The All-Party Hurriyat Conference, led by Molvi Umar Farooq, does not treat the dispute over Kashmir as territorial. “It is not a territorial dispute but the issue pertains to the aspirations and future of the people of Kashmir,” said a senior APHC leader, Prof Abdul Gani Bhat.

  Jeep plunges into Chenab, 4 killed
Jammu, August 25
Four persons were killed after a jeep, carrying cows from Jammu to Srinagar, plunged into the Chenab river at Ramban, about 150 km from here, today. Superintendent of Police (Banihal-Ramban) Gareeb Dass said the jeep skidded off the road at Ramban and fell into the Chenab as a result of which four persons, who were travelling in it, were washed away.

Over 70 pc polling in Zanaskar

More than 70 per cent voters today exercised their franchise in the byelection to the Zanaskar Assembly constituency in Jammu and Kashmir, official sources said.

4 militants among 5 killed in J&K

Srinagar, August 25
Four militants were among five persons killed, while the security forces busted a militant hideout and arrested a former Special Police Officer (SPO) in Jammu and Kashmir during the past 24 hours.

Acting on a tip-off, the security forces conducted a search operation at Tangmarg village in Dahmal Hanjipora in Anantnag district this morning. They came under heavy fire from the militants and in the ensuing gunbattle, two militants were killed. One of the slain militants was identified as Iqbal Gill, alias Salauddin Ayoubu Bihari, a resident of Pakistan.

The body of one Nazir Ahmad was recovered from the Barrage complex at Uri last night. The security forces killed two militants in an encounter at Tubjan village in Pulwama district today.

One AK rifle, six magazines, 124 rounds, one UBGL, five UBGL grenades, two hand grenades, two radio set, one dictaphone, one pouch and a blank letter head were seized from the slain militants, a Defence Ministry spokesman said.

The BSF busted a hideout and seized 646 rounds of ammunition, two UBGL shells and two hand grenades at Shikargah Tral in Pulwama district. The police seized explosives from a hideout in the downtown city last night.

The security forces seized one hand grenade and two wireless sets from a house at Handwara. An official spokesman said the security forces apprehended two suspected militants at Rainawari here last evening and on their disclosure seized two hand grenades from a local mosque.

JAMMU: Two released militants of the Khalistan Zindabad Force, Rajinder Singh and Tejinder Singh, were arrested here today and arms and ammunition supplied to them by a dreaded terrorist, Ranjit Singh, alias Neeta, from Pakistan, seized by the police.

Both of them were reportedly involved in an explosion at Sirhind in Punjab in which around 18 persons were killed.

The police said that 6 kg RDX, one AK-56 rifle, 2 magazines and 99 rounds of AK-56 were seized from them. The consignment of arms and ammunition was sent by Neeta.

Based on intelligence inputs, the police laid a naka at Satwari Chowk, near the airport and apprehended both of them. On sustained interrogation, they said the consignment of arms was sent by Neeta from across the border.

DCI rejects recognition of dental college again

In a set-back to the newly admitted students, the Dental Council of India (DCI) has again rejected recognition to the Government Dental College that was opened two years ago here.

The dental college was opened before the Lok Sabha elections by “replacing” the board of the Dental Department of the medical college from the gate of the premises.

The state government has failed to meet the basic requirements of the dental college despite at least two inspections by the DCI. The report of the inspectors of the DCI has pointed out that neither the Principal of the college, Dr M.R. Sharma, nor other teachers were holding the posts that were shown on papers.

Forty students were admitted to the college without the institution being recognised by the DCI. The DCI has taken exception to the government appointing such faculty that did not possess the basic qualifications and experience.

Dr Sharma, who is an Associate Professor, has reportedly been shown as a Professor. He was recently appointed Principal of the college. Certain other lecturers were shown as Assistant Professors. Some dental surgeons on deputation from the state Health Department were shown as teachers in a bid to obtain the approval of the DCI.

Steps to promote tourism reviewed

The Jammu and Kashmir government is planning tourist development authorities for Wular and Manasbal lakes in the Kashmir valley and Surinsar and Mansar lakes in Jammu, while Patnitop-Batote-Mantalai circuit is being developed as an independent tourist destination.

