“The Indian National Lok Dal government, led by the Chief Minister, Mr Om Prakash Chautala, is solely responsible for the delay in the construction of the Satluj-Yamuna Link canal,” alleged Mr Bhupinder Singh Hooda, a Congress Member of Parliament from Haryana who returned from Pakistan after attending the fifth General Assembly of the Association of Asian Parliamentarians for Peace held in Islamabad.

7 panches deny hand in gotra row

Seven of the nine elected panches of Jaundhi village today denied their involvement in the activities of the khap panchayats being held in the village on the gotra controversy surrounding the marriage of a couple seeking their rehabilitation after spending four years in exile.

They had been summoned by the Additional Deputy Commissioner, Mrs Suprabha Dahiya. The couple, Aashish and Darshana, did not appear before the ADC as did two other elected panches. A relative of Aashish informed the ADC office this morning that while Darshana was indisposed, Aashish had gone out for some urgent personal business.

The seven panches said in their statements that the khap panchayats were being organised by members of the Dagar and Gehlawat gotras and that they were not involved in the controversy. They stated that none of them had any role to play in exiling the couple.

The seven panches are Mr Phul Singh, Mr Ram Narain, Mr Dharambir, Mr Balraj, Mrs Ratni, Mrs Malti and Mrs Shanti.

The ADC has now asked the couple and two other panches who could not be present today to appear before her on December 8. A former sarpanch of the village, Mrs Pushpa, has also been summoned on that day.

However, the process was derailed yesterday when another khap panchayat decided to challenge the couple’s petition. It also ruled that no celebrations be held in the village till “justice was done to the village”.

Hooda blames Chautala for delay in SYL

“The Indian National Lok Dal (INLD) government, led by the Chief Minister, Mr Om Prakash Chautala, is solely responsible for the delay in the construction of the Satluj-Yamuna Link (SYL) canal,” alleged Mr Bhupinder Singh Hooda, a Congress Member of Parliament from Haryana who returned from Pakistan after attending the fifth General Assembly of the Association of Asian Parliamentarians for Peace (AAPP) held in Islamabad.

Talking to mediapersons, Mr Hooda said the SYL was the right of Haryana people and it would be completed at any cost. He said it was not an issue but a matter of life and death for them. He said the controversial Bill passed by the Congress-led Punjab government abrogating all accords relating to water distribution to other states would have no impact on the Assembly elections in Haryana.

Congress MP said corruption and deteriorating law and order situation would be the main issues in the Assembly elections. He said the INLD government had failed on all fronts.

Mr Hooda favoured the formation of Asian Parliament on the lines of European Parliament which would help in the development of Asian countries.

Excavation at Hansi fort begins

Hansi, near Hisar, was located on an important international trade route and was strategically located from military point of view. Apart from this, it was one of the oldest centres of Sufism as Baba Farid had stayed here for several years. Due to its strategic location, the rulers of various times chose to establish defence outposts or forts in or near the township.

This was stated by Dr Dharamvir Sharma, Superintending Archaeologist, Archaeological Survey of India (ASI), here today. Dr Sharma is leading an ASI team engaged in the excavation work at a local fort, which was built by Prithvi Raj Chauhan.

Some excavation work on the fort was carried out in January this year. Around 2,300 coins, some idols and remains of some temples were found during the exercise. The ASI team has resumed the excavation work, which would continue for around seven months.

Interestingly, the team has also involved some research scholars specialising in Archaeology, besides students and teachers of history. Dr Sharma said there were teachers and students from Kurukshetra University, while participants from Maharshi Dayanand University, Rohtak, and Hisar would soon join the team. The participants from educational institutions were given practical training during such exercises, he added.

Dr Sharma stated that a portion of an idol was found during the excavation work, which was expected to be of the era of the Pratihaars.

He said the discovery of the idol portion and certain other clues indicated that they would soon be able to unearth some important ancient artefacts.

The ASI team leader observed that the time from seventh to 10th century was the golden period in the history of Hansi. Several palaces, forts and temples were built during this period. He said other important aspects of this era were religious harmony and strong defence mechanism.

Dr Sharma maintained that the team had faced problems due to the high water table in the area.

He, however, asserted that the team was prepared to work against all odds and was hopeful of making some great discoveries.

Insanitation at railway station irks officer

The Divisional Railway Manager of the Delhi division of Northern Railway, Mr P.K. Goel, grilled Panipat Station Superintendent Mr Joseph A. Eka and other staff members for insanitation on the railway premises.

Mr Goel was on a special inspection visit to Panipat railway station yesterday. He took serious note of the closing of ticket window on the Model Town side.

Meanwhile, some of the commuters, complained to him that there was no proper facility of any public toilet at the railway station.

Mr Goel told them that he had already directed the railway officers concerned at Panipat to construct a proper public toilet at the earliest on the station premises. He said that the new toilet would be available for use for the public by January 15.

However, he expressed his helplessness regarding the demand of the commuters to have a halt of Delhi-Bathinda Intercity Express at Karnal. He said it was not in his jurisdiction.

Mr Goel also visited Tau Devi Lal Thermal Power Station, National Fertilizers Limited and Refinery. While he checked newly installed coal handling machine (CHM) at the thermal station, he discussed issues related with the Railways with officers of the thermal station, NFL and the refinery.

