DU deletes paper on Gandhi

Even as the University Grants Commission (UGC) has decided to support universities and colleges across the country to allow students and the civil society to undertake study and research in Gandhian Studies, Delhi University has gone ahead to delete an entire paper on the man, hailed as the Father of the Nation.

DU deletes paper on Gandhi

Even as the University Grants Commission (UGC) has decided to support universities and colleges across the country to allow students and the civil society to undertake study and research in Gandhian Studies, Delhi University has gone ahead to delete an entire paper on the man, hailed as the Father of the Nation.

In the revised syllabus for the Post Graduate Studies in Political Science, a 100 marks’ paper on Gandhiji has been deleted, instead a chapter introduced alongside chapters on Veer Savarkar, Mohamed Iqbal, Jawaharlal

“It is not just the deletion of the paper that has hurt us. We are shocked that he has been placed alongside Veer Savarakar. Imagine students reading about Gandhiji in the same breath as about Savarkar,” complained a faculty member.

Incidentally, a 50 marks’ paper ‘Reading Gandhi’ has been introduced in the revamped BA Pass syllabus. “This is absurd for the students of Political Science, who need to study Gandhiji they have deleted the entire paper and instead offered it to those who are doing a Pass course,” complained, DUTA president, Aditya N Misra.

It was further pointed out that despite the letters of protest by the staff, the controversial chapter on Savarkar was not deleted. “In trying to seek favours from the NDA Government, the committee that was responsible for drafting the syllabus, without any hesitation dropped the paper on Gandhiji,” said a source.

He went on to say, “Gandhiji is an ocean. How much of him can you fit into a chapter? Besides, knowing the way the university functions, students in a particular academic session might not even read the chapter on Gandhiji. If they see a question in the papers about him in one year, knowing that it will not be repeated the next year, they just might not read the chapter.”

Misra who is also in the Political Science department claims that he “protested and even complained to the MHRD to stall the dropping of the paper, but no action has so far been taken.”

Misra said, “The paper Modern Indian Political Thought dealt in depth with Gandhiji and that the readings included books by Rammohan Roy, Gobind Ranade and Tilak, while as for the new paper titled Modern Indian Political Thinkers, the readings include a book written by Savarkar titled Hindutva.”

Thank you, President Musharraf!

It’s two days before Pakistan President Pervez Musharraf would come calling to Delhi to witness the sixth One-Day International match between India and Pakistan at the Ferozeshah Kotla Ground on April 17, but Delhi is being spruced up as never before, on a war-footing.

The civic agencies and the Delhi Government got cracking, once it became clear that Mr Musharraf and Indian Prime Minister Dr Manmohan Singh will be watching the match. And Congress president Sonia Gandhi and Opposition leader Lal Krishna Advani are also expected to witness the contest, to make it one of the most high-profile, high-security cricket matches ever played in the country.

Though there would be unprecedented security cover on April 17 in and around the Ferozeshah Kotla Ground, life of the common people may not be affected much, it being a Sunday. But the people are happy that in the name of Musharraf, the roads and other facilities are being spruced up on a war-footing.

nightmare as traffic jams had become a common feature on this stretch, day and night. But overnight, the roads have been widened, the sidewalks tiled and cleaned up, potted plants ‘implanted’ to give the streets a clean and green look. The civic bodies had shown such urgency of purpose the last time when US President Bill Clinton visited Delhi. Then too, potted plants were immersed on strategic points and new saplings planted in the Ridge area to give a “green cover” to the city. The plants have now grown big enough to provide sufficient foliage on the VVIP routes of Delhi. Musharraf is doing a Clinton on Delhi, and Delhiites are not complaining!

Even some DDCA officials are happy that the contractor carried out the construction work on the stadium on a priority basis, thanks to the visit of the Pakistan President. They felt that but for the match, the work would have shot over the scheduled finish.

The match has also strengthened the Delhi and District Cricket Association’s (DDCA’s) case for more land to create parking lots. Presently, DDCA has no space to offer parking space to the spectators, and it has requested the Union Urban Development Ministry to allot additional land around the stadium.

Thanks to the match, the Government is also relaying the roads and changing the streetlights around the stadium, which had, otherwise, been craving attention for the past few years. Thank you, Musharraf, because of your impending visit, Delhi has been given a facelift.

Govt exempts several items from VAT
Roll-back on diesel, LPG possible

In a major review of tax rates under the newly implemented VAT, the Delhi Government today exempted several items, including life-saving drugs and devices, and said there could be a roll-back of the tax on diesel and LPG.

