increasing the frequency of Karvaan-e-Aman bus, Mr Sayeed said the day was not far off when the roads would be opened for trade as well.

He said when the first bus was flagged off by Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi in April this year some quarters had expressed apprehensions that it would be misused and security alarms were sounded.

He said nothing of the sort happened and instead the bus service helped in removing the misperceptions of people on both sides.

As of now 50 to 60 persons travel on either side every fortnight and the flow of passengers would increase with the increase in the frequency of the service, Mr Sayeed said.

Addressing a day-long fruit-growers conference here, Mr Sayeed announced several incentives for the fruit industry of the state including increase in the per kg procurement rate of C-grade fruit and Rs 1 crore scheme for promoting Kashmir brand of quality apple.

He said the government had come up with a scheme of market intervention to buy C-grade apple from the growers so that only quality apple were exported.

However, he said, Rs 10 crore were earmarked for the scheme last year, but the growers mostly preferred to carry on with their usual parctice.

He emphasised on proper grading of fruit that would fetch good returns to the growers besides earning them the goodwill. The Chief Minister announced that the per kg rate of procurement of C-grade apple under the market intervention scheme would be increased from present Rs 3 to Rs 4 this year.

He said the govenment was according top priority to the development of horticulture sector on scientific basis and had already started the Rs 100 crore Horticulture Technology Mission.

He said the govenrment in order to provide relief to fruit growers exempted them from toll tax which had resulted in the annual loss of Rs 60 crore to the exchequer.

Referring to the problems in repaying bank loans, the Chief Minister said the matter had been given a serious thought and the govenment approached the Jammu and Kashmir Bank to give certain concessions to the growers.

He said the defaulters would be allowed to repay their loan on simple interest for three years. — UNI

Cancel meeting with Hurriyat leaders: BJP

The BJP has urged Prime Minister Manmohan Singh to abandon his “Kashmir-centric” policy and cancel his meeting with Hurriyat leaders on September 5 as the conglomerate was largely of unrepresentative character.

In a statement here today, Prof Hari Om, vice-president of the BJP, said the best way to restore peace and normalcy in the state was to immediately convene a round-table conference of mainstream leaders so that their views were ascertained on issues confronting different regions of the state.

This would help assuage the hurt feelings of the people of Jammu and Ladakh and other religious and ethnic minorities.

He warned that any other approach would not only help the fundamentalist forces, but also give them respectability and create a volcanic situation in Jammu region, where the demand for trifurcation of the state was gaining momentum each passing day.

Prof Hari Om accused the Congress-led UPA government of pushing the people of Jammu region to the wall. The people of Jammu and Ladakh had no place in the UPA’s scheme of things, he alleged.

He said by consistently refusing to take part in the election process, the Hurriyat had demonstrated that it did not even represent Kashmir.

Probe into varsity appointments

The state government has asked an intelligence agency to probe in the alleged “irregularities” during the selection of teachers for various disciplines in Sher-i-Kashmir University of Agricultural Science and Technology (SKUAST), Jammu.

According to official sources, the intelligence agency has been asked to get all documents regarding the interviews and selection, along with the qualification of all those candidates who were interviewed.

The sources said here today that the probe was ordered after the BJP and other student organisations protested against the reported discrimination against the candidates from the Jammu region.

Reports said that out of 22 posts 19 candidates selected belonged to UP and Bihar as against only three from the Jammu region.

University officials, while defending the Vice-Chancellor, Mr N. Sharma, said that the selection had been done by a committee of experts. However, accusing fingers were being raised against the Vice-Chancellor after his daughter too was selected for the post of an Assistant Professor.

The BJP unit in the state was the first to raise voice against the selection process on the plea that those belonging to Jammu were given a raw deal.

Latest reports said that as a result of protests from various political and student bodies the selection order in favour of the Vice-Chancellor’s daughter had been withheld.

The protesters said that in one case a local PhD holder candidate was dropped, while an outsider was selected who had only an M.Sc degree.

Student leaders said that at least 10 to 12 candidates belonging to Jammu and Kashmir had the requisite qualifications for the posts they had applied for but were dropped.

They said the bifurcation of the SKUAST was the result of a “decade-long struggle of the Jammuites” and a separate university had been demanded simply to allow suitable people from the Jammu region to get their due share in recruitment and admission in the institute.

BJP vice-president, Dr Hari Om, said here today that if there were no irregularities in the selection process then why the usual practice of circulating lists of selected candidates among various departments had been discarded this time. He said that the list had also not been displayed in the office of the Registrar or the Vice-Chancellor.

Dr Hari Om said that this time selection orders had been sent to the candidates individually by speed post and no transparency was maintained.

A student leader demanded that the Governor, Mr S.K. Sinha, and the Chief Minister, Mufti Mohammad Sayeed, to review the working conditions in the SKUAST so that youths from Jammu were not given a raw deal

SSP, wife surrender in murder case

Jammu, September 3
Senior Kashmir Police Services (KPS) officer SSP Karnail Singh, who had been evading arrest in the murder case of his son-in-law, surrendered before the police here last evening.

Karnail, his Wife Satya Devi and driver Sudesh Kumar surrendered before the police late last evening, IGP (Jammu zone) S.P. Vaid said.

He said the official vehicle used in the crime had been impounded by police.

Mr Vaid said Karnail, Satya and Sudesh were allegedly involved in the murder of car mechanic Nitin Sharma, who had married Karnail’s daughter Ritu.

Nitin was allegedly abducted in the SSP’s official vehicle from Sanjay Nagar and taken to Greater Kailash and he was beaten to death.

They were today remanded to five day’s police custody by a local court. — TNS

Nine persons were killed and two seriously injured when a Tata-Sumo in which they were travelling towards Srinagar rolled down into a 200 feet nullah near Battery Chasma on the Jammu-Srinagar highway today.

The DIG (Doda-Udhampur Range), Mr Satvir Gupta, said the injured had been rescued and rushed to hospital.