Badhana moves application for anticipatory bail

A former Haryana Minister, Mr Kartar Singh Badhana, today moved an application for anticipatory bail in the court of Mr M.M. Sharma, Special Judge, CBI, Ambala, through his counsel, Mr Ajay Jain.

A few days ago the CBI had filed a chargesheet against Mr Badhana and four others under Section 379, IPC, Section 21 of the Mines and Mineral (Development and Regulation) Act, 1957, and Sections 13(1)(d) and 13(2) of the Prevention of Corruption Act, 1988, on the allegations of illegal mining in Faridabad district before the Special Court. The CBI had investigated the case on the directions issued by the Punjab and Haryana High Court on a petition filed by a Faridabad-based journalist, Mr Subhash Sharma.

Mr Sharma had issued notice to Mr Badhana and the other accused persons to appear before him on November 14. The Judge today issued notice to the CBI on Mr Badhana's application for November 10.

Describing his client as an innocent and law-abiding citizen, Mr Jain contended that Mr Badhana had been twice an elected member of the Haryana Assembly and his brother too had been three-time MP. He alleged that Mr Badhana had been falsely implicated in the case because of political reasons and business rivalry.

Mr Jain contended that the present FIR was the result of the petition filed by his business rival, S.P. Sethi and Company, through the Faridabad-based journalist. He said the allegation that there had been illegal mining by certain persons at the behest of Mr Badhana was based upon inadmissible evidence in the form of reports submitted by officials and there was no direct evidence connecting his client with the alleged illegal mining.

The allegation that Mr Badhana and the co-accused persons caused a financial loss of over Rs 45.74 crore to the state exchequer, he said, was mainly based upon the report obtained by the CBI from the Indian School of Mines, Dhanbad. This, he said, was an imaginary figure arrived at by the officials without any cogent and trustworthy evidence.

Mr Jain said his client had not committed any offence as alleged in the FIR. No case under Section 379, IPC, was made out. It had been added by the prosecution "just to enhance the gravity of the offence." At best, according to the prosecution version, the proceedings could be initiated under Section 21 of the Minor Mineral Act, which, being a special enactment, would have an over-riding effect over the general law.

He said the state government had initiated proceedings for recovery of over Rs 1 crore from two co-accused persons, Gopi Chand and Tej Pal. The matter was subjudice as the proceedings had been stayed by the Faridabad District Judge. Seeking anticipatory bail for Mr Badhana, Mr Jain said since nothing was to be recovered from him, he should be granted the concession of anticipatory bail.

CBI raids in Rai in Taj corridor case

A CBI team conducted raids at a number of places in Rai area of the district last evening in connection with the agricultural land sold by farmers to Mr Sidharth, brother of Ms Mayawati, former UP Chief Minister. This action was taken following an inquiry ordered by the Supreme Court against her in the Taj corridor case.

According to sources, the CBI officials also checked the accounts of those persons who had sold the land. This exercise carried on till midnight.

When the correspondent tried to contact an official of the CBI team on telephone he declined to comment.

One may have to think twice if he has to approach any police station in the hometown Chief Minister Om Prakash Chautala. With the main entrance locked, one has to approach an “influential” person to request the police to let them in.

Investigations made by the correspondent revealed that this is not an exceptional case in the town as both Sadar and city police stations also remain shut after dusk. At around 9 p.m. policemen choose to close their office for reasons best known to them.

Talking to TNS, a number of residents complained of the difficulty they face in this regard.

Recalling a recent incident, a local resident talked about the extreme difficulty in approaching the police. “There was some dispute a couple of months back between two brothers and we tried to call the police at the city police station but all in vain,” he said.

Instead of listening to our grievance the police threaten for approaching them in the night and abused us, he added. Another resident said the district police had dubious role with regard to entertaining complainants.

Former state Irrigation Minister and senior Congress leader Jagdish Nehra alleged that the police was playing in the hands of the ruling INLD. “The Chief Minister himself had handpicked senior police officers in the district to settle personal political scores”, he said.

Talking to TNS from New Delhi, he said following pressure from political leaders, the police was manipulating evidences to fabricate cases against Opposition party leaders.

Despite repeated attempts, the SP, Mr H.S. Doon, was not available at his office throughout the day.

Nod for new depts at PGIMS

The Haryana Government has approved creation of four new departments in the Post Graduate Institute of Medical Sciences (PGIMS), Maj-Gen (retd) Dr V. S. Poonia, Director of the institute said here today.

He said the new departments are: endocrinology, medical oncology, rheumatology and hospital management. The Director said the PGIMS had asked the Haryana Public Service Commission to recruit the staff sanctioned for these departments expeditiously.

He also informed that two other proposals for starting B. Sc (Pharmacy) and B. Sc (Biotechnology) were pending with the government and were likely to be sanctioned soon.

Hali award for B.D. Kalia

The Haryana Wakf Board has conferred the first Hali award for the year 2004-05 on noted Urdu poet Mr B.D. Kalia ‘Hamdam’.

The award was today presented by Haryana Wakf Board Chairman Mr Hamid Hussain at a function held at the Wakf Board headquarters in Ambala Cantt. Mr Kalia’s anthology of Urdu ghazals ‘Durr-e-Nayab’ was also released by Mr Hussain.

The award carries a citation, a memento and a cheque of Rs 10,000.