This was disclosed at a high-level meeting held under the chairmanship of the Chief Minister Mufti Mohammad Sayeed to review working of tourism department and tourist development authorities. The meeting was informed that land and villages to be declared as local area under these authorities is being worked out. Work on the Lakhanpur-Kokernag-Srinagar tourist circuit is on, the Chief Minister was informed.

The Chief Minister asked for involvement of tour operators in devising trekking packages on various treks. He also asked for exploiting treks in the Nun Kun, Kolahai and Harmukh ranges. He was informed that the tourism department was promoting trekking in a big way. Trekking maps of the state have been updated and the Indian Mountaineering Foundation is being approached to send more mountaineering expeditions to Nun Kun peaks. Likewise, Kashmir University is also sending a trekking team to Gurez.

The Chief Minister directed surveying of the Mughal road to identify various sarais used by Mughals to be developed as heritage guesthouses. The meeting was also told that Betaab valley in Pahalgam is being developed as an independent tourist destination. Flood protection work has already been started and a motor able road would be constructed from Frislan to Betaab valley soon.

The Chief Minister was briefed about the progress made on the development of golf courses at Pahalgam, Gulmarg, Sonmarg and Jammu. He was told that places have been identified and at certain places work has already been taken up. The Chief Minister directed that the courses being developed at these places should be of international standard. He also suggested constitution of local managing committees for the day-to-day affairs of these courses.

As many as 27 sites would be auctioned at Gulmarg. Besides, convention centres are proposed to be constructed at Pahalgam, Gulmarg and Patnitop. White water rafting in Chenab river is proposed to be held from October this year, the meeting was informed.

The Chief Minister also reviewed the progress made on the development of ropeways at various tourist spots in the state. He was told that work on the Aishmuqam ropeway would be taken up shortly while the process is in final stages at Baisaran (Pahalgam), Shankracharya and on Bagh-e-Bahu-Mubarak Mandi strip. The Chief Minister directed the authorities to complete the processes of project reports and feasibility reports so that work is started at the earliest.

The Chief Minister asked the Gulmarg Development Authority to ensure proper cleanliness and sanitation in Bab Reshi shrine area.

Kashmir dispute ‘not territorial’

The All-Party Hurriyat Conference (APHC), led by Molvi Umar Farooq, does not treat the dispute over Kashmir as territorial. “It is not a territorial dispute but the issue pertains to the aspirations and future of the people of Kashmir,” said a senior APHC leader, Prof Abdul Gani Bhat.

He told this correspondent today that “the only purpose for our eagerness to get the stalled dialogue process resumed is to see the dispute settled through sustained and meaningful talks.”

Professor Bhat clarified that the dispute was not” over the physical features of the area but over the aspirations of people of the state.”

“We do not beg for an audience with those who in Delhi. We have suggested to people in Delhi to give parleys a chance for settling the 58-year-old dispute which could not be resolved through wars.”

“It is for the Government of India to accept or reject our suggestion," he said, adding that “dialogue between India and Pakistan with involvement of representatives of people of Kashmir has become imperative for resolving the dispute.”

Professor Bhat appreciated the role of Prime Minister, Manmohan Singh and President, Pervez Musharraf in laying the foundation for the peace process. He said the process of dialogue between

Delhi and Islamabad needed to be pursued vigorously and here the role of Kashmiri peoples' representatives cannot be ignored.

The deceased were identified as Kale Khan, Mazhar Ali, Farman Ali and Buti Ram, all residents of Jammu.

Mr Dass said their bodies were yet to be fished out by the police. Three cows also perished in the accident, he added. — UNI

Over 70 pc polling in Zanaskar

Srinagar, August 25
More than 70 per cent voters today exercised their franchise in the byelection to the Zanaskar Assembly constituency in Jammu and Kashmir, official sources said.

The polling, which began at 7 a.m., was very low early morning and started picking up after 12 noon. The incident-free voting ended at 6 p.m.

Reports said a good voter turn-out was recorded in hilly and inaccessible areas. Both men and women came out in large numbers to cast their votes.

About 70 polling stations had been set up in the constituency which has 21,992 voters, including 11,603 female electors. — UNI
