Frequent visits of Kashmir-based separatist leaders to the Muslim majority districts of Jammu have sounded alarm bells for the PDP and the Congress — partners in the ruling coalition.

Two commanders of pro-Pakistan Hizbul Mujahideen (HM) and the Lashkar-e-Toiba were among six persons killed, while the security forces recovered arms and ammunition in Jammu and Kashmir overnight, official spokesman said today.

While Mr Irshad Mehmood Member, Policy Planning Institute, Islamabad, has stated that no government in Pakistan “can stop militancy in Jammu and kashmir so long the Kashmir issue is not resolved”, the President of Democratic Liberation Party (DLP), Mr Rashim Qreshi, has accused militants of creating “an Afghanistan-like situation in the state.”

Alarmed at Jammu and Kashmir having been ranked second in corruption after Bihar, the Central Bureau of Investigations (CBI) conducted a seminar here today in which views were exchanged with other organisations to tackle the menace.

Separatist leaders’ visits sound alarm for PDP, Congress

Frequent visits of Kashmir-based separatist leaders to the Muslim majority districts of Jammu have sounded alarm bells for the PDP and the Congress — partners in the ruling coalition.

The separatist leaders have regularly been visiting the districts of Poonch, Rajouri and Doda in the past some time and trying to inject their ideology among the people there.

What is worrying is that the Muslims in the border districts of Poonch and Rajouri have so far generally remained immune to separatists’ demand for independence of the state or its merger with Pakistan, but the successive rallies of separatists might make some dent in their minds.

However, the situation is somewhat different in the Doda district where the Muslim-dominated areas were generally influenced from the developments in the Kashmir valley.

The district administration of Doda recently banned the public meetings of the separatist leader Yasin Malik at Bhaderwah and Kishtwar as provocative slogans were raised in one of his rallies in the Doda town a day earlier.

The Doda district was witnessing the worst type of terrorism in which women and infants were mercilessly massacred.

Another separatist leader, Mr Shabir Shah, who is considered a soft liner, recently toured the districts of Poonch, Rajouri and Doda and is expected to visit Kathua and Udhampur districts.

Hardliner, Syed Ali Shah Geelani, camped here for a couple of days earlier this year and met a large number of people individually and collectively.

Although the Kashmiri Pandits are sharply divided over their return to the valley, Hurriyat leader, Moulvi Omar Farooq, is likely to come here shortly to meet member of the community.

Alarmed over these visits of the separatists, Chief Minister, Mufti Sayeed accompanied by Union Minister, Ghulam Nabi Azad, recently flew to every nook and corner of the districts of Poonch, Rajouri and Doda where they announced a series of development activities.

The Mufti went a step further by announcing three new tehsils for the Doda district although any institution did not recommend this. This was an indication that the Mufti was trying to make a foothold for his PDP in the area.

2 militant commanders among six killed

Srinagar, August 2
Two commanders of pro-Pakistan Hizbul Mujahideen (HM) and the Lashkar-e-Toiba were among six persons killed, while the security forces recovered arms and ammunition in Jammu and Kashmir overnight, official spokesman said today.

He said HM commander Mushtaq Ahmad Khan, alias Shahnawaz, was killed in an inter-group clash at Kachwari Kokernag in Anantnag district early this morning.

He said militants shot at and critically wounded Bashir Ahmad Wani at Kakpora in Pulwama district last night. He was shifted to hospital where he died.

Militants entered the house of Abdullah and shot dead his wife Aisha Bi at Sanglow in Surankote, while Sain Gujjar was kidnapped and later killed by militants at Tar Nallah in Doda district.

He said security forces recovered three hand grenades, 50 detonators, one telescope and 80 rounds of ammunition in the frontier district of Kupwara. However, no one was arrested.

Two Lashkar-e-Toiba (LeT) militants, including a self-proclaimed tehsil commander, were killed by the security forces in a gunbattle in the Mahore area of Udhampur district today.

Senior Superintendent of Police (Reasi-Mahore) J.L. Sharma said the police and the Army were conducting search at Jamlan when two militants opened fired on them.

The fire was returned and in the ensuing encounter, lasting over two hours, the jawans shot dead both the militants, he added.

Mr Sharma said the slain militants were identified as tehsil commander Mohammad Umar Farooq, alias Abu Marshad, of Pakistan and Shabir Ahmad Mughal, alias Abu Shaoib, of Gool. He said documents recovered from them had established their identity.

Two AK rifles, six magazines, 175 rounds, one radio set, pouches and some incriminating documents were recovered from them. — UNI

Militants ‘trying to’ create Afghanistan like situation in Jammu & Kashmir

While Mr Irshad Mehmood Member, Policy Planning Institute, Islamabad, has stated that no government in Pakistan “can stop militancy in Jammu and kashmir so long the Kashmir issue is not resolved”, the President of Democratic Liberation Party (DLP), Mr Rashim Qreshi, has accused militants of creating “an Afghanistan-like situation in the state.”

Mr Mehmood in an interview published in the latest issue of a Srinagar-based weekly “Chataan” said that “the level of militancy-related turmoil may escalate unless the Kashmir issue is settled.”

He said “no government in Pakistan can either stop militancy or compromise on the Kashmir issue.” He has stated that hardliners in Pakistan establishment may not allow the government in Islamabad to get prepared for a compromise on Kashmir.

Mr Mehmood has said if the ongoing India-Pakistan dialogue “does not succeed in resolving the Kashmir issue the level of militancy will go up.”

On the other hand Mr Hashim Qureshi, who hit the newspaper headlines when he and his colleagues hijacked an India airlines plane to Lahore in 1971, has, in a statement, blamed militants for trying to create Afghanistan-type situation in Kashmir.

He said that by exploding bombs and grenades within and outside the school premises militants were aiming at giving birth to a generation of “illiterates” as had been the case in Afghanistan.

Mr Qureshi stated that through these explosions militants wanted to create scare among the parents so that they did not send their children to schools.

The DLP Chief has supported the ongoing Indo-Pak peace initiative and the dialogues. He said for the dialogue to reach its logical conclusion militants must stop indulging in acts of violence and avoid making children as “cannon fodder.”

Other separatists too have started berating militants for targeting innocent civilians. They also want total ceasefire within the state. This demand has been supported by speakers from Pakistan occupied Kashmir during a three-day intra Kashmir conference in Srinagar.

CBI organises seminar on corruption

Alarmed at Jammu and Kashmir having been ranked second in corruption after Bihar, the Central Bureau of Investigations (CBI) conducted a seminar here today in which views were exchanged with other organisations to tackle the menace. As the CBI has no mandate in J&K, Mr B.L. Soni, DIG, Anti-Corruption Region, Chandigarh, who presided over the seminar, stressed upon the state vigilance organisation to deal with the situation more effectively.

Senior officers of the police and various other state and central organisations participated in the seminar. Mr Soni said that the CBI requested the Central and J&K Governments in 2001 to expand its jurisdiction here.

He said the CBI had jurisdiction over the Central Government departments functioning in J&K and to deal with the departments of the state government the permission had to be sought from the Supreme Court or the High Court. As a result of this, the CBI office here did not have more than 100 cases in its hands.
