MC sends Sanghi case to Administrator
Chandigarh, August 25 However, questions are being raised over meeting’s legality as the resolution was not passed under any Section of the Punjab Municipal Act. The meeting, which lasted for about nine hours, proved to be a damp squib as the original resolution seeking the councillor’s dismissal for alleged “corruption charges” was diluted in the wake of opposition from certain Congress and nominated councillors. Earlier, while moving the resolution, Dr K.S. Raju, a nominated councillor, gave a detailed account of Mr Sanghis’ activities over the past three years. He was supported by Mr Chander Mukhi, Mr Kuldip Singh, Ms Kamlesh, Surinder Singh, Shyama Negi, all Congress, Ms Kamla Sharma and Mr Rajesh Gupta, both BJP, and Mr B.R. Verma and Ms K. Atmaram, both nominated, and Mr Jatinder Bhatia and Mr Vijay Singh Rana of the Chandigarh Vikas Manch. However, maintaining a delicate balance between the divided Congress house, Mr Subhash Chawla, a former Mayor, urged the members to resolve the differences inside the House saying that the Mayor had enough powers to “punish” any erring member. He was supported by his party colleague, Mr H.S. Lucky, and Brig Sant Singh (Retd) and Mr C.K. Sawhney, both nominated councillors. Ultimately, the “diluted” resolution was passed with members agreeing to forward the proceedings of the House to the Administration for “appropriate action”. However, the legality of the resolution, which does not fall under any section of the Act is being challenged by certain councillors. Mr Sanghi also said that he was considering to challenge the resolution. In his defence, Mr Sanghi claimed that he was being targeted for raising issues of public interest in the House and with the officials of the MCC. Terming the agenda under Section 13 and 13-A of the Act as “non-maintainable”, he claimed that under the Act the presiding officer, the Mayor, was competent to award any “punishment” to an erring councillor. Alleging that the Mayor, Ms Anu Chatrath, had bowed to the “brute majority” in allowing discussion on the resolution, Mr Sanghi complained that he was not given enough time to refute the serious allegations levelled against him. Earlier, 13 councillors of the MCC had sought the removal of Mr P.C. Sanghi, for his “continuous misconduct and misbehaviour” with councillors and officials over a period of time. |
HUDA schemes for Sectors 23, 24 & 25
Panchkula, August 25 Two years after 90 per cent of Group Housing Societies (GHS) surrendered their land to HUDA in Sectors 23, 24, 25, 27 and 28, HUDA is all set to float new group housing schemes in Sectors 23, 24 and 25. About 16 acres in these sectors have been earmarked for these housing schemes in the three sectors, across the Ghaggar river. These schemes are likely to be floated within two months. Other than this, HUDA authorities have asked the engineering wing to develop 18 acres of land in Sector 27 for floating group housing schemes. This land was earlier reserved for IT park, but after 250 acres of land for the IT corridor was earmarked in Sector 22, 23 and 32, HUDA authorities have now decided to float group housing schemes in Sector 27. Official sources say that about two acres in Sector 17, too, are proposed to be offered for GHS. Senior officials say that with land prices in the town escalating and people buying residential plots more for speculation purposes, group housing societies are likely to be developed and inhabited soon. Till two years ago, the societies were unpopular here and a majority of flats remained unoccupied. It was only after HUDA offered sops in terms of increasing floor area ratio ( from 150 square metres to 300 square metres), decreasing the size of plot for a society( from 1 acre to 0.5 acre) and certain other changes in registration (as compared to 40 members required for registration earlier, only 20 are required now), that the GHS picked up. |