Nearly 50 life-saving drugs and devices, vaccines approved by the World Health Organisation, glucometer, strips and syringes are among the around 14 categories of items now exempted from tax under VAT.

This was announced by the Chief Minister, Mrs Sheila Dikshit, after a meeting of the Delhi Cabinet called to review the VAT rates.

Medicines in general are being charged at four per cent VAT.

Among the items exempted from tax under the VAT are husk, bran, oiled cake, de-oiled cake, which have been put in the `cattle feed’ category already in the list of commodities enjoying exemption, `dhoop-battis’/`agarbattis’, scrap glass, scrap glass bottles, hosiery items costing up to Rs 50, footwear costing up to Rs 300 and notebooks.

“In these 13 days since implementation of VAT, we got representations from various associations. Accordingly, we have corrected some of the lapses that existed in VAT,” Dikshit told a press conference after the Cabinet meeting.

“It was found that this increase was burdening the consumers and subjecting the traders to unfair competition from neighbouring states,” said Ms Dikshit.

Doing a rethink on the tax hike on diesel, the government has decided to “forcefully” take up with the Empowered Committee on VAT at its meeting on April 15 the need for a roll-back from 20 per cent to the earlier 12 per cent in view of neighbouring states charging tax at lower rate on the fuel.

750 jhuggis gutted near Rajghat, three killed

New Delhi, April 13
As many as three persons were killed and one was seriously injured in a fire this afternoon, which destroyed over 750 jhuggis in a slum cluster near the Rajghat.

Sources said that the fire broke out in the Dholak Basti behind Shanti Van.

Those killed in the fire have been identified as Ismail, Kalawati and Pooran Chand. The injured has been identified as Shiv Shankar. Two firemen, identified as Ranbir and Satbir were also injured while trying to put out the fire.

According to sources in the Fire Department, a call was received at around 3.30 pm and 22 fire-tenders were rushed to the Yamuna Pushta area to extinguish the blazing fire.

The police were investigating the matter. The cause was not yet known.

Meanwhile, five persons were injured in an explosion in the Tuglakabad Depot in the morning today. According to sources, those injured were identified as Vinod, Nadeem, Brajesh, Nabi Shah and Kunal.

Job racket busted, three held

With the arrest of three persons, the South-West district police and Military Intelligence wing today claimed to have busted a gang involved in preparing forged documents for candidates of other states to facilitate their entry through direct recruitment in Army from GNCT of Delhi quota.

They were identified as Subhash Ram (39), resident of Prahladpur, Ranvir Singh, alias Rana (27), resident of Chirag Delhi and Gajender Singh Rawat (47), resident of Delhi Cantonment. While Subhash is a retired Hawaldar from the Army supply corps, Gajender Singh is an electrician from Military Engineering Services and Ranbir Rana is a tout outside the SDM office, Mehrauli.

The police also claimed to have recovered a large number of forged domiciles, affidavits, rubber stamps and list of over 100 candidates from their possession. Acting on a tip-off that some persons were involved in preparing fake domiciles for candidates from Uttaranchal, Haryana and Rajasthan for entry through the direct recruitment in GNCT of Delhi quota, a decoy customer was sent to negotiate with the suspects for the fake domiciles.

Two arrested for preparing duplicate credit cards

With the arrest of two persons including an employee of the ICICI Bank, the New Delhi district police today claimed to have busted a gang involved in preparing duplicate credit cards, debit cards and ATM cards by impersonation. The accused persons also made withdrawal of lakhs of rupees and also attempted to withdraw money from as many as 15 accounts maintained in various branches of the ICICI Bank. The accused persons have been identified as Ratnesh Kumar Singh (21), resident of Shakarpur and Ashish Ranjan, resident of Shakarpur.

Blind man among three run over by trains in Faridabad

Faridabad, April 13
Three persons were run over by trains in the district during the past 48 hours. A visually impaired person, employed in an organisation here, was among the victims.

None of them could be identified. As per the railway police, a blind person crossing the track near the Bata flyover died after being run over by a train coming from Palwal side at about 8 am on Tuesday.

A resident of New Janata Colony here, he was on the way to his office when the incident took place. His body was sent to the civil hospital for post-mortem.

In second similar incident, an unidentified person was run over by the speeding train near Green Fields Colony, while another resident lost his life after being hit by a train near Neelam flyover around noon yesterday.

The police reached quite late in this case and the body which was cut into several pieces, lay on the spot for about three hours.

It may be recalled that the three-lane track from Delhi, which links the southern and middle states of the country, passes horizontally from the town and the district and there were about half a dozen crossings over the track. Lack of flyovers and an open track throughout the region invite dozens of accidents every year and over 200 persons become victim of such accidents each year.

Meanwhile, two minor children suffered serious injuries in a fire in Rahul Colony here yesterday. The fire reduced at least seven jhuggis to ashes.

SP leader held for usurping woman’s house

A Samajwadi Party leader and a Block Parmukh have been arrested in Sahibabad for forcibly occupying the house of a woman and threatening her with dire consequences.

The Block chief had lent Rs 15,000 to the woman and Rs 10,000 to her son on interest two years ago. Although the Block Parmukh has recovered Rs 2 lakh from the woman, he has usurped her house fraudulently. He has allegedly been receiving rent from the woman for living in her own house.

According to police, Block Parmukh Harinder Kumar of Jahangirabad in Bulandshahr had given a loan of Rs 15,000 to Chaman Kali, wife of Hari Kishen and Rs 10,000 to her son on an interest of 3% two years ago.

According to Chaman Kali, she has paid Rs 2 lakh to Harinder Kumar by selling her son’s vehicle. But the Block Parmukh is threatening her that she still owes him Rs 2 lakh.

Chaman Kali has filed a complaint in Sahibabad police station, alleging that Block Parmukh Harinder Kumar had abducted her husband Hari Kishen and made him sign his house in the name of Samajwadi leader Madan Gujjar in lieu of the balance.

According to police, both Madan Gujjar and Harinder Kumar were pressurising her to have the house registered in the SP leader’s name.

On Tuesday, both of them threw Chaman Kali’s belongings out of her house. On getting the information, police arrested both Harinder Kumar and Madan Gujjar from the premises for creating a commotion.

Guilty in Moti Goel case to get deserts: ADG

The Additional Director General police (Law and Order), Mr Bua Singh, has categorically said that the law will take its course against all those found guilty along with Moti Goel in the infamous land scam in the state. None of the officials, irrespective of their rank or status, who have helped Moti Goel in any way, will be spared. A thorough and transparent probed will be conducted in this case, Mr Singh said.

Additional DG Bua Singh was addressing senior police officers at the 41 battalion of PAC at Sahibabad at a review meeting.

Bua Singh said that the Ghaziabad and Noida police have filed five and six cases against Moti Goel, respectively. He said the fugitive was nabbed in Lucknow, but the Noida police had formally arrested him.

Delhi’s new Mayor to give thrust to education, health

The newly elected Mayor of the Municipal Corporation of Delhi (MCD), Mr Satbeer Singh, said that the growth in the satellite towns in the NCR region is the best thing to happen as such towns help decongest the national capital.

Talking to ‘The Tribune’, he said that rapid growth of cities like Gurgaon and Noida is certainly taking away some of the pressure from Delhi. He expressed hope that more such towns would be developed soon. At the same time, he regretted that only few cities—Gurgaon and Noida—have measured up to the mark.

He said that the National Capital Region Board has several plans for the development of the region.

The best bet for faster growth and integration of the entire region would be road links and accessibility between the constituents in it.

Setting out the priorities as the new Mayor, he said that the MCD would step up the drive against corruption and make the administration of the corporation more transparent. The functioning of the corporation has also improved with the degree of accountability having increased at various layers of the organisation.

He said education and health sectors are the key areas to be developed. Besides, cleaning up of the nullahs and strengthening the sewerage networks are also high on his agenda. However, his priority was for sufficient supply of power to the residents.

On the issue of disparity between the villages in Delhi and the city areas in terms of development, he said that efforts would be made to bridge the gap.

Shivaji College students barred from taking exams

The authorities have barred at least 140 students in Shivaji College from taking their annual examinations for not meeting the mandatory attendance requirement.

While the students pointed out that the principal cannot stop them from taking the exams since it is the university that issues the roll numbers, the principal, Dr Rama Patnaik, claimed otherwise.

Agitated students claimed that the principal directed the “roll numbers to be snatched, even as the students were writing their exams”.

A physically challenged students with 50 per cent attendance said that due to the nature of his disability commuting to college everyday is not just difficult, but also expensive for him, considering that he comes from a far off place.

But Dr Patnaik claimed that the students had been duly informed about their short attendance, “we sent letters to their parents, put up notices in the college and even got the teachers to communicate to them that they are falling short of the required attendance.”
